    Director of Finance and Operations

    Job Descriptions

    • Chemonics seeks a director of finance and operations for the anticipated USAID Strategic HIV/AIDS Response Program (SHARP) in Nigeria. SHARP aims to support the government of Nigeria in Bayelsa, Edo, and Lagos states to strengthen service delivery and health systems. Nigerian nationals are highly encouraged to apply.

    Responsibilities

    • Oversee all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, financial reporting, and accounting
    • Liaise with the Nigerian government, stakeholders, and counterparts in the public and private sectors
    • Write and contribute to reports and other deliverables
    • Coordinate all administrative support for program implementation, including setting up field offices, handling preparations for learning opportunities, and handling all financial aspects
    • Serve as the central point for coordination and communication within the program and with USAID for planning, human resources and contracts, and budgets
    • Scrutinize expenditures to ensure performance and outlays are commensurate
    • Manage programs to ensure that the HIV response is successful and cost-effective

    Qualifications

    • Master's degree in Accounting or a closely related discipline; and professional certification in accounting (equivalent to CPA)
    • Minimum seven years of experience in financial management of activities of similar complexity to SHARP  in Nigeria or a similar setting, including five years with U.S. government-funded activities
    • Demonstrated ability in developing and managing large budgets
    • Experience in West Africa preferred
    • Demonstrated knowledge of and experience with reporting requirements for the U.S. government and the U.S. President’s Emergency Plan for AIDS Relief
    • Excellent communication skills, both verbal and written
    • Demonstrated leadership, versatility, and integrity
    • Fluency in English required

    Technical Director

    Job Description

    • Chemonics seeks a Technical Director for the anticipated USAID Strategic HIV/AIDS Response Program (SHARP) in Nigeria. SHARP aims to support the government of Nigeria in Bayelsa, Edo, and Lagos states to strengthen service delivery and health systems

    Responsibilities

    • Support the chief of party with clinical and technical direction to reduce HIV incidences and AIDS-related mortality by increasing access to and the use of treatment and prevention services for all populations and by strengthening Ministry of Health governance
    • Supervise clinical teams, technical specialists, and staff while working closely with other project staff and Chemonics home-office staff
    • Use surveillance data to inform programming for activities that achieve epidemic control for all genders, ages, and risk groups
    • Scale evidence-informed combination prevention
    • Integrate data from legacy systems into a central data system to include patient management, commodities, and laboratory data
    • Ensure the technical soundness and appropriateness of all project assistance and clinical service delivery
    • Incorporate Nigerian HIV/AIDS Indicator and Impact Survey estimates in the planning process to maximize the impact of programming
    • Implement innovative strategies that demonstrably increase testing yields using index partner testing, reduce lost to follow-up through “recapture” campaigns using data to identify those who have fallen out of care and other approaches to address unmet needs and to close gaps in the treatment continuum
    • Oversee and monitor site-level performance, including clinical work planning, performance management, case finding, and care continuum linkage approaches
    • Identify issues and risks related to project implementation in a timely manner and make appropriate program adjustments

    Qualifications

    • Medical Doctor, with a Master's Degree in Public Health or a related field
    • Minimum seven years of senior-level experience with HIV prevention, treatment, or care and support programming in Nigeria or a similar setting
    • Minimum five years of senior-level management experience in the design, implementation, monitoring, and reporting of activities of similar size and complexity in Nigeria or a similar setting
    • Demonstrated knowledge and expertise managing projects of similar size and scope
    • Solid technical expertise in all aspects of addressing HIV/AIDS, including prevention, treatment, care and support, prevention of mother-to-child transmission, tuberculosis, and crosscutting areas such as health system strengthening
    • Excellent communication skills, both verbal and written
    • Demonstrated leadership, versatility and integrity
    • Fluency in English required.

    Director of Monitoring, Evaluation, and Learning

    Job Description

    • Chemonics seeks a Director of Monitoring, Evaluation, and Learning (MEL) for the anticipated USAID Strategic HIV/AIDS Response Program (SHARP) in Nigeria
    • SHARP aims to support the government of Nigeria in Bayelsa, Edo, and Lagos states to strengthen service delivery and health systems

    Responsibilities

    • Provide leadership and oversight of MEL activities, including data collection, analysis, quality, timeliness, and reporting
    • Ensure design and operation of MEL activities are in line with the USAID evaluation policy lead, and ensure standardization across country programs in indicators, data collection, and reporting
    • Oversee the collection of and reporting on program management, output, and outcome indicators by the country programs
    • Apply adaptive management strategies and facilitate learning activities to support staff to assess progress and continually refine programming
    • Lead the strategy and design of the program’s collaboration, learning, and adaptation activities and oversee implementation
    • Ensure the creation and dissemination of program learning through strategic communication
    • Manage the project’s MEL team and provide technical support to core and in-country teams

    Qualifications

    • Master's Degree in Epidemiology, Demography, Biostatistics, or a related discipline
    • Minimum five years of experience in monitoring, evaluation, and research in health development programs of similar complexity as SHARP in Nigeria or a similar setting
    • Minimum three years of experience managing MEL responsibilities for U.S. government-funded programs
    • Demonstrated knowledge and experience in data collection, analysis, and quality improvement, and quality assurance
    • Excellent communication skills, both verbal and written
    • Demonstrated leadership, versatility, and integrity
    • Fluency in English required.

    Chief of Party

    Job Description

    Qualifications

    • Master's Degree in Public Health, Social Science, International Development, or other related discipline
    • Minimum 10 years of senior-level management experience in the design, implementation, monitoring, and reporting of activities of similar complexity to SHARP in Nigeria or a similar setting
    • Solid technical knowledge in HIV/AIDS, malaria, tuberculosis, maternal and child health, health systems strengthening, quality improvement, and quality assurance
    • Skilled in high-level strategic visioning and project management, with experience in managing complex activities
    • Experience working with project counterparts, particularly senior-level officials from the government, private sector, and civil society
    • Proven leadership in the design, management, implementation, monitoring, and evaluation of USAID- or other donor-funded initiatives
    • Excellent communication skills, both verbal and written
    • Demonstrated leadership, versatility, and integrity
    • Fluency in English required.
