    Regional Monitoring & Evaluation Officer

    The Research, Monitoring and Evaluation officer will work closely with the regional team and report to the Monitoring and Evaluation Manager based in the Abuja support office. The RME Officer role is responsible for the ensuring robust service data management in the region including supporting service delivery teams on use of management information systems (MIS) to collect and input data, documentation storage and analysis of data and production of reports to support our service delivery operations and to ensure overall quality and integrity of data reported by the service delivery points in the region.

    Responsibilities:

    Data Administration and Support on MIS

    • Perform data review of regional monthly service data for all service delivery points.
    • Train and provide ongoing support to Team Members in the region on the effective use of our MIS, including ORION (DHIS online platform) and CLIC (client database), and other systems as required (which may include mobile data collection devices).
    • Train regional team and support the embedding and use of data validation and performance management tools.
    • Track the usage of data collection and reporting tools and work with regional team to ensure each facility/service provider has availability of the latest up-to-date tools/source documents.
    • Work with the MIS Lead to ensure all regional staff have access to the database and any challenges faced by the team on MIS is resolved in a timely manner.

    Data Quality Validation and Documentation Storage

    • Conduct monthly routine data quality audits at support office and facilities (this will require at least 5 days regional travel per month). This includes identifying outliers in service delivery points and validating data in database against source document. Maintain record of audits completed and follow-up on implementation of findings.
    • Ensure monitoring of routine activities using appropriate tools and documenting findings and follow-up actions
    • Ensure that all documentation is archived/stored as per documentation storage standards at the regional offices, and train and support operations staff to maintain appropriate documentation standards and storage in facilities and offices.

    Data Analysis and Reporting

    • Analyse regional service data to identify trends, outliers, and identify and escalate any systems challenges or data issues.
    • Analyse monthly service data for all service delivery channels and prepare monthly regional factsheets, indicating regional performance against targets.
    • Work with RME team to generate insights from and develop reports, collate, and disseminate success stories and lessons learned internally and externally when appropriate.

    Project M&E

    • Ensure Project RME-related Standard Operating Procedures (SOPs) and guidelines are implemented at the state offices and facilities.
    • Support the tracking and reporting project specific indicators monthly and reporting same to inform programmes, ensuring targets are met, flagging, and explaining indicators that are off track.

    Support Research activities

    Work closely with the Research Manager on specific research, assist in conducting research activities as and when required, which may include the preparation and implementation of annual evaluations and special studies (e.g., baseline, impact evaluation, mid-term reviews). These may include:

    • Assisting with drafting of data collection tools
    • Data collection, collation, and entry
    • Training and supervision of data collection process and personnel
    • Support in monitoring and supervising field data collection.

    Senior Data Analyst

    Data Administration and Capacity Development

    • Support the Management Information Systems (MIS) Head to ensure effective administration of our multiple MIS, including web-based aggregate systems (DHIS2) and client-level data systems (web-based and mobile applications).
    • Collaborate with the other teams in MSION and MSI Global MIS Support to ensure our MIS are embedded in all service delivery channels and social marketing.
    • Support Head of MIS to train MSION personnel on the use of MIS systems.
    • Strengthen the capacity of all users at the states, region and country office on various MIS, data entry checks, data validation and performance reviews through training and coaching, virtual and in-person and technical support (this may require travel to regional offices).
    • Provide timely user support for data entry, retrieval, and analyses.
    • Archive and maintain routine performance reports and relevant RME documentation.
    • Support Head of MSI in providing timely resolution of technical challenges and bugs.

    Data Quality

    • Monitor and audit data quality.
    • Support the monitoring and consolidation of data validation tools, processes, and templates.
    • Support the M&E team in conducting monthly data entry reviews and validation.
    • Manage and track user access to the database, document and track facility addition requests and data entry lock exceptions; reconcile any data discrepancies with month-end adjustments.
    • Support routine data validation audits and ensuring implementation and feedback on findings.

     Data Analysis

    • Support the Head of MIS in completing analysis of routine performance and survey data to identify trends. Interpret the analysis of data to put forward recommendations which can offer ways to improve operations and business decision-making.
    • Conduct secondary analyses of routine and survey data to gain insights into MSION’s programmes and operations.
    • Configure research tools on ODKs for mobile data collection.
    • Support the reconciliation and adjustments between the various MIS and ensure data attains 100% congruency.
    • Support the Head of MIS to ensure the MIS continues to meet the organisation’s needs including initiating necessary adjustments of the configuration in consultation with key stakeholders and review processes and data use.

    Business Solutions

    • Support the development of deployment business tools to improve efficiency in non-profit and social marketing sectors of MSION.
    • Develop automated systems to respond to the fast-paced activities and decision-making processes.

    Project Manager

    The Project Manager will lead the overall management of assigned projects. S/he will be responsible for providing key day-to-day management oversight of assigned projects, including oversight and supervision of assigned channels of service delivery within MSION, and ensuring country programmes and support office teams are reporting, spending, and delivering as per proposal deliverables and objectives. The role also includes strategic data analysis of programme performance and report compilation. The role will build relationships across the organisation, including international operations. Furthermore, the role holds full responsibility for the management of the external partners that are strategic to MSION’s 2030 goals.

