    STTA Electrical Engineer

    Number of Positions: (1) Kafanchan & Jema’a

    Job Location: Kaduna State

    Contract Term: Short Time

    Position Summary: 

    NLCB is seeking an experienced electrician or electrical engineer to conduct site inspections, generate actionable assessment reports, design and specify electrical and energy storage systems, assist in the writing of procurement documents, and manage installation of new equipment at two radios stations and a television station in the town of Kafanchan, Jema’a LGA, Kaduna State.  This position is Short Term Technical Assistance (STTA) and will conclude at the completion of construction at the three activities.  Significant experience in public procurement is not required for this position, however the candidate is expected to learn these skills quickly and to actively contribute to the writing of Bills of Quantity, Specifications, and Scopes of Work.  Some CAD will also be required.

    Reporting & Supervision:

    The STTA Electrical Engineer will work with NERI’s full-time Engineer based in Kafanchan and report to the program’s senior management team in Abuja.  The STTA Electrical Engineer and NERI Engineer will work collectively in assessing the systems and managing the upgrades. The STTA's technical output will be supervised by NERI’s expatriate consulting Engineer based outside of Nigeria.

    PRIMARY RESPONSIBILITIES AND DELIVERABLES

     Primary responsibilities include but are not limited to the following:

    • Travel to the three project sites in Kafanchan and conduct a detailed assessment of each facility’s electrical system, including mains connection, external and internal wiring, and all loads.
    • Conduct load profiling exercises for each facility, working in close collaboration with the facility users.  This may include the use of data logger (provided by NERI), manual recording of electrical load throughout the day (and night), and/or estimating the load profile based on past experience, typical load profiles for various types of facilities, and existing or future equipment.
    • Site assessments may include inspection of any or all of the following: mains power terminal pole or transformer pole; transformer; overhead or buried cable condition; meter; main electrical panel and any sub-panels; operation of switches, lights, fans, or other equipment; continuity; voltage drop; earth electrode testing; or any other standard electrical test common to such facilities.
    • Verbal discussion of the conditions with NERI engineer and NERI’s expatriate consulting engineer to determine necessary inputs to achieve a working and efficient electrical system at the facility.  This may include the provision energy storage system (ESS, to mean AC coupled battery inverter or DC coupled inverter charger, plus battery bank) or uninterrupted power supply (UPS, to mean an all-in-one solution); rehabilitation of the mains power; and/or rehabilitation of onsite generator.  Solar power (PV) is not anticipated as part of this consultancy.
    • In the case that an ESS or UPS will be provided, the STTA (with assistance from the NERI engineer) will determine the best location for the inverter and batteries so that it will easily tie into the existing mains power, generator, and facility wiring.  
    • Produce a detailed and accurate Site Assessment Report using a format to be developed in collaboration with NERI’s expatriate consulting engineer.
    • Conduct engineering analysis to propose detailed technical solutions to improve the quality of the electrical system, including wiring quantities; types and quantities of electrical components such as panels, switches, and outlets; specifications for ESS / UPS tailored to the energy needs; and other equipment as determined in the technical discussions.  The technical solution will include detailed technical Drawings, Bills of Quantity, and description of activities to include in the Scope of Works.
    • Assist with site meetings, bidder's meetings, bid clarifications, and bid evaluation during the tendering period.
    • Oversee the installation and commissioning of electrical systems in these facilities in the position of NERI Owner's Engineer on site.

    DELIVERABLES 

    The following outputs are required at each of the three sites:

    • Detailed Site Assessment Report for each facility, including photos of all equipment and component of the electrical system. The report template will be developed before the start of the assessment.
    • Scope of Work, detailed technical Drawings, and Bill of Quantities for a proposed technical solution.
    • The STTA will also assist in the writing of Specifications which will be common to all projects.

     Required Skills & Qualifications

    • A university degree in Electrical Engineering is required.
    • 5 years' work experience, including 3 years' experience as an electrician or electrical engineer.
    • Documented proficiency in MS Word, MS Excel, and AutoCAD is required.  Experience in other electrical engineering software is desirable.
    • Ability to take onsite measurements, perform mathematical calculations, track project budget, and record accurately is required.
    • Knowledge of building, construction, and rehabilitation principles and design standards with sound ability to produce and interpret architectural and structural drawings.
    • Ability to work independently, think creatively, and apply problem-solving skills and provide technical supervision.
    • Experience in working with communities to implement grassroots development projects preferred.
    • Ability to work under short deadlines and efficiently handle tasks on multiple projects simultaneously.
    • Attention to detail and the ability to function well in a team. Experience of working in a conflict environment is a plus.
    • Fluency in oral and written English is required. Fluency in Hausa is preferable.

    STTA Lead Researcher

    Number of Positions: (1) Bassa (1) Mangu

    Job Location: Plateau State

    Contract Term: Short Time

    Position Summary: 

    The STTA Lead Researcher will be responsible for leading a group of enumerators and lead the design of tools, analysis and reporting for the rapid assessment. He/She will work with the Director General of the plateau Peace Building Agency (PPBA) and to develop and lead rapid assessment (pioneering research), understanding community dynamics and how people across communities have/or will respond to conflict. The STTA Lead Researcher will involve working with the team to develop the area in ambitious and ground-breaking ways and ensure insights are developed to support the data collection, learning and action of PPBA. This role calls for an analytical, quick thinker, who can provide guidance to junior member’s OF team and lead contributions to the overall Rapid Assessment. The role will include frequent travel to identified communities and LGA.

