    WASH Technical Assistant - Yola

    Roles and responsibilities

    Generic Responsibilities

    • Adherence to NRC policies, guidance and procedures
    • Take account of gender, protection, the environment, and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children, and people with disabilities.
    • Fill themonitoring checklists for latrines and hygiene promotion activities as well as collect user satisfaction views on safety and privacy of the latrines as well as appropriateness of the sanitation options.
    • To establish good working relationship and collaboration with other implementing agencies and work hand in hand with the existing WASH committees.
    • To assist in selecting the beneficiaries according to NRC vulnerability criteria, 
    • Participate in meeting with relevant local authorities [Ministry of Water, Ministry of Health, RUWASSA etc], sectoral working groups and other key stakeholders. 

    Specific responsibilities:

    • Work closely with the artisans to ensure new constructions, rehabilitation, repair and maintenance of WASH infrastructure retain NRC standards and quality based on the BoQs and Designs.
    • Support the WASH officer in the construction activities especially in an integrated approach with FSL related activities especially dams and water troughs.
    • Provide daily and weekly reports on routine water supply, sanitation and hygiene promotion activities to the WASH officer. 
    • Monitor WASH facilities, latrine cleanliness, usage and maintenance within the assigned project locations.
    • Support the informal and formal training sessions (according to identified needs) for hygiene promoters and evaluate the impacts of this training. 
    • Supervise Water supply and sanitation activities in line with relevant standards, codes of conduct, and humanitarian principles.
    • Supervise Sanitation activities and resources so that they are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
    • Any other assignment as may be required by the WASH Officer or WASH Coordinator

    Qualifications

    Generic professional competencies

    • Bsc or Higher Diploma in civil, Water Resources engineering or Geology(BAC+5) minimum
    • Minimum 2 years of experience in WASH projects in a humanitarian/early recovery context
    • Technical background in Public Health, Environmental Health, Water and Environmental Engineering or Civil Engineering. Extensive experience may substitute for specific qualifications but not vice versa.
    • Political and cultural awareness and experience of working where insecurity is a major issue
    • Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc)
    • Demonstrated experience of integrating gender and diversity issues into WASH Programming.
    • Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities
    • Familiarity with AutoCAD, GPS, ArcGIS and Google Earth is strongly desirable
    • Familiarity with international minimum standards of Water Supply, Sanitation and hygiene service delivery (i.e., SPHERE) is an advantage

    Context related skills, knowledge and experience

    • Knowledge of context in the Adamawa desirable
    • Strong experience in community driven WASH programming
    • Strong inter-personal, communication and network Area South Office

    Logistics Officer

    Responsibilities

    Generic responsibilities 

    • Supervision and capacities building of logistics team under his supervision
    • Implement NRC’s logistics policies and procedures with regards to procurement, fleet, warehouse and assets management at office level.
    • Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes.
    • Ensure anti-corruption, transparency, and cost efficiency principles in all processes (e.g. in vehicle management, asset management and procurement of service/goods and works)
    • Implement a filing system/archive according to local requirements
    • Ensure NRC fleet, warehouse and assets management system are in place and followed at area level
    • Provide support on market surveys and assessment.
    • Prepare weekly and monthly reports and sent to Logistics Coordinator 

    Specific Responsibilities

    Procurement 

    • Ensure that all procurements are done in accordance with NRC logistics policies, procedures and donor regulations
    • Check and receive purchase requisitions and initiate the procurement process according to NRC procurement regulations and thresholds
    • Ensure RFQs and ITBs, are prepared and sent out within the agreed lead time
    • Complete and issue purchase orders in accordance with NRC regulations.
    • Check procurement documents (Bid analysis, Purchase orders and Payment documents etc...) and submit to signatories for verifications and approvals.
    • Check payment documents as per procurement checklist before submission for approvals and to finance.
    • Provide support on the pre-qualification exercise.
    • Conduct regular market surveys to identify suitable and reliable suppliers and service providers
    • Maintain updated vendor data base at area level

    Fleet Management

    • Managing and tracking of all vehicles on the fleet, when required to support the area offices
    • Ensure that vehicles are checked daily, and that regular service and maintenance is carried out as per agreed schedule as well as managing service agreements such as vehicles fueling.
    • Ensure vehicles have current and lawful documentation.
    • Receive travel requests and maintain trip schedules and Staff Movement Board.
    • Produce logistics site report, vehicle and generator cost performance report.
    • Ensure proper usage and Maintenance of the Country Office Generator by keeping an up-to-date generator logbook for usage and services.

    Asset Management

    • Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
    • Oversee the issuance and return of assets to/from staff in the absence of assets focal person
    • Update asset register and send to country office every month in the absence of the asset’s focal person

    Filing Management

    • Carry out regular spot checks to ensure all folders on O365, documents are being filed correctly and to the level of quality required.
    • Ensure all vendors, consultants being used by NRC have valid bridger check and ensure an up-to-date register is in place.

    Qualifications

    • Bachelor’s degree in supply chain management; professional qualifications on CIPs or any other supply chain related field.
    • Experience from working as Logistics Officer in a humanitarian/recovery context
    • Previous experience from working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Fluency in English, both written and verbal 
    • Office organization skills, 
    • Computer skills (Microsoft Office)
    • Good communication skills
    • Capable of handling pressure
    • Fluency in English, Hausa is an asset
