    Nursing Team Supervisor

    Job Description

    • Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.
    • Duty Station: Sokoto Mass vaccination campaign, Sokoto

    General Responsibilities

    • Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anaesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
    • Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
    • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
    • Carry out and/or supervise the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
    • Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
    • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
    • Give feedback/ reports to medical focal point.

    MSF Section/Context Specific Accountabilities:

    • The role and responsibilities of the Nursing Team Supervisor would be further expanded during the upcoming weeks considering the project activities in the selected areas and with the strategy which will be defined based on the assessments at the different health facilities.
    • This position will be responsible for overseeing different vaccination team across different vaccination sites and closely for monitoring of the activities and ensuring quality service delivery. The position will closely work with the Nursing Activity Manager for MSF as well as with the Ministry of He:alth counterparts to ensure a strong collaboration

    Before the campaign

    • Participates in developing the activity timetable.
    • Trains and supervises the vaccination teams:
    • participates in writing training documents;
    • participates in team member training (theoretical and practical).
    • Participates in campaign organisation, planning and monitoring meetings.
    • Estimates the medical supply needs for vaccination sites.
    • Participates in the selection and organisation of vaccination sites.
    • Supports the organisation of public information and monitors the public information messages.
    • Supports the management of vaccines and medical supplies.

    During the campaign:
    Coordination and management

    • Participates in campaign coordination meetings: presents results, discusses the difficulties encountered, and shares information on how the vaccination is going.
    • Participates in daily data analysis.
    • Supports the rigorous management of stock movements (vaccines, traceability, medical supplies, modules, kits).

    Vaccination sessions

    • Establishes each person is at their station, understands their role and performs according to the procedures.
    • Oversees proper organisation of site: outside (shelter, water available, etc.) and inside (flow, circuit, etc.).
    • Verifies that the crowd control team is complete and effective.
    • Supervise that those vaccinated are in the target population.
    • Ensure that vaccination cards are filled in correctly.
    • Checks the temperature in the cold boxes and vaccine carriers regularly.
    • Follow-up that hands are washed, gloves changed, etc. on a regular basis.
    • Monitors the vaccine reconstitution and syringe preparation procedures.
    • Verifies that injection safety rules are obeyed:
    • vaccinators wear latex gloves;
    • safety boxes are used correctly;
    • waste containers are stored in an isolated, protected location;
    • work-type gloves are used for handling waste;
    • waste is safely disposed of and destroyed;
    • polyvidone iodine 10% is available at every site;
    • in case of AEB: first aid given, AEB reported and person sent to the medical officer.
    • Supervises recording is done correctly (no omissions/double entries).
    • Supports team (replacement during breaks, support during high volume, and support in case of difficulties).
    • Identifies difficulties and institutes corrective measures.

    At the end of the day:

    • Check that the site is cleaned up and supplies put away.
    • Collects and checks all the tally sheets (information complete and correct).
    • Verifies empty vaccine and solvent vials are gathered, counted, with lot numbers entered on the tally sheet.
    • Compiles and analyses the results.
    • Completes the daily vaccination summary.
    • Estimates and analyses the immunisation coverage.
    • Calculates the vaccine utilisation rate.
    • Fills in the vaccination summary table by location.
    • Shares the results with the teams.

    Other duties:

    • Participates in campaign coordination meetings: presents results, discusses the difficulties encountered, and shares information on how the vaccination is going.
    • Participates in drawing up and analysing the daily summary table.

    After the campaign:

    • Organises and supervises the inventory and storage of medical supplies.
    • Participates in the final campaign evaluation and writing the final report.

    Responsibilities
    Preparation and team supervision:

    • In close collaboration with the Nursing Activity Manager (NAM), participates in developing the activities of the site planning and activity timetable for the nursing team.
    • Participate in health facility assessments as required
    • In close collaboration with the NAM, participate in developing the training plan and content for the vaccination team, provide trainings on key vaccination activities, including writing documents and simulation activities
    • In collaboration with the MoH supervisor, lead and supervise multiple vaccination teams, providing guidance, support, and mentorship to ensure efficient and effective operation.
    • Ensure end of day debriefings are done by the vaccination team leads to provide updates and address any challenges or concerns.
    • Monitor team performance and provide feedback, ensuring every team member understands their role and performs duties according to established procedures.

