    The Assistant Livelihood and Economic Inclusion Officer will support in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda's Sustainable Development Goals.

    Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (PoC). Contributing to this global roll-out of the GCR, the Assistant Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), contributes to the following objectives:

    • improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic opportunities and service;
    • seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and 3enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to  improve economic inclusion outcomes.

    The Assistant Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities and persuasive in mobilizing donors and new partners around new models of economic and social integration. Within UNHCR, the Assistant Livelihood and Economic Inclusion Officer will work under the supervision of the head of livelihoods and closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, SGBV, solutions, complementary pathways and more. S/he will support the office's involvement with livelihoods and economic inclusion, working with relevant external stakeholders from government line ministries, development actors, private sector, UN agencies, international organisations, NGOs, research institutions and universities.

    Duties

    • Explore partnerships to facilitate the economic inclusion of refugees, such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees. This includes advocating with public and private sector services providers to include UNHCR PoC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).
    • Work with the multi-functional team, more specifically with the Protection Unit, support the assessment of the legal framework for the right to work and rights at work and recommend/implement advocacy initiatives and policy reform to improve UNHCR PoC¿s economic inclusion, rights and access to work.
    • Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys utilising community-based strategies to inform targeting, monitoring and facilitation of development programmes.
    • Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR PoC.
    • In case UNHCR is implementing specific livelihoods activities, work closely with and provide technical assistance on livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners.

    The incumbent will provide direction and technical support for UNHCR regarding education and advocate on all issues related to education programmes and strategic directions. S/he will maintain close contact with Country Office(s) on the overall education policy direction of UNHCR and on the adaptation of Refugee Education 2030 to the particular country context, as well as providing technical support (on early childhood, learning achievement, primary education, accelerated education, secondary education, non-formal education, scholarships and tertiary education, education in emergencies etc.) to all staff, including senior management, as well as to those representing education issues on behalf of UNHCR.

    This will require maintaining close contact with other Country Offices in the region and Divisions, particularly the DRS, on the overall education policy direction of UNHCR, on monitoring and assessing impact, on provision of external technical assistance, and on liaising with partner agencies. The incumbent is normally supervised by the Senior Protection Officer, Protection Officer, Senior Programme Officer, Programme Officer or a higher grade Education Officer, depending on the office context.

    The incumbent will ensure that consistent and technically sound advice/recommendations are given within the Area of Responsibility (AoR), including through drafting of guidelines and supporting the training of staff, in collaboration with the Education Section at HQ. S/he will also ensure active exchange of information and best practices within the AoR. The incumbent must be an authority on technical issues relating to education and will also provide specialist advice for other sectors such as child protection, livelihoods/economic inclusion, shelter, and water and sanitation as relates to education.     Externally, the Assistant Education Officer will help promote the inclusion of refugees and other persons of concern into national education systems through effective partnerships and advocacy with relevant government line ministries, development actors, private sector, UN agencies, international organisations and NGOs, research institutions and universities, both at the regional and country levels.  This includes supporting or leading coordination with regional and global education networks and keeping abreast with international developments in education, where necessary this may include representation with international and regional organizations through, for example, UNICEF, UNESCO, the Global Partnership for Education and the Inter-Agency Network for Education in Emergencies (INEE).  Representation with NGOs, academic institutions, and the private sector may also be required. The incumbent is regularly called upon to train staff and partners, including Government authorities, to provide/negotiate drafting advice, to give presentations, to participate as a member of expert groups on education, to represent UNHCR and to ensure UNHCR's direct involvement in numerous settings designed to promote increased access to quality education at all levels to both refugee and host communities, in line with the GCR.

    • Undertake direct dialogue at the national level on the implementation of education programmes in line with strategic directions, integrated with SDG4 and Education Sector Plans, including with Ministries of Education/Higher Education, education partners and coordination networks (Global Partnership for Education, Education Cannot Wait (ECW) and Local Education Groups, etc.).
    • Foster inter-sectoral linkages and coordination with child protection, SGBV, gender, community services, livelihoods/economic inclusion and health, among others, and provide specialist advice for other sectors, to ensure that they fully integrate education related concerns in their planning.
    • Assist the supervisor in monitoring the implementation of education programmes and provide guidance on orientation.
    • Support the supervisor in monitoring the implementation of Global Refugee Forum pledges within the AoR.
    • Assist in the planning and coordination of UNHCR¿s role concerning education, represent UNHCR at national consultations, and represent UNHCR¿s education strategy and policy to other UN bodies, NGOs, interlocutors, institutions and organisations.
    • Train UNHCR staff, sister UN agency staff, NGOs, and Ministry of Education officials on refugee education priorities and identified topics.
    • Assist with the development and dissemination of relevant tools to support UNHCR staff and partners within the AoR.

