    Technical Manager - Protection

    Serves as the Technical Referent for Protection activities in the area. Supports the Protection Team Leaders and ensures Technical quality in all Protection Interventions under the guidance of Specialists and the Deputy Protection Coordinator.

    In close collaboration with the Protection Coordinator, provide technical guidance and advice to protection field teams ensuring that specific components of the program are delivered according to internal guidelines and in line with international standards and principles, in order to achieve mission’s goals effectively, according to INTERSOS vision and values.

    Functional: Deputy Protection Coordinator

    Tasks

    Definition of the strategy and implementation

    • Coordination and support:
    • Contribute to the protection strategy development process of the mission and provide technical support and assistance to its implementation
    • In coordination with the Deputy / Protection Coordinator, support to contextualize and adapt internal and global guidelines, guarantying these are rolled out and known by staffs
    • Ensure cohesion and harmonization of protection activities and services across the different projects in the area location
    • Ensure Guidelines of the HQ Protection unit and the SOPs developed at mission level are disseminated to all Protection staff and the standards are duly followed
    • In coordination with the Deputy/Protection Coordinator, deliver trainings and workshops to protection staffs to build their skills on specific protection topics identified with them
    • In coordination with the Deputy/Protection Coordinator, assess protection needs and gaps of target populations in current and prospective areas of operations, periodically update the protection situation analysis and inform the program accordingly
    • Support the Protection Coordinator in providing ongoing strategic protection analysis and development of periodic trend reports (including aspects of conflict analysis, gender, and risk management) and lessons from program experience to inform program development, implementation and policy/advocacy work
    • Under the supervision of the Protection Coordinator, undertake regular field monitoring visits and provide support tools to monitor quality of program implementation
    • Develop tools for Monitoring of Protection activities and Interventions and work on developing analysis of findings that contributes to improving technical quality
    • Coach and mentor the team leads to develop their technical expertise in delivering Protection interventions to the highest standard ensuring quality
    • Identify opportunities for new protection interventions and support assessments and developments of new project proposals
    • Support the Protection Coordinator in the development of complaints mechanisms for beneficiaries and make sure complaints are addressed properly
    • Technical Quality:
      • In coordination with the Deputy/Protection Coordinator and/or Specialists, organize ad hoc protection meetings with protection staff in the area to share challenges and priorities and develop action plans to address them
      • In coordination with the Specialists, ensure all training and guidance given by the Specialists are followed by the Protection team
      • Work with the Protection Team Leaders to ensure capacity building needs of the field teams are identified and addressed through regular training and coaching
      • Regularly verify the status of the case management data area, Protection monitoring data, Legal data area, and conduct case reviews and provide feedback to the Team Leader and Workers;
      • Organize regular and ad hoc meetings with Team Leaders and Workers, to discuss complex cases and general challenges in their tasks;
      • Conduct regular case audits to ensure that cases meet and maintain compliance with established SoPs and minimum standards
      • Organize regular meetings with the focal point of partner agency, to discuss general challenges in their tasks and identification of protection cases;
      • Ensure Referral Pathways are developed and regularly updated, and good relations are built with referral agencies
      • Review data and information collected during protection implementation and compile regular protection reports highlighting gaps, concerns, and trends to inform future programming;
      • Ensure MHPSS integration in all Protection activities
      • Ensure Protection monitoring data is analyzed and feeds into programming through regular meetings with the teams to analyze gaps and Protection risks
      • Ensure CASH is provided as per the Guidelines and Do no Harm approach is followed through rigorous Risk assessments
      • Provide guidance to the CBPOs, in the planning and implementation of participatory community activities, awareness sessions and campaigns and in the general communication with communities
    • Networking and Partnerships:
      • Maintain collaborative relations with relevant clusters and related working groups at field level
      • Attend cluster meetings and other coordination meetings regularly and ensure that the work of Intersos is shared with other humanitarian actors
      • In coordination with the Protection Coordinator, ensure that main protection concerns are brought to relevant stakeholders to advocate for respect of human rights and minimum protection standards

    Requirements

    Education

    • BA in relevant field (Social Science, Psychology, Social Work, Human Rights, International Humanitarian Law or other fields related to social development and humanitarian work)
    • Desirable Master degree (MA) in Human Rights, International Humanitarian Law or related subjects
    • Professional Experience
    • Minimum of four years of relevant working experience in protection-related sectors, preferably within an INGO, and two years for higher education degree (Masters)

    Technical Manager - Medical (Zamfara)

    JOB PURPOSE

    Participate in defining, planning and monitoring medical activities and programs in the mission in accordance with INTERSOS protocols as well as coordinate human and material related resources needed in order to ensure the quality of care provided by INTERSOS. Is responsible for the coordination of medical activities and resources in the mission if there is not the presence of a Medical Coordinator and a Deputy Medical Coordinator.

