    Safety and Security Officer

    Job Description

    • Analyse the parameters of the working environment by assessing the nature of the threats and vulnerabilities in relation to the emergency situation.
    • Collect the necessary data and information to develop a comprehensive risk assessment.
    • Monitor political, social, economic and military situation and identify trends relevant to security situation

    Key Responsibilities

    Safety and Security Officer will be responsible for Security activities at the community level.

    • Contribute to developing a safety and security culture within the mission by addressing and helping staff to address safety and security-related issues.
    • Ensure that security planning becomes an integral part of day-to-day operations and is integrated into the development of future programs
    • Assist with the strategic and operational analysis and assessments, and with the refinement of the program strategies
    • Ensure that the Field Level Security Plans and associated documents are kept up to date and reviewed regularly
    • Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures.
    • Organize and circulate relevant safety and security information to the staff and provide an opportunity for employees to voice Safety and/or Security-related concerns.
    • Supervise and enforce compliance safety and security standards and procedures.
    • Liaise with government, Army, Police, SSS (State Security Services), Local Heads and other key external stakeholders to ensure that NRM staff can maintain regular and safe access to program areas
    • Represent NRM and coordinate amongst all actors (state, military, UN, NGO, etc) on all matters pertaining to safety and security.
    • Train staff on the incident reporting form and procedures and ensure timely and accurate reporting of safety and security incidents.
    • Ensure all staff understand and fulfil individual and collective responsibilities for safety and security
    • Ensure that the contracted guard force maintains a high standard of guarding for NRM office and residence, and when required take corrective action in coordination with the Guard force management

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS  

    • Minimum of First degree in a field related to Humanitarian Work or Risk Management
    • At least 3 years of demonstrative experience in INGO/NGO field (operations) with at least 2 years of field safety management experience included
    • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions
    • Competent and literate in local language of the assigned location(s), verbal and written, with a sound knowledge of technical expressions
    • Sound judgment and the ability to work effectively with others at all levels
    • Strong assessment, evaluation, analysis and strategic planning skills
    • IT literate, MS – Word, Excel and PowerPoint  
    • Qualifications and / or experience in professional security related fields

    Cash Voucher Assistant

    Job Description

    • This role will be responsible to implement the cash transfer activities of the SCI/NRM Cash and other component of the project in Michika and Madagali of Adamawa state ensuring that the cash transfer component is delivered in a timely manner and to a high quality.  
    • He/ she will work closely with the project team in Michika and Madagali as well as the project manager.  
    • The CVA will also coordinate and collaborate with SCI/NRM staff and report accordingly on project progress.  

    Key Responsibilities

    Cash Voucher Assistant will be responsible for cash activities at the community level.

    • Work closely with Project manager to implement cash activities. 
    • Assist in sensitization of local government structures, communities and traditional authorities on the targeting criteria and identification and registration of beneficiaries.
    • Work close with MEAL staff to on-board enumerators to support with the registration of households receiving cash transfer.
    • Manage pre-paid cards (mode of cash transfer delivery) and work closely with relevant teams to ensure pre-paid cards are loaded correctly. 
    • Oversee delivery of regular cash transfers and help ensure the resolution of any problems.
    • Actively participate in relevant field assessments to identify the beneficiaries’ needs and viable business opportunities, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
    • Organize the training of cash beneficiaries on the identified needs.
    • Conduct the implementation and monitoring of all activities, at field level, as laid out in the detailed implementation plan.
    • Support in the registration of target families, ensuring that the data is collected and is recorded appropriately.
    • Coordinate activities with local authorities, international community members, other implementing actors and partners at the local level.
    • Compile and submit regular project reports and updates.

    QUALIFICATIONS, EXPERIENCE AND SKILLS

    • Bachelor’s degree or HND in relevant course Social Policy, Social Science, International Development, Economics or related relevant discipline
    • At least 3 years’ experience of working in Cash & Voucher Assistance in emergency and development settings, for a broad range of institutional donors and sectors (beyond Food Security & Livelihoods)
    • Previous humanitarian response experience
    • Understanding of Cash & Voucher Assistance in Nigeria
    • Experience with various cash and voucher modalities, including digital, mobile, card, paper voucher, and cash in envelopes.
    • Demonstrable understanding of M&E, beneficiary accountability, and learning
    • Experience in the application of methodologies to calculate cash/voucher amounts for sectoral outcomes, as well as for multipurpose cash transfers.
    • Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale. 
    • Experience of promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement.
    • Experience of supporting humanitarian preparedness, response and recovery
    • Fluent in English, Hausa and Local language is an added advantage to this position

    Admin and Logistic Assistant

    Job Description

    • The Administrative and Logistics Assistant’s overall responsibility is to assist the Operations Unit to ensure that the day to day running of the main office administration is conducted in an efficient and cost effective manner while keeping in mind legal considerations and humanitarian requirements where necessary.  
    • Ensure admin and log support (effective) to NRM Programmes. Reporting to the
    • Operations Unit, (s)he is to assist to follow up and ensure office utilities, internal control, visitors/workshops logistics are provided.  
    • As part of the NRM administration team, the Admin and Logistics Assistant position undertakes and completes all administration and logistic tasks and requirements, provides support to staff, to programs, and to implement administration team projects.
    • The position will report to the Chief of Operation but will support the NRM management team were necessary.

    Key Responsibilities

    Admin and logistic assistant will be responsible for admin activities at the community level.

    • Coordinate routine and emerging facility maintenance including emergency repairs, installations, servicing and cleaning.
    • Request and maintain facilities consumables such as electric bulbs and cleaning materials.
    • Manage and ensure that cleaners are well supervised in the discharge of their responsibilities.
    • Respond and coordinate office space allocation in a manner that allows free movement of staff and guarantees staff comfort.
    • Ensure that Office Asset are regularly available, maintained are effectively allocated.
    • Responsible for management of NRM Asset Register.
    • Ensure that NRM Asset are well tagged and properly branded.
    • Routinely update NRM Asset register and ensure that any allocated asset is captured on the register.
    • Conduct routine (quarterly and annual) asset inventory count at assigned locations and submit inventory report to the supervisor.
    • Ensure compliance of NRM Asset Management Policy by all staff.
    • Regularly request for office stationeries and other consumables in a timely fashion that eliminates stock out.
    • Routinely update relevant inventory records for office stationeries and submit a monthly inventory report to Logistics Officer and Admin Officer.
    • Maintain and update stationery inventory list on a daily basis and ensure replenishment is made accordingly.

    QUALIFICATIONS

    • Minimum of First degree in Administration, Management or Business or equivalent experience OR a combination of education and work experience
    • Familiarity with basic finance or accounting practices an advantage
    • 1 – 2 years progressively responsible experience in administrative work.
    • Previous experience working with an INGO/NNGO or a Development organization. 

    Technical skills

    • Excellent Analytical skill, good written and oral communication skills
    • Ability to exercise independent judgment and work with minimum supervision
    • Ability to multitask and work within deadlines
    • Proficient in use of Microsoft applications, including Excel, Word, Powerpoint & Outlook (or similar software)
    • Good knowledge of Administrative systems and practice, policies and procedures
    • Fluency in English is essential.