    Key Responsibilities

    Programme Management

    • Ensure efficient management of assigned projects
    • Work with all departments, to ensure projects are implemented to a high standard and on budget
    • Provide oversight, advice and clear guidance to regional offices and operational and technical departments. This will include work planning, reviews (visits), reporting, budgets, and forecasting
    • Collate and analyse performance against deliverables and budgets. Ensure the submission of high-quality reports in a timely manner
    • Monitor project spending against budget (budget variance analysis), in collaboration with the local (country programme) donor finance team (DFT).
    • Organise and document quarterly review meetings and follow-up with operations to ensure action points are being actioned
    • Conduct and organise regional support visits to monitor progress against project priorities
    • Support the Programme Director in ensuring teams deliver on the commitments made to funders/donors and that learning is applied throughout the organisation and supports the wider country programme engagement strategy

    Donor Management and Reporting

    • Lead on day-to-day key communications with departments on issues relating to projects, including budgets, performance reviews, and reports.
    • Work in close collaboration with the Legal Compliance Unit and the Programme Director on all issues relating to compliance with relevant departments and units
    • Collation and analysis of programme performance data including leading on log frame management; support the programme’s quarterly, 6 monthly and annual donor reporting (depending on reporting needs) as data lead and lead on the narrative drafting and review
    • Ensure invoicing is done in a timely and high-quality manner to ensure zero delays in receiving donor payments
    • Ensuring clear project documentation systems are applied and up to date for all assigned projects
    • In conjunction with Programme Director, support the development of expansion proposals including writing, reviewing, and editing concept notes and proposals to a high standard, as required
    • Build strong external relationships, in particular facilitating coordination and learning across the implementing partners in the regional contracts
    • Actively participate in new business – proposal writing and mobilising new resources for projects

    Channel Management

    • Provide leadership and strategic oversight for the assigned channel of service delivery within MSION
    • Ensure clear communication to the team, convene regular review meetings and conference calls with teams for channel coordination; provide written and other guidance as necessary to disseminate vital information
    • Build strong internal relationships: proactively build relationships with key internal stakeholders across MSION to facilitate effective cross-team working. This includes working with operations, clinical services, human resources, procurement/logistics, finance, and technical services teams
    • Provide support remotely to teams and assist on regional support visits as required in accordance with work plans and deliverables
    • Lead the development of the service delivery channel business plan, on an annual basis, setting realistic projections and expectation
    • Obtain and maintain all necessary permissions and licenses to operate the channel, including informal acceptance in communities
    • Ensure the service delivery channel complies with all MSI internal standards – clinical quality, data quality and financial standards
    • Ensure compliance with donor rules and regulations, particularly funders of MSION service delivery channels
    • Organise and lead regular service delivery channel meetings. At a minimum lead a monthly review process from all team members using monthly performance data and other relevant data, analysing the performance and productivity of service providers to optimise operations.
    • Support finance/inventory, HR, and supply chain functions by ensuring all team members within the channel comply with policies and procedures, advising these functions on changes that would improve organisational efficiency
    • Mentor team members in successful leadership and core values of MSI/MSION. Collaborate with other departments to promote effective ways of delivering services, boosting team morale, fostering oneness, and promoting of MSION’s mission
    • Contribute to the overall flexibility of resource use in the team by undertaking other assignments or tasks in accordance with your skills and experience as delegated by the Director of Programmes

    Commercial Finance Manager

    This position exists to provide direct business partnering and financial support to MSION commercial Operations which includes our social marketing (SM) channel, Centre and Mini-Clinic

    Key Responsibilities

    • Production of high-quality financial analysis of our Centre and social marketing operations and daily analysis report of both primary and secondary sales
    • Responsible to prepare the monthly management account on WD8 which includes
    • Detailed analysis of what’s driving each of the channel’s surplus/deficit
    • Production of Management commentary from BI on the reason behind the surplus/deficit variance against budget/forecast and the action plan to be taken going forward
    • Commentary on the variances of each cost category against budget/forecast and the action plan to be taken to be in line with budget/forecast.
    • Product profitability analysis which includes margin breakdown for each product
    • Detailed SM debtor’s and Health Finance Insurance analysis including ageing report, payment tracking and trends.
    • Management of each of the Channels overheads including support office cost allocation
    • The channels balance sheet related items and working capital analysis report
    • Cashflow management
    • Inventory reporting for the three channels operations, including oversight of inventory forecasting, supply chain KPI’s, regulatory compliance (for instance, any changes in regulations regarding import of pharmaceutical products)
    • Supporting the SM(Pillar 3) and Pillar 2 Director in regular business reviews
    • Leading on cost reduction initiatives in the commercial channels
    • Advising on product pricing and price waterfall management, including financial management of promotional initiatives and marketing schemes.
    • Perform a deep dive analysis on all marketing cost proposal to ensure there is a ROI on each marketing activities which needs to be evaluated after the activity.
    • Working with the MSION finance director to develop and oversee operational and financial controls procedures and AFB initiatives within the channel.
    • Responsible with the SMD/Centre CL to produce a high-quality business case to support new product launches, market opportunities.
    • Support the channel, leading in overseeing the operational performance of key business partners including:
      • Distributors
      • Suppliers
      • salesforce (productivity and profitability)
      • oversight of all commission and bonus scheme payments
    • Identification of financial risks in the commercial channels, along with mitigating strategies
    • Review of any new contracts
    • Involves in reviewing the credit limit setting and rebate/discount structure
    • Rigorous monitoring of expenditures against planned budget and unfunded cost which can be spent based on service income generated.
    • Support the channel leads in developing new business opportunities whether this be new channels, new geographies or expansions of product and service offerings in existing channels
