    Technical Officer, Monitoring & Evaluation

    Location: Banki, Borno

    Basic Function

    • The Technical Officer (M&E), under the supervision of the Field Manager, and with technical oversight from the Monitoring and Evaluation Coordinator, is responsible for the implementation of monitoring and evaluation activities for the LGA office.
    • The Technical Officer (M&E) will work with others in the LGA including local implementing partners to ensure that monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

    Duties and Responsibilities

    • Work with the state-level staff and government counterparts to provide support and guidance on program/project monitoring and evaluation activities and on donor and Government of Nigeria reporting requirements.
    • Provide support to sites at LGA, including interacting with site Program Managers, M&E focal points, state government M&E officers, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.
    • Work with local partners to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.
    • Conduct routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, oversee the preparation of monthly reports, and provide supportive supervision.
    • Ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
    • Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.
    • Assist in the development and maintenance of computerized and mobile data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.
    • Provide technical assistance to M&E officers at LGA level in integrating FHI 360 data into the national Management Information System.
    • On a monthly basis, analyze state-level data and provide approved reports to State Office, National Office and local partners or other relevant parties.
    • Build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs.
    • Document lessons learned and best practices in monitoring and evaluation, according to donor guidelines.
    • Represent FHI 360 and makes presentations at professional meetings and conferences related to Monitoring and Evaluation.
    • Remain informed of current issues regarding Monitoring and Evaluation of integrated programs in the fields by review of current literature; be alert to any implication of such research for project and program activities.
    • Perform other duties as assigned.

    Qualifications and Requirements

    • MB.BS/MD/PHD or similar degree with 1 to 3 years relevant experience in monitoring and evaluation with a sound understanding of humanitarian integrated health program delivery in resource constrained settings.
    • Or MPH or MS/MA in relevant degree with 3 to 5 years relevant experience in monitoring and evaluation with a sound understanding of humanitarian integrated health program delivery in resource constrained settings.
    • Or BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 5 to 7 years relevant experience in monitoring and evaluation with a sound understanding of humanitarian integrated health program delivery in resource constrained settings.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    Knowledge, Skills & Attributes:

    • Knowledge of humanitarian programs in North East Nigeria specifically.
    • Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation
    • Clinical management and training experience and ability to understand full range of issues around integrated program including WASH and Nutrition.
    • Knowledge of Nigerian clinical setting, including government and non-government settings.
    • Sensitivity to cultural differences and understanding of the social, political and ethical issues within the communities Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

    Deputy Project Director-Global Fund

    Job Description

    • As a member of the Program Management Team, the position holder will work with the Project Director to provide oversight, coordination, monitoring and reporting of the Global Fund activities in HQ and the state offices.

    Duties and Responsibilities

    • Provide management support to state offices focusing on  work plans, sub agreement amendments, periodic fund requests, review of MFRs/SFRs, and reporting
    • Develop and oversee execution of systems for initiation, implementation, monitoring Global Fund IAs’ sub agreements.
    • Ensure that FHI delivers on all its promises to donors and other stakeholders (achieve set targets, deliver quality services within timeline )
    • Monitor and enforce compliance with donor and FHI policies by both State Offices and IAs.
    • Lead the development, testing, application and evaluation of PM tools
    • Manage the design of sub grant activities as directed including the preparation of budgets, implementation schedules, modifications, requests and evaluation criteria.
    • Ensure appropriate monitoring of sub grants to achieve financial, administrative, and programmatic goals.
    • Guide and support the state and zonal offices in establishing sound management systems to ensure cohesive implementation of project activities.
    • Contribute to the development and maintenance of systems that effectively respond to Global Fund requirements regarding implementation procedures, reporting and evaluation.
    • Coordinate capacity development efforts in support of state offices and implementing agency staff and other partners.
    • Ensure availability of technical resources and integrate their efforts into overall program.
    • Assist in identifying, analyzing and disseminating best practices in the project through the identification of project learning sites and technical support to the national government.
    • Liaise with multiple stakeholders and collaborators to share information, coordinate activities and avoid duplication in the implementation of the programs.
    • Remain informed on the current programs in the HIV/AIDS, TB and malaria fields by review of current literature and is alert to any implication of such strategic information for project activities.

