    WASH Institutional Development Specialist, WASH Evaluation, Nigeria

    Project Objective

    • USAID/Nigeria has engaged the MEL Support Activity to conduct an external final performance evaluation of a Water, Sanitation, and Hygiene (WASH) Activity.
    • This Activity focuses on reforming State Water Board (SWB) governance toward cost-recovery, increasing investment in infrastructure, and expanding access to water and sanitation to large unserved and underserved populations.
    • The primary purpose of this final performance evaluation is to determine whether the assistance achieved the stated development objectives, and to understand the lessons learned from this particular Activity in Nigeria, taking into account the findings, recommendations of the mid-term performance evaluation and the subsequent de-scoping of the Activity. It is intended to provide an independent examination of the overall progress and accomplishments of the Activity.
    • The estimated start date will be October 4, 2021 through January 2022. The estimated LOE will be 46 days.  

    Position Description

    • SI is seeking a WASH Institutional Development Specialist who will provide technical support to the evaluation team. The WASH Institutional Development Specialist will be working alongside three team members: Team Leader, WASH Governance Specialist, and Evaluation Specialist.

    Responsibilities

    • Perform desk review and identify additional information required for analysis.
    • Provide technical expertise on construction quality and support the Team Leader's efforts in evaluation design, methodology, and data collection instruments.
    • Schedule and interview key stakeholders and beneficiaries.
    • Provide ongoing analysis of qualitative and quantitative data.
    • Support the preparation and presentation of the key findings and recommendations to USAID/Nigeria.
    • Write assigned sections of the draft evaluation report in coordination with the team members, taking into consideration feedback from the preliminary findings presentation.
    • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

    Qualifications

    • Must have a minimum of 5 years of professional experience in the implementation of large and complex water and sanitation development projects including WASH, social behavior change, governance, and/or institutional development.
    • An advanced Graduate Degree in a relevant field: Engineering, Public / Global Health, Water Resources, Sanitation, or allied fields.
    • International work experience in developing countries required; work in Nigeria desired.
    • Must be able to conduct interviews and focus group discussion and analyze the resulting data.
    • Must have excellent writing and communication skills.

    Senior Agribusiness Specialist, Agribusiness Performance Evaluation, Nigeria

    Project Objective

    • USAID/Nigeria has engaged the MEL Support Activity to conduct an external Midterm Performance Evaluation of an agribusiness activity. This Activity aims to strengthen the enabling environment for agribusiness finance and investment by broadening access to finance by mitigating the credit risks of agribusinesses; promoting and facilitating investment opportunities for agribusinesses to expand and scale up operations; and sustainably enhancing the performance of agribusiness micro, small and medium sized enterprises.
    • The primary purpose of this mid-term performance evaluation is to determine whether the assistance is meeting the stated development objectives, and to understand the lessons learned from this particular Activity in Nigeria. It is intended to provide an independent examination of the overall progress and accomplishments of the Activity.
    • The estimated start date will be October 1, 2021. The evaluation is expected to last until January 2022, and the estimated LOE will be 51 days.

    Position Description

    • SI is seeking a Senior Agribusiness Specialist  who will who will provide technical support to the evaluation team.
    • The Senior  Agribusiness Specialist  will be working alongside three team members: Team Leader, Agricultural Economist, and Evaluation Specialist.

    Responsibilities

    • Perform desk review and identify additional information required for analysis.
    • Provide technical expertise on agribusiness and support the Team Leader's efforts in evaluation design, methodology, and data collection instruments.
    • Schedule and interview key stakeholders and beneficiaries.
    • Provide ongoing analysis of qualitative and quantitative data.
    • Support the preparation and presentation of the key findings and recommendations to USAID/Nigeria.
    •  Write assigned sections of the draft evaluation report in coordination with team members, taking into consideration feedback from the preliminary findings presentation.
    • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

    Qualifications

    • Must have at least a Master's Degree or equivalent in Development Economics, Agribusiness, Agricultural Finance, Business Administration, Social Sciences, or related fields.
    • Must have a minimum of seven (7) years implementing and evaluating programming around strengthening the enabling environment for agricultural development.
    • Must demonstrate experience and knowledge about the Nigerian agribusiness context, particularly on business enabling environment, finance, investment, and policies.
    • Must be able to conduct interviews and focus group discussions and analyze the resulting data.
    • Must demonstrate good interpersonal and diplomatic skills as well as strong report writing and analytical skills and an excellent oral communication skills.

    Qualifications

    • S/he will have at least a Master's Degree in Engineering, Urban Planning, Water Utility, Business Management or any relevant social science.
    • Over six years’ experience working on water and sanitation sector reforms in Nigeria. Five of these years must be in utility management, some at a senior level.
    • Clear understanding of the key performance indicators of a utility will be a necessity;
    • Experience in working on urban water supply systems; community-based water supply and sanitation program implementation and operation essential.
    • A good understanding of operational challenges of water service providers in Nigeria;
    • Demonstrated knowledge and experience strengthening policy, institutional and regulatory frameworks for improved WASH services.
    • Must be able to conduct interviews and focus group discussion and analyze the resulting data.
    • Must have excellent writing and communication skills.

    Civil Engineer, WASH Evaluation, Nigeria

    Qualifications

    • Professional Engineer registration and a B.Sc Degree in Civil Engineering, Construction Technology, or related construction field.
    • Must have at least five years of professional experience in the engineering and construction of civil works, water works, and/or power supply construction projects in developing countries, preferably Nigeria.
    • Knowledge and technical experience implementing site plans, reinforced concrete work, and mechanical and electrical installations.
    • Previous work experience evaluating quality assurance and whether the engineering systems, materials, equipment, products, and supporting processes conform to technical, safety, work load and customer requirements.
    • Knowledge of USAID environmental and construction guidelines in this sector is required.
    • Must have exceptional organizational, analytical, writing, and presentation skills.
    • Must be able to conduct interviews and focus group discussion and analyze the resulting data
