    Design, Monitoring, Evaluation and Learning Coordinator

    Location: Maiduguri, Borno

    Position Summary

    • Search for Common Ground seeks a professional, motivated, and creative Design, Monitoring, Evaluation and Learning Coordinator who will support the DMEL Manager in working with the Institutional Learning Team and carry out all the strategic and functional responsibilities of design, monitoring, evaluation and learning for Borno Projects.
    • S/he will work under the direct supervision of the DMEL Manager and in close coordination with the Head of Office, Project team leads, State Coordinators, the Conflict Analyst, and the Media/Communications team.
    • The position will be based in Maiduguri,  Borno State and will frequently travel to the field with the LGAs and in Search’s current and emerging regions. 

    About The Project

    • In the past decade, states in the North East region of Nigeria have faced frequent attacks by Boko Haram militants leading to widespread displacement, violations of national laws, international humanitarian and human rights laws, and a deepening humanitarian crisis.
    • Children, who are the most vulnerable members of society, have suffered the worst impacts as pre-existing problems of access to social protection, education and healthcare increase, new threats emerge, and the systems to protect children fail.
    • This project aims to ensure that children verified and separated from CJTF receive a comprehensive child protection package including counselling, psychosocial support and socio-economic reintegration and that their communities understand the importance of their separation and reintegration.
    • Search will work closely with the children, their families and communities, and CJTF to address the psychosocial and economic needs of the children and to influence the attitudes of communities and CJTF so they understand the negative impact of associating with armed groups on children and prevent the CJTF from using children.
    • By increasing the resilience of children associated with CJTF and increasing their employability, this project will facilitate lasting reintegration of these children and amplify positive narratives around their role in communities as productive civilian actors and agents for peace

    Roles and Responsibilities

    • Support quality, conflict sensitive, innovative and effective DM&E process in North East;
    • Develop M&E plans for projects in the region and create a framework for fully implementing the plan 
    • Develop and maintain the beneficiaries’ database and ensure it’s aligned with the CPIM+ database.
    • Implementing SFCG M&E standards around project planning meetings, baseline studies, data collection tools, monitoring missions and evaluations in the North East;
    • Establish appropriate data collection methodologies and strategies to monitor and evaluate project implementation  in the North East;
    • Enable program teams to utilize monitoring and evaluation findings and communicate results effectively for improved program implementation;
    • Strengthen DM&E capacities of SFCG program staff and partners;
    • Supporting the recruitment and management (if needed) of external consultants for other studies, research and assessment ;
    • Support DM&E Manager conduct internal evaluations when appropriate based on SFCG Evaluation Guidelines and Policies;
    • Contribute to developing organization-wide DM&E tools, systems, and processes
    • Support the DM&E Manager in providing ongoing technical support in proposal development, monitoring, reflective practice, evaluation and learning;
    • Supporting DM&E Manager in facilitating cross-organizational learning, which includes providing information, guidelines, lessons learned, and user-friendly learning tools on DM&E on the Institutional Learning Team Intranet website.

    Requirements
    Educational Background:

    • A University Degree is required; University Degree in International Development, Social Science, Economics, or related field is desired.
    • Additional education in conflict management, media for peacebuilding, communication for social change would be a strong asset;

    Required Experience:

    • A minimum of 4 years’ experience in field monitoring, evaluation design, empirical and statistical analysis, management information systems and/or information management design is required.
    • Demonstrated experience in coordinating and working with international donors and grantees on PMEL/MLE systems.
    • Experience in supporting and monitoring field-based programs in North-East Nigeria
    • Experience in managing databases and coordinating evaluations, surveys and impact monitoring.
    • Professional training in project management.

    Other Relevant Requirements:

    • Good knowledge of the local languages will be an asset.
    • Proficiency at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required.

    Psychosocial Support (PSS) Officer

    Location: Maiduguri, Borno
    Reports To: Psychologist
    Working Relations: Case Management Officers and Community Mobilization Officers.

