    Sanitation Officer

    Goal / Purpose

    • Under the supervision of the Team Lead and/or Project Manager, the Sensitization Officer is in charge of sensitization activities.

    List of Principal Activities
    Sensitization:

    • Under the responsibility of the team lead, participate in the logistical and administrative organization, planning and preparation of field operations.
      • Identifylocal resources capable of helping in the preparation and accomplishment of the activities of Solidarités International
      • Remain in touch with the population and local authorities to understand needs, complaints, and major events that may have an impact on the activities of Solidarités International.
      • Analyze the humanitarian situation taking into account the production problems / Do No Harm policy for the population
    • Apply safety & security procedures in field operations
    • Present the population and local authorities with the nature of field operations
    • Conduct sensitization activities with beneficiaries:
      • Using Solidarités resources
      • Sending messages determined by the Solidarités International official in charge of operations
      • Adapting methods to the different populations
    • Taking into account the production problems / Do No Harm policy for the population
    • Helping identify and train key persons regarding the sensitization themes
    • Participate in the creation and monitoring of committees, and the training of its members
    • Monitor and distribute sensitization activity reports

    Reporting / Communication:

    • Keep files and monitoring archived at the Solidarités offices accessible to the team lead
    • Under the supervision of the team lead, redact activity reports
    • Collect and transmit to the team lead or program in-charge statistics related to the sensitization and training activities
    • Participate in seminars and training workshops useful to the accomplishment of sensitization activities and the attainment of project objectives
    • Report to team lead on the evolution of activities and specific tasks assigned, problems encountered, quality of relations with beneficiaries and the involvement of communities
    • Remain in touch with the population and local authorities to understand needs, complaints, and major events that may have an impact on the activities of Solidarités International, and in terms of operations perceptions
    • Raise any information or difficulties related to Solidarités International activities or security issues
    • Collaborate with the administration and local authorities
    • Participate in cluster and reconstitution meetings on request.

    Profile
    Personal Abilities:

    • Professional experience: 1 year of experience in similar position (NGO/Private or Public sector)

    • Personal qualities: reliable, honest, very good organization, resistance to stress, good interpersonal skills (communication) and team player.

    Technical Competences:

    • Training: Minimum of ND in Civil Engineering, Water / Sanitation Engineering, Geology / Hydrology.
    • Project related skills: good knowledge of the project cycle, project implementation, project follow-up.
    • Computer skills: good knowledge in CAD software (Auto CAD, Archi CAD, etc.),  good knowledge in Excel, Power point and Word application.

    Wash Team Leader

    Goal / Purpose

    • The WaSH Team Leader will coordinate a team of Water and Sanitation officer in order to set up the Water and Sanitation activities, ensuring that Solidarités International technical recommendations and procedures are followed.

    Main Task
    Setting up the activities /control and supervision:

    • Plan the weekly activities for his/her team and have them approved by his/her Line manager:
    • Plan human resources needs (daily workers, workers...)
    • Plan tool and material needs (request from stock)
    • Anticipate administrative issues (requests in advance)
    • Anticipate logistics issues (transport, communication means...)
    • Organize and carry out, with his/her team, tasks assigned by his/her Line manager
    • Supervise and monitor each stage of activity. Ensure that standards and instructions given by his/her Line manager, as well as Solidarités procedures, are followed
    • Respect schedules and deadlines agreed upon with his/her Line manager
    • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions

    Logistics and Administration:

    • When recruiting daily workers, follow procedures and directives outlined by his/her Line manager and the administrative service
    • Train his/her team members to use and maintain the available tools correctly
    • Track usage with monitoring tools provided
    • Enforce safety procedures
    • Ensure that safety procedures are followed by members of his/her team
    • Monitor the quality and quantity of material delivered to working sites
    • Ensure the receipt and storage of material and equipment necessary for his/her work to be carried out on site

    Reporting / communication:

    • Take part in weekly program meetings and clusters on request
    • Keep his/her monitoring tools and files archived in the Solidarités office, accessible to his/her Team Leader and/or line manager
    • Draw up and submit a weekly task report (which should include progress made by the team) to his/her line manager

    Field Coordinator Assistant

    Goal / Purpose

    • The Field Coordinator Assistant assists the Field Coordinator in his/her representation, program coordination, strategy preparation and programming for Solidarités International in his/her intervention zone, coordination with other humanitarian participants, team management and security and humanitarian monitoring.
    • These tasks entail strict confidentiality on the part of the Assistant Field Coordinator. It is strictly prohibited for the Field Coordinator Assistant to disclose information concerning Solidarités International and its activities without prior authorization from the Field Coordinator.
    • In addition, the Field Coordinator Assistant participates in the specification of security measures to be undertaken at the base level in collaboration with the Field Coordinator, as well as their post-validation circulation.

