    HR / Admin Assistant

    Scope of Work

    • The Administrative Assistant will assist the Admin Manager in the day-to-day administrative requirements, functions and general office management of IRC offices.

    Responsibilities
    Administration:

    • Ensure timely support of the management of agreements for offices and housing
    • Maintain proper records of all correspondence.
    • Receive visitors and attend to their enquiries. This would include giving non-confidential information to visitors, employees and others within the IRC premises with regards to the IRC’s activities in Abuja and North-Eastern Nigeria.
    • Assist the Admin and Logistic team in facilitating arrivals and departures of staff and visitors from and back to Abuja.
    • Communication Cards/Pack: Manage the timely purchase and distribution of recharge cards for staff and organize communication packs (phone and modem) for incoming visitors.
    • Support the Travel Officer in processing payment of travel (flights and accommodation) expenses.
    • Focal person for Collation and Printing of IRC Employee Identity Card.
    • Ensure that all facilities are functioning well, including office supplies, electricity, maintenance and repair, internet and other communications functions. This includes daily routine checks of lights out and switching off of appliances after the close of business.
    • In line with IRC policies, assist the Admin Manager in maintaining an appropriate filing system for Administrative documents and ensure hard and electronic files are kept up to date.
    • Assist with regular supervision of Cleaners and Cooks.

    Human Resources:

    • Support the HR Officer in Identifying staffing and  Internship  needs in the Abuja office
    • Support the HR Team in setting up Abuja based recruitment for field positions, office and guest house assistants, cooks and cleaners. Includes preparing required documents, advertising the position, tracking open positions and organizing the interview process.
    • Support the HR Officer in an opening  email address, enrolling staff in  insurance as relevant, completing and maintaining personnel files in the Abuja office 
    • Support the HR Team in tracking timesheets, accrued time off, use of vacation, R&R and sick days.
    • Debrief outgoing employees and complete end-of-assignment procedures.

    N.B: This job description can be modified at any time according to changes in the IRC activities or in the context.

    Qualifications

    • Education: Bachelor's Degree or equivalent in a relevant field
    • Admin/Logistics qualifications highly desirable 
    • Work Experience: Approximately 2-3 years of relevant experience  

    Demonstrated Skills and Competencies:

    • Professional Administration experience preferably with an INGO.
    • Strong sense of personal integrity.
    • Attention to detail.

    Economic Recovery and Development (ERD) Officer

    Job Overview / Summary

    • The ERD Officer will support the technical implementation of a project focused on Climate Risk Mitigation for small holder farmers, within IRC operational areas in Adamawa, Nigeria. He/She will support activities to increase access to climate risk information, risk reduction and mitigation training, skills and knowledge, and cash based assistance to support improved resiliency to climate change stresses and shocks. The ERD officer will oversee cash transfer payments to smallholder farmers within a specified time frame to help reduce vulnerability to climate shocks.

    Major Responsibilities
    Cash Transfer Programming:

    • Organize and supervise the distribution of cash to the targeted smallholder farmers.
    • Responsible for the selection and verification of smallholder farmer in coordination with community committee and authorities and the use of selection criteria
    • Actively engage and support in community sensitization activities on selection criteria, cash redemption process and feedback mechanism.
    • Develop distribution plans for Cash and share for final approval.
    • Maintain clear communication with cash transfer agents and beneficiaries in accordance with IRC policies and procedures.
    • Coordinate with cash transfer agents on the schedule of distributions to make sure they are ready with cash to smoothly distribute cash to beneficiaries.
    • Organize cash distributions considering safety and dignity of beneficiaries
    • Conduct field visits to project sites and meet with community leaders to select specific vulnerable locations for targeting and ensure a conducive community mobilization system
    • Carry out the staff appraisal for the ERD Assistant.

     Livelihoods Programming:

    • Risk reduction activities.
    • Provide Within the context of a longer-term strategy to support livelihoods and vulnerability reduction for agricultural communities, support the facilitation of Climate Risk Mitigation inception assessments focused on household and community level climate risks and mitigation practices, stakeholder mapping, and climate risk information systems in collaboration with the ERD Manager, M&E team and IRC HQ Technical staff.
    •  Participate in the identification of technical information and materials that will ensure effective implementation of climate close supervision and monitoring to the implementation of the Climate Risk Management project related activities in the field
    • Coordinate with other partners and relevant project stakeholders in the implementation area for project success.

    Monitoring, Evaluation, Reporting and Research:

    • Conduct post distribution monitoring
    • Support in conducting market assessments or cash feasibility assessment in the targeted communities  
    • Under the supervision of Program Manager & Research Coordinator conduct Climate Risk Management project research and assessments

    Key Working Relationships:

    Qualifications
    Education:

    Work Experience:

    • Minimum of 3 years relevant work experience in the relevant field

    Demonstrated Skills and Competencies:

    • Proven practical experience in cash and rural livelihoods programming. Past-experience in working on early recovery projects as an FSL/ERD Officer is also an advantage.

