    AVoHC Rapid Responder - Microbiologist / Medical Laboratory Expert

    Purpose of Job

    • The Africa CDC seeks to recruit a national and citizen of any Member State of the African Union to be a roster member of the African Volunteers Health Corps.
    • This is not recruitment for employment but volunteer service for Africa CDC.
    • The potential AVoHC Volunteers candidates are those who have experience in Public Health Management, social and behavioural science, epidemiology, communication, Infection Prevention and Control, laboratory, mental health, etc., from Africa Union Member States.
    • The potential applicants are encouraged to be fully employed and willing to volunteer for the skills and competencies any time requested by Africa CDC. 

    Main Functions

    • In the context of the Africa CDC Public Health Emergency Incident Management System (IMS), at the different levels, the microbiologist shall provide laboratory expertise in a team responsible for the delivery of diagnostic, scientific and technical microbiology while on deployment in MS.
    • S/he will ensure delivery of diagnostic assays as well as delivering training to local staff or conducting outbreak related research.

    Specific Responsibilities
    The Laboratory Expert shall perform the following major duties and responsibilities:

    • Conduct routine laboratory tests for specific infectious diseases in collaboration with the host MS
    • Design and conduct training and capacity building on different laboratory techniques
    • Develop and implement standard protocols (Guidelines, SOP's, manuals, etc.) to strengthen infectious diseases laboratory detection capacity
    • Ensure biosafety and biosecurity measures are in place and implemented
    • Facilitate trainings on laboratory tests and related issues in collaboration with other agencies and sectors
    • Ensure standardization of the laboratories including accreditation
    • Involve in outbreak response efforts through collection of samples, and undertaking laboratory investigations
    • Maintain appropriate sample storage, testing and disposal and biosafety and biosecurity measures
    • Strengthen laboratory information management system
    • Responsible for ensuring procurement of all necessary laboratory equipment’s and supplies.

    Academic Requirements and Relevant Experience

    • Bachelor’s or Master’s Degree in Medical laboratory (microbiology, virology, medical biology) science or other relevant field from recognized university with 2 years (for master holder) or 5 years (for Bachelor holders) relevant work experience.

    Knowledge and experience:

    • Experience of molecular biology (including real time PCR), serology (including ELISA and IFA) and bacteriology.
    • Experience in leading microbiology-based research projects or diagnostic laboratories.
    • Experience in public health emergency response as part of national rapid response team.

    Required Skills

    Tenure of Appointment:

    Procurement Officer (AfCDC)

    Purpose of Job

    • Provides operational support to the Division, including administrative oversight, while ensuring that its predefined strategies and policies are executed effectively and following up on relevant activities.

    Main Functions

    • Assist on the following up on the activities of the division, including monitoring and evaluating progress made in line with a predefined strategic plan;
    • Provide support in implementation of programs, policies and procedures within the division;
    • Assist in conducting analysis and generate accurate reports in a timely manner for the respective Unit/Division and AU’s internal use;
    • Provide support to senior officers in setting the overall research direction of a relevant policy area;
    • Participate in the organization of relevant meetings, congresses and conferences with stakeholders;
    • Assist in engagement with relevant mid-level stakeholders and develop relationships as may be delegated;
    • Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets;
    • Provide technical support to internal and external stakeholders.

    Specific Responsibilities

    • Provide support in the management of end – to – end procurement activities from planning to contract award.
    • Assist in developing, executing, and administering complex procurements for diverse works, goods and services in accordance with AU Regulations and internally accepted standards and procedures;  
    • Provide advice and guidance as procurement officer responsible for all aspects of procurement functions including providing procurement expert advice, advising management and clients on wide ranging and complex technical and other issues relating to institutional procurement.
    • In consultation with Business Units, reviews the type of works, goods and services required and recommends appropriate procurement strategy and method and sources to be solicited.
    • Prepare solicitation documents for goods, works and services to be procured using appropriate methodologies.
    • Carry out the procurement process, including pre-bidding conference, evaluation of bids, post-qualification and recommendation for award in line with African Union’s Procurement procedures.
    • Prepare and disseminate the annual procurement plan of the Commission.
    • Monitor and track the Implementation of the Annual Procurement Plan in close collaboration with Business Units.
    • Provide input on periodic reports and statistics on procurement activities such as purchase orders.
    • Provide technical support in preparation and conducting procurement training on procurement techniques, processes and systems for Africa CDC staff.
    • Receive and compile submissions from departments for compliance with procedures prior to submission for review by the supervisor and consideration and approval by the Internal Procurement Committee or Tender Board
    • Providing guidance to Business Units on procurement, as well as supporting Business Units in creating departmental procurement plans and estimates.
    • Provide advice and guidance to Business Units concerning development of specifications for acquisition of goods or related services including preparation of price estimates on procurement requests for non-standard items.
    • Prepare and present procurement cases to the relevant authorities for approval.
    • Identify and manage procurement risk in the procurement cycle.
    • Track orders to ensure prompt delivery of services;
    • Perform any other relevant duty/ responsibility assigned by the Supervisor.

