    PHI Database Specialist

    Position Summary

    • PHIS3 seeks a Database Specialist to lead its HIS solution development activities.
    • The Database Specialist will provide the delivery units with the domain knowledge and support necessary to facilitate effective HIS solutions development.
    • The successful candidate will work with the other units in the management and designing database elements, accessing data for reporting, maintaining safe data backup systems, testing database systems, troubleshooting databases, handling data extraction requests, an adequate understanding of complex MySQL and SQL queries, and ensuring that databases are appropriately constructed and effectively maintained as directed by the funders.
    • He/she will be responsible for database administration and provide day-to-day support to project system admin and users as required.
    • The Database Specialist reports directly to the Public Health Information Systems Advisor in activity implementation and management.

    Duties and Responsibilities

    • Build database systems of high availability and quality depending on each end user’s specialized role
    • Design and implement database in accordance to end users information needs and views
    • Define users and enable data distribution to the right user, in an appropriate format, and in a timely manner.
    • Use high-speed transaction recovery techniques and backup data
    • Minimize database downtime and manage parameters to provide fast query responses
    • Provide proactive and reactive data management support and training to users
    • Determine, enforce and document database policies, procedures, and standards
    • Perform tests and evaluations regularly to ensure data security, privacy, and integrity
    • Monitor database performance, implement changes, and apply new patches and versions when required
    • Support the management of the hardware and software as related to the operations of the MySQL Server DBMS, including system development and maintenance, recommend the purchase of new hardware and software maintenance of records and reports relating to database operations and data/project archives.
    • Support the implementation of the appropriate data management platforms as needed.
    • Support project teams in preparing project results for presentation at office or partner level.
    • Assist in writing proposals by drafting technical database-related sections and participating in work plan development.
    • Run checks to ensure the security and confidentiality of identifiable health data.
    • Support development of data procedural protocols, updates, and reviews.
    • May lead small projects to build project management/delivery capacity.
    • Performs software installations on staff computers and configures applications as specified.
    • Working knowledge and understanding with a variety of technologies to effectively support end-users.
    • Plan and implement scheduled database maintenance upgrades and other database software upgrades when necessary.
    • Excellent oral and written communication skills.
    • Ability to interact with a broad range of end-users and use various technical resources to provide support.
    • Manages database incidents/data requests and escalates them to your supervisor as necessary
    • Demonstrates ownership of customer data issues and independently seeks solutions.
    • Works under direct supervision and follows specific instructions from your supervisors.
    • Do not change procedures without your supervisor’s approval.
    • Other duties as assigned.

    Qualifications and Requirements

    • B.Sc / M.Sc / MA in Database Administration, Software Engineering, Information Technology, Computer Science discipline or relevant certification with  3 - 5 years experience providing high-level database development, management, and maintenance.
    • Proven working experience as a Database Administrator
    • Hands-on experience with database standards and end-user applications
    • Excellent knowledge of data backup, recovery, security, integrity, and SQL queries
    • Familiarity with database design, documentation, and coding
    • Previous experience with DBA case tools (frontend/backend) and third-party tools
    • Familiarity with programming languages API and other interoperability layer software
    • Problem-solving skills and ability to think algorithmically
    • Must speak and write fluent English, skills in oral and written communication.
    • Basic understanding of Database Administrative industry practices.
    • Solid knowledge and experience with database management and operations services tools and systems.
    • Basic to intermediate proficiency with software applications and other open-source data management platforms
    • Proficiency with MS Office Suite 2013 & 2016, Windows 7 & 10, Exchange 2010/2013, Active Directory.
    • Basic knowledge of Cisco routers/switches and other networking devices.
    • A willingness to increase knowledge and update skills as required.
    • Ability to communicate effectively and tactfully with all levels of staff, individuals from diverse cultures, and the public.
    • Ability to multi-task and self-motivate through assignments and routines.
    • Prior work experience in a non-governmental organization (NGO) is an added advantage.

