JOB SUMMARY
With the technical backing of the Project Manager, MEAL Officer and the Gender & Protection Sector Manager, The Gender & Protection Officer will be responsible for supporting and implementing the minimum measures for mainstreaming gender and protection as outlined by the Humanitarian Principles, the SPHERE Standards, CARE’s Policy on gender and approaches and WFP’s on Gender and Protection as well as the Inter Agency Standing Committee Guidelines.
RESPONSIBILITIES AND TASKS:
- Be responsible for monitoring and communicating to the Project Manager and the Gender & Protection Sector Manager any changes in the protection environment as noted during field monitoring;
- Document barriers faced by certain groups in accessing safe and meaningful assistance (child headed households, elderly persons, people with disabilities, separated and unaccompanied minors, women headed households) and provide program leadership team with appropriate adjustments to ensure inclusion of most vulnerable and at-risk categories.
- Ensure safe and confidential referrals of protection cases for the provision of assistance to CARE project team for immediate action.
- Support awareness-raising activities to affected population on mainstreaming protection and integrating gender and prevention of sexual exploitation and abuse.
- Lead information provision and community consultation activities about the roll out of the project activities in all LGAs.
- Sensitize and engage with project management committees and other volunteers to implement awareness and communication of the protection key messages during the distribution process.
- Sensitize vendors on CARE’s code of conduct for staff and its affiliates on child Safeguarding, fraud, zero tolerance to sexual harassment, exploitation and abuse.
- Conduct feedback FGDs with project participants and community leaders on the impact of the assistance, gaps noted and recommendations post distribution for lessons learning and improvement.
- Capture the protection activities conducted during the distribution process, capturing challenges observed and recommendations and share with the project team.
- Ensure protection and gender activities are reported and integrated into CARE’s monthly/Quarterly narrative report that is shared with the donor.
- Ensure CARE visibility during the process.
- Facilitate referrals in the event of GBV disclosure and PSEA cases reported.
QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:
Required:
- Bachelor’s Degree (Social sciences; Psychology, Community Health, International Relations, Law, Community Development or relevant Social Sciences.
- At least 3 years’ experience in protection work supervisory responsibilities, program development, planning and implementation.
- Must have in-depth technical expertise on Protection, gender & protection mainstreaming, Women and Girls’ safe spaces programming, gender transformation/transformative approaches, and Gender Based Violence related issues including having a clear understanding of gender inequality, and issues surrounding discrimination and violence against women and girls.
- Must have experience with operationalizing GBV principles; Human Rights Law, Humanitarian principles and other relevant international standards in a humanitarian aid setting; Well versed with Core Humanitarian Standards (CHS).
- Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries, duty bearers and other stakeholders.
- Proficient in Microsoft office -word, presentation, excel, access and outlook
- Proficient in community mobilization, challenging social norms/relations, Behaviour Change Communication and Case Management with good facilitation skills.
- Proven record of providing trainings and workshops on gender and Protection topics in a variety of settings.
- Excellent Analytical, Communication and Report writing skills; Excellent Negotiation and Conflict Resolution skills.

JOB SUMMARY
The Women Lead in Emergencies (WLiE) Officer will coordinate and co-lead WLIE activities as part of the broader CARE Nigeria-led project and will work in close collaboration with CARE’s local partners to implement activities in Potiskum, Yobe State. The WLiE Officer will support the WLiE Coordinator to implement and co-facilitate activities in the project’s selected communities with women’s collectives (groups) in the community, facilitating discussions with the women’s groups on gender and power dynamics and social norms; supporting these groups to develop action plans to advocate for change and achieve collectively determined goals on issues of priority to the group. The WLiE officer will be responsible for supporting the women’s groups to take the leadership in the reflection discussion, the development of their action plans, and implementation of the activities, utilizing participatory and inclusive approaches to do so. The Officer will be responsible for documenting discussions, activities, outcomes, and learnings, and will be responsible for regular communication and reporting to CARE’s WLiE Coordinator and MEAL Officer. Where relevant, the WLiE Officer will be responsible for coordinating and implementing activities with local women-led organizations (WLOs) and their networks.
SPECIFIC RESPONSIBILITIES AND TASKS:
Implementation of WLiE approach:
With support and training, you will be responsible for supporting the implementation of CARE’s WLiE approach with women’s groups in the project location.
- Facilitate reflection and co-creation sessions with women’s groups in crisis-affected communities to analyze the barriers and opportunities for women’s meaningful participation in decision-making, response, and early recovery, and to develop WLiE action plans to support women’s leadership, with technical support from CARE Nigeria Women Lead technical team.
- Support project’s women’s groups with the implementation of their Action Plans to support their participation, leadership, and decision-making within their communities. This includes participatory approaches to ensure women’s ownership of their action plans and of a small budget to carry out activities to achieve action plan objectives.
- Act as community liaison and maintain good relationships with local actors and program stakeholders.
- And other related responsibilities as necessary
Documentation and Reporting:
- Documentation of meetings with the women’s groups, activities implemented, challenges, successes,
- Support the WLiE Coordinator with the identification of and documentation of success stories and/or individual stories.
Collaboration and learning:
- In collaboration with CARE’s WLiE Coordinator and MEAL Officer support with the MEAL process to collect data as related to the project MEAL framework and to capture learning on what does and does not work to support the voice and leadership of women affected by crisis, the process and approach of WLiE and working with women’s rights groups, use of feedback loops to modify the project implementation, and to other learnings and promising practices.
- Build relationships with, and networks between, women-led groups and organizations advocating for women’s rights, gender equality women’s voice, and inclusive governance.
- Support CARE in attending coordination meetings at both community, local, and state government levels.

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:
- Bachelor’s degree in Gender Studies, Inclusive Governance, Political Economy, Social Work, and Sociology, or another relevant post-graduate qualification.
- Advanced knowledge and at least 3 years of proven practical experience in partnerships with women's rights/led organizations and in implementing and providing technical support to gender transformative programs, including women’s leadership and political empowerment.
- At least 2 years of hands-on professional experience working in emergency contexts.
- Experience working with women and men from different cultures and facilitating conversations around power, Participation, and decision-making.
- Highly developed analytical and interpersonal communication skills, including intermediate oral and written English communication skills, and sound judgment and decision-making.
- Working knowledge in M&E, report writing and documentation.
- Experience working with large, cross-cultural teams on projects with multiple deliverables is desirable.
- Existing relationships with women-led organizations and demonstrated ability to link community activists and social movements advocating for gender equality and women’s rights.
- A demonstrated strong personal commitment to the goal of women’s empowerment and gender equality.