    Academic Requirements and Relevant Experience

    • Bachelor’s Degree in Procurement and Supply, Business Administration, Logistics or related field of study with 5 years of professional experience. OR
    • Master’s Degree in Procurement and Supply, Business Administration, Logistics or related field of study with 2 years of professional experience
    • A professional certificate and affiliation to a relevant procurement professional body will be an added advantage.

    Finance Officer (PSF)

    Purpose of Job

    • To provide technical support in financial management, accounting, administrative and treasury services in order to meet legislative requirements and support AU operations.

    Main Functions

    • Provides support in the preparation and Implement the programmes developed out of the Division’s strategic plan;
    • Ensures effective coordination and implementation at various levels;
    • Liaise with Member States, Regional Economic Communities (RECs) and other stakeholders including on relevant matters;
    • Prepares and develops reports, budget and work programmes related to the functioning of the Division;
    • Provides support to develop resource mobilization strategy with stakeholder’s coordination;
    • Manages and supervises employees under his/her supervision with regard to organization and performance evaluation;
    • Conducts complex analysis and generate accurate reports in a timely manner for the Division and AU’s internal use;
    • Liaise with the various Departments/Units of the Commission for coordination and alignment purposes;
    • Prepares budgets for the Division in accordance with relevant frameworks. Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets as may be required;
    • Actively contribute in the development of strategies, policies, programmes and plans.

    Specific Responsibilities

    • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained accurately
    • Prepares financial management reports to track performance against budget and report the results to management
    • Maintains a financial reporting calendar and ensure timely preparation of all financial reports
    • Provides advice and ensure compliance with Financial Rules and Regulations and other determined Financial Policies
    • Ensures accounting records are correct and reliable; including and not limited to timely bank reconciliations, maintenance of open items, timely processing of travel financial transactions, clearance of purchase requisitions and purchase order balances.
    • Ensures compliance with financial internal controls, and ensure that transactions are processed and assets managed in accordance with AUC Financial Rules and Regulations
    • Prepares monthly/annual accounts closure, including bank reconciliations and submission of timely and accurate reports to management
    • In close coordination with the supervisor, support the preparation and review of donor financial reports, and endorse such reports before submission to donors
    • Ensures monthly and yearly closing as well as any other periodic accounting-related processes are executed in a timely and accurate manner.
    • Assists, prepares or consolidates year-end financial statements for inclusion in the AUC Annual Financial Statements to be audited and provide advice, financial interpretations and corrective actions in response to audits and other queries to ensure adherence to the AUC Financial Rules and Regulations.
    • Promotes best practices, transparency, accountability and appropriate working systems
    • Plans, coordinate, and supervise the work of the Assistant Accountants;
    • Performs any other financial related duties as may be assigned by supervisors
    • Maintains the accounts payable and accounts receivable systems in order to ensure complete and accurate records.
    • Maintains appropriate financial information systems and accounting records based on the generally accepted accounting principles and international accounting standards;
    • Keeps accurate financial records;
    • Defines requirements and works with systems units with respect to production of relevant financial reports. Review and deal appropriately with accounts receivable. Take timely action in closing projects financially in the system;
    • Coordinates, reviews and endorses responses to audit queries from internal and external audits and ensure the implementation of accounting audit recommendations;
    • Supervises the preparation of financial reports, monitoring and supervising expenditures with respect to approved budgets and work plans;
    • Monitors, analyses, and approves transactions for entry into the accounting system;
    • Analyzes accounts and review/evaluate extra budgetary financial reports. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner;
    • Provides hands on support for efficient and effective financial, budget, and fund management process;
    • Answers inquires of related to finance issues to various stakeholders;
    • Produces regular financial reports as required or requested;
    • Collects and analyze financial data in such areas as forecasting, budgeting, cost reduction analysis.

    Academic Requirements and Relevant Experience

    • A Bachelor’s Degree in Financial Management, Accounting, Finance or Commerce or related field with five (5) years of relevant professional work experience in the areas of finance, accounting, financial management, budget, out of which two (2) years of experience at supervisory levels.
    • Professional qualification such as CPA, CA, ACCA, CIMA or equivalent is an added advantage,
    • Strong knowledge of IPSAS i and any ERP/SAP is an added advantage.
    • A Master’s Degree in Financial Management, Accounting, Finance or Commerce or related field with two (2) years of relevant professional work experience in the areas of finance, accounting, financial management, budget, and experience in team supervision.
    • Additional professional qualification such as CPA, CA, ACCA, CIMA or equivalent  is an added advantage.
    • Strong knowledge of IPSAS  and any ERP/SAP is  an added advantage.

    Required Skills:

    • Conscientious in observing deadlines and achieving results 
    • Familiarity with international and regional policy processes and policy analysis in the relevant area 
    • Ability to communicate orally and in writing
