    Supply Chain Data Management Officer

    About the role:

    The Supply Chain Data Management Officer will work in close collaboration with the state based SCMS Specialist, project partners and the State LMCU on all aspects of malaria health products data collection, validation, and reporting for the Global Fund Grant supported by MSH at the state level. They will assist the Specialist in ensuring that MHP LMIS Data Management functions efficiently, providing oversight of all MHP LMIS data management activities in supported health facilities in the state. They will assist with logistics processes in MSH Data management-related activities. Additionally, the Supply Chain Data Management Officer will assist the SCMS Specialist in ensuring that all technical activities under the project are implemented in a timely and effective manner. They assist the specialist in providing oversight to LGA-level routine activities. E.g. LGA data validation meetings, data entry, supply chain data collection, training, and so on.

    General Responsibilities

    • Formulate techniques for quality data collection to ensure adequacy, accuracy, and legitimacy of data by eliciting and gathering requirements from technical teams within the organization, and organizing, analyzing, translating, and simplifying the requirements.
    • Develop management procedures to ensure the adequacy, accuracy, and legitimacy of data.
    • Take the lead in developing data capturing tools to be used on mobile devices, field-testing, and data collection processes.
    • Design data collection, storage, analysis, reporting, and security procedures.
    • Support the maintenance of LMIS database that includes sites covered, distances, rates, GPS points, and other key data points.
    • Responsible for developing mobile-based data collection instruments, develop and maintain database, develop data abstraction algorithm, ensure data abstracted and collected is uploaded, and perform preliminary data cleaning.
    • Design, implement, and track queries; coordinate with other technical staff to resolve data problems.
    • Program, test, maintain and update data entry applications for manual data entry or electronic data capture.
    • Collaborate and coordinate with technical teams to determine requirements for data warehousing, reporting, and analytical solutions.
    •  Design and manage user-friendly dashboards, virtual maps, and interactive reporting tools to increase visibility and improve data-driven decision-making for project activities.
    • Manage analytics dashboards and databases to develop and refine KPIs to measure LMIS performance and support the logistics team to ensure that performance management of LMIS is driven by data and evidence.
    •  Provide support in managing security mechanisms and data access governance. Create and enforce guidelines for effective data management. Ensure digital databases and archives are protected from security breaches and data loss.
    • Any other task assigned by the supervisor.

    QUALIFICATIONS

    Education

    • Minimum of bachelor’s degree in pharmacy

    Experience

    • Minimum of four (4) years’ experience in malaria project implementation, public health or health systems strengthening is required.
    • Proven capacity to support and strengthen state governments’ supply chain sustainability structures such as LMCUs and LLMCUs.
    • Proven experience in LMIS data validation and entry; data analytics, particularly, supply chain data.
    • Proven experience using the national supply chain data management platform -the NHLMIS.
    • Strong numeric skills and attention to detail and quality

    Knowledge and Skills

    • Excellent written and verbal communication skills.
    • Proficiency in Microsoft Office Packages- Excel, Word, PowerPoint.
    • Excellent writing and presentation skills in English are essential.

    Supply Chain Data Management Advisor

    About the role:

    The objective of the SCMS Data Management Advisor position is to provide technical leadership that will ensure the reliable management of MHP LMIS data at designated health facilities in the 13 focus states supported by the Global Fund Project, in close coordination with the Technical Director, Procurement and Supply Chain Management systems.

    Management Responsibilities

    • Work with the Senior Manager PSM Spearheading the strategic design and implementation of all SCMS activities implemented under the global fund project in the designated focus state.

    General Responsibilities

    • Provide technical assistance (TA) to a multi-disciplinary team of service providers in LMIS data management to streamline the process for Malaria Health Products cyclic LMD generation.
    • Provide TA to a large number of national and state level MHP data managers to ensure the institutionalization of an efficient and effective data generation and at  designated  health facilities across all GF supported states.
    • Able to prepare and analyze Last mile distribution plan and use same to inform long haul plan
    • Provide guidance to a multi-disciplinary team of service providers (doctors/nurses/pharmacists/laboratory scientists) on real-time monitoring, documentation, and reporting (monthly, bimonthly and quarterly)
    • Work closely with the Technical Direct PSM to support NMEP, NPSCMP, and use the same to support the state LMCUs.
    • Working closely with the Technical Director, PSM to coach and mentor service providers and state government partners to strengthen the SCMS capacity at the state level and in each partner health facility.
    • Utilizing adapted tools, build the capacity of relevant health facility staff (doctors/nurses/pharmacists/laboratory scientists) on forecasting, inventory management and reporting.
    • Monthly/ bi-monthly progress report to the Technical Director, PSM
    • Work closely with the Technical Director PSM, to provide TA to the state logistics technical working group (TWG)/ LMCUs to ensure the implementation of a harmonized logistic management system and framework
    • Liaise and network with relevant GF SRs partners and collaborators to improve MSH’s visibility, coordination of activities, and promotion of shared advocacy agenda for SCMS at the state level.
    • Participate at national-level Malaria PSM technical working group (TWG) meetings hosted by the same or other international agencies as required.
    • Perform any other duties as may be assigned by the supervisor (Technical Director, PSM)

    QUALIFICATIONS

    Education

    • Bachelor of Pharmacy Degree or Doctor of Pharmacy Degree. Post-graduate degree in public health/health sciences or MBA  is an added advantage.

