    Deputy Director Development INGO FORUM

    Duties and Responsibilities

    • Compliance with and adherence with NRC policies, tools, handbooks, guidelines and procedures
    • Provide imputes to programme strategies, Country Strategy and Plan of Action
    • Ensure optimal use of resources within allocated project budget
    • Ensure that capacity building is provided to staff within defined line management responsibility
    • Represent NIF in defined area of expertise
    • Coordinate NIF members through planning of regular action-oriented meetings and identify gaps, duplication and opportunities for enhancing information exchange, inter-agency assessments or analysis, problem solving, joined up responses and common messaging on development
    • Ensure regular high-level representation in key development decision-making platforms, exchanges, thematic discussions, planning sessions and other mechanisms that impact development operations.
    • Chair the Development Working Group meetings and act as a technical support on critical topics including: sustainable development goals, health, resilience, policy environment, public sector reforms and private engagement.
    • Engagement & Partnership with the development community in high level meetings including with government, donors and diplomatic officials e.g. Dev Partners Group
    • Lead in implementation of Advocacy Strategy while mobilizing and leveraging support from member organizations.
    • Ensure timely response to requests for help and information from member organizations, non-member organizations and other stakeholders, such as donors, governments and UN agencies. Often this requires a high degree of coordination and the collection of sensitive information.
    • Identify opportunities for strengthening development practices, as well as opportunities for promoting recognition and collective engagement on key development issues
    • Represent NIF on relevant development coordination platforms, ensuring that linkages between NIF and other development initiatives are established and maintained.
    • Direct bilateral engagement and cooperation with strategic players, including donors’ community, UN agencies, private sector, International financial institutions and relevant international and national agencies/institutions
    • Facilitate structured and effective information exchange both between internal INGO partners/members, and with external partners (NNGOs, UN, Government, private sector etc).
    • Ensure compliance with donor and host agency (in this case, NRC) regulations
    • Ensure compliance with security procedures and policies as determined by country leadership

    Qualifications

    • Experience from working within technical expertise area in a humanitarian/ recovery context
    • Previous experience from working in complex and volatile contexts
    • Advanced university degree in public policy, international development, political science, international relations, journalism, social sciences, international development or related technical field or undergraduate degree with significant field experience in development or resilience contexts
    • Demonstrated minimum experience of 7 years in managing development programs or high level representation and engagement
    • Demonstrated understanding of the development environment and coordination architecture and key stakeholders
    • Knowledge and understanding of key thematic priority areas including Education, Finance, Governance, Public Health and the sustainable development goals.
    • Proven relationship building skills and ability to facilitate common space between disparate views and agendas.
    • Public speaking skills
    • Experience in developing advocacy strategies and stakeholder maps.
    • Applied knowledge and experience of working in Nigeria
    • Prior experience in managing INGO Consortia/fora desirable
    • Written and spoken fluency in English.
    • Strong data analytical and interpretation skills.
    • Excellent writing, editing and analytical skills and ability to formulate well-targeted strategic documents.

    Access Adviser ( INGO FORUM)

    Duties and Responsibilities

    • Adherence with NRC and donor policies, tools, handbooks, guidelines and regulations
    • Develop access strategy, technical SOP’s / guidelines
    • Overall Management of Access staff and responsible for staff recruitment
    • Coordinate and manage Access activities in line with proposals, strategies and donor requirements
    • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NIF in relevant forums and working groups
    • Develop partnerships in the humanitarian community and coordinate with relevant authorities to design solutions to identified problems
    • Co-chair the Access Working Group together with OCHA’s management according to the AWG’s ToR
    • Represent the AWG at OHCT and HCT levels (upon request from NIF DDir and Dir) and brief the Country Team on Access issues and ongoing discussions
    • Effectively promote the application of IHL and the operationalisation of humanitarian principles in the humanitarian response in Nigeria
    • Coordinate BAY state and deep field level access meetings and engagements, with travel to Abuja for key meetings as necessary and briefings to the HCT
    • Collaborate closely with REACH, iMMAP, OCHA, INSO and other data analysis units on key humanitarian issues that require monitoring and analysis;
    • Identify opportunities for strengthening access measures, as well as opportunities for promoting community acceptance and accountability to the affected population
    • Ensure that linkages between other access initiatives are established and maintained
    • Ensure attention to special protection issues that arise with the project; particularly those involving vulnerable groups, sensitive topics, protection of sources and confidential data
    • Undertake regular visits to the deep field and consistent liaising with key stakeholders to share relevant information and stay informed.
    • Promote the rights of IDPs/returnees in line with the advocacy strategy