    Flow, vaccine management and supervision:

    • Ensure a well coordinate deployment of vaccination teams to different sites, ensuring the flow and circuit within the sites are well laid out
    • Verifies that the crowd control team is complete and effective
    • Estimates the medical supply needs for vaccination sites. Supports the supervision and the coaching for the management of vaccines and medical supplies in collaboration with the NAM and the team at the vaccination site
    • In close collaboration with the NAM, participates in the microplanning implementation phase, site/health facility selection and organisation of vaccination sites.
    • Ensure a good management of cold chain in the vaccination sites
    • Ensure the rigorous management of stock movements (vaccines, traceability, medical supplies, modules, kits).

    Quality Assurance:

    • Ensure adherence to vaccination protocols, safety standards, and infection control measures during all vaccination activities and oversees proper organisation of site and IPC measures in place: outside (and inside (flow, circuit, etc.).
    • Ensure mechanisms are respected for reporting adverse effects and needle-stick injuries.

    Community Engagement:

    • Work closely with the Health Promotion and Community Engagement team to ensure a strong engagement with stakeholders, including parents, caregivers, and community health workers, to promote awareness and understanding of the importance of childhood vaccination.
    • Address community concerns, misconceptions, and barriers to vaccination
    • Ensure vaccination teams have a respectful and welcoming attitude during vaccination activities

    Reporting and Documentation:

    • Ensure accurate data collection at all sites, including registration, doses administered and adverse events, in accordance with program requirements
    • Participates in daily data analysis
    • Maintain good communication with the nursing activity manager to update on progress, challenges, and achievements
    • Participates in the final vaccination evaluation and writing the final report.

    Qualifications

    • Nurse diploma essential.
    • Essential 2 years of previous experience. Having worked in MSF or other NGO’s and in developing countries is desirable.
    • English language and local language essential.
    • Essential computer literacy (word, excel and internet)

    WATSAN Supervisor (NERU)

    Main objective and responsibility of the position

    • Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population

    General Accountabilities

    • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management
    • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;
    • Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;
    • Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);
    • Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits
    • Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting
    • Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
    • Participating in data collection and reporting as required

    MSF Section/ Context Specific Accountabilities:

    • Participate in carrying out rapid assessment incase of any scenarios such as IDP camps, floods, cholera outbreaks etc.
    • Ensures functionality of all WatSan components such as water supply systems, sanitation facilities, waste management facilities, hygiene and vector control in any kind of scnarios (IDP camps, CTC/CTU, etc) where MSF might do emergency intervention.
    • Works together with IPC team to ensure that all IPC measures are in place and being followed at any kind of health facility set up done in response to emergency scnarios.
    • He/she works together with the HP team to ensure hygiene promotion in the hospital, IDP camps and other work places. Raising awareness amongst MSF beneficiaries and training personnels on the importance of hygiene and sanitation. This includes proper waste management in the health facilitities, hand washing, food hygiene, safe water chain, feacal oral routs, cholera (water born diseases) prevention etc
    • Support the WatSan manager to develop designs any relevant documents such as BoQ, drawings and technical specifications for WatSan infrustructures’ construction works to be done in any emergency secnario MSF is responding to. This inclued water network, water source rehabilitation, temporary emergency latrine construction etc.
    • Supports in the spuervision of emergency WatSan construction works to ensure quality deliverence as per MSF standard.
    • Supports supply team in inventory, ordering the right items and directing the right use, ensuring tracking of consumption and reporting.
    • Support supply team and the WatSan manager/WTR to review EPREP stock and report what is missing and what is almost expiring
    • Support the WatSan manager/WTR in implementing WatSan activities according to the WatSan framework strategies that might be developed in any context of emergency.
    • Support in identifying WatSan NFI kits to be included in the NFI distribution lists.
    • The Watsan Supervisor reports to the line manager on any concerns related to water supply, hygiene and sanitation, technical equipment, support structures and suggests solutions.
    • Training: He/she provides training to WatSan Technicians, WatSan agents, hospital cleaners, bucket chlorinators, hand pump mechanics etc. He/she seeks supports from the Technical Referent where needed.

    Requirements
    Education:

    • Essential: University degree in a Relevant Course
    • Desirable: Specialisation in Water and Sanitation.

    Experience:

    • Essential: Previous experience in technical works & organising of multiple activities, preferably within MSF or similar work environment.

    Languages:

    • Essential: English Language.
    • Desirable: Hausa language

    Knowledge:

    • Essential: Computer literacy (Microsoft Office package)

    Competencies:

    • Commitment to MSF Principles, Behavioural Flexibility, Results and Quality Orientation, Teamwork and Cooperation, Stress Management.