    Experience

    • Minimum of five (5) years’ field-level experience with Malarial programs and public health commodities supported by bilateral agencies such as GF, USAID/CDC, and other funders particularly those related to supply chain management
    • Has demonstrated the ability to effectively and efficiently coordinate Supply Chain Management   activities in at least 5 States implementing Malaria program.
    • Proven capacity to support and strengthen different State governments’ supply chain sustainability structures such as LMCUs and LLMCUs.
    • Proven experience in data analytics, particularly, supply chain data on the NHLMIS platform.
    • Ability to leverage state government human resources to bridge gaps to meet and address emergency situations.
    • Strong numeric skills and attention to detail and quality
    • Ability to work in a team-oriented environment while maintaining an individual workload
    • Logical and flexible approach to solving problems, especially when working under pressure
    • Monitoring/assessing performance to make improvements or take corrective action

    Project Manager (LMIS Data Management)

    About the role:

    The purpose of the Project Manager is to assist the Technical Director, PSM in managing and coordinating MSH Nigeria’s LMIS Data Management Contract to strengthen health systems and improve health service delivery throughout Nigeria, with a special focus on the 13 Global Fund Nigeria Malaria project focus states. Work closely with the supervisor to establish and follow a transparent LMIS data management process, and develop tools to implement the process, assuring that sound practices are applied at every stage of the contract implementation process from start-up to closeout. 

    General Responsibilities:

    • Responsible for management of the contract Cycle from start-up, implementation, monitoring and closeout
    • Develop and finalize contract agreement reporting requirements and carry out modifications as applicable.
    • Liaise with the technical team, facilitate contract start-up/inception workshops, prepare training sessions and conduct workshops on the contract agreement, including financial obligations and reporting requirements as necessary.
    • Capacity building of team members.
    • Ensure that systems are in place to ensure that contract operations are managed, and staff act in full compliance with local laws, adhere to contract/award and donor requirements and comply with MSH policies and standard operating procedures. 

    Monitoring:

    • Ensuring funds are requested as at when due and are disbursed promptly in line with contract mechanism and MSH guidelines. Ensure monthly and bimonthly deadlines are met.
    • Develop monitoring and mitigation plans and tracking sheets.
    • Ensure that all project reports are developed and submitted within the timelines specified in the Contract Agreement
    • Documenting monitoring steps performed, the processes reviewed, and the result of the testing and reviews, documenting area of weakness, recommended action, timelines for implementation and technical support required from the donor and get it signed off by both parties.
    • Close Out: Close out the contract and submit an end-of-contract report in line with the agreed contract terms.

    Compliance Management:

    • Provide ongoing guidance for technical staff on regulations.
    • Monitor contract execution to ensure compliance with Global Fund and MSH regulations.
    • Populate contract files and ensure they are updated both in hard and electronic copies.

    Audit Evaluation:

    • Assist with the Internal and external audit preparations including putting together relevant documentation on the contract.
    • Coordinate all contract audits and ensure complete implementation of recommendations.
    • Follow up on audit issues and provide appropriate responses with support from the Technical Director, PSM.

    QUALIFICATIONS

    Education:

    Must have at least a master’s degree in business administration or public health.

    Experience:

    • At least 7 years’ relevant and progressive projects management experience including working on a Global Fund funded project.
    • 3 years’ managerial experience.
    • Superior analytical abilities, result-oriented nature, and team working capabilities.
    • Demonstrate good judgment and sound financial "practices".
    • Understands the principles of adequate documentation and audit, and performance necessary to ensure audit compliance.

    Knowledge and Skills:

    • Advanced written and verbal proficiency in English including business terminology.
    • Self-motivated, passionate, desire to learn and contribute adequately.

    Information Technology (IT) Specialist

    About the role:

    The IT Specialist position is required to provide IT support to the NPSCMP in the monitoring and QA checks on the NHLMIS platform and mSupply deliverables.  They will work very closely with the NHLMIS Task Team and support the team with the IT-related components of their oversight function. The role will ensure proper LMIS data management software operations so that end users can accomplish business tasks.

    General Responsibilities

    • Record, track, and document the functionalities of the NHLMIS platform.
    • Record all user licenses available on the NHLMIS platform and document all pertinent end-user identification information, including name, department, and contact information.
    • Record, track, and document the functional status of all mSupply software installations funded by the Global Fund in Nigeria.
    • Record, track, and document linkages between the mSupply and NHLMIS across all installations.  
    • Send a monthly Status report on the NHLMIS platform and mSupply software to the supervisor.
    • Carry out additional tasks as may be assigned by the supervisor.

    QUALIFICATIONS

    Education

    • University Degree in Information Technology or Computer Science.

    Experience

    • A minimum of four (4) years relevant IT experience
    • Knowledge of computers and relevant warehouse management software applications
    • Versatility with functionalities on the NHLMIS platform and mSupply wms.
    • Knowledge of customer service principles and practices
    • Hands-on experience reviewing data on the NHLMIS platform
    • Logical and flexible approach to solving problems, especially when working under pressure

    Knowledge and Skills

    • Verbal and written language skills in English required.
