    Objectives of the Programme

    • The objective of the unit is to operate WHO data management and M&E activities and provide evidence driven information for actions aimed at supporting the Country to: Ensure availability of quality, timely, and complete information that guides the health emergency information and Risk AssessmentMonitor achievement of recommended performance indicators for EWARS and IDSR highlighted in the EWARS Guidelines and Ethiopia's Integrated Disease Surveillance and Response (IDSR) strategy.

    Description of Duties

    Required Qualifications
    Education:

    • Essential: Completion of Secondary School Education with Certificate training in data management related field.
    • Desirable: Degree in Biostatistics, / Physical / Social Sciences or a relevant Degree with strong data analysis and management component.

    Experience:

    • Essential: 10 years of experience in the field of data management / health information/statistics, data analyses and management; familiarity with government structure and procedures.
    • Desirable: Experience in data management in WHO or another UN agency an asset.

    Skills:

    • Strong analytical skills to identify critical issues and knowledge of data base system, image processing, mapping, web technology, geographic information and related matters;
    • Good writing and communication skills;

    Description of Duties

    • Co-develop the guidelines, tools and indicators for effective disease surveillance at the national, subnational and community levels.
    • Coordinate and manage surveillance technical activities and programs, within the context of the outbreak and health emergencies programme at the country level.
    • Facilitate the implementation of the International Health Regulations (IHR) including participation in the process of verification and risk assessment on reported public health events.

    • Provide technical guidance for the management of a unified information system to ensure availability of core data country files and other information on related technical areas such as: case incidence; case management surveillance data; laboratory surveillance data; contact tracing, etc.;
    • Analyse, systematize, and disseminate scientific and evidence-based technical information and knowledge; support the development of the WHO Situation Reports, other related regular and ad-hoc surveillance reports.
    • Undertake regular field supervision visits to assess and evaluate the implementation of surveillance activities, identify gaps and recommend corrective actions based on key performance indicators.
    • Perform any other incident-specific related duties, as required by the functional supervisor.

    Required Qualifications
    Education:

    • Essential: First level University Degree in Epidemiology, Statistics, Database Management or Public Health from an accredited / recognized institute.
    • Desirable: Advanced university degree in quantitative epidemiology or health related field. specialized training in communicable diseases.

    Experience:

    • Essential: At least two years' related experience in quantitative epidemiology and the implementation of public health surveillance, outbreak investigation and response in humanitarian settings.
    • Desirable: Prior humanitarian working experience at field level with WHO, other UN agencies,health cluster partners, recognized humanitarian organizations or with an international non-governmental organization with expertise in disaster and outbreak response.

    Skills:

    • Demonstrated knowledge of surveillance and monitoring systems as related to emergency response relief operations, complemented by skills in the field of epidemiological or statistical data collection, assessment, analysis and the evaluation and monitoring in a public health context.

    • The SMO Cluster in the WHO country office in Nigeria supports the strengthening of the national health information system to improve the availability, quality and use of health dataand information as a basis for better results and accountability, for the policy development and decision-making at different levels.
    • This support includes the creation of synergies with the WHO Regional Office for Africa, the Ministry of Health of Nigeria and partners, including academic institutions,to:
      • Align investments with the national health information and monitoring system and the evaluation
      • Te provision of technical support for the production, collection, analysis and synthesis, and dissemination of health data and information

    Description of Duties

    • The incumbent will perform the following duties: Implement the monitoring and evaluation based on strategies agreed with the WR.
    • Support the provision of M & E related to strategies agreed by partners in the Health Sector M&E frameworks and related implementation plans Monitor progress and effects of the humanitarian health response against the strategic priorities as well as promote and support quality assurance of the health projects.
    • Facilitate monitoring of cross-cutting issues by all stakeholders at all levels. Provide technical support/guidance to the health sector working group members in monitoring methodologies, good practice, and reporting responsibilities ensuring coherence with existing reporting requirements.
    • Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes;
    • Perform any other duties as requested by the supervisorsImpact of Results: Effective implementations of M & E policies and strategies, as well as efficient organization and coordination of the evaluation processes.

    Required Qualifications
    Education:

    Experience:

    • Essential: At least 5 (5) years'experience in gathering, recording, validating, reporting of data from multiples sources as well as providing management with advisory services / M& E experience in related fields. Experience in the designing of and maintenance of M & E systems. A good understanding of database structures and management.
    • Desirable: Working experience with WHO or other UN Agency wouldbe an asset.