    Position Summary

    • The Psychosocial Support (PSS) Officer supports the direct implementation of the “Supporting the Socio-Economic Reintegration of Children Associated with Armed Groups, and other vulnerable children, in North East Nigeria” project through delivery of Trauma Awareness and Resilience Trainings, in addition to facilitating Transformative Dialogues.
    • The PSS Officer will also support Case Management Officers in providing specific PSS related technical support to improve the mental well-being of the children within the caseload.

    Roles and Responsibilities

    • The PSS Officer will deliver Trauma Awareness and Resilience Building Trainings to beneficiary children, in addition to Transformative Dialogues with caregivers and community leaders, according to project work plan.
    • Coordinate with Community Mobilization team to ensure relevant target populations are mobilised. Ensure coordination to capture attendance record and ensure information is stored systematically.
    • Conduct psychological distress assessment to the children within the caseload and provide psychological first aid and/refer the cases to the psychologist or other partners for further intervention.
    • Support technical capacity building of Case Management Officers, Assistants and Community Case Workers through ad hoc consultations and mentoring on psycho-social support. Deliver in depth trainings when required.
    • Write training activity reports on all trainings facilitated, ensuring rich content is captured through quotations and photos (with necessary consent/ assent), and ensure these are submitted in a timely manner.
    • Represent Search externally where required, for example in MHPSS forums in Borno State.
    • Prepare accurate monthly and make inputs to quarterly and final narrative reports.
    • Share necessary security updates with Security unit in areas of intervention to ensure safety of beneficiaries and team members in ongoing risk assessments.

    Requirements
    Education:

    • University Degree, Diploma or equivalent in Social Work, Psychology, Law or Sociology.

    Required Experience:

    • Minimum of 3 years psycho-social support (PSS) experience, with a particular focus on children.
    • Solid understanding of psychosocial trauma interventions, methodologies and theory.
    • Excellent training and facilitation skills.
    • Experience working with Children Associated with Armed Groups
    • Experience working in emergency settings
    • Experience working in different communities in Borno State
    • Experience working with refugees, IDPs, host communities, and other vulnerable populations.

    Media Consultant

    Location: Maiduguri, Borno

    Purpose of the Consultancy

    • Search for Common Ground (Search) is seeking the services of a Media Consultant in Maiduguri, Nigeria. The Consultant is expected to have proven media experience in relation to media partner relationships and understanding of multimedia content production. 
    • The position requires an experienced media professional who has experience in producing high quality radio programs using a range of different radio formats. The Media Producer will be in charge of ongoing radio programs and overall media output. 
    • She/He will manage partnerships with the radio stations, develop the radio program curriculum, work with consultants tasked with media deliverables and support production and broadcasting of the media output. In doing so he/she will be responsible for ensuring all radio programming follows Search’s methodologies and approach. 
    • The position holder will supervise and closely monitor the work of the radio producers based in Search’s partner stations, they will also be responsible for mobilizing media for relevant activities and leading media engagement. 
    • She/He will work under the direct supervision of the Project Manager and functionally managed by the National Media Manager. She/He will also work closely with the Design, Monitoring and Evaluation team, and other project team members.

    Role of the Posiiton

    • Support the media manager in managing media outreach activities, including programmatic, compliance, personnel, financial, and administrative matters
    • Ensures all activities are conducted in accordance with Search policies and donor rules and regulations
    • Nurture positive relationships with partner radio station and producers of these radio station
    • Support local radio stations in their planning, production, publicity, outreach and broadcast of  media products
    • Shall make sure guests on the show are progressives and not controversial people in the society
    • Develop activity work plans, radio program production and broadcast plans and strategies;
    • Develop and implement the promotion, publicity and outreach plan and strategy to promote and publicize the radio programs and spots/jingles among its target audience;
    • Oversee and ensure the quality of the production of the media output;
    • Keep track of media logs, monitor the broadcast of the radio programs and provide regular feedback to the partner FM radio station;
    • Provide necessary support to the Communication team to manage social media profiles relating to the project, including publishing and distributing content, running campaigns and monitoring progress;
    • Listen and report all aired episodes of radio program and provide constructive feedback to the producers and presenters;
    • Provide regular coaching and mentoring support to the radio producers and presenters;
    • Coordinate with the program teams to integrate program messages into media programming streams;
    • Track organization’s news coverage through online and traditional sources;
    • Provide support in writing, formatting and editing communications/media/outreach materials;
    • Develop relations with media actors and assist in mobilizing media for events where necessary;
    • Provide monitoring data to the DM&E manager and share success stories and impact stories as a result of radio programs;
    • Provide media reports and documentation and share progress, challenges, and lessons learned to support the Media Manager and Project Manager to write periodic progress reports;

    Location:

    • The position will be based in Maiduguri and include field travels.

