The world's most pressing challenges-widespread poverty, HIV/AIDS, environmental degradation, civil war and conflict-call for new ways to manage societies and social and economic change. Foreign aid is increasingly a catalyst for development, and is helping to create conditions to remove people from poverty. Better policies in developing countries, improvements in aid allocation with the end of the Cold War, and learning about aid effectiveness and participation, make aid more effective today at reducing poverty than ever before.