    • The Public Health Information Surveillance Solutions and Systems (PHIS3) project is a US Centre for Disease Control and Prevention (CDC)- funded project to strengthen systems to improve HIV service delivery and other public health interventions through continuous quality improvement, monitoring, and evaluation, surveillance, Health Informatics, and laboratory quality management in Nigeria.
    • This project will work with implementing partners, national and sub-national health managers, health workers, and other stakeholders to strengthen the already existing national data repository and other modules which have helped to improve the harmonization of fragmented information systems, reduce duplication of data collection and improve monitoring and tracking of national level health trends and priorities.

    Position Summary

    • PHIS3 seeks a Business Analyst. The Business Analyst will be responsible for bridging the gap between the product owner and the development team on business requirements aligning with the systems analyst using determined requirements and delivering to stakeholders. provide the delivery units with the domain knowledge and necessary support to facilitate effective HIS solutions development. He or She will work with the systems analyst to articulate and document HIS software requirement specification documents. 
    • He /She will use data to suggest business ways that the organization can operate more efficiently.
    • He /She will together with the systems analyst investigate problems and provide potential solutions – including improvements to systems and processes – to organizational challenges.
    • The Business Analyst will report to the  Systems Analyst Lead in activity implementation and management.

    Duties & Responsibilities

    • Communicate with relevant stakeholders in different organizations to find out what they hope to achieve with HIS solutions.
    • Formulate business ways for the organization to improve based on previous research
    • Persuade internal and external stakeholders of the benefits of new technology or strategies
    • Oversee the implementation of new technology and systems in conjunction with the systems analyst undertake workshops and training sessions
    • Explore how the organization is currently operating via research, which could include interviewing employees and collecting quantitative data
    • Explore different solutions, their risks, benefits, and impacts proposing business solutions to PHIS3 leadership and keeping them updated with progress create business documents to outline the proposed changes and the steps involved.
    • Ensuring the changes are made – for example, by overseeing the implementation of new technology or a new approach together with the systems analyst
    • Contributing to training and support for people affected by new systems and processes.
    • Provide technical assistance to ensure the business implementation, adaptation, and improvement of national interoperable electronic HIS platforms to capture, store and transmit patient-level or service-based data
    • Support business development and enhancement of data use and data visualization on the assigned HIS platform.
    • Develop and routinely update all processes, standard operating procedures, and documents for software management for the organization together with the systems analyst
    • Participate in the design, implementation, testing, and launching of HIS Solutions by the organization together with the systems analyst to ensure business requirements are met
    • Collaborate with the government and other stakeholders by attending TWG meetings and implementing the government's activities.
    • Attend designated meetings and make technical presentations about cross-cutting issues at different levels (Team lead meetings, general staff meetings) and with external stakeholders (GON, meetings with Implementing Partners meetings).

    Qualifications

    • Minimum of BSc in IT, Software Engineering, Computer Science, Information Technology, Computer Engineering, and any other relevant areas. A master’s degree is an added advantage.
    • A minimum of 3 years of experience in health informatics business analysis.
    • Knowledge of agile or other software development methodologies
    • Experience in software project management of digital health projects
    • Experience working with health sector information systems is preferred
    • Experience with business process analysis, workflow, process flow, requirements gathering, and requirements specification development, in conjunction with the systems analyst who will develop UML diagrams, data flow diagrams (DFD), and data modeling.
    • Strong knowledge and experience with data extract, transform, and load (ETL) principles, methods, and technology, and the use of application programming interfaces (APIs) for electronic data transfer.
    • Knowledge of DHIS 2 data structures, data export capabilities, and API desired.
    • Experience with software quality assurance and software development methodologies.
    • Experience working on a team in a developing country to create interoperability among information systems, including the use of unique patient identifiers across systems, is desired.
    • Thought leadership in the fields of health information systems and/or technology for global health.
    • Strong written and oral communication skills for high-level policy audiences (writing examples may be required).
    • Excellent coordination and information management skills.
    • The ability to work well under pressure; skilled at change management, crisis management, and problem-solving.
    • Demonstrated knowledge of strategic planning methodology and documentation processes.
    • Ability to develop and maintain relationships with users and various stakeholders (local and international); developed cultural awareness and innovation sense.
    • Excellent ability in spoken and written English with high-level proficiency in a second language is highly preferred.
    • Ability and willingness to travel frequently.