    Requirements
    Education:

    • Bachelor’s Degree or its equivalent in Radio Production, Media, Journalism, Communication, Development Communications or a related area;

    Required Experience:

    • At least 3 years of experience in producing and coordinating media programs including Radio/TV programs and Radio/TV teams;
    • Track record of producing successful radio programs in Nigeria, preferably using radio magazine, discussions, talk  shows formats;
    • Ability to communicate in local languages will be a big advantage;
    • Significant experience designing and conducting training courses in journalism and media;
    • Experience in media program design, including podcasts, drama, spots, news & current affairs;
    • Track record in delivering effective media/communications/advocacy strategies in support of  campaigns and advocacy programs;

    Enterprise Coordinator

    Position Summary

    • Search Nigeria is seeking an Enterprise Coordinator who will support the direct implementation of the “Supporting the Socio-Economic Reintegration of Children Associated with Armed Groups including the Civilian Joint Task Force in North East Nigeria” program by supporting the economic reintegration of children through capacity building, enterprise skills development and accessing self or wage employment in local markets.
    • This role will provide technical leadership to the economic reintegration program component, under the direction of the Deputy Program Manager. This will involve developing tools to quality assess and assure interventions, and take proactive measures to address needs identified within the program.
    • The Enterprise Coordinator will work closely with Enterprise Officers, under the direct supervision of the Deputy Project Manager, supported closely by the Child Protection Manager.

    • Provide support to Deputy Project Manager/ Economic Reintegration Specialist to carry out local market analysis to better understand the local livelihood systems, household economies, and market opportunities so that appropriate and economically relevant training and economic reintegration opportunities can be sought for the children.
    • Use the analysis report to identify constraints and opportunities for livelihoods improvement of children in Maiduguri.
    • Facilitate work plan development, implementation and ongoing monitoring to train targeted children of legal age in skills that will cater to the needs and demands of the local markets within Micro-Enterprise Trainings and ongoing mentoring.
    • Coordinate all enterprise related training activities that will take place in targeted communities.
    • Organize and coordinate business opportunities and administrative support sessions that will help trained children of legal age in identifying and accessing small business seed grants, employment opportunities, and information on available economic resources.
    • Identify, assess and select local artisans/small business owners in targeted communities.
    • Sensitize local artisans/small business owners in targeted communities by providing necessary support to empower children.
    • Monitor each young person’s partnership with his/her employer and carry out quality assurance visits each quarter to all businesses. Report findings and address any challenges observed. 
    • Support teams to produce timely high quality reports and documentation both to meet donor and internal requirements as needed.
    • Provide technical input to project implementation to achieve targets. 
    • Provide ongoing supervision and mentoring to Enterprise Officers. 
    • Maintain record of expenditure and report these to Deputy Project Manager and Child Protection Manager.
    • Keep abreast of local context and security situation and share updates with the team as necessary. 

    Requirements
    Education:

    • An advanced University Degree in one of the following fields is required: Social Work, International Development, Human Rights, Psychology, Sociology, International Law, or another relevant Social Science field.

    Required Experience:

    • A minimum of 3 years of professional experience in enterprise development, business management or other relevant field, particularly in the field of adolescents of legal age.  
    • Experience in both development and humanitarian contexts is considered as an added advantage
    • Training experience relating to business and enterprise. 
    • Familiarity with tool development and best practices in skills development trainings. 
    • Experience working with Children Associated with Armed Groups, and knowledge of economic reintegration best practices.