    • Join joint assessment missions in emergencies to minimise the time refugee children and youth spend out of education (ideally a maximum of three months after arrival).

    Organizational Setting and Work Relationships

    The Assistant Protection Officer reports to the Protection Officer or the Senior Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff including community-based protection, registration, resettlement and education. S/he provides functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities.     The Assistant Protection Officer is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (PoC), ensuring that operational responses in all sectors mainstream protection methodologies and integrate protection safeguards. The incumbent contributes to the design of a comprehensive protection strategy and represents the Organization externally on protection doctrine and policy as guided by the supervisor. S/he also ensures that PoC are meaningfully engaged in the decisions that affect them and support programme design and adaptations that are influenced by the concerns, priorities and capacities of them.     • Public Health programmes include primary health care, secondary health care, community health, reproductive health (including HIV), nutrition, MHPSS and health information systems. In addition to public health staff, major operations may also have dedicated staff focusing on any of these components but public health professionals are expected to be very conversant with reproductive health programming and ensure that minimum standards are met.  Depending on the size of the operation the incumbent may have responsibilities for nutrition and MHPSS responses.    In the absence of more senior public health staff, Assistant Public Health Officer may be required to work with the programme staff (or other designated staff member) to support operational collaboration and joint programming with WFP on nutrition and food security. 
    • The Assistant Public Health Officer is normally supervised by a (Senior) Public Health Officer or by the Head of Office/ Senior Operations/Technical Coordinator/ Assistant Representative (Operations). The incumbent has a functional line with the Public Health Section in Geneva regarding authoritative guidance and support in technical matters and is expected to maintain regular contact with the PHS and the Regional Bureau.

    Duties
    Coordination and Partnership

    • Assist in the co-ordination of public health, reproductive health, nutrition and HIV activities within the Area of Responsibility (AOR) in support of the government¿s responses and in conjunction with other UN agencies, non-governmental organisations (NGOs) and other partners, including development actors to ensure delivery of public health and nutrition services to beneficiaries (POC   and host community) meet UNHCR and /or nationally recognised and most up-to-date standards and policies.
    • With support from the supervisor, support the Operation to define the level and scope of UNHCR¿s involvement in public health and nutrition responses in terms of overall and operational objectives during emergency situations and beyond.
    • In line with the Global Compact on Refugees work with governments and humanitarian and development partners to ensure a complementary approach to meet the health needs of POCs.
    • Represent UNHCR in health coordination and other meetings including inter-sectoral groups such as Technical Working Groups for MHPSS and nutrition.
    • Engage in relevant partnership fora, including in line with UNHCR¿s role as a UNAIDS co-sponsor of the Joint Programme on AIDS and co-lead with WFP of the Division of Labour area of HIV in Humanitarian Settings.
    • Support operational collaboration with WFP including the implementation of Joint Assessment Missions and corresponding Joint Plans of Action in line with global commitments on targeting of assistance to meet basic needs and data sharing to support assistance distribution (in collaboration with programme and protection colleagues),
    • Support emergency responses to new refugee influxes or outbreaks or other situations in line with the Public Health Emergency Toolkit and UNHCR¿s Emergency Handbook and the SPHERE Handbook.

