    Manager of the ECOWAS Peace Fund, ECOWAS Commission

    Job Summary

    Under the supervision of the Commissioner for Political Affairs, Peace and Security, the incumbent will lead networking and resource mobilization efforts with the African Union and development partners, on behalf of ECOWAS. He/she will also be responsible for coordinating and facilitating the development, monitoring, evaluation and reporting on external funding, and facilitating the work of the internal governance bodies of the ECOWAS Peace Fund.

    Role And Responsibilities

    • Resource mobilization: Collaborate with internal and external stakeholders (Member States, bilateral and multilateral partners) to secure their inputs, prepare funding proposals, conduct negotiations and ensure compliance with commitments (including the 5% contribution to the Community levy);
    • Fund Management: Oversees the receipt, processing and communication of funding requests for initiatives related to conflict prevention, peacebuilding, humanitarian assistance and peacekeeping operations. This includes
    • Processing and evaluating funding requests from ECOWAS departments;
    • Monitoring and evaluation of the implementation of approved initiatives;
    • The communication and visibility of initiatives;
    • Comprehensive reporting to stakeholders on resource utilization and implementation results.
    • Project coordination: To provide administrative and financial management and coordination of donor-funded programmes and projects in the areas of peace and security;
    • Governance and Reporting: Be a key member of the Technical and Approval Committee (TAC) and report to the Steering Committee, which oversees the overall direction, priorities and audits of the Fund;
    • Capacity building: support capacity-building activities and the development of national early warning systems.

    Qualifications

    • Hold a Master's degree in Political Science, International Relations, Peace and Security Studies, Administration, Finance or any related discipline from a recognized university.
    • Ten (10) years of professional experience, including at least two (2) years in an international environment and two (2) years in a supervisory position;
    • Have a minimum of six (6) years of proven professional experience in fund management, project management, peace and security issues or related field, preferably in an international public organization;
    • Possess strong leadership, strategic planning and management skills;
    • Demonstrate excellent financial management, analytical and communication skills;
    • Have a perfect mastery of information and communication technologies (ICT).

    Registrar, Court Case and Case Management, Court of Justice

    Function Overview

    Under the supervision of the Deputy Chief Registrar, the Registrar for Case and Case Management is responsible for the coordination, supervision, monitoring and activities of the Case and Case Management Division. It ensures the effectiveness of the process management process, while performing the functions of direct supervision of the Deputy Registrar and secondary supervision of the Deputy Registrars - Bailiffs, clerks responsible for docket and reproduction.

    Roles and Responsibilities:

    • Supervise, monitor and coordinate the activities of the sections and units of the Division under the authority of the Deputy Chief Registrar.
    • Perform case management functions under the direct supervision of the Deputy Chief Registrar.
    • Responsible for drawing up the general list of cases in accordance with the instructions of the judges, the Chief Registrar and the Deputy Chief Registrar.
    • Supervise the verification of new requests, receipt, processing, transmission and fulfillment of all applications submitted to the Secretariat.
    • Supervise the notification of all court cases to judges, parties, lawyers, translators and the investigation division and ensure the translation of court cases.
    • Prepare the hearings of the Court in accordance with the protocols, regulations, instructions to the Chief Registrar and the Practical Instructions of the Court, under the supervision of the Deputy Chief Registrar.
    • Record a summary of the proceedings in the register during the Court's session and prepare the minutes of the proceedings.
    • Attend the hearings of the Court, and may represent the Chief Registrar.
    • Assisting the Chief Registrar of the Court in the performance of his duties.
    • Performs any other related tasks that may be assigned by the Reporting Judge, Chief Registrar or Deputy Chief Registrar.

    • In-depth knowledge of ECOWAS rules and procedures in order to properly interpret and apply directives, provide technical advice, guide staff and evaluate performances.
    • Ability to analyze a situation through indicators to assess costs, benefits, risks and chances of success in decision making.
    • Ability to gather information from different sources to identify the cause of problems, the consequences of alternative causes of action, potential obstacles, and ways to avoid the problem in the future.
    • Ability to break down very complex situations/information into simple terms to explain recommendations and conclusions aimed at solving problems or improving operations/programs/projects.
    • Ability to develop new perspectives on situations, apply innovative solutions to problems and devise new methods of addressing problems or disruption when established methods and procedures are inapplicable or obsolete.

    • Ability to implement rigorous follow-up and evaluation practices and to establish relevant regular reporting schedules to achieve key results.
    • Ability to plan, organize, control resources, and respect policies, procedures, and protocols to achieve specific objectives.

    Academic Qualifications and Experience

    • Master's degree or equivalent in Law, obtained from a recognized university/institution;
    • 10 years of professional experience with increasing responsibilities in administrative law or related fields, including 2 years of relevant international experience and 2 years in supervisory roles.
    • Knowledge of ECOWAS rules and regulations, policies, procedures and operations.
    • Demonstrated professional competence and mastery of administrative law and judicial procedures, as well as the ability to review and edit the work of others and manage the operation of a firm and its staff.
    • Strong analytical aptitude and competence to conduct comprehensive legal research on a variety of topics. Develop interpersonal, negotiation, networking and presentation skills with proven skills to influence, explain complex information and demonstrate empathy and open-mindedness
