    Medical Activity Manager (MAM)

    Main Purpose 

    • Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

    Job Description

    • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
    • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project.
    • Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service.
    • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
    • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices andanticipating future needs.
    • Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.).
    • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...).
    • Participating in shifts and replaces a doctor, if necessary.
    • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility to improve staff capabilities and to ensure both the sizing and the amount
      of knowledge required.
    • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

    MSF Section/Context-Specific Accountabilities

    • Ensure the scheduling of doctors based on needs and HR regulations.
    • Ensure that all hospitalized patients have been seen by doctors and a monitoring system is in place for each case.
    • Ensure the organization of multidisciplinary rounds for critically patients and that a rigorous
    • evaluation is conducted regarding them.
    • Ensure mortality reviews are organized and are multidisciplinary.
    • Ensure the documentation and proper maintenance of patient records and their confidentiality.
    • Responsible for health of the staff and their dependents.
    • Identification with MDs of referral cases for the tertiary level in Maiduguri and get validation of the PMR before referral.
    • Report all cases of severe medical adverse events for patients (SMAE) and establish responsibilities to prevent the same errors in the future.
    • Ensure that prescriptions made by doctors are rational and take into account MSF protocols and guidelines and good clinical assessment of patients by Medical Doctors.
    • Providing thematic medical training to MSF Staff and MoH staff according to the need.
    • Keeping a good communication line between hospital and project medical coordination.

    Requirements 

    • Education: Medical Doctor (with valid registration and license), desirable specialization or training in Tropical Medicine or related studies.
    • Experience: 
      • Essential 2 years working experience related to the degree and previous experience in MSF in the field.
      • Essential experience with MSF or other INGOs.
    • Language Essential: English and Hausa (Written and spoken). Ability to communicate in local languages spoken Borno state would be an asset.
    • Knowledge: Essential computer literacy (word, excel, Power point, internet).
    • Competencies: Commitment to MSF Principles, Behavioural Flexibility, Stress Management, Results and Quality Orientation, Teamwork and Cooperation, Service Orientation.

    Pharmacy Supervisor

    Main Purpose

    • Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.

    Job Description

    • Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.
    • Coordinating the delivery, reception and recording of orders from the capital, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.
    • Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
    • Follow up consumption in all units, ensure standards tools are available and used accordingly.
    • Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks and using cold chains when needed. Monitoring and analyzing orders depending on pharmacies in order to avoid ruptures of stock or having expired drugs.
    • Recording all items received and issued in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalize the budget and to ensure availability.
    • Assisting in training of nursing staff regarding dispensing of drugs and their side effects.

    MSF Section/Context-Specific Accountabilities:

    • Support and organize the reception of cargo coming from central pharmacy Abuja.
    • Organize Gwoza project pharmacy by ensuring procedures and tools are implemented.
    • Regular analysis of stock to anticipate orders, reduce expirations and ensure the situation of the stock is shared with PMR, MAM, NAM, and NTS for useful purposes.
    • Monitor medication consumption in end user units and ensure availability and updated consumption tools.
    • Train the staff under his supervision (storekeepers) on good practices for stock management and train NTS, NAM on the monitoring and ordering of medications from the services.
    • Regular update of the ISYSTOCK tool.
    • Ensure that partial inventories and general inventories are set up with a precise schedule.
    • Preparation of different medical orders of the project.

    Requirements

    • Education: Degree of Pharmacy Management, Registered and with Valid practice license.
    • Experience: At least 2 years certified work experience as a pharmacy manager. Experience with MSF or INGO is a plus.
    • Language English and Hausa (Written and spoken). Ability to communicate in local languages spoken Borno state would be an asset.
    • Knowledge Essential computer literacy (word, excel, Power point, internet).

    Nursing Team Supervisor (NTS)

    Main Purpose

    • Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MS values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.

    • Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, to optimize the resources, contributing with his/her knowledge and experience.
    • Implement all the protocols and hygiene procedures and supervise his/her team follow the same standards, to warrant the quality of the care and service in his/her domain of intervention.
    • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, to ensure the coverage of the human resources needs and maintain high standards of quality.
    • Carry out and/or supervise the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, to satisfy the needs of material with efficiency and effectiveness.
    • Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project medical referent.
    • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, referral notes, etc.), information and data collection (patient files, forms, statistics, punto info, food for patients, line lists etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
    • Give feedback/ reports to medical focal point.

    MSF Section / Context-Specific Accountabilities

    • Defines, organizes, implements and follows up all quality nursing care related activities.
    • Ensures a proper daily management of the medical human resources under his/her supervision.
    • Implements correct nursing and infection prevention and control (IPC) protocols to warrant efficiency, quality, and continuity of prescribed care.
    • Ensures that all nursing activities throughout the services are carried out safely as per MSF nursing standards and protocols.
    • Actively participate in detection of gaps and capacity building of staff under his/her supervision,
    • Ensure the implementation of the treatment plan and training of all nurses on its utility and usage to rationalise medications and avoid waste.
    • Ensure data management or patient’s data are treated with safety and confidentiality.
    • Responsible for primary data source management and use of the data tool during data collection and assisting medical staff with on-spot-training, to enable production of quality of data encoded in different MSF tools (HMIS, ...).
    • Ensure that nurses participate in the rounds of the doctors' and that changes in patient examinations and treatments are taken into consideration.
    • Establishment handover plan for patients and medical equipment’s between the teams of the day, morning, and evening.
    • Ensuring that medical equipment is well maintained and properly used by the nursing staff.
    • Ensuring that a rigorous monitoring system is implemented for each patient based on their condition.
    • Ensuring that the medication consumption tools in the departments are well documented, up-to-date, and properly maintained.
    • Ensuring that good communication exists between caregivers and patients, and that the concept of human care is known and practiced by all.

    Other(s):

    • Participate in maintaining a conducive working environment with MSF staff members and MoH colleagues and staffs from other actors operating in the project intervention.
    • Demonstrate a willingness to learn through, the use of the various training platforms (TEMBO, ...), and other existing approaches made available ("on spot training", telemedicine, simulation ...) by MSF, ....
    • Participate in the analysis of medical order (e.g. medical stationary) to ensure rationale use and anticipate any potential rupture.

    Requirements

    • Education: Essential Bachelor’s Degree in Nursing, registered with Nurse Council and having valid practice license. Training in Public Health will be an asset
    • Experience: Essential two (2) years working experience with MSF or other INGOs a Nursing Team Supervisor.
    • Language: English and Hausa (Written and spoken). Ability to communicate in local languages spoken Borno state would be an asset
    • Knowledge: Essential computer literacy (word, excel, Power point, internet).
