    Senior Technical Officer/Zonal Team Lead

    Reporting & Supervision: The position reports to the Deputy Project Director/ Technical Lead. The position has a dotted line reporting relationship to the Project Director/ Program Management Lead. The position regularly interacts with leads of all program management units like Finance, HR, PSM, Laboratory, Logistics, KP, M&E and Admin as well. 

     Overall Job Function:

    Incumbent is the STO PCT and will be responsible for coordinating staff program activities in meeting program objectives, drawing plans and overseeing the implementation of the TB/HIV prevention, care and Treatment service delivery in line with the GF, GON and M&E national plans on TB/HIV prevention, care and Treatment in Ebonyi States as well as Edo, Imo, Enugu One Stop Shops. The incumbent will produce monthly, quarterly, semester and annual program reports based on agreed indicators that will guide decision making and program implementation.

    Duties and Responsibilities

    Incumbent will be responsible for providing support in developing and managing health programs that maximize development results and impact, coordinating and managing the technical services essential to the functioning and effective implementation of all programmatic activities across the 4 states in either zones, ensure that the systems (people, policies, processes and tools) that are necessary to play those roles exist and are fully operational, Providing  technical assistance to supported facilities in establishing protocols for HIV/AIDS prevention, care and treatment and other health services that are consistent with national guidelines.

    • Serves as a resource to the organization in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS and other health interventions.
    • Provide direct supervision to service delivery specialists including TB/HIV/AIDS Clinical/ Technical Officers, Prevention Program Officers, all Laboratory activities, Pharmaceutical logistics in all ART, TB/HIV PMTCT/KP technical activities geared at TB/HIV/AIDS prevention, care and treatment in supported states.
    • Provides direct technical assistance, as directed by the Deputy Project Director/ Technical Lead to supported health care facilities; such assistance might include training of staff, information system development/improvement, facilitation of community linkages, patient flow analysis, improvement of adherence support systems, development or improvement of referral systems.
    • Provide leadership and guidance to Program staff, working closely with the HQ program management units such as finance, HR, Admin and PSM units for the position, key measures of success are the achievement of the projects conducted by Clinical Specialists, as well as growth supported through the expansion of program portfolio.
    • Performs other duties as assigned by supervisor.

     Requirements

    • Degree in Medicine, Public Health or a related field; or a Master’s degree or equivalent in public health or related fields will be an added advantage.
    • At least 7 years’ post NYSC experience in developing country health care programs or program support function 3 – 5 years of which must be within an international NGO
    • Knowledge of the policies, regulations, reporting formats, and cultures of principal donors, including Global Fund, USAID, EC, DFID, CDC/PEPFAR, and others
    • Extensive clinical experience in care and treatment of HIV/AIDS patients
    • Demonstrated experience in non-profit sector in a program management role

    Monitoring & Evaluation Associate

    Reporting & Supervision: This position reports to the Monitoring & Evaluation Manager. The position also has a dotted line reporting to the Senior Technical Officer. The position will interact regularly with the senior program officer, facility staff and other program implementation team.

    Overall Job Function:

    Achievement of GF project depend largely on periodic reporting of complete, accurate, excellent and timely program service statistics to GF, state governments and other stakeholders. Therefore, he or she will guide the drive to achieve set targets through establishment of effective program Monitoring and Evaluation systems at all supported entities in the state.

     Duties and Responsibilities

    • The incumbent provides technical leadership in the planning and implementation of program Monitoring and Evaluation activities in the state.
    • Develop a proficient M&E system that is able to produce reliable data for effective decision making and reporting.
    • Provide technical support to the state M&E Associates and Data entry officers in carrying out their essential duties and responsibilities.
    • Build the capacity of Health care workers through routine on site mentoring and supportive supervisory visits on proper documentation and reporting system using appropriate national/GF tools for effective patient monitoring and management.
    • Establish or/and strengthen the implementation and use of electronic medical record for patient management in supported comprehensive sites.
    • Create a mechanism for timely reporting of service statistics across all supported entities in the state
    • Provide technical Support to supported sites to conduct routine  data validation activities including  data Quality Assessments using national/ GF tools  
    • Collaborate with the GON to achieve the three in one principle which is working with local implementing partners, government of Nigeria and State program staff to ensure that program monitoring and evaluation activities are appropriate for program tracking in the state.
    • Provide lead in tracking facility and state based performance/achievement through monthly data review meetings with state office program officers.
    • Build the capacity of health care workers in routine use of data generated from their sites in other to strengthen ownership of data in all GF project supported entities.
    • Participate in annual project reviews and planning for the next fiscal reports.
    • Identify best practices for knowledge sharing among supported facilities.
    • Perform any other duties as may be assigned from time to time by the State Program Manager and the central M&E Manager

     Requirements

    • Minimum of HND (Medical Records) or Bachelor Degree.
    • At least 2 years’ post NYSC experience in developing country health care programs or program support function 2 years of which must be within an international NGO or equivalent
    • Experience working in the M&E, Research or Computer fields will be an added advantage

    ART Nurse

    NUMBER OF PERSONS: 2

    POSITION LOCATION: Ebonyi State and Imo State (1 PER LOCATION)

    Reporting & Supervision: This position reports to the OSS Clinician in respective States.

