    Head, Tourism Division

    Purpose of Job

    • Directs and manages the daily operations of the Tourism Division in order tachieve the strategic objectives of the directorate and the AU’s overall goals.

    Main Functions

    • Designs and implements policies, programs and projects tachieve the directorate’s strategic objectives.
    • Manages and supervises employees within the division, ensures the timely delivery of the directorate’s goals and effective staff performance evaluation;
    • Designs policies, strategies and programs tcontribute tthe effective implementation of relevant AU Policy Organs Decisions;
    • Ensures the delivery of the division’s annual targets in line with the directorate’s overall goals and ensures robust and timely monitoring and reporting;
    • Provides technical leadership and ensures efficient functioning of all Units within the Division
    • Manages the work of the Division and supervises direct reports tensure their effective performance in line with the organization’s performance management policy and system;
    • Engages stakeholders within Members States and Regional Economic Communities (RECs)/Regional Mechanisms(RMs) and relevant international organisations in designing and implementing strategies.
    • Maintains thematic partnerships in support of the mandate of the Division;  
    • Maintains regular working relations with senior stakeholders in Member States and partner institutions in the execution of the Division’s mandate.  
    • Represents the organisation and communicates its position at conferences.
    • Contributes tthe preparation of periodic financial and budget execution reports and monitor budget execution at division level.
    • Ensures the effective management of funds contributed tthe organization;  
    • Manages risk within the division and recommends mitigation strategies
    • Contributes tthe development of the departmental business continuity plan and ensures implementation at division level
    • Maintains a positive work environment that facilitates collaboration and information sharing and is conducive tattracting, retaining, and motivating diverse talent.

    Specific Responsibilities

    • Develops and implements an action plan on accelerating tourism development across Africa aligned tthe Tourism Master Plans of Member States and Regional Economic Communities with special focus on:
      • Facilitating community benefits from tourism receipts;
      • Visa facilitation;
      • Infrastructure development;
      • Air connectivity;
      • Integrated tourism promotion and marketing;
      • Training, research and development; (g)harmonization of policies and legislation;
      • Mobilization of cooperation from all industry players;
      • Harnessing and embracing information and communication technologies;
      • Environmental sustainability of tourism development; and,
      • Safety and security.
    • Collaborates with the Pan African Institute for Statistics on the development of Pan-African tourism statistics;
    • Positions the African tourism sector as a contributor of economic diversification on the continent and leveraging it tdrive socio-economic progress, including generation of decent employment opportunities;
    • Progressively raises the share of tourism in Intra-African trade in line with it being one of the priority sectors of trade in services in the African Continental Free Trade Area;
    • Collaborates with Member States and Regional Economic Communities in marketing Africa as a tourist destination of choice focused on increasing the volumes of tourist arrivals and revenues;
    • Promotes strategic collaboration on tourism development and marketing with the United Nations World Tourism Organization (UNWTO), UNWTCommission for Africa, African
    • regional tourism organizations as well as national tourism development and marketing agencies.

    Academic Requirements and Relevant Experience

    • A Master’s Degree in Tourism Development, Economics, Business Administration or related fields, with Twelve (12) years of relevant progressive work experience of which seven (7) years must have been at the managerial level and five (5) years at supervisory level.
    • Experience in policy formulation will be an advantage.

    • Promotes tailored policies to attract African, diaspora and foreign direct investment that contribute to the creation of decent and value-adding jobs; enhance the skill base of African economies; facilitate the transfer of technology, knowledge and know-how; boost competitiveness of domestic firms and enabling their access to markets; and operate in a socially and environmentally responsible manner;
    • Facilitates the design and implementation of specific programs for strengthening corporate governance, institutional and managerial capacity and providing technical assistance to MSMEs and business associations to upgrade their efficiency and competitiveness;
    • Promotes initiatives for supporting the efforts of Regional Economic Commissions and Member States to develop infrastructure through public-private partnerships by assisting to develop legal and regulatory framework for public-private partnerships operation and financing in the continent;
    • Develops programs to capture and organize the informal private sector as part of the overall strategy to expand the continental organized private sector;
    • Builds win-win partnerships and trust relationships with key partners and external stakeholders and act as a point of contact for important external stakeholders;
    • Engages with key stakeholders as and when required to enhance Investment and Entrepreneurship in the continent;

    Academic Requirements and Relevant Experience

    Purpose of Job

    • To provide strategic direction and leadership in managing the Division of Strategy Planning, Monitoring Evaluation in order to achieve the AfCFTA Secretariat’s strategic objectives and mandate.

    Main Functions

    • Provide technical leadership and ensure efficient functioning of the Division;
    • Facilitate the formulation and ensure execution of AfCFTA Secretariat overall strategy;
    • Ensure overall management of the Division’s personnel, budget, performance, quality, discipline and training in conformity with relevant rules and procedures in force.
    • Facilitate the preparation of periodic programme performance reports and other relevant reports;
    • Coordinate the design and implementation of programme related capacity building initiatives;
    • Promote awareness and training of best practices in area of expertise;
    • Analyse and address problems arising from current approaches to strategic planning, monitoring and evaluation;
    • Develop and maintain regular working relations with top level stakeholders in appropriate agencies of Member States and partners;

    Specific Responsibilities

    • Coordinate the development, implementation and delivery of AfCFTA Secretariat’s long term and medium term strategic plan, consistent with the African Union Agenda 2063;
    • Foster institutionalization of Results oriented culture within the AfCFTA Secretariat;
    • Provide strategic guidance to the Directorates within the AfCFTA Secretariat and the formulation of the directorates action plans and budget;
    • Monitor and evaluate the implementation of the strategy across the AfCFTA Secretariat;
    • Produce the required periodic reports of the activities of the AfCFTA Secretariat and ensure that agreed deadlines for these reports are strictly adhered to;
    • Manage the Division’s staff performance in accordance with rules and regulations of the African Union.
    • Manage risk within the division and recommend mitigation strategies;
    • Build continental and global partnerships relevant to AfCFTA Secretariat’s mandate;
    • Contribute to the overall work of the AfCFTA Secretariat by playing an effective role in the Senior Management Team;
    • Develop a Monitoring and Evaluation tool on AfCFTA implementation by State Parties;
    • Ensure the preparation of mid-year and annual reports on the status of the implementation of AfCFTA within the Secretariat, Regional Economic Communities and State Parties;
    • Facilitate the mid and end-term evaluation the AfCFTA strategic plan;
    • Lead in the consultancy and feasibility studies of AfCFTA Secretariat’s projects;

    Academic Requirements and Relevant Experience

    • A University Master’s Degree or equivalent in Economics, Finance, Project Management, Strategic Management or any related field of study with twelve (12) years of relevant progressively responsible work experience in Strategic Planning, Monitoring and Evaluation functions out of which seven (7) years should be at managerial level.
    • Membership of relevant professional body is an added advantage.
