    Case Management Assistant

    ROLE PURPOSE:  

    The Case Management Assistant will provide psychosocial support, basic case management support to UASC, survivors of gender-based violence, CAAG and other children at risk through individual counselling follow-up support, referrals, and dissemination of information on available GBV services to encourage access to services. She/he will in collaboration with the CPIE officer oversee provision of   psychosocial /group support, skills building, information sessions and other recreational activities that promotes social support networks and cohesion with boys, men women and girls at the Child Friendly Spaces/safe spaces. He/she will be expected to support on child protection sectoral assessment, project planning and coordination with other actors. In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.

    KEY AREAS OF ACCOUNTABILITY:

    • Facilitate the assessment of the living conditions of children in the camp/communities and participate in the development of appropriate response to the needs of children.
    • Facilitate the involvement of children and the community (leaders and parents) in the PSS activities and document the progress made.
    • Support (the incentive workers) team leaders and social workers in the monitoring, verification and documentation of cases of children. 
    • Follow-up the preparation and implementation of case action plan and home visit conducted by the case workers and social workers.
    • Assist the child protection officer in facilitating and organizing appropriate care arrangement, and suitable alternative care system with close supervision and attention to the individual needs of children.
    • Through working with the child protection committees identify potential foster families for unaccompanied and separated children in collaboration with social workers and community leaders.
    • Organize and facilitate positive parenting skills training (Parenting Without Violence Common Approach) weekly sessions.
    • Assist the child rights clubs to demonstrate to the community and the concerning bodies about protection concerns that children are facing while living in the camp and promote the participation of children in all matters affecting their lives.
    • Organize and lead psychosocial support activities at Child friendly Spaces
    • Work closely with the child protection officer in the celebration of international events days and other awareness raising sessions
    • Assist and participate in the preparation of budget, work and spending plans, and PR tracking to monitor the proper utilization of the budget and timely implementation of activities.
    • Adhere and fully abide by the child protection code of conduct.
    • Perform other duties assigned by the supervisor
    • With support from the Coordinator, supervise project implementation to ensure timely delivery of project activities (for example, monitoring against individual performance management work plans).
    • With support from the lead Coordinator and/or other senior programme staff, prepare and review timely monthly reports submitted by partners and SCI Staff. 
    • Work with the MEAL plan to ensure links to reporting requirements where possible, refer the MEAL framework to build an evidence-base for child protection programming interventions.
    • With support from the CRM/Accountability Officer put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
    • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings and the Sphere standard 
    • Ensure survivors of gender based violence are timely identified and provided counselling and other appropriate response services.
    • Ensure relevant referral forms are in place, implemented accordingly and coordinate monthly meetings including, parent’s forum and child protection committee
    • Provide essential psychosocial first aid support to children and adults when needed and ensure partner staff are supervised regularly to ensure activities are carried out in line with minimum standard guidelines.
    • Consistently update the referral pathway of project locations

    Capacity Building:

    • Provide capacity to implementing partners that have less CPiE experience 
    • Representation & Advocacy & Organisational Learning:
    • With support from the Lead Child Protection Coordinator and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
    • In collaboration with the Humanitarian Technical Unit and Child Protection team, feed in learning, experiences and evidence to relevant global advocacy objectives.
    • Contribute to communications and media work as required.

    General:

    • Minimum 1year post NYSC work experience in GBV and child Protection work, supervision, community mobilisation and distributions and solid understanding of the actual Nigeria Emergency context. 
    • Proven ability to supervise a CP project with holistic approach and integrated to child protection right
    • Fluent in English
    • Working knowledge of Hausa and/or Kanuri
    • Computer literate

    Child Protection in Emergency Officer

    ROLE PURPOSE: 

    This position is responsible for ensuring proper and quality implementation of the Case management and other components of the Child protection programme. . S/he will need to co-ordinate with other Emergency Response team members and SC staff, especially Implementation Management, health, education and other relevant technical sectors, to ensure a rapid, proportionate and effective response. S/he will need to ensure response to immediate child protection issues with simultaneous consideration of longer term needs and possible scenarios. Depending on the situation the specialist may need to take a very active role in technical co-ordination, support and advocacy with the country specific child protection sector and other stakeholders and technical agencies relevant to the sector.

    Duties and Responsibilities

    • Responsible for technical supervision and training of all case workers working with the UASC.
    • Daily supervision of the Child protection case workers.
    • Ensure that case workers are trained on UASC and registration of the children
    • Ensure the quality of the registration forms.
    • Make referrals of the registered children to the Ministry of women and social development.
    • Ensure that children are followed up and receiving proper case management.
    • Ensure that cases are prepared for case discussions/ case management meetings 
    • Ensure partner staff are well supported to implement the entire project 
    • In collaboration with the CP coordinator conduct trainings for the partner staff, the ministry staff and other stake holders. 
    • Ensure that all activities under his/her supervision are conducted so as to comply with the obligations of the SC beneficiaries, staff and other stakeholders under his/her jurisdiction, in accordance system of quality supervision, including the CPiE minimum standard and SPHERE standards

    Program implementation and development 

    • Identify gaps in service provision to Internal Displaced Children, with a special attention to UASC and proactively referring and advocate for those gaps to relevant in coordination with the CPiE coordinator 
    • Together with the case workers ensure vulnerability of the identified and registered children are responded to involvement of the community where appropriate ensuring the best interest of the child.  
    • Establish/maintain a regular system of project evaluation and progress monitoring, using both qualitative and quantitative indicators, data collection, feeding into program adjustments and regular reporting as well as advocacy and new programme development

    Undertake any other roles as may be assigned by the

    Representation

    • In  collaboration with the SC CP Officer, Co Lead with the Ministry  of  Women Affairs and social development to ensure case management meeting are carried out regularly. 
    • Coordinate with the CP sub sector (Coordination at the field level) in order to assure that adequate and children centered solutions are taken in consideration in the strategic planning of activities

    Reporting

    • Ensure the cases that are identified and registered are captured correctly and shared with the M&E officer.
    • Ensure that all interventions in regards to UASC are captured appropriately, Including follow ups and referrals. 
    • Report weekly, monthly and quarterly on case management in the field as requested.
    • Report weekly, monthly and quarterly on the CP interventions in Borno state.