    Qualifications

    • MB.BS/MD/PHD or similar degree with 5-7 years relevant experience with international development programs which includes 5 years of relevant supervisory experience.
    • Or MS/MA in social science, public health or related field, MPH preferred, and a minimum of 7-9 years relevant experience with international development programs which includes 5 years relevant supervisory experience.
    • Or BS/BA in Social Science, Public Health or related field, with a minimum of 9-11 years relevant experience with international development programs which includes 5 years of relevant supervisory experience.
    • Familiarity with Nigerian public sector health systems, international donor organizations, NGOs and CBOs is required.
    • Demonstrated success in multicultural environments is required.

    Assistant Technical Officer, Environment Health

    Project Description

    • Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. These IDPs are living among host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity.     Basic Function

    • The Assistant Technical Officer, Environmental Health Officer will provide technical and programmatic support in one of the three field sites. Under the supervision of the WASH Coordinator, the Environmental Health Officer will monitor and train Community Volunteers on their hygiene promotion to IDPs.
    • Other responsibilities will also include training volunteers and community/camp leaders on safe waste management practices, and providing support on activities related to environmental health at the health clinic.

    Duties and Responsibilities

    • Provide day to day operational and programmatic support to all WASH & Health activities.
    • Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP’s).
    • Build capacity of Community Volunteers (CHWs) through waste management trainings and hygiene promotion.

    Assistant Technical Officer, WASH

    Project Description

    • The ATO WASH - Engineer will provide technical and programmatic support in one of the three field sites.
    • Under the supervision of the WASH Coordinator, the ATO WASH- Engineer will supervise contracts to provide upgrades to water systems, latrines, showers and water points.
    • Other responsibilities will include conducting water quality testing for all water points rehabilitated under the program and working with Community Volunteers and latrine users to develop cleaning and maintenance schedules for latrines.

Under the supervision of the TO, Protection, the ATO, Protection will support in managing all activities related to SGBV/PSS at their assigned field site.

    Duties and Responsibilities

    • Provide SGBV psychosocial support activities to support social cohesion at field site.
    • Support the ATO Case Management on GBV related cases.
    • Provide supportive supervision and mentoring to community volunteers to monitor the applications of their training knowledge.
    • Assist a range of actors to ensure that safe and confidential services are made available and access to survivors of GBV and vulnerable individuals.

    • Engage family members of survivors’ and empower them with skills to help survivors’ cope.

    • Facilitate referrals to critical services meeting survivors’ needs.

    Finance & Administrative Assistant

    Supervisor: Field Coordinator

    Project Description

    Key Responsibilities

    • Assists in the accurate keeping of all financial transactions for the field site.
    • Prepare monthly financial report forms which accompany executed sub project documents.
    • Assists in the provision of logistic support for workshops and trainings.
    • Assists in the maintenance of an efficient records/storage of all office supplies.
    • Serves as point of contact for logistical and administrative needs in the office.
    • Coordinates all administrative and secretarial support services for the state office (as relevant).
    • Records minutes of staff meetings and circulates same amongst the staff of the state.
    • Assists with production of presentation materials for staff members.
    • Manages incentive payments for community volunteers and all field site transactions.
    • Performs any other duties as assigned.

    Qualifications and Requirements

    • University degree in Accounting, Finance and Business Administration or its recognized equivalent
    • Minimum of 1-2 years’ experience in accounting related to NGOs and community level programs, with increasing responsibility.

    Basic Function

    • Under the direction of the Field Coordinator, the Logistics & Warehouse Assistant will be responsible for the provision logistical services and operating the warehouse containing a wide variety of project materials and equipment for the field site.

    Duties and Responsibilities

    • Assists field coordinator in the arranging travel for field site staff and program beneficiaries.
    • Assist the field coordinator in procurement and deliveries of materials to the warehouse and field sites.
    • Verify quantities of goods delivered, inspect for damage; and sign delivery tags.
    • Prepare and maintain records concerning the receipt and issuance of materials.
    • Assists field coordinator in provision of logistic support to trainings delivered to community volunteers.
    • Update computer inventory control records.
    • Perform periodic physical inventory spot checks and reconciles with inventory records.

    Basic Function

    • The Assistant Technical Officer, Midwifery will assist female patients in all stages of pregnancy, childbirth and post-delivery.
    • He/she will also provide antenatal and postnatal advice and support to women and their families.