    RESPONSIBILITIES

    Main Task:

    • In collaboration with the Program Manager, the Medical Coordinator and the rest of team define, implement and monitor medical activities, according to INTERSOS project plans and mission strategy, standards and protocols. Participate in exploratory missions, situation assessments (providing technical inputs and recommendations for new and ongoing interventions in the country and defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors
    • Supervise the Medical Activity Managers ensuring a homogeneous mission Program approach and management across all projects, and guarantying a good quality of medical activities
    • Residing in the field/area, is the responsible in ensuring the quality of activities and report to the medical coordination any analysis or issue related to the implementation of the medical program and any humanitarian medical matters that may impact the activities.
    • In coordination with the Program Manager, establish and maintain regular and collaborative relations with relevant donors, local authorities, partners, medical actors, project stakeholders and other organizations working in the target areas
    • Proactively participate in cluster meetings and relevant inter-sectoral coordination meetings at field level, contributing to the development of guidelines, standards, tools and strategies
    • Provide technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of INTERSOS medical activities
    • Coordinate, supervise, coach, support and evaluate the medical team members’ performance to improve the medical components of the project and ensure compliance with INTERSOS protocols and standards
    • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, induction, performance evaluation, development and internal/external communication) of the medical staffs of the program in order to ensure both the sizing and the amount of knowledge required and improve staffs capabilities
    • In close coordination with the Program Managers and clusters, develop and establish internal and external functional and effective referral and coordination mechanisms at field level
    • In coordination with HQ Medical Unit is the focal person in case of absence of the Medical Coordinator and Deputy Medical Coordinator to coordinate medical activities (opening and closure of mission, interim, reduced activities, etc…)

    POSITION REQUIREMENTS

    Education & Professional experience

    • Advanced university degree in medicine or other paramedical studies. Desirable specialization in Tropical Medicine or a degree in Public Health
    • Minimum 2 years relevant work experience as Medical Referent in the humanitarian sector especially in fragile and unstable environments

    PSS Team Leader- Zamfara

    JOB PURPOSE

    Under the direct supervision of the Project Manager and the technical supervision of the MHPSS Specialist (in case of absence, Program Protection Referent) , the PSS Team Leader will be primarily responsible for ensuring the overall implementation of activities to address mental health and psychosocial needs while meeting quality standards. The PSS Team Leader will directly supervise the day-to-day work of the PSS Workers / Social Workers and Psychologists working in their district(s). They will also provide weekly/monthly reports to the Program Protection Referent.

    RESPONSIBILITIES

    • Direct supervision of PSS Workers and Psychologists;
    • Conduct an initial assessment with new PSS Workers; prepare & implement a tailored
    • induction plan including shadowing, observing and conducting role plays;
    • Ensure adherence of PSS Workers and Psychologists to protection principles, code of
    • conducts and internal SOPs;
    • Conduct weekly case conferences to help Psychologists and PSS workers handle
    • critical and difficult cases
    • Review the work of the Psychologists and PSS / Social workers to ensure that the
    • PSS needs of the community are addressed through our intervention
    • Ensure Community Based PSS is delivered according to internal MHPSS guidelines
    • Monitor timescales for response, decision-making and follow-up through the internal
    • MHPSS Platform with support from the Protection Quality and Data Management
    • Officer;
    • Identify staff gaps and training needs when they arise and communicate them to the
    • Protection Program Referent and MHPSS Specialist for his/her action;
    • Coordinate with the Project Manager to lead all day-to-day MHPSS activities in the
    • governorate;
    • Ensure weekly activity plans are created and clearly displayed in PSS activity
    • locations;
    • Ensure the Referral Database is updated on a weekly basis and submitted to the
    • Program Protection Referent;
    • Write and submit weekly/monthly reports to the PM;
    • Manage all requests for information/intervention from the PM;
    • Ensure dissemination of clear and reliable information on service provision and other
    • pre-selected key topics;
    • Submit weekly and monthly activity plans, reports and recommendations;
    • Represent the organization at general coordination working groups and clusters with
    • donors, humanitarian actors and local authorities, when requested;
    • Carry out all tasks respecting key protection principles including but not limited to:
    • PSEA, do no harm, non-discrimination, confidentiality, accountability and
    • need-to-know principles;

    Specific Duties:

