    Finance and Administration Manager, REACH Malaria

    • The Finance and Administration Manager is based within a PMI REACH Malaria country team, within a broader PATH country office, and will supervise other finance and administrative staff.  The Finance and Administration Manager will lead or assist with all project-related financial management, local contracting and grants management, compliance, and other related financial operations project activities. 

    Responsibilities: 

    • Provide overall technical and administrative leadership in the areas of financial management and grants management for the project. 
    • Set up, manage, and provide technical assistance related to the grant-making component of the project activities. 
    • Ensure that financial systems and processes for the project are in compliance with OIPH and PATH policies, donor expectations and good financial practices. 
    • Advise country project staff on donor requirements; and provide training on financial and grants management, recordkeeping, operational systems, and policies as needed. 
    • Provide any information or support as needed to the global project team to prepare and submit monthly financial, pipeline report and quarterly accrual reports to USAID. 
    • Manage and liaise with internal and external auditors in the review of country project financial and administrative practices and records. 
    • Support effective linkages between technical components, grants and finance and administrative functions within the project. 
    • Support assessments of in-country partners’ financial management capacity and ability to adhere to donor requirements. Develop related action plans to address any capacity/system gaps. 
    • Develop, analyze and monitor program budgets and expenditures. 
    • Identify and elevate financial and compliance risks to appropriate in-country or global project team member.  
    • Coordinate input for the annual work plan and budgeting process with the project team and partners. 
    • Support in-country procurement for project equipment and supplies as needed, in collaboration with PATH's Procurement Office. Review and approve payment vouchers, travel expense reports, workshop expense reports and other reconciliations for authorization, accuracy, allowability, charge codes and accounting for advances.  
    • Support monitoring expenditure against approved budgets, forecasts and available obligations 
    • Manage a finance and operations team to facilitate budgeting, financial reporting, accounting, administration and procurement across project needs. 
    • Contribute to the monthly request of funds, based on budget and cash flow projections, to ensure the project has all the necessary funds for the operations.  

    Required skills and experience: 

    • A Bachelor’s degree or higher in a field related to business administration or accounting. Certifications in ACCA, ICSA, CIMA, or ACA will be an added advantage. 
    • At least seven years of experience in financial management and grants and contract administration, preferable with an international organization.  
    • At least five years of relevant experience managing USAID awards, with preferred experience in managing USAID, USG contracts, and/or Grants under Contract. 
    • Extensive knowledge of USAID rules and regulations with experience managing subgrants, experience building capacity in financial management and organizational development of community-based organizations and implementing partners. 
    • Relevant skills in accounting software and cloud systems and use of advanced excel. 
    • Experience in capacity building of sub grantee organizations and in financial and audits of donor-funded projects and programs. 
    • Experience in building and effectively supervising a diverse team of employees. 
    • Demonstrated ability to work with institutions at the national and regional level, local nongovernmental organizations, and community-based organizations and structures.

    Monitoring, Evaluation, and Learning (MEL) Manager, REACH Malaria

    • The Organization for Innovation in Public Health (OIPH, PATH’s local affiliate in Nigeria) seeks a Monitoring, Evaluation, and Learning (MEL) Manager for the US Government (USG)-funded “Reaching Every At-risk Community and Household with Malaria Services” (PMI REACH Malaria) global contract in Nigeria. PMI REACH Malaria aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), malaria diagnostics, data collection and use for service delivery, and other malaria prevention interventions. 
    • The MEL Manager will report to the Chief of Party and will develop and manage MEL systems at the country-level. The MEL Manager will also have a reporting line to the PMI REACH Malaria MEL Director and supervise the MEL Officer. 

    Responsibilities: 

