    Child Protection and Education in Emergencies Team Leader

    General Objective

    Reporting to the Deputy Chid Protection Project Manager, and in close supervision of Program Manager, the Child Protection and Education in Emergencies Team Leader is responsible for supervising and coordinating a number of Child Protection and Education program activities including Case Management, Psychosocial Support, Community Outreach, Formal and non-formal education and management and operation of Temporary Learning Sites. Responsibilities include direct management of a team consisting of 2 Case Work Officers, 1 PSS Officer, 2 Education Officers and 1 Community Development Officer. The post holder is expected to provide on-going technical support, mentoring and guidance to the project team to ensure child protection and education activities in the project locations are carried on a timely basis ensuring the high quality of the response.
    Responsibilities & Tasks

    Team & Human Resource Management

    • Participate in the identification, recruitment, training and management of staff members.
    • Provide appropriate training, mentoring, coaching and technical guidance of the team under her/his responsibility.
    • Participate in ensuring a positive working environment and good team dynamics (solve out potential conflicts) and follow the staff under his/her direct responsibility on a regular basis.
    • Follow up staff attendances, leaves and provide monthly attendance sheets to her/his manager to facilitate payroll process.

    Case Management

    • Ensure that the case management system for children and adults is aligned with the Inter-agency Case Management Guidelines, adheres and refers to the inter-agency standardized operating procedures and tools.
    • Ensure that Case Work Officers thoroughly follow the case management steps ensuring that each step is properly implemented and documented in the individual’s file.
    • Conduct weekly supervision meetings with all case worker officers, providing technical advice on cases and psychosocial support.
    • Map existing specialized services and make sure that the referral pathway is up-to-date to facilitate beneficiaries’ access.
    • Ensure data is collected systematically and accurately and logically presented to the line manager.

    Psychosocial Support

    • Under the supervision of the line manager and based on the assessment’s findings, design an array of age and gender appropriate psychosocial interventions for children, adolescents and caregivers.
    • Support the PSS Officer to draft a weekly activity schedule and revise it regularly as to make it adaptable to the evolving needs on the ground and according to the logistic needs and constraints.
    • Ensure that signs of mental health and psychosocial distresses are identified, registered and cared for in timely and quality manner through referrals when appropriate.
    • Train PSS Staff on basic concepts of case management in order to timely refer cases of  individuals at risk or of affected by protection concerns.

    Community Outreach

    • Conduct an initial assessment of the protection risks and concerns in his/her area of responsibility with an aim of defining contextually-relevant community mobilization strategy.
    • Under the supervision of the line manager and based on the assessment’s findings, design an array of age and gender appropriate social events, educational programmes, awareness raising sessions.
    • Ensure a close supervision of daily community outreach activities, support the staff in prioritizing interventions if needed, overcoming challenges and  seeking synergies with other actors.
    • Provide daily guidance and support to the staff, suggest  changes, updates and improvements of relevant awareness raising, psychosocial, educational activities when needed.

    Child Protection

    • Promote and ensure project activities are in line with child protection and humanitarian principles.
    • Ensure the project activities are well-integrated into the North-eastern Nigeria child protection system and humanitarian coordination practices and guidelines.
    • Ensure Tdh Child Safeguarding Policy and Child Protection Minimum Standards are mainstreamed through all the programmatic activities.
    • Report serious cases of abuse committed against children to the Child Protection Project Manager with respect to the confidentiality.

    Education in Emergencies

    • Liaise with humanitarian actors and government authorities for coordinated and harmonized education programming in the project areas.
    • Supervise and provide technical support to the project team members for the quality implementation of the educational activities.
    • Manage and update the monitoring tools used for the project on a regular and timely basis.

    Coordination & Representation

    • Work in close collaboration with Tdh partners and other key actors.
    • Coordinates with other Tdh sectors to ensure implementation of standardized activities and with other departments (programme and support) of Tdh Nigeria.
    • Participate in fora and meetings held at site level in her/his field of expertise, when relevant and necessary.

    Security

    • Comply with Tdh Security Regulations.
    • Contribute to updating the security plan on his/her area(s) of intervention.

    Community Development Officer

    General Objective

    Reporting to the Chid Protection Team Leader, with close support from the Deputy Child Protection Project Manager, the Community Development Officer is responsible to ensure quality implementation of the community mobilization activities, such as household-to-household outreach, awareness raising sessions and events for boys, girls, men and women, including community leaders, on the child protection and education themes. This inlcudes supporting and strengthening the community based child protection and education structures and mechanisms.