    List of Main Tasks
    Security:

    • Collect information within the Field Coordinator’s domain of responsibility by attending security briefings with – or in place of - the Field Coordinator
    • Carry out security checks for the clearance of team departures out into the field
    • Analyze information and inform the Field Coordinator
    • Make the weekly security pack and send it to the Field Coordinator
    • Establish informal ties and a network of contacts enabling the collection and verification of diverse information
    • Maintain an updated list of security contacts in the zone
    • Coordinate the weekly security briefing
    • Run the contextual and security briefing for new expatriates, in conjunction with the Field Coordinator.

    Representation:

    • Under delegation of the Field Coordinator, represent Solidarités International during humanitarian and security coordination meetings
    • Ensure that Solidarités International’s message is conveyed during meetings in accordance with its mandate and programs
    • Regularly visit Solidarités International’s intervention sites.

    Humanitarian monitoring:

    • Communicate between the local and/or international NGOs in accordance with the partitioning of contacts decided with the Field Coordinator
    • Under delegation of the Field Coordinator, attend meetings under his/her direct responsibility
    • Participate in the drafting of Solidarités International’s intervention strategy in the zone (especially via annual programming) and suggest program orientations in liaison with the Field Coordinator and the base other departments. To this end, the Field Coordinator Assistant is responsible, under the supervision of the Field Coordinator, for humanitarian monitoring in his/her intervention zone so as to anticipate as early as possible the pertinent needs to be addressed within Solidarités International’s mandate.
    • Monitor the activities in the programs implemented in his/her intervention zone by comparing the evaluation, intervention and monitoring reports

    Coordination:

    • Draft minutes for the Field Coordinator for each meeting he/she attends
    • Draft the weekly situation report for the context/security section
    • Compile the weekly situation report and send it each Monday afternoon to the Field Coordinator
    • In the absence of the Field Coordinator, coordinate the weekly base meeting
    • Draft the minutes for base meetings
    • Present the security context at the beginning of all weekly base meetings

    Profile

    • Education: Bachelor’s in Degree in International Studies, Business Administration, Security or related fields
    • Minimum of three-years' experience in Humanitarian Access and Security, and Field Management role with an international NGO
    • Knowledge of Risk Assessment and field operations is a Plus
    • Fluent in spoken and written English, Fluency in Hausa, Kanuri and Shuwa is a Plus
    • Experience in Field Management, operations, support and coordination.

    Other desirable qualities:

    MEAL Activity Manager

    Goal / Purpose

    • The MEAL Activity Manager supports and mainstreams MEAL processes and activities throughout the programs. He/she ensures that all activities are implemented and carried out to the standards and, if necessary, proposes adjustments or improvements. He/she provides methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as the design of the M&E plan, quantitative and qualitative data collection, a measure of indicators, complaint response mechanism, do no harm analysis etc.
    • S/He provides regular reports on the progress of activities to her/his line manager
    • S/He coordinates the teams and activities in the absence of her/his line manager

    List of Main Tasks
    Monitoring and Evaluations of SI Programs:

    • Under the supervision the Program Manager, contribute to the development of M&E plans and tools for all activities.
    • Centralize and organize data collection for activities and outputssuch as defined in the monitoring plan.
    • Under the supervision of the Program manager, participate in the consolidation and the analysis of the monitoring data (including identification of useful recommendations and lessons learnt).
    • Prepare and implement trainings related to new monitoring tools.
    • Organize &Conduct field visits for monitoring & evaluation purposes.
    • Inform the program manager about all the logistical and financial requirements needed/identified.
    • Ensure indicators are entered in the relevant systems on a regular basis (ex: Activity Info).
    • Keep monitoring tools and files archived at SOLIDARITÉS INTERNATIONAL office accessible to the program team and updated on a regular basis.

    Accountability:

    • Participate in the implementation of the accountability strategy such as defined and led by the Field Coordinator/Head of Mission.
    • Participate into the CRM standard operating procedures design
    • Check that complaint response mechanisms are established and are accessible to all stakeholders.
    • Check that complaints are registered and logged complaints into a formal database.
    • Check that complaints are addressed and that an appropriate and timely response is given to the complainant.
    • Participate in training field teams on CRM information plan

    Institutional Knowledge Building:

    • Collect internal and external data to produce IKB reports on specific issues.