    Qualifications

    • Experience from working within technical expertise area in a humanitarian/ recovery context
    • Previous experience from working in complex and volatile contexts
    • Advanced university degree in conflict and development, international relations, international humanitarian law or related technical field (minimum master’s degree).
    • Five years cognate experience in a similar role within an NGO (local or international), with humanitarian access functions.
    • Experience with developing and implementing access related strategic objectives
    • Knowledge of the humanitarian coordination system and the mandates of the actors involved.
    • Knowledge of International Humanitarian Laws
    • Good knowledge of the social, economic and political dynamics in North East Nigeria, the Lake Chad Basin and Sahel region in general
    • Strong data analytical and interpretation skills.
    • Commitment to international humanitarian standards and principles.
    • Ability to work independently in a fast-paced and often demanding environment.
    • Fluency in English, both written and verbal

    Deputy Director North East (INGO FORUM)

    Duties and Responsibilities

    • Facilitate INGO coordination supporting INGO Forum member organizations in Borno, Adamawa, Yobe to plan bi-weekly action-oriented coordination meetings and identify gaps, duplication and opportunities for enhancing coordination be it information exchange, inter-agency assessments or analysis, problem solving, joined up responses and common messaging.
    • Ensure regular high-level representation in key humanitarian decision-making platforms and other mechanisms that impact humanitarian operations and the protection and needs of affected populations.
    • Facilitate regular coordination meetings, thematic discussions, planning sessions to support INGO
    • Identify strategies to support INGOs to work collaboratively and in a principled manner that places the needs and interests of affected populations at the center.
    • Support the coordination of the Advocacy Working Group and act as a technical support on critical topics including: humanitarian aid architecture in complex conflict settings, regulatory environment, humanitarian access, protection of civilians, accountability to affected populations, and effective delivery of assistance.
    • Facilitate trips for key external and international stakeholders to raise attention to the extent of the humanitarian situation and response.
    • Facilitate representation of the INGO Forum through direct bilateral engagement with key actors (UN, Government and other national actors), supporting elected representatives to the Operational Humanitarian Country Team (O/HCT) and Inter Sector Working Group (ISWG) to perform their duties and ensure transparent information sharing on decisions made and actions required.
    • Ensure INGO Forum takes lead of key task forces and working groups thematically dedicated to access and protection.
    • Assure NNGO interests are represented within INGO Forum key messages, and actively seek advocacy allies/partnerships.
    • Provide linkages between INGO and NNGO community / identify opportunities for collaboration along with the NIF Director.
    • Assist in drafting humanitarian updates, policy briefs, and talking points on the humanitarian situation.

    Qualifications

    • Experience from working within technical expertise area in a humanitarian/ recovery context Previous experience from working in complex and volatile contexts
    • Advanced university degree in public policy, international development, political science, international relations, journalism, social sciences, international development or related technical field or undergraduate degree with significant field experience in development or resilience contexts
    • Demonstrated experience of 5-7 years in managing humanitarian emergency responses in conflict contexts
    • Demonstrated experience of coordination in complex emergencies and/or active engagement in high level humanitarian coordination structures (eg. as member on HCT)
    • Knowledge and understanding of key thematic priority areas including access, protection, humanitarian aid architecture in conflict settings, and responses to acute and protracted crises.
    • Proven relationship building skills and ability to facilitate common space between disparate views and agendas.
    • Experience in developing advocacy strategies and stakeholder maps.
    • Applied knowledge and experience of working in insecure contexts and in constrained access contexts
    • Prior experience in managing INGO Consortia/fora desirable Written and spoken fluency in English.
    • Strong data analytical and interpretation skills.
    • Excellent writing, editing and analytical skills and ability to formulate well-targeted strategic documents