    Strategic planning and development

    • Contribute to the implementation of UNHCR¿s Strategic Plan for Public Health and adaptation at country level.
    • Work with others in UNHCR to advocate for refugees, returnees and other POC¿s access to local public health, reproductive health (RH) and HIV, MHPSS and nutrition services (including food assistance where relevant) and lobby for inclusion of refugees, returnees and other POC as a specific group in government policies and plans related to health, RH and HIV as well as major donor programmes such as the Global Fund for HIV, TB and Malaria.
    • Contribute to public health strategies addressing known gaps in health and nutrition programming based on country-specific needs assessments with due consideration to neonatal and maternal health care, TB and viral hepatitis, palliative care, health services for LGBTI individuals, health and protection services for persons selling sex and programming for persons with disabilities including access to assistive technologies and appropriate associated services.
    • Support the monitoring of country specific medium to long term inclusion plans in support of the Ministry of Health and other relevant Ministries (e.g. Social Welfare) and in partnership with development and other actors.
    • Work with stakeholders, including UN agencies, NGOs, Ministries of Health and academic institutions in the development of public health response plans associated with refugee movements (including in repatriation programmes).
    • Maintain and update contingency plans within the AOR for potential epidemics, refugee and returnee movements.

    Technical integrity and risk mitigation

    • Update and disseminate standard practices on public health, MHPSS, nutrition, HIV and reproductive health among partners.
    • Support the prioritization of primary health care (including preventive, promotive, curative, rehabilitative and palliative care)
    • Monitor, in close co-ordination with other humanitarian actors, that health care services provided to POC are based on Ministry of Health, UNHCR and/or internationally recognized and most up-to-date standards and policies.
    • Support the adaptation of UNHCR internal operating procedures to ensure they are in line with UNHCR and/or international standards and improve efficiency of programme activities; this includes but is not limited to referral health care, medicines and medical supplies procurement and management, medical resettlement and resettlement of persons with health needs, cash-based assistance for health care coverage and referral between units and inter-sectoral collaboration.
    • Monitor and support compliance with, and integrity of, all public health standard operating procedures in conjunction with Project Control and Programme staff and in line with delegated authorities, including flagging to senior managers when these are not in line with global guidance or not being followed.

    Collaboration

    • Support linkages of public health to WASH programmes throughout all stages of the programme cycle including in outbreak preparedness and response, emergency responses to refugee influxes, WASH in health facilities, and menstrual hygiene management.
    • Support inter-sector collaboration throughout all stages of programme cycle between public health and nutrition with WASH, education, environment, shelter, and protection in order to promote synergies and maximise impact.
    • Assist with the review and analysis of relevant project proposals and budgetary submissions presented by UNHCR partners within the context of the UNHCR programming cycle.
    • Seek the diverse views of men, women, girls and boys, adolescents, youth, older persons, persons with disabilities and LGBTI in assessing needs, designing, implementing and monitoring responses in line with UNHCR¿s policy on age, gender and diversity mainstreaming.
    • Contribute to the implementation of the UNHCR Health Information System and other relevant data collection tools including the balanced scorecard, maternal and neonatal death audits, Health Access and Utilisation Survey and other corporate tools where relevant; support the analysis, interpretation and use of public health data.
    • Advocate for the inclusion of refugees and other POC in national surveys such as demographic and health surveys, multi-indicator cluster surveys, AIDS indicator surveys including where possible a separate sample for refugees allowing for comparisons and trend analysis over time.
    • Support national health systems to disaggregate data by refugee and nationals in key areas based on country specific needs in line with the 2030 Agenda for Sustainable Development.
    • Assist in the monitoring of public health and nutrition programmes against standard UNHCR and international indicators, to ensure that programmes are evidence-based and implemented in a comprehensive and cost-effective manner.
    • Support the planning, implementation, analysis, dissemination and use of nutritional surveys (Standardized Expanded Nutrition Surveys, SENS), health-related surveys and post-distribution monitoring exercises (in collaboration with WFP).
    • In line with policies for Accountability to Affected Populations (AAP) ensure POC have access to feedback and accountability mechanisms relating to public health and nutrition services including the collection and analysis of data on their satisfaction with regards to public health and nutrition services.
    • Draft regular sectoral reports and submit material for preparation of periodic project monitoring reports as required by the office at country level.
    • Provide timely updates to enable adequate reporting and briefings to donors and management.

    Capacity Building

    • Support capacity strengthening of UNHCR and its implementing partners to address public health, nutrition, reproductive health, HIV, MHPSS programming in a co-ordinated, multi-sectoral way and disseminate relevant guidelines and information materials.
    • Undertake and/or support capacity building needs assessments of UNHCR staff and partners and develop approaches to address capacity gaps including identifying internal and external training opportunities.