    Responsibilities & Task

    • In direct supervision of Project Team Leader, he/she will coordinate implementation of awareness raising sessions and events for girls, boys, men and women.
    • Identify child protection issues present in the community to inform development of the awareness raising sessions and events.
    • Contribute to drafting  the content of awareness raising sessions and events for various target groups.
    • Identify, train and support community Child Protection Focal Points/ Child Protection Committees on how to identify and adequately respond to cases of children at risk.
    • Contribute to the design of Information, Education and Communication materials and coordinate information dissemination within the community.
    • Hold regular meetings with the relevant stakeholders (local formal and informal authorities, CP and non-CP actors, public services) to familiarize them with the project, its objectives and engage them in its implementation.
    • Provide regular updates, reports, success stories and lessons learnt to the Team Leader, at periodic meetings or as requested.
    • Collect and document the data (attendace sheets, KAP surveys, questionnaires of satisfaction, pre post tests etc) in line with project indicators.
    • Work in close collaboration and in coordination with community memebrs, CP and non-CP actors, local authorities and public services operational at the project location.
    • Participate in internal / external meetings related to the project areas and communicate well on the outcomes with the line manger.
    • Establish strong communication and coordination channels with service providers operational at the project location.
    • Promote, and ensure project activities are in line with Child Protection Minimum Standards and humanitarian principles.

    Psychosocial Support (PSS) Officer

    General Objective

    Reporting to the Child Protection and Education in Emergencies Team Leader, the main purpose of this position is to carry out an array of age and gender appropriate psychosocial support activities for the most vulnerable and at-risk children, adolescents and caregivers with respect to their culture and contextual sensitivities. The activities will be well-integrated into North-eastern Nigerian protection system and humanitarian coordination practices and guidelines. The activities will be carried out in Borno State areas according to the evolving needs of the project.

    Responsibilities & Tasks

    Psychosocial Support

    • Conduct specific child-focused activities for psychosocial well-being and building resilience of most vulnerable and at-risk children and adolescents by ensuring a variety of activities that include active games, sports, expressive/creative activities, life skills, educational activities.
    • Mobilize adolescent boys and girls to launch empowering activities that suit their interest, promote their psychosocial well-being and create an opportunity for their direct social engagement at community level.
    • Conduct emotional group support sessions for caregivers.
    • Conduct awareness sessions on child protection issues and issues affecting the protection and well-being of children.
    • Provide basic counselling sessions to support children and their caregivers to better cope with difficulties, distress and enhance their resilience.
    • Identify vulnerable children and adults in a need of protection or support and conduct  referral to the case management team.
    • Establish and maintain positive and efficient relations with target beneficiaries, community members, humanitarian actors and all the other key stakeholders.
    • Ensure availability of the PSS materials and safe storage and maintenance of the PSS materials.
    • Prepare weekly activity schedule, keep record of newly registered beneficiaries, fill beneficiaries daily’s attendance lists and other reports as required by the line manager and ensure accuracy and timely submission.
    • Under the guidance of the Team Leader, conduct participatory monitoring activities to collect beneficiaries feedback and opinions on the quality and satisfaction of activities.
    • Provide supervision, mentorship and guidance to PSS volunteers.
    • Perform any other job-related duties as requested by the line manager.

    Child Protection

    • Promote inclusion and equal access for every child, paying particular attention to the most vulnerable and at-risk children.
    • Identify potential cases of children victims and/or at heightened risk of violence, abuse, exploitation and neglect and any other child protection concern or threat and report to the Case Work Officer.
    • Maintain strict confidentiality regarding information and data of beneficiaries at all times.
    • Ensure Tdh Child Safeguarding Policy and Child Protection Minimum Standards are mainstreamed through all the programmatic activities.
    • Report serious cases of abuse committed against children to the Child Protection Project Manager. Strict confidentiality must be respected.

    Coordination & Representation

    • Coordinates with other Tdh sectors to ensure implementation of standardized activities and with other departments (programme and support) of Tdh Nigeria as necessary
    • Represent Tdh project in fora and meetings held at site level in her/his field of expertise.

    Deputy Child Protecion and Education in Emergencies Project Manager

    General Objective

    Reporting to the Child Protection and Education in Emergencies Program Mananger, the Deputy Child Protection and Education in Emergencies Project Manager will provide oversight for implementation and follow up of child protection and education activities in a project locations of Borno State. He/she will provide  technical support and operational oversight for all the programmatic activities in the field location, guided by the agency specific project management tools. His/her roles and responsibilities will be laid down along managerial, reporting, technical and operational dimensions.