    Duties and Responsibilities

    • Works as part of a multidisciplinary team of international and national staff to provide high quality patient care to an extremely vulnerable population.
    • Provides direct patient care and accompany in the management of pre-natal, antenatal, inpatient and follow-up care for women (including deliveries).
    • Provides comprehensive sexual and reproductive health information and services including family planning counselling and services to prevent and treat malaria, tetanus, STI, HIV.
    • Provides training and management in the prevention of mother-to-child transmission (PMTCT) of HIV
    • Provides reproductive health services and counselling to adolescents in the prevention of teen pregnancy, transmission of STI/HIV, and sexual violence related injuries.
    • Adheres to the relevant Code of conduct and ethics
    • Participates in outreach and community health programs (as required)

    • Provide technical support and implement high quality laboratory services for FHI 360 humanitarian program.
    • Provide technical assistance and capacity building for laboratory services to FHI 360 and facility staff.
    • Provide technical support on laboratory quality assurance issues at LGA and facility level.
    • The ATO, Lab. Services will prepare specimens, follow detailed manual tests, oversee automated analysis tests and report tests results to assist in the diagnosis and treatment of patients.

    • The ATO - Pharmacy will prepare medications by reviewing and interpreting physician orders, and dispensing medications by compounding, packaging and labeling pharmaceuticals.

    Duties and Responsibilities

    • Works as part of a multidisciplinary team of international and national staff to provide high quality patient care to an extremely vulnerable population.
    • Carrying out inspection duties as provided for under the Poisons and Pharmacist’s Act, the Dangerous Drug Act and the Food and Drug Decree and other operational legislations
    • Dispensing prescribed medications to in-and-outpatients whilst providing accurate medication advice.
    • Maintaining stores and keeping relevant store records.
    • Preparing extemporaneous medicaments such as mixtures, lotions, ointments, syrups, etc.
    • Provides technical information and advice to other health professionals.
    • Ensuring proper storage and issuance of all drugs over the duration of the project.
    • Participating in routine quality control audits of all drugs in stock.

    Qualifications and Requirements

    • MBBS or similar degree with minimum of 1 year relevant experience in emergency and constrained settings, INGO experience is most desirable.
    • Must be a licensed Medical Doctor
    • 1-3 years relevant experience in clinical setting.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable

    Basic Function:

    • Providing nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population.

    Duties and Responsibilities

    • Ensuring patients are properly received and installed and that those with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort.
    • For ER and OPD nurse, ensuring triage of patients in waiting areas, wards or during emergencies, detecting the priority acute/emergency cases, carrying out first aid care and referring them to the doctor when necessary.
    • Knowing, promoting, implementing and following up the universal hygiene standards/ precautions.

    Standard Minimum Qualifications

    • B.Sc in Nursing, Public health or other closely related field with 1-3 years relevant experience.
    • Must be a Registered Nurse
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
    • Previous experience working in a humanitarian organization is highly desirable
    • Understanding of Kanuri is a plus.

    • Ability and willingness to stay at the LGA is required.
    • Ability to respect and maintain medical secrets and confidentiality at all times.
    • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to distribution sites.
    • Excellent spoken and written Local and English languages.
    • Good interpersonal and communication skills.
    • Previous experience working in clinical setting is an asset.
    • Ability to prepare weekly and monthly program reports.

    Basic Function

    • Under the direction of the Field Coordinator, the driver shall provide a variety of transportation support to the project.

    Duties and Responsibilities

    • Convey FHI 360 Nigeria Staff and Consultants to designated approved locations.
    • Ensure adequate safety, cleanliness, security and maintenance of the project vehicle assigned.
    • Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.
    • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and necessary spare parts.
    • Plan route and requirements by studying schedule or ad-hoc request by the office.
    • Ensure passengers adhere to all road safety regulations.
    • Fulfill special request by picking up and delivering items as directed and running errands
    • Performs any other duties as assigned.
    • Knowledge, skills and abilities:
    • Matured and willing to work at odd hours.
    • Good written, oral, interpersonal and organization skills.
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors and recipients of assistance.

    Qualifications and Requirements

    • Secondary School Leaving Certificates, Apprentice Certificate or any other equivalent certificates with a minimum of 1 year experience.
    • Must have a trade test certificate and a valid driving license.
    • Must have expert knowledge of driving rules and regulations.
    • Experience as a driver mechanic will be an added advantage.
    • Experience with large complex organizations preferred.