    Reporting & Supervision: 

    The STTA Lead Researcher will report to NERI Program Manager in close collaboration with Director General Plateau Peace Building Agency.

    PRIMARY RESPONSIBILITIES AND DELIVERABLES 

    Primary responsibilities include but are not limited to the following:

    • Develop & Test Tools to be used in data collection with support of NERI and Plateau Peace Building Agency (PPBA)
    • Develop research tools, such as Key Informant Interviews or Focus Group Discussions, surveys etc.
    • Work with PPBA to test the tools communicating closely with the NERI Deputy Chief of Party - Programs and the NERI MEL Team –this will allow NERI provide specific feedback on the effectiveness and applicability of the developed tools.
    • Conduct intensive three-day training on data entry for tools developed
    • Conduct assessment and enter data on an ongoing basis.
    • Train enumerators in data collection process and ethics of data collection
    • Develop tools that will be used in data collection and reviewing tools with USAID/OTI
    • Monitor enumerators and see if they comply with standards data collection
    • Mainstream gender into data collection process and also considering gender while developing tools
    • Work closely with Plateau State Peace Building Agency throughout tool development, data collection, analysis and reporting
    • Provide constant feedback to NERI M&E Manager and Program Manager on status of work as regards research work
    • Collaborate closely with NERI and Plateau Peace Building Agency
    • Synthesize and communicate research findings to inform development of activities in identified communities
    • Clean data where needed and relay errors to Plateau state Peace Building agency
    • Act and make strong decision-making on research work
    • Ensure data quality, control, analysis, and administration.
    • Line manage enumerators on projects
    • Ensure gender is mainstreamed into research work.
    • Lead the validation & dissemination event with critical stakeholders, in order to validate the findings of the needs assessment.
    • Put together all assessment findings into a printable format agreed upon with NERI that incorporates observations and key points from the validation meeting.
    • Develop draft report and present to PPBA who will in turn present to NERI
    • Experience of leading mixed methods (qualitative and quantitative) research, confidence with research and fieldwork techniques and a range of analysis

    Required Skills & Qualifications 

    • A minimum of MSc in social sciences, humanities or equivalent from a recognized institution with a significant focus on statistics.
    • BSc or HND with 5 plus years of advance evaluation design might be considered in lieu.
    • Conversant with Plateau terrain.
    • Mentoring and coaching experience and the ability to lead research teams.
    • Minimum of 2 years’ experience in capacity building and moderation, preferably within the NGO sector.
    • Ability to learn new methods and willingness to experiment and take risks.
    • Ability to write clear English language evaluation reports
    • Cost-and time-efficient research project management skills in research projects.
    • Innovation and pushing the limits of technical and practical tasks.
    • Good communication and interpersonal skills are required.
    • Demonstrated ability to manage large and time-bound research.
    • Willingness to travel and support field teams where necessary.
    • Excellent interpersonal skills and ability to understand NERI/PPBA needs.
    • Proficiency in database management: create, edit, update, join, append and query data
    • Train and Provide oversight to enumerators
    • Experience with USAID funded evaluations.
    • Strong qualitative evaluation skills.
    • Initiative, drive and the ability to define research strategies from scratch.
    • Successful track record of research proposal writing.
    • Excellent record keeping and documentation skills are required.
    • Written and spoken fluency in English and Hausa.
    • Ability to manage budgets and ensure cost-efficient and timely implementation.
    • Ideally, the candidate will also have these qualifications:
    • Prior experience of field research in developing countries.

    STTA Data Collector

    Number of Positions: (10) Bassa (10) Mangu

    Job Location: Plateau State

    Contract Term: Short Time

    Position Summary:

    The STTA Data Collector will be responsible for direct quantitative and qualitative data collection during rapid assessment in Plateau State (Bassa and Mangu). He/She will work with the STTA Lead Researcher, understanding community dynamics and how people across communities have/or will respond to conflict especially in Bassa and Mangu LGAs. This role calls for an analytical, quick thinker, ready to work in target LGAs of focus.

    Reporting & Supervision: 

    The STTA Data Collector will report to the Rapid Assessment Consultant and the Director General-Plateau Peace Building Agency.

    PRIMARY RESPONSIBILITIES AND DELIVERABLES 

    Primary responsibilities include but are not limited to the following:

    • Participate in intensive three-day training on data entry for tools developed and test the tools
    • Conduct assessment and enter data on an ongoing basis in selected communities
    • Clean data where needed on a daily basis and relay errors to consultant and Plateau state Peace Building agency
    • Ensure data quality, control, analysis, and administration.
    • Work with LGA Team to put together all assessment findings into a format agreed upon with the consultant

    Required Skills & Qualifications

    •  A minimum of BSc in social sciences, humanities, or equivalent from a recognized institution
    • Conversant with Plateau terrain.
    • Minimum of 2 years’ experience in data collection preferably within the NGO sector.
    • Ability to learn new methods and willingness to experiment and take risks.
    • Ability to write clear English language evaluation reports