    Responsibilities & Task

    • Oversee implementation of the CP/EiE project activities in project location of Borno State, in accordance with the Project Follow Up and other project documents to ensure that objectives are reached and indicators are adequately and timely measured.
    • Directly supervise and support the field-based Team Leader, jointly shape weekly and monthly action plans and oversee their implementation.
    • In a close coordination with the field-based Team Leader, supervise PSS Officers, Case Work Officers and Community Development Officers to ensure that i) activities are carried out accountably and efficiently and are documented ii) gender is mainstreamed into activities iii) beneficiary’s participation is included from the onset of the project.
    • In a close coordination with the M&E Officer and Data Officer, ensure that the project database is regularly and accurately updated and the M&E plan is followed up in a timely manner.
    • Close and constant collaboration with the Logistics Department: contribute to development of Procurement Plans, submission of procurement and service requests and a close follow up on them, ensuring timely delivery of goods and services to the field location, drafting of and follow up on the weekly Movement Plans.
    • Close coordination with the Finance Department: participate in the FMT  revision meetings, follow up on payments of volunteers etc.
    • Close coordination with the HR/Admin Department: participate in revision of Job Descriptions, staff recruitment, staff performance appraisals, follow up on attendace records of staff and volunteers, field accommodation etc.
    • Close coordination with Capacity Building Officer: participate in identification of the knowledge and skills needs of the CP/EiE team under his/her supervision and ensure those needs are addresssed in a timely manner, contribute to shaping the training/workshop packages and their implementation.
    • Perform field monitoring visits to the project location on a regular basis providing technical and operational support to the field-based teams, identify potential additional needs of the teams and of the communities, make recommendations, and ensure appropriate action is taken. 
    • Participate in drafting narrative reports to the funding institutions, submit weekly/monthly reports to the CP/EiE Project Manager.
    • Actively participate in the CP/EiE needs assessments by mobilizing community members, conducting interviews, administering surveys and producing quality needs assessments reports.
    • Contribute to development of technical documents in the field of PSS, Case Management, community-based outreach as well as multi-sectorial programming.

    External coordination and representatio

    • Participate in the relevant inter-agency CPiE, EiE, general coordination meetings and fora to ensure that Tdh activities are well communicated, uncovered protection needs are identified and humanitarian and government actors are sensitized toward child protection needs, risks and concerns.
    • Routinely coordinate and collaborate with the CP/EiE, non-CP actors, government agencies in  Maiduguri and the field levels to effectively contribute to establishment of well-functioning referral pathways, avoid gaps and overlaps with other humanitarian actors and government agencies, and forge synergies with different service providers.
    • Contribute to development of a community network to facilitate the project acceptance and stakeholder’s contribution and ownership.

    Child Protection and Education in Emergencies

    • Promote, and ensure project activities are in line with Child Protection Minimum Standards, humanitarian principles and Education in Emergencies standards.
    • Ensure that project activities are well-integrated into the Northeastern Nigeria child protection system and humanitarian coordination practices and guidelines.
    • Ensure Tdh Child Safeguarding Policy and Prevention of Sexual Exploitation and Abuse Policy are respected at all times, cases of abuse are reported through established reporting channels in a timely and confidential manner.

    Capacity Development Officer

    General Objective

    Reporting to the Chid Protection and Education in Emergencies Program Manager, with close support from the Deputy Child Protection and Education in Emergencies Project Manager, the Capacity Development Officer is responsible to support the development and implementation of the capacity development strategy including designing or adapting capacity development tools, systems and assessment methodologies in the areas of Child Protection and Education in Emergencies.

    He/she proactively identifies external opportunities for increasing the technical capacities of staff in Child Protection and Education in Emergencies and other cross cutting themes.

    Responsibilities & Task

    Capacity Building and Development

    • Conduct regular staff training need assessments of child protection and education teams, including volunteers, and other staff to be trained in child protecion and education thematic areas.
    • Develop a staff capacity building plan responding to regular needs assessment in coordination with the Child Protection and Education Program Managers with technical guidance from the Project Coordinator.
    • Regularly review Child Protection staff progress through field supervision/observation, meetings and other forms of evaluation to inform need for additional trainings.
    • Develop/adapt training modules on areas retated to child protection and education in emergencies in line with Tdh thematic policy and operational guidance and inter-agency standards and best practices.
    • Develop and update individual training file for each staff that tracks attended  trainings either internal or external according to each individual need assessment and response plan.
    • Identify and promptly inform the line manager on upcoming training opportunities in Nigeria to maximize access to training opportunities.

    Project(s) Co-operation

    • Liaise regularly with the Program Manager on training and development needs of child protection and education teams to meet project needs.
    • Identify and share with Project Manager and/or staff any resources that can support field staff to meet the objectives of the project(s).
    • Provide support to Program Manager in designing modules and tools relating to activities aiming to build the capacity of local actors (i.e. inputs on contents and methods of delivery) and support in conducting the trainings/sessions as required.
    • Store and update the training packages/contents on agency platforms in coordination with Program Manager.

    Coordination and representation

    Coordinate with other Tdh sectors to ensure mainstreaming and implementation of standardized activities.
    Liaise with other humanitarian actors to seek opportunities for capacity development of child protection and education staff.

    Logistics:

    Handle logistic preparations prior to sending Tdh staff to external trainings;
    In charge of identifying training venues, collecting information regarding potential costs arising from internal and external training opportunities and promptly inform the Program Manager.