    Reporting relationships

    • The Child Protection in Emergency Officer is the technical supervisor for all case workers who work in case management and a closely work with the implementing partner’s officers.

    Case Management Officer

    ROLE PURPOSE:  

    The Case Management Officer is responsible for ensuring that quality case management and psychosocial support services are provided to internally displaced persons mostly children. They will have their capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses world-wide. The Case Management Officer will be expected to support on sectoral assessment, project planning and coordination. In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.     

    KEY AREAS OF ACCOUNTABILITY:

    • Support the Case Management Coordinator to develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
    • Ensure the day-to-day implementation of the work plan activities in the work plan and provide input into the development, on-going management and maintenance of the work plan.
    • Compile concise quantitative and qualitative reports, case studies, Success stories etc. on a monthly, and quarterly basis and submit to the Case Management Coordinator for documentation
    • In close collaboration with the Program Manager, manage project field activities, ensuring project objectives are being achieved and ensuring the efficiency and effectiveness of field work. 
    • Working closely with the Program Manager, ensure that the project implementation strategy is clearly understood by the implementing teams, and ensure that project plans and strategies are adhered to during implementation, 
    • Providing technical support, capacity building and on the job supervision to build the capacity of the respective Save the Children’s field staff and partner staff to effectively deliver the project including;
    • Support the Case Management Coordinator to conduct child protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit. Adapt the Assessment Tool as necessary. Coordinate with other SC thematic areas, the national/district Child Protection Working Group and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific, disaggregated analysis of children’s needs.
    • With support from the lead Case Management Coordinatorand/or other senior programme staff, develop monthly and quarterly plans and costed plans, contributing towards an overall thematic programme plan. From the strategy initiate programming in the following areas as appropriate:
    • Support to the psychosocial (physical, social, emotional) wellbeing of children and their families.
    • Emergency family tracing interventions and alternative care options for unaccompanied and separated children, utilising tools within the Inter-Agency Child Protection Information Management System 
    • Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV) in project communities
    • Prevention and response to the main risks for children’s exposure to physical harm 
    • Prevention and response to all forms of exploitation including harmful child labour and child trafficking 
    • Support the integration of case management into CFS and PSS
    • Support the integration of child protection in to other SC emergencies core sectors on the field
    • With support from the Case Management Coordinator, supervise project implementation to ensure timely delivery of project activities (for example, monitoring against individual performance management work plans).
    • With support from the lead Case Management Coordinator and/or other senior programme staff, prepare and review timely monthly reports submitted by partners
    • With support from the lead Child Protection Manager, identify project supplies specific to the programme needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
    • Work with the MEAL plan to ensure links to reporting requirements where possible, refer the MEAL framework to build an evidence-base for child protection programming interventions.
    • With support from the CRM/Accountability Officer put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
    • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings and the Sphere standard 
    • Ensure appropriate child friendly spaces time schedules are tailored to the physical and mental needs of the children based on age group and gender
    • Coordinate monthly meetings including, foster parent’s forum, CRC meetings and child protection committee

    • Ensure partner staff are supervised regularly to ensure activities are carried out in line with minimum standard guidelines.

    CP/GBV Officer

    ROLE PURPOSE:  

    The CP and GBV Response Officer is responsible for ensuring that quality psychosocial support services and case management for GBV survivors and other children at risk are provided to internally displaced persons under the age of 18. Build the staff capacity to provide direct meaningful support to GBV survivors, mentor, supervise and monitor team activities and ensure effective coordination and networking system establishment to the rest of child protection team. The Gender Based Violence Response Officer will be expected to support on child protection sectoral assessment, project planning and coordination with other actors of GBV clusters. In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.

    KEY AREAS OF ACCOUNTABILITY:

    • Support the Case Management Coordinator to conduct child protection and GBV assessments using SC assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit. Adapt the Assessment Tool as necessary to GBV survivors.     QUALIFICATIONS AND EXPERIENCE

    Essential Criteria

    • University degree or equivalent in Social work, Social Science, development studies or equivalent combination of relevant training and experience
    • Minimum 2 years post NYSC work experience in GBV and child Protection work, supervision, community mobilisation and distributions and solid understanding of the actual Nigeria Emergency context. 
    • Proven ability to supervise a CP project with holistic approach and integrated to child protection right
    • Fluent in English
    • Working knowledge of Hausa and/or Kanuri
    • Computer literate

    Desirable Criteria

    • Female with high level of personal integrity, commitment and professional responsibility with GBV exigencies.  
    • Excellent communication skills, 
    • Team player with strong leadership skills
    • Mature personality with life experience is an advantage
    • Able to be a self-started and work in challenging contexts and fragile environment.