    • Plan and design the Community Based PSS activities in collaboration with the
    • Specialists, the Program Protection Referent and all the team members, accordingly to
    • INTERSOS guidelines on PSS activities;
    • Ensure PSS workers have the appropriate respurces necessary for conducting group
    • activities
    • Ensure all Community spaces - WGFS/ CFS are designed as per internal and
    • International guidelines and collaboration with CBPO in the establishment of the same
    • Ensure that the Guidance and advice provided by the MHPSS specialist and
    • Protection Project Referent are followed by the team and provide feedback to them
    • Ensure that the PSS needs of the community are properly assessed, maped and
    • analyzed and work with the Program Protection Referent and MHPSS specialists to
    • fine tune our intervention to address the needs
    • Ensure all tools for assessment and measuring impact are used properly by the team
    • Ensure the MHPSS Platform is updated on an ongoing basis; review entries and
    • highlight any discrepancies to the Program Protection Referent or PM;
    • Ensure the Referral Database is updated on a weekly basis and submitted to the
    • Project Manager
    • Ensure proper storage of sensitive data through a correct use of internal databases;
    • Assist Project Manager in the planning and facilitation of the induction process for all
    • newly recruited PSS Workers and Psychologists on protection principles, the case
    • management process, the relevant SOPs and the data filing and storing procedures
    • (and other relevant topics);
    • Assist the Program Protection Referent in planning and delivering capacity building
    • training for PSS Workers and Psychologists;
    • Receive external and internal referrals in line with set criteria and allocate them
    • amongst Psychologists/PSS workers; ensure that referring agencies receive timely
    • feedback on actions taken, when necessary and appropriate in light of confidentiality
    • requirements.
    • Any other tasks assigned by the MHPSS Specialist / Protection Coordinator.

    Education & Professional Requirements:

    Education

    • Bachelor’s degree or HND in Social Work, Psychology, Sociology, or equivalent is an asset

    Professional experience

    • Minimum two (2) years of relevant work experience (of which preferably one year in a supervisory role);
    • Previous working experience with IDPs, refugees and/or returnees;
    • Strong knowledge of psycho-social programming in the humanitarian context.

    Case Worker Team Leader- Zamfara

    JOB PURPOSE

    The position holder will be responsible for supervising and managing a team of Case Workers, ensuring that principles of case management are respected and that quality services are guaranteed to persons with concerns of protection. Support and coach Case Workers throughout the case management process and directly handle complex vulnerable cases as needed.

    RESPONSIBILITIES

    • Ensure Case workers can provide support to beneficiaries in their journey of recovery by providing basic emotional support
    • Train and coach, the case workers in basic counselling, communication and listening skills
    • Under the supervision of the Technical Manager - Protection, conduct weekly case conferences to discuss difficult cases and raise critical cases to the Protection Coordinator
    • Support the planning, implementation and reporting of the activities, as well as ensuring the well-being and positive working environment for all members of the team.
    • Support positive team dynamics providing support and space for case workers to express emotions and experiences within the case management team
    • Ensure the quality, regular and timely follow up of the open cases and the implementation of the action plan
    • Meet regularly with Technical Manager - Protection to discuss ongoing issues and strategy for the team
    • Flag issues concerning security and changes of environment in the field to the Project Manager and support identification of appropriate responses
    • Supervise, support and coach Case Workers in their duties using various methods such as observation, shadowing, case file checks and bilateral case discussions and support the team in finding solutions and appropriate responses to daily challenges
    • Assign cases to Case Workers taking into consideration their experience level, caseload and complexity of cases
    • Guarantee that no case is closed before having exhausted all the possible resources to find the service needed for the beneficiary and according to Sops
    • Act as referral focal point for INTERSOS case management in the geographical area of coverage under his/her responsibility and distribute the cases between the Case Workers according to the level of experience and complexity of case. Ensure equal division of workload,
    • timely follow up of target and flag issues of overload of caseworkers to Project Manager ensuring proper handover between the caseworkers if needed
    • Conduct and monitor awareness raising session
    • Ensure adherence of Case Workers to protection principles, Code of Conducts and internal SoPs. Conduct regular case audits to ensure that cases meet and maintain compliance with established Sop’s and minimum standards in case management
    • Monitor timescales for response, decision-making and follow-up through internal case management platform and according to priority of case ensuring timely and appropriate support
    • Supervise the accuracy of the cases documentation through regular review of files and case management platform and provide feedback to Case Workers. Overview of the proper filing and archiving of case management files to maintain data confidentiality and protection and respect of the standard procedures
    • Review regularly staffs caseloads to ensure the quality of the case management and respect of the minimum standards (not more than 25 cases at a time)
    • Schedule and facilitate regular case management meetings with Case Workers to discuss single cases and challenges
    • Identify staff gaps and training needs and inform the Program Protection Referent for the actions needed
    • Identify and analyze protection trends in the overall caseload for the protection programming and submit monthly reports to the Protection team
    • Participate in external meetings and training in case management and to conferences with partners when required
    • Respect key protection principles including but not limited to do no harm, non-discrimination, confidentiality, accountability and need-to-know principles
    • Contribute to regular service mapping and update of service directory
    • Handle complex cases directly as needed
    • Ensure good relationships and coordination with the main service providers around intervention for the identification of specific needs in order to provide prompt referral, follow up and information sharing.

    Education & Professional Requirements:

    • Bachelor’s degree or HND in Social Work, Psychology, Sociology, or equivalent is an asset
    • A master’s degree in social work or a relevant field is an added advantage.
    • Specialized training in case management, protection of women and girls is highly desirable

    Professional experience

    • 3 years of relevant work experience including 2 years in a supervisory or team leadership role.
    • Minimum of 3–5 years of professional experience in protection of women and girls or case management programming.
    • Demonstrated experience in managing complex cases and supporting vulnerable populations.