    Child Protection Project Manager

    Location: Maiduguri, Borno
    Reports To: Head of Office, Northeast
    Direct Reports: Deputy Project Manager, Enterprise Coordinator, Case Management Coordinator, Psychologist.

    Position Summary

    • Search Nigeria is seeking a Child Protection Project Manager who leads both the technical aspects of child protection and the overall management of the project. S/he is responsible for the planning, management, implementation, monitoring, and reporting of the project within the country program.
    • S/he provides technical guidance and management support throughout the programming processes. S/he facilitates the administration and achievement of concrete and sustainable contributions with the overall goal to support the long-term reintegration of children associated with Civilian Joint Task Force (CJTF) and other vulnerable children, in North East Nigeria using Search’s Common Ground Approach.
    • The position requires a child protection specialist who is also experienced in conflict transformation, peace building, and reintegration; and also conversant with project management cycles and relevant experience in program development in child protection related areas.
    • S/he will work under the direct supervision of the Head of Office, North East and work closely with the Country Director, DMEL Manager and other senior managers. The position holder will supervise the project team of 39 personnel consisting of a Deputy Project Manager; Media, enterprise and case management coordinators; Education, Enterprise and Case Management Officers and Assistants; Community Mobilisers and Community Case Workers, in addition to consultants.
    • This position is based in Maiduguri with occasional visits to the different working local government areas (LGAs) in Borno, including MMC, Jere, Dikwa, Konduga and Gwoza (dependent on security assessment and approval).

    Roles and Responsibilities
    Strategy, Capacity Development, and Planning:

    • Support the planning, design and updating of the situation analysis for the child protection project to set program priorities, strategies, and design and implementation plans. Keep abreast of development trends to enhance program management, efficiency and delivery;
    • Provide senior technical and management leadership to the delivery of a comprehensive child protection package including psychosocial support and socio-economic reintegration;
    • Build the capacity of the team in child-protection and community-based approach;
    • Takes primary responsibility for the development of the work plan and technical decisions as well as for program management, implementation and monitoring of assigned activity, in compliance with the defined project strategies and approaches; and

    Project Implementation, Quality Assurance, Reporting:

    • Ensures proper implementation of the project based on continuous monitoring and evaluation exercises, program reviews to determine required actions and interventions to achieve results;
    • Leads the project and facilitate attainment of project expected results in close collaboration with the Head of Office, and the Country Director;
    • Ensure that the socio-economic reintegration efforts are conflict-sensitive, promotes an inclusive and community-based approach to reintegration, as guided by the Paris Principles and Guidelines on Children formerly associated with Armed Forces and Armed Groups as well as more recent guidelines and Resolutions, and are in the best interest of the child.
    • Ensures effective application of results-based management methodologies;
    • Actively monitor the project through field visits, surveys and exchange of information with partners to assess progress, identify bottlenecks and potential problems. Take timely decisions to resolve issues and/or refer to relevant officials for timely resolution;
    • Collaborates with relevant staff in other Search offices for quality program development and planning. The position holder will also be a member of the Program Quality Team (PQT).
    • Monitors budgets versus actuals and cash-flow for the project; confirming compliance with organizational rules, regulations, procedures, donor commitments, as well as standards of accountability and integrity. Ensure timely reporting and liquidation of resources;
    • Steer the project’s activities to meaningfully address needs in the context;
    • Ensures all donor and internal reports are submitted within internal deadlines and to expected quality;
    • Build coalitions and networks with local partners for project’s effectiveness; and
    • Prepare regular and mandated project reports for management, donors and partners to keep them informed of project progress.

    Representation and Coordination:

    • Provides strong coordination support to NGOs, partners, and national authorities through establishment of wider consultation and collaborative processes to strengthen and to achieve sustainable and broad results in child protection;
    • Co-chair the newly established Reintegration Technical Working Group. Support development of reintegration guidelines and common indicators tailored to the context in the North East.
    • Prepare communication and information materials to promote awareness, establish partnerships/alliances and support media enquiries into the project;
    • Responsible for the coordination of all project activities; and
    • Participate and/or represent Search with donors and in appropriate inter-agency discussions and planning on child protection related issues, including participation in the Child Protection working groups at Abuja and Maiduguri levels.