    HR Management / Capacity Development:

    • Take part in the department’s staff recruitment with the administrative department
    • Welcome and brief new employees working under his/her responsibility
    • Evaluate and assess the performance of collaborators under his/her direct supervision.
    • Supervise adherence to security regulations by personnel under his/her supervision.
    • Identify training needs.
    • Conduct workshops and regular or ad hoc meetings

    Reporting / Communication / Representation:

    • Report to Program Manager information related to his/her activities and security context or any event that may affect SI activities and security
    • Provide regular written report to the Program Manager about his/her activities
    • Participate to writing monitoring reports and to some extend donor reports (MEAL sections)
    • Supervise regular workshops and meetings with teams to disseminate analysis of monitoring outputs after validation of the Program Manager
    • Represent SI when asked to do so
    • Listen to the populations and local participants in the field and report to his/her manager any non-technical or safety-related issues which could affect the activities or safety of Solidarités International teams
    • Ensure that tools and files are properly archived and secured
    • Participate into learning workshops

    Profile

    • Professional experience: 3-5 years of relevant experience (NGO/Private or Public sector) and 2 years of progressive experience in an INGO preferably in MEAL
    • Languages: English compulsory (Hausa – Added Advantage)
    • Good knowledge of MEAL tool development, data analysis and experience of team management
    • IT skills: Good knowledge in KoboCollect or similar applications, Excellent knowledge of MS Office software: Excel, Word, Outlook, Power Point
    • Personal qualities: Rigorous, organized, able to manage important workload, good learning capacity, good communication, reactive, team spirit, assertive, attentive to details, resistance to stress

    Deputy Logistics Manager - Supply

    Goal / Purpose

    • The Deputy Logistics Manager Supply supports the Area Logistics Manager in implementing and monitoring the procurement and the stock management of his/her assigned bases in accordance with Solidarités International supply procedures.
    • He temporarily takes on the basic tasks of the Area Logistics Manager in his absence.

    List of main tasks
    Procurement management:

    • Coordinate the regular update of price lists and vendor databases for goods/services/work. Ensure data is exploitable and provide analysis upon request
    • Contribute to the establishment of purchasing timelines and update them, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints
    • Ensure the collected documents are compliant with SI procedures: supplier stamp, signature, date, SI criteria
    • Ensure that budgetary lines related to logistics are monitored and observed
    • Support drafting the contract for any supply/service/work when needed
    • Contribute to assessing the quality of the purchase/services/work in accordance with technical requirements and/or with the support of program teams or technical coordinators
    • Prepare the treasury plan for all payments under the supervision of the line manager and send the request to the Admin department
    • Supervise all procurement activities conducted by the supply team: LINK validation and processing, quote requests, bid analysis review, procurement planning…
    • Challenge price negotiation, deadlines and methods of delivery
    • Supervise and control the monitoring of relationships with suppliers. Steps in when needed.
    • Report any difficulty/issue with the supplier to the line manager.

    Stock management:

    • Draw up warehouse layout plans according to the materials/goods to be stored and program allocation
    • Establish staff and equipment forecasts required for loading/unloading
    • Keep the stock forms updated
    • Take a monthly inventory of stored goods and materials and reconcile it with the theoretical inventory
    • Supervise the maintenance and securing of warehouses
    • Support the Logistics Supply assistant in carrying out stock checks and physical inventories
    • Manage the supply of consumables (printer cartridges, toner, etc.)

    Compliance management:

    • Apply, enforce and control SI procedures to all purchases of supply/services/work contract for North East Area
    • Supervise the archiving of all the documentation relating to procurement and stock
    • Conduct purchase files batch analyses following Area Logistics Manager demands
    • Provide recommendations to the Area Logistics manager on identification and handling of irregular purchasing procedures.

    Human resources:

    • Participate in the hiring process for purchasers, logistics assistants and officers
    • Ensure the continuous general training of purchasers, logistics supply assistant, field logistician
    • Participate in the appraisal process of line report staff(s)
    • Consult the line manager for any problem raised or caused by the logistics supply department or by the field Logistics Assistant Supply.

    Reporting / Capitalization:

    • Update relevant information or SOP in use (import-export, exemption, taxes, others)
    • Ensure a smooth follow-up for the procurement folders and framework orders
    • Contribute to the improvement and implementation of other procurement monitoring tools
    • Consolidate logistics supply packs monthly and pass on to the area logistics manager for North East
    • Provide the logistics manager with all information needed to draft intermediary and final external reports
    • Conduct the procurement team meetings and be their representative at logistics department meetings.

    Profile

    • Good Knowledge of MS Office Word, Excel knowledge, outlook.
    • Quick leaner, ability to work autonomously, Excellent organizational skills, Flexibility to meet deadline, hard worker.
    • Language: Fluent in spoken and written English, Hausa.
