    Gender Integration Analyst

    Description and Objectives

    • The Gender M&E Officer will support the Gender Integration Specialist in strategizing, implementing, tracking, and documenting gender mainstreaming activities within SCIDaR in a bid to ensure effective gender mainstreaming, and performance measurement and provide valuable insights to inform decision-making and enhance program effectiveness.

    Technical Responsibilities

    Monitoring and Evaluation Planning:

    • Collaborate with the Gender Integration Specialist to develop gender-sensitive monitoring and evaluation frameworks, tools, and indicators;
    • Develop gender-specific data collection methodologies and data management systems in collaboration with the Gender Integration Specialist;
    • Support the design and implementation of baseline and end-line assessments related to gender mainstreaming within SCIDaR and across projects.

    Data Collection and Analysis:

    • Coordinate the collection of gender-disaggregated data, both qualitative and quantitative, from various sources;
    • Conduct data cleaning, analysis, and interpretation using appropriate statistical tools and techniques;
    • Ensure data quality and integrity through rigorous validation and verification processes;
    • Identify trends, patterns, and gaps related to gender mainstreaming and provide insights for decision-making.

    Reporting and Documentation:

    • Prepare regular reports on gender-related indicators, progress, and outcomes;
    • Contribute to the development of comprehensive project reports, including the integration of gender-related findings and recommendations;
    • Ensure timely and accurate reporting to internal and external stakeholders.

    Learning and Knowledge Sharing:

    • Facilitate knowledge sharing and learning within the SCIDaR and global communities of practice on institutional gender mainstreaming by documenting best practices, lessons learned, and success stories related to gender integration;
    • Support the organization of workshops, seminars, and other platforms for sharing gender-related insights and experiences.

    Required Competencies

    Core requirements

    • Compelling evidence of interest in and commitment to the mission of SCIDaR;
    • Demonstrated experience in designing monitoring and evaluation frameworks, with a focus on gender integration and mainstreaming;
    • Knowledge of research and evaluation methodologies, including experimental design, sampling techniques, data quality assurance, research ethics, and data protection methods;
    • Good understanding of result-based management principles, including setting SMART objectives, tracking progress against indicators, and conducting evaluations to assess program effectiveness and impact;
    • Computer usage skills with proficiency in Microsoft Word, Excel, and PowerPoint;
    • Strong data collection and analytical skills with proficiency in at least one of STATA, SPSS, R, and/or Excel (advanced functions);
    • Fast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace;
    • Knowledge of gender equality frameworks, international development principles, and best practices;
    • Excellent written and verbal communication skills, with the ability to present complex information in a clear and concise manner;

    Education and Experience 

    • Academic Training: A Bachelor’s degree, MBA, or Master’s Degree in Applied Statistics, Data Analytics and Information Systems Management, Gender Studies, Development Studies, Public Health, Social Sciences, or a related field;
    • Experience:
      • 3-5 years of relevant experience in monitoring and evaluation or related research roles, demonstrating their ability to design and implement monitoring and evaluation activities, analyze data, and contribute to reporting;
      • Experience with different data collection methods (surveys, interviews, focus groups) and proficiency in data analysis software (Excel, SPSS, or qualitative analysis tools);
      • Familiarity with M&E frameworks and experience using M&E tools and software;
      • Experience in preparing reports, documenting findings, and effectively communicating M&E results to different stakeholders.

    Terms of Appointment

    • This is a full-time position based at SCIDaR headquarters in Abuja, Nigeria;
    • Remuneration and benefits will be commensurate with qualifications and experience;

    Gender Integration Specialist

    Description and Objectives

    The Gender Integration Specialist will provide strategic technical and operational guidance in the design, implementation, and management of gender mainstreaming across SCIDaR on the level of corporate culture and through its programs.

    Technical Responsibilities

    • Provide strategic leadership in developing and implementing a comprehensive gender integration strategy across all levels and areas of the organization;
    • Conduct audits to assess existing opportunities and challenges within SCIDaR’s structure, functions, processes, and programming to identify gender inclusion gaps and areas for improvement;
    • Contribute to formative research and audits to identify key achievements and constraints related to gender within SCIDaR’s areas of impact, ensuring evidence-based practices address identified constraints;
    • Support project design and management processes to incorporate gender integration objectives and goals into programming and new business development;
    • Design and deliver capacity-building training and interventions for SCIDaR staff and stakeholders on gender equity in programs and practices;
    • Collaborate with M&E teams to develop metrics, tools, and mechanisms for effectively measuring, tracking, and documenting gender integration results across all projects;
    • Ensure M&E systems are utilized as intended to deliver expected outcomes on an ongoing basis;
    • Provide technical input, support, supervision, coaching, and quality assurance for all gender initiatives within SCIDaR;
    • Contribute to the development of communications and knowledge materials to promote gender equity and inclusion;
    • Facilitate the institutionalization of gender mainstreaming through ongoing review and revision of organizational processes and policies to foster a sustainable gender-equitable organizational culture;
    • Collaborate with senior management to introduce and institutionalize a gender-integrated culture across SCIDaR;
    • Document and share best practices, emerging trends, and lessons learned for policy dialogue, advocacy, and future programming;
    • Lead the preparation of gender mainstreaming technical reports for donors and stakeholders;
    • Provide guidance on project budgeting related to gender issues;
    • Serve as an advisor on all matters related to diversity and gender inclusion.

