    Security Officer

    Role Overview

    • Under the supervision of the Logistics and Maintenance Officer, the incumbent shall plan the Security Architecture of the Commission, secure premises, and personnel by patrolling property; monitoring surveillance equipment; inspecting buildings, equipment, and access points; and permitting entry.

    Role and Responsibilities

    • Organize the deployment of personnel from other Security Agencies at the ECOWAS Commission, Annexes, and the Liaison Office Lagos.
    • Carries out Security Survey to make adequate recommendations of the type of security equipment required.
    •  In collaboration with the security agencies, conduct threat and risk assessments, as and when required, of operations in the locations, ensure projects are implemented, identifying and implementing appropriate risk mitigation measures.
    • Assist the Supervisor in formulating a security plan for the Commission to include Community staff measures.
    • Provide inputs and assist in establishing, maintaining, and updating the Commission-specific security and contingency plans.
    • Perform all duties as an active member of the ECOWAS Security Unit.
    • Assist the supervisor in facilitating business continuity preparedness.
    • Assist the ECOWAS Security Unit in ensuring that staff of the Security Unit are provided with; and are proficient in the use of security equipment, including communication equipment’s, vehicle emergency equipment, and personal security safeguards required for work in the field.
    • Establish internal communication systems ensuring that they are properly integrated into the ECOWAS communication systems.
    • Provide advice on the selection and procurement of appropriate security equipment.
    • Provide orientation and training to staff members on security guidelines, communication procedures etc.
    • Assist the Supervisor in organizing security briefings for staff, draft regular Security and Travel Advisories, highlighting emergency procedures and existing restrictions in movement curfews, restricted and dangerous areas.
    • Support training courses on security issues/awareness and preparedness.
    • Implement decisions agreed at security management meetings.
    • Supervising private security guards attached to the Commission and assisting in the management of the security contract.
    • Coordinate armed backup and escort duties for staff members and statutory appointees, including Travel Security.
    • Prepare and maintain records on all security-related issues at all facilities of the Commission.

    • Perform any tasks as assigned by the supervisor.

    Academic Qualifications and Experience

    • Bachelor’s Degree in Organizational and Security Management, Criminal Justice, Public Administration, or any related field from a recognized University. specialized training in safety and security is desirable.
    • 3 years of progressively responsible experience with a Security organization (Governmental or Non-Governmental), Military or Paramilitary service.
    • Experience in protocol, public information, Intelligence, external relations, or any related area.
    • Knowledge and use of firearms, surveillance cameras, etc.
    • Familiarity with security administration, policies and procedures related to safeguarding of human lives and properties and procedures in a governmental or international organization.
    • Professional certification in Security Studies (Counterterrorism, Intelligence, or related fields) and/or membership in an Industrial or Corporate Security Association will be an added advantage.

    Programme Officer (PO) Landscape Restoration & Desertification

    Role Overview

    • Under the Supervision of the Principal Program Officer Natural Resources, the incumbent will be Contributing to the creation of a sub-regional institutional and legal environment conducive to the implementation of the ECOWAS Sub-Regional Action Program to Combat Desertification (SRAP).
    • Assist the Head of Division in the implementation of the Multilateral Environmental Agreements and related protocols.

    Role and Responsibilities

    • Assist alignment of the SRAP to Land Degradation Neutrality (LDN) Strategy.
    • Facilitate coordination and development of LDN regional targets and Observatory.
    • Assist in the development of regional initiatives projects and or programs to support Member States in the implementation of Sub Regional Action Programme to Combat Desertification in West Africa (SRAP) including LDN.
    • Contribute to the capacity building through training of the Member States for the implementation of their national LDN plans.
    • Provide support to build capacity of Member States in developing common positions for the negotiations prior to the Conference of Parties of the United Nations Convention to Combat Desertification (UNCCD).
    • Support the development a regional platform for SLM knowledge management.

    • The Program Officer Power System and Energy Security shall work in the Directorate of Energy and Mines under the direct supervision of Principal Programme Officer Conventional Energy (Power, Hydrocarbon).

    Academic Qualifications and Experience

    • 5 years of progressively responsible experience in finance, administration, budget, business administration or a related area; experience working in finance uniting an International Organization, NGO, or Multilateral Aid Agencies or equivalent; experience working with financial processes of pooled funds.

    • Under the supervision of the Principal Officer, Salary Policy & Pension Administration, the incumbent shall ensure the accuracy of staff pension records, update and ensure that staff insurance policies, processes, and procedures are fully complied with in line with staff regulations and international best practices.
    • He/She shall also analyze the claims system and process that supports the functions for Group Life / Accident and Travel insurance.

