    ICLA Technical Assistant

    Role and responsibilities

    • The purpose of the assistant position is to assist in the day-to-day implementation of ICLA projects.

    Generic Responsibilities (max 10):

    • Adhere to NRC policies, tools, handbooks, and guidelines
    • Assist with the implementation of civil and legal identity, housing, land, property (HLP) rights, and collaborative dispute resolution (CDR) activities.
    • Prepare and develop status reports as required by the supervisor
    • Ensure proper filing of documents
    • Promote and share ideas for improvement of the support function
    • Promote the rights of IDPs/returnees in line with the advocacy strategy
    • Involve and inform communities and community leaders about the activities to ensure accountability.
    • Break down the annual operational plans into weekly, monthly, and quarterly implementation plans
    • Assist officers to ensure that procurement and distribution of materials and are timely and according to procedures
    • Perform any other professional duties as requested by the officers, team leaders, coordinators, or the ICLA PM.

    Specific Responsibilities
    As part of the emergency response, the main focus for NRC will be targeted at the provision of protection through the ICLA legal aid program for conflict-affected populations including IDPs, returnees, and the local communities in Northeast Nigeria. NRC implements the Information, Counselling, and Legal Assistance (ICLA) program to assist people affected by displacement. Therefore the ICLA Assistant will contribute and assist the ICLA Project Officer in the following activities:

    • Assist in the direct Implementation of legal and civil identity activities; HLP activities and CDR activities in particular the information and counseling sessions, legal assistance, and capacity building training
    • Assist In the documentation of project achievements and deliverables including compiling periodic reports
    • Contribute to the development of training materials and information dissemination materials adapted to the location and context
    • Engage in community mobilization and beneficiary engagement
    • Provide  updates and  contribute to an updated M& E system in the country
    • Integrate gender, protection, and advocacy priorities during ICLA project implementation

    Critical Interfaces
    By interfaces, NRC means processes and projects that are interlinked with other departments / units or persons. Relevant interfaces for this position are:

    • Strategy and project planning and implementation: ICLA PM, ICLA Project Coordinators, ICLA Team Leaders, ICLA Officers

    Driver

    Role and Responsibilities

    • The Driver is responsible for transporting NRC staff, visitors, documents and goods / materials to designated destinations officially approved within an area, country or other location.

    Generic Responsibilities (max 10)

    • Transport NRC staff, visitors, documents and goods/materials to approved destinations
    • Ensure the safety and security of the passengers, the goods and the vehicle
    • Immediately report accidents, breakdowns and needs of repair and general maintenance/service to the fleet officer
    • Respect the local traffic regulations and the NRC logistical/vehicle policies at all times
    • Maintain the logbook for all trips
    • Maintain the vehicle in proper operating condition at all times, including keeping the vehicle clean, ensuring enough fuel, checking the technical state etc.
    • In liaison with the fleet officer, arrange for repairs and servicing
    • Ensure the assigned vehicle has all the necessary documents and equipment
    • Provide logistical support during trainings and workshops.

    Specific Responsibilities:

    • Transport NRC staff, visitors, documents and goods/materials to designated destinations
    • Ensure the safety and security of the passengers, the goods and the vehicle
    • Ensure vehicle is always clean and in proper condition.
    • Drive NRC vehicles to pick or drop employees at their designated duty areas within and sometimes outside Borno State
    • Deliver Important documents to required destinations as directed.
    • Ensure that all deliveries have been signed and delivered to the correct recipient
    • Perform preventive and regular maintenance on NRC vehicle
    • Convey NRC staffs on assignments in and out of the office to their desired destinations
    • Pick up and drop off NRC staffs and partners from the airport to their destinations
    • Chart the best route possible in order to save time
    • Update the office on the status of the vehicle particulars for timely registrations and renewals.

    Competencies

    Job Description

    • The Norwegian Refugee Council has been working in north-eastern Nigeria since June 2015, with Livelihoods and Food Security, Shelter, WASH, Education, Information Counselling and Legal Assistance (ICLA), Camp Coordination and Camp Management and Rapid Response Mechanism working together to benefit internally displaced, returnee and host communities. NRC’s Camp Coordination and Camp Management is currently managing 50 nonformal settlements for IDPs and the Rapid Response Mechanisms team provides immediate support to families and communities displaced by conflict or natural disasters.

    Role and Responsibilities

    • The purpose of the CCCM Programme Development Manager position is planning and implementation of all NRC Camp Management portfolio in Area North, and provision of technical support to RRM intervention in the Northeast of Nigeria
    • The role also includes reinforcing CCCM / RRM standards, financial and administration management

    Generic Responsibilities:

    • Line manage project staff and ensure capacity building of project staff and transfer key skills
    • Contribute to the development of Country, Area and CC strategies and coordinate across CCs
    • Develop CC projects and coordinate and manage CCCM/RRM project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
    • Provide technical direction and ensure high technical quality of projects
    • Provide regular progress reports to the Area Manager and the Head of Programmes
    • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
    • Liaise and collaborate with relevant local authorities and other key stakeholders

    Specific Responsibilities:

    • Ensure project data collection, quality and management and work closely with M&E to maintain and update relevant NRC tools (GORS, Internal Database, achievement and progress of project log frames)
    • Design technical implementation documents for CCCM and RRM projects including proposals, logframes and budgets.
    • Prepare internal and external reports include for donors.
    • Ensure standards for implementation are known and applied among CCCM and RRM teams
    • Participate in rapid assessments in new areas of intervention
    • Identify solutions to implementation challenges and constraints in a changing context
    • Provide technical support to other relevant NRC project manager and coordinators (Education, ICLA, WASH and FSL) for the development of community based intervention.
    • Make regular visits to implementation areas and sites of implementation for quality monitoring of the ongoing and completed works and make correction and provide relevant recommendations.
    • Record and document good practices, lessons learned and establish a database in coordination with M&E to capture CCCM/RRM program performance.
    • In collaboration with the Area Manager, play a key role in recruiting CCCM and RRM field staff
    • In coordination with the Area Manager, represent NRC in coordination meetings with local authorities and NGOs when required

    • Knowledge of the context in North-eastern Nigeria is a plus
    • Experience with community mobilisation and engagement
    • Experience in starting up community-based centres and/or outreach teams
    • Experience with community-based development grants management
    • Able to train and manage teams (to listen, advise, support, solve conflicts, motivate, etc.)
    • Experience in financial, asset and human resources management, budgeting and administration
    • Proven skills and experience in successfully managing field teams and distributions
    • Experience with implementation of cash and voucher approaches
    • Familiarity with international minimum standards of service delivery (i.e., SPHERE)
    • Knowledge of Kanuri or Hausa is an advantage