    Language Skills:

    Monitoring & Evaluation and reporting:

    • Support in conducting community climate risk mitigation assessments, climate risk information system mapping and stakeholder mapping in the targeted communities
    • Conduct post distribution monitoring
    • Under the supervision of ERD Officer & Research Coordinator conduct baseline and end line surveys
    • Conduct data collection for other project research and surveys
    • Submit daily activity updates and produce timely weekly and monthly reports

    Educational Qualification

    • Bachelor's Degree in Agriculture, Agro Ecology, Natural Resource Management, Geography, Food Security and Livelihoods, Developmental studies

    Work Experience:

    • Minimum of 2 years professional experience in providing implementing livelihoods, Food Security, natural resource management and agro-ecology programming as Assistants.  
    • Experience working with INGO/NGO in Northeast/Northern Nigeria

    Demonstrated Technical Skills:

    • Technical skills in cash and livelihoods programming
    • Experience in community and stakeholders relationship building and management

    Languages:

    Job Overview / Summary

    • The Economic Recovery and Development (ERD) Manager, under direct supervision of the Senior Economic Recovery and Development Manager, will provide operational and technical support for the delivery of Economic Recovery and Development programs within IRC operational areas in Nigeria.
    • He/She will support activities to increase youth access to training, skills and knowledge to support people in taking advantage of diverse employment and entrepreneurship opportunities and also support Women’s access to improved access to financial services (including Village Savings and Loan Associations), and credit and financial services and oversee design and implementation of Cash Based Interventions (CBI’s) and agricultural livelihood programs
    • The ERD Manager will dedicate at least 50% of their time to specifically support the delivery of a project focused on Climate Resilience for small holder farmers, within IRC operational areas in Adamawa, Nigeria.
    • He/She will support activities to increase access to climate risk information, risk reduction and mitigation training, skills and knowledge, and cash-based assistance to support improved resiliency to climate change stresses and shocks.
    • The ERD Manager will be responsible for the day-to-day implementation and scale up plans for the livelihoods program.
    • S/he will liaise with other technical coordinators within IRC, partners, IRC HQ technical and research staff, and as relevant, interagency coordination structures.
    • The Manager is responsible for overall management of livelihoods staff, providing any, and all support necessary to ensure successful implementation of ERD livelihoods programming.
    • He/she will work closely with project staff of other technical areas including Health and Nutrition, Women Protection and Empowerment (WPE), Protection etc. to strengthen collaboration for integrated livelihood programming.

    Major Responsibilities
    Technical Quality and Program Development:

    • Work alongside the Senior ERD Manager to plan and manage project specific ERD programming, notably the Climate Resilience Project
    • Ensure appropriate methodologies and technical approaches are implemented working with the Senior ERD Manager to ensure global best practice in Economic Recovery and Livelihood programming. Support ERD M&E staff to develop relevant research and monitoring tools and adapt them to the different program methodologies.
    • Plan and oversee Climate Resilience Project inception assessments focused on household and community level climate risks and mitigation practices, stakeholder mapping, and climate risk information systems in collaboration with the Senior ERD Manager, M&E team and IRC HQ Technical staff.
    • Review and summarize monthly monitoring reports for the Senior ERD Manager on the output/impact of the Livelihoods Program, notably the Climate Resilience Project
    • Follow up on indicator progress and achievement and ensure quality data management for project monitoring
    • Support the identification of opportunities and development of market integrated assessments in collaboration with the Senior ERD Manager, M&E team and other IRC sectors.

    Proposal Development, Grant Planning & Implementation:

    • Support/participate in the development of all ERD Livelihoods related proposals.
    • Take responsibility for livelihoods budget implementation, management and compliance.
    • Contribute to regular donor and internal reporting. Where necessary, coordinate with Grants team to ensure the IRC submits donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
    • Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures
    • Provide direction, capacity building and monitors staff in implementation of their work plans and technical quality of activities
    • Analyze budget, map grant salaries and attend BVA meetings when requested by the Senior ERD Manager.

    Coordination & Representation:

    • Develop and maintain effective coordination and long-term relationships with external stakeholders; government line ministries and agencies such as the Ministry of Commerce, Ministry of Agriculture, Ministry of Science and Technology, Ministry of Youth and Social Development on the implementation of ERD projects.
    • Actively advance IRC’s connections to livelihood actors at national level, seeking avenues for partnership, collaboration and coordination of activities.
    • Participate in ER&L, FSWG and the Cash working group meetings in the project areas.
    • Oversee any partnership with the private sector and community CBOs if any during the period of the project.
    • Where possible identify new partners (including private sector) to support Economic Recovery project activities.

    Work Experience:

    • 3-4 years of progressively responsible project management experience in Economic Recovery Development/Food Security and Livelihood programming, preferably with a focus on Cash Transfer Programming.
    • Experience managing climate change adaptation and mitigation programming
    • At least 2 years of technical experience in Food Security, Livelihoods and Agriculture in INGO or bilateral organizations.
    • In depth understanding of ERD/Food Security sector indicators.
    • Experience in relationship building, and partnerships in advancing organizational mission and recognizing opportunities for collaboration.
    • Experience managing new and innovative projects.
    • Experience in developing new relationships with private sector partners.
    • Experience coordinating with relevant clusters and working groups.

    Demonstrated Skills and Competencies:

    • Project management experience in Economic Development programming, Food Security and livelihood support particularly with gender and diversity sensitivity.
    • Strong budget management skills, planning, reporting, monitoring and evaluation skills.
    • Proven experience managing Livelihood projects with research objectives and outcomes.