    Overall Job Function:

    • Provide comprehensive triage (in-clinic and/or mobile) and clinical assessment service to clients resulting in safe and appropriate clinical decisions that reflect their healthcare needs.
    • Facilitate the triage process using clinical knowledge and appropriate interpersonal skills, demonstrating empathy and understanding
    • Initiate appropriate nursing interventions (e.g. first aid and emergency interventions) to improve client outcomes and secure the safety of clients and clinic staff
    • Make recommendations for care utilizing approved SOPs and protocols
    • Ensure continuous reassessment and management of clients who remain in the waiting room commensurate with their condition and time frames determined by the assigned care category
    • Schedule client appointments for routine or follow up care and treatment
    • Where referrals for other healthcare services are necessary, support arrangements for the appropriate service via the appropriate referral system
    • Provide accurate healthcare information and self-care/health improvement advice to meet the holistic and therapeutic requirements of the client

    Requirements

    • Degree in Nursing/Midwifery and A degree in Public Health is an added advantage
    • Robust clinical experience in HIV/AIDS care and treatment
    • Experience in providing Key Population services and or comprehensive Reproductive Health services (2years + preferable)
    • Excellent grasp of clinical issues and current literature in HIV/AIDS and SRH

    State Clinical Mentor (SCM)

    Location:  Osun State (4 positions – Iwo, Ile-Ife, Ilesha and Ikire)

    Job Summary: The candidate must be domiciled in the state and be conversant with the terrain. S/He is expected to build the capacity of frontline Healthcare workers to provide quality HIV clinical services offered as part of a comprehensive package of care in both public and private facilities as well as in communities.

     Responsibilities:

    • Provide on-site clinical training to health care workers on HIV treatment according to the national guidelines, including adult and pediatric ART and the treatment of tuberculosis and other opportunistic diseases.
    • Provide training through clinical consultation, assisting local health care workers to identify key bottlenecks affecting patients’ access to antiretroviral therapy (ART) and helping them with direct patient care as needed
    • Provide continuous medical education (CME), which may include didactic training sessions to health professionals, as needed. All training will be in accordance with the national guidelines.
    • Provide health worker capacity building sessions using various methodologies (including use of project ECHO, low bandwidth video conferencing).
    • Assist as requested with facilitating sessions on the weekly ECHO video-conferencing sessions with health workers from various sites in the states
    • Develop standard operating procedures for the provision of HIV clinical care at the health facility in collaboration with the Ministry of health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms
    • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines
    • Perform other duties related to clinical mentoring as assigned

    Minimum Qualifications:

    • Must possess a degree in Medical Sciences (MBBS or equivalent). Post graduate qualification/Masters level training in Public Health, Family Medicine, Internal Medicine, Pediatrics or Obstetrics will be an advantage.
    • Must be registered with the Medical and Dental Council of Nigeria.
    • At least 2-3 years’ experience with clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
    • Must have at least 2 years’ experience with program planning, assessment, and implementation of HIV clinical care program. Experience in the provision of HIV clinical training
    • Previous experience in HIV-related operational research is an advantage
    • Good knowledge of current trends (national and international) in HIV clinical care and service delivery
    • Experience in coordinating multi-disciplinary HIV clinical teams for effective service delivery – Must reside in Osun state and be familiar with the terrain

    Case Manager (OSS)

    Position Summary:

    • Support clients to access all community services including HIV care, treatment and support services, STI screening and PrEP.
    • Support community-level ARV refill along the differentiated model of care.
    • Elicit and document PNS of all HIV positive index KPs
    • Ensures HTS are provided for all eligible contacts of index clients
    • Ensures enrolment and initiation of ART for all positive contacts of index clients
    • In liaison with the adherence counselor, ensures regular monitoring of treatment adherence, community tracking of defaulters / lost to follow up clients and facilitate their return to care.
    • Provides treatment education, adherence counselling and peer support to assigned clients at health facilities and community following the adherence support schedule.
    • Facilitates active referrals of clients to treatment through escort services.
    • Reports and refer clients with adverse drug reaction appropriately.
    • In liaison with the adherence counsellor, maintains a log of all assigned clients contacts (descriptive addresses and phone numbers) and keeps comprehensive records of clinic appointments and interventions carried out to support them on retention.
    • Supports documentation of interventions in adherence services, monitoring and tracking tools for general and priority population.
    • Sensitize clients on the differentiated refills for stable clients.
    • Maintain confidentiality, respect privacy, and preserve the clients’ routine and independence as much as possible.

    Requirement:

    SI Associate: Data Analysis

    Job Description

    • Managing master data, including creation of dashboard, updates, and deletion. Provide quality assurance of imported data, working with quality assurance analyst if necessary.
    • Commissioning and decommissioning of data sets. Processing confidential data and information according to guidelines. Helping develop reports and analysis such as visualization and dashboard using power BI or Tableau.
    • Develop innovative and appropriate data visualization methods to convey key trends to a range of audiences.     Minimum Recruitment Standard

    • A Bachelor’s degree in Data Analytics, Data Science, Statistics, Mathematics or Computer Science / IT with a minimum of 3 years’ experience in a BI, data science or analyst role in an organization.
    • Master’s Degree in Data Analytics, Data Science, Statistics, Mathematics or Computer Science/IT or other related fields with a minimum of 2 years’ experience in a BI, data science or analyst role in an organization
    • Knowledge of statistics, specifically experimental design, and study.
    • Familiarity with common web and social tools (e.g., Google Analytics, social platform analytics).
    • Experience with data analysis tools, workflows, and building dashboards using tools like Tableau.
    • Strong analytical and quantitative skills