    Requirements
    Education:

    Required Experience:

    • A minimum of five years of professional experience in planning and management in child protection related areas is required;

    Media Coordinator

    Location: Maiduguri, Borno

    Position Summary

    • Search for Common Ground seeks a professional, motivated, and creative Media Coordinator who will develop and implement the media component under the project. Specifically, the Media coordinator will manage the media team and the implementation of all the media activities; organize and supervise the implementation of media campaigns to raise public awareness and knowledge around issues as they relate to the local context of the target States.
    • Under the direct supervision of the Head of Office and functionally managed by the National Media manager, the position holder will also follow Search’s media programming approach to create high-quality relevant radio and television programs, which increase public awareness of these issues across the target locations and contribute to changing attitudes and challenging stereotypes.
    • The Media Coordinator will be responsible for overseeing all the radio and television production and liaising with the partner FM radio and television stations for broadcasting. The position will be based in Maiduguri and will include frequent travel to the field.

    • Support the Senior Subgrants, Compliance and Accounts Coordinator to collate RFQs to negotiate for contracts for the production and broadcast  of  discussion programs, UN Women films, promotional jingles and other relevant media products
    • Listen and report all aired episodes of radio program and provide constructive feedback to partner producers/presenters during the weekly postmortem and make projection towards the next episode
    • Design a weekly tracker for the radio program
    • Track organization’s news coverage through online and traditional sources 
    • Provide support in writing, formatting and editing communications/media/outreach materials
    • Coordinate with the program teams to integrate program messages into media programming streams
    • Coordinate activities of media staff;
    • Develop relations with media actors
    • Support the Communications team by sharing relevant content relating to the project for publishing and distributing on Search’s Social media platforms
    • Capture photos and success stories in all Search meetings, trainings and events
    • Assist in editing and proofreading documents, materials
    • Contribute to visibility efforts, i.e. assist in planning of media visits
    • Report all media-related activities and feed into donor reports; 
    • Provide weekly updates to the Media Manager and Head of Office
    • Support with development of weekly context update
    • Work closely with the DMEL team Identify lessons learned, constraints, and project impacts based on a determined theme and/or sector for inclusion in Quarterly Reports.
    • Maintain project files, electronic files, project Library and other resources
    • Assist in mobilizing media for events where necessary

    Qualifications

    • At least 3 years of experience in coordinating media projects, programs and media teams; including television production;
    • Bachelor’s Degree or its equivalent in Media & Communication Studies, Peace Building, Conflict, Security Studies, Political or Social Science, International Studies, Public Administration, Development Studies and experience in a related area. 
    • Demonstrated experience in supporting the design and production of Multimedia content for radio, television and social media platforms which is not limited to talk show, drama, , feature films and/or documentaries;
    • Demonstrated skills in utilizing editing tools to produce multimedia content
    • Understand opportunities in key Nigeria media markets and thorough understanding of requirements of different kinds of media i.e. print, TV, radio, and online;
    • Support and assist the Media Manager to develop and implement an effective communication strategy 
    • In coordination with the Media Manager oversee all the project’s radio and television production and liaising with the partner FM radio and television stations for broadcasting.
    • Knowledge of civil society organisations, government agencies, private sector companies and international development agencies, with experience of working in partnership within some of these sectors;
    • Written and verbal communications skills 
    • Experience of partnership building, with experience of influencing stakeholders and establishing and maintaining strong partnerships;
    • Ability to work effectively in a team environment and strong interpersonal skills;
    • Commitment to SFCG’s aims and a clear understanding of the links between policy, lobbying, campaigning and media work and of how policy change can be achieved through effective advocacy;
    • Organisational skills and attention to detail;
    • Ability to manage competing priorities in a rapidly changing environment;
    • Demonstrate capacity to adapt to a multi-cultural context, and tolerance and respect to issues related to gender, religion, race and nationality;

    Languages:

    • Fluency in oral and written English and Hausa is essential;
    • Good knowledge of other local languages will be an asset.