    • Develop and manage country-level MEL plan and systems, including development or tailoring of country level SOPs and data collection tools and forms. 
    • Contribute to annual work planning and ensure inclusion of MEL activities; implement country-level MEL-related activities and track their progress against the work plan.  
    • Lead and oversee routine data collection, cleaning, processing, analysis, interpretation and reporting of performance monitoring and contextual indicators in collaboration with the subnational and national malaria program (NMP) staff.  
    • Provide technical support and oversight for project monitoring of activities, country level assessments, or other data collection efforts. 
    • Provide technical assistance to NMP/MOH for efforts to improve data quality, including leading or supporting implementation of data quality audits (DQAs), data validation, and data review meetings.  
    • Work with provincial and district management teams to assure the collection and regular reporting of HMIS malaria data in line with the NMP, and programmatic needs. 
    • Provide technical support and capacity-strengthening of NMP and local partners in integrating and using data for quality improvement and programmatic decision-making. 
    • Ensure that all project data, MEL-related tools, forms, and reports are stored on project SharePoint site and that project datasets are submitted to data repositories as per contract terms. 
    • Maintain and update the M&E plan and system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements. 
    • Lead implementation of facility assessments, establish, and oversee data cleaning and entry procedures for outreach training and supportive supervision and integrated community case management, as per standard M&E practice and consolidate lessons learned and make suitable recommendations for future assessments. 
    • As a member of the in-country project management team, lead or support after-action reviews of project activities, quarterly review meetings, and other learning activities to ensure the use of data to guide program decision-making and adaptation. 
    • Lead or support preparation of technical documents, presentations, SOPs, and reports. 
    • Manage and provide technical oversight to the MEL Officer.  
    • Develop and maintain relationships with key stakeholders such as MOH, implementing partners, academic institutions, and donors in the area of monitoring and evaluation. 

    Required skills and experience: 

    • Master’s degree in public health or social sciences and a bachelor’s degree in Public Health, Social Sciences, Statistics or relevant discipline. 
    • Minimum of 8 years’ experience and demonstrated skills in monitoring and evaluation in health of which 5 in a leadership position within a donor-funded project, preferably PMI or USG 
    • Experience in understanding and managing the performance monitoring plan within a donor funded project 
    • Knowledge and experience of MOH’s health information systems (HMIS) and DHIS2 is a requirement. 
    • Demonstrated understanding of and familiarity with a range of applied research and monitoring and evaluation approaches including health information and data management systems. 
    • Proven ability to motivate and mentor staff and create a positive team environment. 
    • Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact. 
    • Ability to oversee data collection and utilization at various levels to ensure accuracy and clarity of data interpretations. 
    • Experience in data quality audits and data reviews, preferably for malaria programming 
    • Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation

    • Successful experience working with the national ministry of health/national malaria program, is preferred.

    Malaria Technical Advisor, REACH Malaria

    • The Organization for Innovation in Public Health (OIPH, PATH’s local affiliate in Nigeria) seeks a Technical Advisor for the USG-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global project. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, other malaria prevention interventions and maternal, newborn, child health (MNCH) and nutrition. 
    • The Malaria Technical Advisor will report to the Chief of Party and will take a leadership role in ensuring quality technical implementation of activities, meet stated goals and reporting requirements. S/he will coordinate with relevant ministry of health officials at national and subnational level, PATH technical teams and other malaria implementing partners on technical issues of the project. 

    Responsibilities: 

    •  Provide overall technical backstop for the project in the country. 
    • Lead technical, management, and monitoring aspects of project activity implementation, and ensure adherence to PMI technical guidance and global best practices.      
    • Provide technical support to the MOH through the national malaria program, ensuring high-quality interventions across all technical areas. 
    • Actively participate in malaria related, MNCH, nutrition and other relevant public health technical working groups.  
    • Maintain current technical knowledge on malaria and other related public health topics, and manage introduction and scale-up of best practices and technical interventions 
    • Assist the Chief of Party in developing annual work plans, budgets and performance reports. 
    • Manage and supervise technical teams in implementation of program activities  
    • Work with the MoH to actively use data for decision-making and to identify how malaria control activities and the impact can be sustained over time.  
    • Collaborate with MoH technical experts in development of policies, guidelines, and training materials, technical support supervision and mentorship programs.   
    • Collaborate with other teams in PATH including diagnostics, maternal, newborn and child health, data and digital health, for their technical inputs into project deliverables and activity plans.  
    • Take on duties as may be assigned by the Chief of Party and other senior partners 

    Required skills and experience: 

    • Master’s degree or higher in public health, medical sciences, or other related area.  
    • Minimum of 7 years of providing technical leadership in designing and implementing malaria control, public health or related programs in service delivery activities, collaborating closely with National Malaria Control Programs and other government and civil society stakeholders at country level.  
    • Experience supporting donor-funded health projects, with preference for malaria and other public health interventions.  
    • Demonstrated management, leadership, decision making and interpersonal skills