    Role and Responsibilities

    • Handle pension and insurance inquiries and complaints to ensure quick, equitable, courteous resolution.
    • Check the accuracy of active staff pension contributions and ensure their timely remittance to the ECOWAS Staff Joint Pension Fund (ESJPF).
    • Check the accuracy of retired and ex-staff pensions and liaise with the Pension Desk to ensure timely payment of their dues.
    • Prepare submissions for the payments to the supervisor.
    • Generate reports from the system (SAP/HCM) and prepare monthly update and submission of ECOWAS Commission and Agencies’ insurance list.
    • Follow-up Staff Insurance enrollment and exit processes and payments.
    • Compute retired and ex-staff pensions including timely payment of their dues.
    • Assist staff in resolving problems and questions regarding pensions and insurance.
    • Secure needed medical documentation required or requested by third-party insurance.
    • Collaborate with the Administrative Directorate on unpaid claims till claims are paid or only self-pay balance remains.
    • Review applications for insurance coverage, reports from loss control consultants, and other information to determine if applications for insurance are acceptable risks.
    • Utilize knowledge of automated systems to develop information for new or renewal policies.
    • Review and processes requests for cancellation, endorsement, etc;
    • Review policies for renewal consideration.
    • Ensure the maintenance of enrollment and claims records for all insurance and pension plans.
    • Maintain accurate and up-to-date records for pension and insurance programs.
    • Generate reports and analytics related to pension and insurance participation.
    • Provides professional assistance in handling staff insurance claims.
    • Follows up the process of reclaiming premiums.
    • Follows up settlement of premium payments.
    • Ensure compliance with relevant pension and insurance regulations.
    • Keep abreast of changes in legislation and adjust policies and procedures accordingly.
    • Studies and submits his/her recommendations about new insurance coverage.
    • Keeps insurance-related documents safe in soft and hard copies.
    • Communicate with employees regarding pension and insurance-related matters.
    • Maintain confidentiality of all information.
    • Performs other duties as assigned by the supervisor.

    Academic Qualifications and Experience

    • Bachelor's Degree in Management, Insurance, Social Sciences, or in a similar field from a recognized University.
    • 5 years of relevant experience in a private/public sector or international organizations.
    • Knowledge of HR Management best practices.
    • In-depth Practical knowledge of Pension and Insurance Management.
    • Knowledge of the Pension and Insurance Act.
    • Knowledge of human resources management operations including compensation and benefits salary policy, pension administration, insurance, employee terms and conditions of employment, monitoring, analytics, and reporting.
    • Knowledge of Staff Regulations, directives, and policies of relevance to the execution of duties associated with the position.
    • Knowledge of the insurance industry, particularly the area they work in, such as fire, life, accident insurance, etc;
    • Knowledge of the Community’s insurance policies, including what each policy covers.
    • Understanding and Knowledge of relevant laws such as the Privacy Act and the Human Rights Act.

    Role Overview

    • He/She shall ensure that Staff Benefits Payments are processed promptly and implemented in line with the extant regulations and procedures.

    Role and Responsibilities

    • Analyze, prepare, and input payroll data in the system such as SAP/HCM to produce accurate and timely payroll;
    • Support with all applicable regulations concerning staff benefits and compensation;
    • Prepare monthly, quarterly, and year-end reports (gross payroll, hours worked, vacation accrual, variations deductions, benefit deductions, etc.) of all staff;
    • Maintain current knowledge of applicable rules and regulations;
    • Study payroll systems and contribute to the continuous update and improvement of the payroll process, tools and overall system;
    • Facilitate staff understanding of payroll procedures and promptly address all staff inquiries and complaints;
    • Assist with process of performing comparative compensation survey to inform future salary adjustments.
    • Develop, and maintain a payroll, pensions, benefits, and allowances database.
    • Ensure accurate and timely preparation of staff salaries and other emoluments monthly.
    • Perform timely payment of terminal benefits.
    • Prepare payroll returns such as pension contributions and other payroll deductions and ensure the prompt payments of such returns.
    • Implement budgetary control procedures, propose virement where necessary and ensure that expenditures approved for payments have been provided for in the budget.
    • Perform monthly posting of payroll for all processed staff expenses in the system.
    • Keep all payroll records safe and confidential.
    • Review, certify, and refer for further action, financial documents such as a memorandum on payment request, giving an appropriate explanation as applicable.
    • Respond any request for information or clarification from internal and external auditors as well as any query that may arise from staff payroll concerns as requested by the supervisor.
    • Supervise support staff and decide on the correctness of documents processed.
    • Propose improvement and train staff on the correct applications of the Staff Regulation and relevant procedures.

    Academic Qualifications and Experience
