    Fibre Planner

    To plan, design and optimise access, metro and core fibre infrastructure by maximising the use of existing assets and defining new build requirements where necessary. The role is recognised as a Level 3 technical authority for fibre network planning, responsible for producing High-Level Designs (HLDs) and Low-Level Designs (LLDs) and providing expert input into network architecture, route strategy and design governance.

    The Fibre Planner ensures that all fibre designs are technically sound, commercially efficient, operationally sustainable, and accurately reflected in enterprise systems and network records. 

    Reporting Line: Network Architect

    Key Duties and Responsibilities

    Network Planning, Architecture and Design 

    • Plan and design new access, metro, and core fibre routes including ducts, spurs, PoP entries and FTTx infrastructure
    • Develop and maintain High-Level Designs (HLDs) for new builds, expansions and strategic capacity initiatives
    • Produce detailed, build-ready Low-Level Designs (LLDs) including route maps, splice plans, fibre allocations, BoQs and implementation specifications
    • Translate business, commercial and technical requirements into scalable network designs
    • Optimise route planning to maximise reuse of existing infrastructure and minimise deployment costs
    • Define technical standards for fibre types, ducting, jointing methods, protection, resilience and redundancy
    • Ensure designs consider long-term scalability, resilience, operational maintainability and lifecycle management

    Stakeholder Engagement and Delivery Support 

    • Collaborate with Project Managers to ensure designs are understood and executable
    • Liaise with contractors and suppliers to ensure accurate implementation of designs
    • Provide technical guidance throughout the delivery lifecycle
    • Support cross-functional collaboration across Engineering, Operations, Field Services, Sales and Capacity Planning

    Wayleaves, Rights of Way and Feasibility 

    • Support identification and planning of wayleaves and rights of way
    • Provide technical input into feasibility studies
    • Identify risks related to route availability, access and regulatory constraints

    Network Data Integrity and Asset Management 

    • Ensure all infrastructure is accurately recorded in OSS/BSS systems (e.g. NetSuite)
    • Contribute to fibre record management, auditing and documentation
    • Support periodic audits of network assets and records

    Technical Assurance and Risk Management 

    • Perform quality assurance on designs and deployed infrastructure
    • Review and assure HLDs and LLDs for compliance with standards
    • Interpret OTDR/OLTS results and validate performance
    • Identify and mitigate technical risks

    Project and Business Support 

    • Contribute to strategic planning initiatives
    • Support commercial opportunities with technical feasibility input
    • Drive continuous improvement in tools, templates and standards

    Minimum Qualifications

    • Bachelor’s Degree in Telecommunications, Electrical Engineering, Network Engineering, or related field OR equivalent experience

    Experience and Technical Skills

    • Minimum 3 years in telecommunications with at least 2 years in fibre planning/design
    • Experience in real-world fibre network deployments
    • Strong understanding of ducts, fibre types, splicing, protection methods
    • Knowledge of DWDM (10G/40G/100G), OTN and transmission platforms (Alcatel, ADVA, Ciena, Infinera, Tejas)
    • Experience with OTDR, OLTS, optical link budgets
    • Ability to interpret fibre test results
    • Experience with Google Earth, QGIS, OSS/BSS platforms

    Facilities Planner

    The Network Colocation and Facilities Planner is responsible for planning, designing, evaluating andcoordinating all colocation and facility‑related aspects of the network across edge and core PoP locations. This includes ensuring accurate space and power planning, developing facility and network design documentation, conducting site visits, producing as‑built records and creating new engineering projects aligned with the organization’s network expansion roadmap.

    Reporting Line: Senior Network Architect Facilities

    Key Duties and Responsibilities

    Colocation and Facilities Planning

    • Define colocation requirements for new and existing network sites, including space, power, cooling, rack allocation, fibre entry points and cross‑connect needs
    • Evaluate and recommend colocation providers based on space, power availability, technical suitability and commercial terms
    • Support facility architecture design across PoP builds, expansions, upgrades and partner‑provided data centre spaces

    Site Visits and Facility Readiness

    • Conduct site surveys to validate space, power, environmental conditions, security, fibre entry points and equipment suitability
    • Perform pre‑installation, mid‑build, and post‑build visits to ensure adherence to technical designs and facility specifications
    • Identify onsite issues early and recommend corrections to ensure compliance and readiness

    Space, Power and Infrastructure Design

    • Translate network expansion and technical plans into detailed facility infrastructure requirements
    • Plan rack layouts, PDUs, redundancy levels, cable management, grounding and environmental provisions
    • Forecast future requirements for space and power based on capacity trends and network strategy

    Technical Design Documentation

    • Produce high‑quality design documentation, including low‑level facility and network design documents, rack elevations, power load diagrams, fibre/cabling schematics and cross‑connect maps
    • Prepare design packages for internal design reviews and approvals
    • Maintain version control and ensure documents are stored in the correct internal repositories

    As‑Built Documentation

    • Capture and maintain accurate as‑built documentation after each installation or upgrade.
    • Update rack elevations, fibre patching, power configurations, equipment placements and cross‑connect routing
    • Ensure all as‑built information aligns with internal systems including NetSuite, GIS and asset repositories

