    Disease Surveillance Consultant

    Role description

    • The Disease Surveillance Consultant will support the state in strengthening disease surveillance and response systems. The role involves conducting epidemiological analyses, coordinating data triangulation, leading outbreak investigations and RRT activities, and ensuring effective use of digital tools like SORMAS. The consultant will also build capacity of health workers, facilitate stakeholder coordination, and produce regular surveillance and performance reports.

    Job Responsibilities

    • Conducting routine epidemiological analysis, including trends, descriptive epi, and cluster analysis
    • Producing weekly and monthly epidemiological summaries for decision-making
    • Supporting the state to use GIS mapping to visualize disease trends and immunization gaps, and leading data triangulation between surveillance data, RI performance data, and demographic data
    • Leading Rapid Response Team (RRT) activities in collaboration with PHEOC and ensuring activation of incident management structures when required
    • Supporting after-action reviews (AAR) and simulation exercises
    • Participate in joint supportive supervision using national tools, tracking and reporting key performance indicators (KPIs) for surveillance and immunization
    • Support development of corrective action plans for underperforming LGAs
    • Representing the project at State EOC meetings, EWG meetings, surveillance TWGs, and immunization coordination meetings
    • Maintaining strong liaison between Sydani, SMOH, SPHCDA, NCDC, WHO, UNICEF, and relevant partners
    • Ensuring effective utilization of digital surveillance platforms
    • Capacity building for officers on SORMAS data entry, interpretation, and troubleshooting and supporting integration of community event-based surveillance where applicable
    • Support forecasting and distribution of surveillance commodities (sample kits, forms) and strengthen sample referral pathways and cold-chain requirements

    Deliverables

    • Weekly Epidemiological report  
    • Monthly surveillance performance reports  
    • Quarterly hotspot and trend analysis report
    • Routine updates on all facilitated meetings and engagements
    • Updates State EPR plan
    • Monthly surveillance data quality assessment reports
    • Analyzed data and insights into the state’s disease surveillance performance  
    • Investigative reports on suspected cases, including findings and recommendations

    Required Competencies

    • Strong skills in epidemiological and data analysis, including trend and cluster analysis.
    • Proficiency in digital surveillance tools such as SORMAS, DHIS2, and GIS mapping applications.
    • Ability to triangulate data from multiple sources (surveillance, RI, demographic) for decision-making.
    • Experience in outbreak investigation, rapid response, and incident management.
    • Strong report writing and data visualization skills for technical and management audiences.
    • Proven capacity for stakeholder coordination and teamwork across government and partner agencies.
    • Excellent communication, training, and problem-solving abilities.

    Required Qualifications and Experience

    • Minimum of a Bachelor’s degree in Epidemiology, Public Health, Medical Laboratory Science, Community Health, Statistics, or other related health sciences
    • Master’s degree in Epidemiology, Field Epidemiology (FELTP), or Public Health is highly desirable
    • At least 5 years of progressive experience in public health surveillance, epidemiology, or immunization programs at state or national level
    • Proven experience working with disease surveillance systems, including SORMAS and DHIS2
    • Experience supporting outbreak investigations, rapid response, and incident management
    • Previous engagement with state or national health institutions (e.g., SMOH, SPHCDA, NCDC, WHO, UNICEF) is preferred
    • Demonstrated experience in data management, analysis, and interpretation for decision-making
    • Field experience in VPD surveillance and EPR (Emergency Preparedness and Response) will be an asset

    National M&E Officer

    Role description

    • The National M&E Officer will provide technical leadership for all monitoring, evaluation, learning, and data quality activities for the STRICAAN Project implemented across Adamawa and Niger States. The officer will ensure high-quality data collection, analysis, reporting, and use of evidence to guide strategic decisions aimed at improving immunization coverage among zero-dose and under-immunized children. They will support state-level M&E structures, strengthen community-level data systems, ensure compliance with donor reporting requirements and ensure improved and accurate data reporting on DHIS2 and provide regular feedback and visualization of project data at the National level.

    Job Responsibilities

    • Liaise with the LGA-level Supervisors to ensure data reporting on the DHIS2 platform
    • Attend weekly meetings with the LGA Supervisors and M&E team to monitor progress and evaluate performance against established benchmarks
    • Develop and maintain dashboards across all thematic areas to track activity progress and measure key performance indicators for program success
    • Attend weekly check-in meetings and provide comprehensive progress reports on all ongoing activities
    • Attend monthly data consolidation meetings at the National level and state-level data review meetings 
    • Prepare and submit monthly reports documenting overall project progress in both Adamawa and Niger States, in accordance with agreed-upon reporting formats and timelines 

    Deliverables 

    • Weekly report to project team to provide progress updates on all ongoing activities 
    • Monthly consolidated project progress reports for both Adamawa and Niger States  
    • Project data and progress presented monthly at national working group meetings 
    • End‐of‐contract summary report of immunization performance, lessons learnt, recommendations for sustainability 
    • Support to state leadership across Adamawa and Niger state to co-develop state-level action plan or technical note on immunization strategy 
    • Development of the project dashboards to track progress across all thematic areas 

    Required Competencies

    • Strong understanding of monitoring and evaluation principles, methodologies, and tools
    • Proficiency in data management, analysis, and visualization using statistical software such as Excel, Power BI, STATA, SPSS, or other analytical software
    • Excellent analytical and problem-solving skills, with the ability to interpret complex data and generate actionable insights
    • Effective communication and interpersonal skills, with the ability to liaise with diverse stakeholders
    • Proven project management abilities, including the ability to prioritize tasks, meet deadlines, and work under pressure
    • Demonstrated commitment to quality, accuracy, and attention to detail in all aspects of work
    • Ability to work independently as well as collaboratively in a team-oriented environment
    • Knowledge of immunization policies, strategies, and best practices is preferred
    • Familiarity with health information systems and electronic data collection tools is an asset

    Required Qualifications and Experience

    • Advanced degrees in Public Health, Health Economics, Health Policy, Finance, or related field Public Health, Statistics, Epidemiology, Demography, Social Sciences, or related and a Master’s degree (MPH, M&E, Biostatistics, Epidemiology) is an added advantage
    • Minimum of 3–5 years professional experience in monitoring and evaluation for health or immunization programs
    • Proven experience working with DHIS2, RI data systems, defaulter/zero-dose tracking tools, and household data collection
    • Experience supporting M&E across multiple states or large-scale health projects
    • Demonstrated experience conducting data quality assessments, supportive supervision, and field monitoring
    • Experience writing performance reports is an advantage
    • Ability to design dashboards and data visualization products
    • Previous experience in capacity building, training, or technical assistance related to M&E activities is an advantage.