    Chief of Party, REACH Malaria

    • The Organization for Innovation in Public Health (OIPH, PATH’s local affiliate in Nigeria) seeks a Chief of Party for the USAID-funded “Reaching Every At-risk Community and Household with Malaria Services” (PMI REACH Malaria) global project. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions. 
    • The Chief of Party (CoP) will report to the Deputy Project Director for PMI REACH Malaria and is responsible for coordinating and supporting implementation of all key project activities, with emphasis on high-quality outputs and compliance with USAID requests. The CoP is also responsible for overall strategic development and oversight, project monitoring and evaluation, and general program management. The CoP will also provide oversight and management leadership for OIPH, coordinating efforts with other PATH-supported project teams in Nigeria to ensure alignment, representing PATH with government institutions, donors, international and local NGOs, and coordinating with PATH’s Africa Regional leadership. These duties will comprise up to 20% LOE. 

    Responsibilities: 

    • Serve as the project's primary liaison with the USG Mission in Nigeria, international and regional partners in Nigeria, and host-country government officials. 
    • Supervise project staff, including e.g. the Nigeria Senior Technical Advisor(s) and the MEL Manager, ensuring that they are successfully managing project activities and achieving deliverables. 
    • Initiate and manage effective collaborative partnerships. 
    • Oversee annual country project work planning and periodic reporting to ensure high quality and timely delivery of products. 
    • Contribute to the design of project monitoring and evaluation systems and to regular project evaluations to assess progress and recommend solutions. 
    • Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status. 
    • Ensure proper financial management of PMI REACH Malaria activities in country, working with country office teams through analyzing financial data, monitoring project expenses against budgets, and forecasting, with support from the Finance and Administration Staff.  
    • Monitor and ensure compliance with PMI REACH Malaria contract and PATH policies, identify and effectively communicate any compliance risks.  
    • Liaise with PATH Security Lead to monitor and ensure security of project staff and operations 
    • Collaborate with the PMI REACH Malaria Senior Technical Advisor and other team members with expertise in diagnostics, maternal, newborn and child health, data and digital health, for their technical inputs into project deliverables and activity plans.  
    • Partner with relevant stakeholders, including ministries of health, universities, NGOs, civil society, and private sector partners in coordinating activity implementation. 
    • Coordinate the development of technical documents, such as Standard Operating Procedures (SOPs), tools, checklists, guidelines for training and capacity building of staff as needed. 
    • Coordinate country buy-in planning and review meetings to track progress of implementation of interventions and ensure coordination between program team and external stakeholders. 
    • Support in the creation of presentations for updates and meetings.  
    • Represent OIPH and PATH in externally facing spaces; manage relationships with government officials and other stakeholders.  
    • Coordinate efforts with other PATH-supported projects in Nigeria to ensure alignment across the PATH portfolio.  
    • Provide oversight to the overall operations and financial management of the office. 
    • Ensure compliance with all host country legal, contractual, labour and statutory requirements. 
    • Ensure that country operations are consistent with OIPH and PATH values and management policies and guidelines, and that functions are operated to guarantee timely and cost-effective execution. 

    Required skills and experience: 

    • Master's degree with fifteen (15) years of work experience in public health, international development or a related field. 
    • At least ten (10) years of experience in managing multi-million-dollar health programs in Nigeria and/or developing countries, including experience and technical knowledge in malaria. 
    • At least five (5) years of experience (out of 10 years) should be as a COP or senior field management experience such as Project Director, Regional Director, or Country Director roles. 
    • Demonstrated ability to lead and manage technical teams and multi-partner collaborative projects, with in-depth knowledge of developing country government systems. 
    • Familiarity with stakeholders in the malaria services space, including malaria case management, prevention of MiP, SMC, surveillance, data collection and use for service delivery. 
    • Demonstrated success working with USG, implementing partners, institutions at the national and regional level, local nongovernmental organizations, and community-based organizations and structures in Nigeria. 
    • Strong problem-solving, organizational skills, and a positive, solution-oriented approach to challenges. 
    • Strong financial management skills, including experience in budgeting and tracking financials.  
    • Excellent analytical, presentation, and report writing skills.  
    • Excellent skills in facilitation, team building, and coordination.  
    • Extremely detail-oriented, with the ability to communicate effectively and concisely, both orally and in writing. 
    • Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH’s mission.  
    • Professional proficiency in English required.

    • Ability to travel up to 30 percent in-country; limited international travel expected.