    Project Creation and Engineering Initiation

    • Create new engineering and facility projects aligned with network expansion or infrastructure upgrade initiatives
    • Develop project scopes, charters, delivery plans and BOMs.
    • Coordinate with Network Architects, PMO, Field Engineering and Operations to ensure documentation is complete before kickoff
    • Support milestone planning, task structuring and readiness activities throughout the project lifecycle

    Cross‑Functional Collaboration

    • Work with cross‑functional teams to ensure facility requirements align with technical network design
    • Liaise with Engineering, Procurement, Field Teams and Operations regularly
    • Support Operations and NMC/NOC with facility‑related documentation and updates

    Compliance and Standards

    • Ensure all facility designs and installations align with engineering standards, safety regulations and operational requirements
    • Contribute to improvements in facility planning processes, colocation strategy and project initiation workflows

    Minimum Qualifications

    • Bachelor’s degree in Engineering, Telecommunications, Electrical/Electronic Engineering, or related field
    • Minimum 3 years experience in data centre infrastructure planning, colocation facility planning, or network engineering
    • Wireman’s license, working knowledge of latest SANS 10142-1 regulations. Registered with the Department of Labour (DoL.) -(Advantageous)

    Experience and Skills

    • Strong knowledge of colocation environments, PoP facilities, space and power engineering and structured cabling

    Network Architect– Packet Transport and IP

    he Network Architect – Packet Transport and IP is responsible for defining, designing and governing the end-to-end architecture of the organisation’s IP and packet transport networks. This role ensures that network solutions are scalable, resilient, cost-effective and aligned to business strategy, customer requirements and industry best practices.

    The role acts as the technical authority for IP/MPLS, packet transport technologies, and related control and management systems, providing architectural direction across engineering, operations and project delivery. 

    Reporting Line: Network Technology Manager

    Key Responsibilities

    Architecture and Design  

    • Define and own the target architecture for IP/MPLS and packet transport networks across backbone, metro, access and data centre domains
    • Develop and maintain High-Level Designs (HLDs) and Low-Level Designs (LLDs) for new builds, expansions, migrations and technology refresh initiatives
    • Translate business and service requirements into scalable, resilient and secure technical architectures

    • Understanding of network observability architectures (telemetry, SNMP, flow data, logs)

    Senior Cable Landing Station Engineer

    Job Objective: 

    Manage international submarine cables that carry high-volume, high-value international traffic and all operational and maintenance aspects of submarine cable systems at a Cable Landing Station (CLS), including Marine segments assigned to WIOCC as the Maintenance Authority.

    Reporting Line: Field Manager

    Key Duties and Responsibilities

    • Oversee the activation and expansion of capacity to backhaul systems for WIOCC customers and Consortium members
    • Provide technical support to customers and facilitate the technical interface between international Consortia and management
    • Implement and participate in submarine cable protection and awareness programs with other seabed users, cable owners, and governmental agencies
    • Represent WIOCC’s technical interests in Operations and Maintenance committees
    • Prepare and submit Key Performance Indicators (KPIs) reports and other regular reports as required by the system Subcommittees and Management Committees, detailing the status and any incidents affecting the Segments under the control of the Station Manager or Maintenance Authority
    • Coordinate routine maintenance of Stations and Systems following Consortium and manufacturer’s procedures
    • Ensure maintenance personnel understand their responsibilities to maintain the system and can execute fault reporting and repair schemes
    • Maintain a high standard of training and knowledge sharing
    • Implement changes prescribed by the System-controlling body according to System maintenance procedures
    • Accurately interpret fault data and collaborate with the system NOC and other maintenance authorities to ensure prompt resolution of all impairments
    • Contribute to the System Joint System Maintenance Documentation (JSMD) or any other documentation related to the management and operations of submarine cable infrastructure
    • Supervise engineers conducting emergency operational procedures during failures on a call-out basis
    • Ensure all staff are trained in safety procedures and consistently adhere to safety protocols.
    • Compile the cable station operational budget and submit it to WIOCC and cable consortia for approval within specified timelines
    • Facilitate the annual reconciliation of budgeted versus actual costs between WIOCC and cable consortia
    • Arrange for the calibration of test equipment and dispatch of faulty equipment for repairs according to procedures
    • Conduct repair operations in coordination with the NOC, marine maintenance and repair vessels, and consortium structures
    • Oversee land cable maintenance and repairs
      Manage cable station building maintenance, security, and cleaning services
    • Assist WIOCC with the development and implementation of new submarine cable projects
    • Attend consortia committee and working group meetings as needed
    • Guide the participation of a multicultural team with seconded or part-time resources from various divisions within WIOCC
    • Operate effectively across multiple cultures, languages, and time zones, within WIOCC
    • Communicate actively within the WIOCC group
    • Serve as the technical representative in maintenance contract negotiations
    • Provide significant input in optimizing the budget and controlling both capital and operational expenditures on submarine terminal stations

    Minimum Qualifications

    • Bachelor's degree or Technical Diploma with equivalent work experience equivalent in a telecommunications industry - mandatory
    • Project Management experience or Diploma would be an advantage

    • Over 10 years of experience in the telecommunications industry, encompassing both operational and management roles
