    Network Standard Compliance Officer

    Key Responsibilities:

    • Monitoring the compliance to metering standards
    • Monitor Load Allocations and Up-takes by the Distribution Companies and report variances for Commission’s further actions.
    • Monitor compliance with the Distribution Code, Health & Safety Code, NESIS, and other Regulatory Instruments by the Distribution Companies.
    • Evaluate the KPI for market participants in the LEM

    Requirements

    • First Degree in Engineering
    • Minimum years of experience: 2 years

    Manager - Generation and Network Safety

    Key Responsibilities:

    • Review and analysis of NESI Operators’ monthly reports on significant incidents/accidents in the power stations, transmission and distribution networks
    • Collating and analyzing incident notification reports submitted by the Gencos, TCN and Discos
    • Monitoring of the Discos, TCN and Gencos’ compliance with the provisions of the Nigerian Electricity Health and Safety Code
    • Review and analysis of accident investigation reports submitted by the Discos, TCN and Gencos
    • Conduct site inspections and sting operations to identify and escalate impending hazards on the Networks and at the power stations
    • Conduct accident investigations
    • Experienced and Knowledgeable about emerging Health and Safety standards and practices developed by Occupational Safety and Health Administration (OSHA) and other Health and Safety International standard development organizations
    • Knowledge and ability to identify and analyze accident causative factors
    • Analyze Health and Safety audit reports submitted by the Discos, TCN and Gencos
    • Preparation of quarterly NESI Health and Safety performance report
    • Provide routine and ad-hoc reports and analysis
    • Develop presentations and reports
    • Carry out any other task assigned by the Commissioner Engineering and Standards

    Senior Manager (Engineering Standards, Codes and Enforcement)

    Key Responsibilities:

    • Participate in the development and regular update of the Nigerian Electricity Supply Industry’s (NESI) technical standards, technical Codes for power generation, transmission, and distribution in Lagos State.
    • Participate in the review and update of National engineering standards with reference to other international standards.
    • Provide technical inputs in the development of new standards for the Power Industry in Lagos State.
    • Initiate the review of existing standards or creating new standards for the Power sector whenever the need arises through the relevant standard organizations in charge of standards.
    • Represent the Commission on Standard Committees.
    • Provide expert advice on engineering standards to the Commissioner (E&S).
    • Participate and represent the Commission on the relevant technical Code Review Panels.
    • Follow up to ensure that the Codes panels submit their annual budgets to the Commission for approval on time and facilitate the Commission’s review and approval.
    • Follow up to ensure timely re-constitution of all Codes Review Panels as enshrined in the various Codes.
    • Provide the needed support to ensure effective compliance monitoring with the Codes by all Licensees.
    • Interface with relevant Units of the Engineering and Standard Division and other stakeholders to ensure synergy on the development and review of technical Codes.
    • Advise the Engineering and Standard Division on any technical code issues.

    Senior Manager - Distribution (Engineering and Standards)

    Key Responsibilities:

    • Ensure adequate and timely submission and review of 5-year Distribution Expansion Plan by the Distribution Licensees.
    • Review and recommend for Commission’s approval Distribution Expansion Plans submitted by Distribution Licensees.
    • Monitor the implementation of Distribution Expansion Plans by the Distribution Companies.
    • Monitor Distribution Assets Additions and Report to the Division quarterly.
    • Liaise with other Divisions of the Commission to review Distribution Assets additions in line with CAPEX provisions in the MYTO approved for the Distribution Companies.
    • Monitor Load Allocations and Up-takes by the Distribution Companies and report variances for Commission’s further actions.
    • Monitor compliance with the Distribution Code, Health & Safety Code, NESIS, and other Regulatory Instruments by the Distribution Companies.
    • Regularly liaise with the Distribution Companies, relating to Distribution technical issues.
    • Review, evaluation, and reporting of Compliance Performance Report of the Discos.
    • Advise the Commissioner Engineering and Standards on any distribution issues.

    • First Degree & Master’s in Electrical Engineering (Bias in Power Systems or Electrical Services).

    Manager - Generation Services

    Key Responsibilities:

    • Develop templates and initiate the process development for Generation Capacity Recovery and Expansion Plans, Power Generation Mix, and Integration of Renewable Energy Sources.
    • Follow up and ensure timely submissions of Recovery and Expansion Plan Projections by the Generation Companies.
    • Develop Evaluation Templates and Criteria for Recovery and Expansion Plans submitted by the Generation Companies.
    • Schedule Evaluation Exercise and produce a final draft Generation Recovery and Expansion Plan for review and approval of the Commission.
    • Design a monitoring plan and implement it to ensure execution of approved Generation Expansion Plans and ensure adequate and timely submission of operational improvement reports and forecasts.
    • Review and submit to the Division Annual Power Generation Plans.
    • Work closely with the Senior Manager (Generation Services) to ensure all issues relating to power generation are promptly addressed.

    Requirements

    • First Degree in Engineering (M.Sc is an added advantage).
    • Minimum years of experience: 9 years (for Mgr) or 12years (for SM-2_
    • Team player, Works well under Pressure, Self-Starter.

    Key Responsibilities:

    • Monitoring compliance of customer, statistical, feeder and grid metering specifications and installations with the Metering Code.

    • Conduct periodic market assessments to identify trends, risks, and opportunities for sectoral growth.
    • Supervise the collection, analysis, and reporting of electricity market data for informed decision-making.
    • Develop key performance indicators (KPIs) and benchmarking metrics for regulatory oversight.
    • Lead research initiatives on emerging trends in electricity market structures, renewable energy integration, and technology advancements.
    • Prepare periodic reports on market developments, economic impacts, and policy effectiveness. 
    • Engage with federal regulatory agencies, market operators, and industry stakeholders to drive Lagos State’s electricity agenda.

    Requirements

    • Bachelor’s degree in Electrical Engineering, Economics, Energy Policy, Law, Business Administration, or a related field.
    • Master’s degree in Energy Economics, Policy, Regulation, or an MBA (preferred).
    • Minimum of 10 years of relevant experience in the electricity sector, regulatory affairs, policy development, or market operations.
    • Strong understanding of electricity market design, tariff setting methodologies, and power procurement mechanisms.
    • Experience working with government agencies, regulatory bodies, or multilateral energy organizations.
    • Proficiency in data analysis, economic modeling, and policy impact assessment.