    Institutional Leadership Responsibilities

    As an institutional leader and a part of SCIDaR’s Management Team, the Gender Integration Specialist will be required to contribute substantially to organizational strategy and management in ways including, but not limited to:

    • Support for executive management as needed with institutional representation; planning and budgeting; people development, and general leadership and oversight for the organization especially concerning matters related to gender equality;
    • Support the technical development of proposals as required or assigned;
    • Participate as required in the comprehensive in-house professional development program that includes new staff onboarding and orientation; in-class training sessions; staff mentoring program etc.

    • Experience:
      • Minimum of ten years of demonstrated experience in research, policy formulation, program design, or program development experience working on gender issues;
      • Experience in designing and conducting gender analyses and developing gender-focused strategies and policies;
      • Experience in gender-mainstreaming within organizations and/or gender integration within program design;
      • Experience conducting organizational change management initiatives preferred.

    Strategic Information Lead (SI Lead)

    Description and Objectives

    • The Strategic Information Lead will execute the day-to-day implementation plans, provide technical assistance, mentor facility staff onsite and oversee Data assistants’ activities on ASPIRE project in one of the following states: FCT, Nasarawa, or Rivers.

    Key Responsibilities

    Monitoring and Evaluation

    • Review program data to establish performance and identify bottlenecks in implementation and draw insights for program direction
    • Coordinate routine program data collection, collation, analysis, and dissemination to guide evidence-based decision making
    • Coordinate program reporting and updates on implementation progress across key performance indicators to manage expectations
    • Ensure efficient archiving of program data

    Team Leadership/Technical Assistance

    • Oversee day-to-day activities of Strategic Information officers;
    • Coordinate the development of team’s workplan, review, and track team’s daily activities
    • Organize and facilitate the onboarding of new SI officers, data assistants, and surge monitors
    • Coordinate routine capacity building for SI officers
    • Provide technical assistance to SI officers on effective data review, collation, dissemination, utilization, and storage
    • Coordinate routine technical assistance visits to supported facilities and track support outcomes
    • Coordinate SI team’s problem-solving and check-in meetings
    • Coordinate routine program reporting to funder and relevant stakeholders; weekly, monthly, and quarterly reports
    • Support team on program strategy design and implementation
    • Support real-time data utilization for decision-making on the program
    • Coordinate the utilization of M&E tools and facilitate tool request and allocation to team members
    • Coordinate routine Data Quality Assessment exercise, analysis, and report dissemination for intervention planning
    • Evaluate Strategic Information officers’ performance with constructive feedback on better performance and support plan to achieving agreed milestones.

    Stakeholders’ engagement

    • Coordinate discussion document development for program review meetings and other stakeholders’ engagements.
    • Participate in program review meetings, other stakeholders’ engagements and coordinate participation of team members.

    Other responsibilities

    • Participate in joint, cluster, and partner problem-solving and learning sessions to share knowledge, best practices, challenges, and progress on program implementation.
    • Engage actively with relevant stakeholders to foster good relationship with the organization.
    • Support any other tasks as may be required by the Program Manager and Project Director.

    Required competencies

    Core requirements

    • Working knowledge of Nigeria’s health and social service information systems and M&E processes as it relates to data collection for performance-based reporting with understanding, experience, and competency in working with OVC and HIV community-led organizations;
    • Strong data analytics with proficiency in statistical package (Advanced Excel), Microsoft Offices, visualization, and presentation skills;
    • Excellent understanding of PEPFAR MER and OVC indicators, data collection methodology, and data quality issues;
    • Ability to develop indicators and data collection tools and assess data quality;
    • Proficiency in the use of diverse databases including DHIS, DATIM, NMRS, ACCESS, and knowledge of relevant database query languages;
    • Proficiency in the use of Microsoft PowerPoint for data visualization and presentation;
    • Strong communication skills (written, and verbal).

    Education and Experience 

    • Academic training: Minimum of a Bachelor’s degree in public health, epidemiology, monitoring & evaluation, demography, biostatistics, statistics, analytics, science/computer science, or a related field is required.
    • Experience: Experience in USG-funded programs designing, establishing, and managing M&E systems, ensuring data quality, and managing M&E systems. Previous experience conducting State/LGA and Facility data assessments and data reviews.

    Senior Finance Officer

    Description and Objectives

    • The Senior Finance Officer provides technical financial management and supervision to colleagues, clients, and stakeholders of SCIDaR.
    • S/he will work directly with the Head of Finance to provide guidance on funding information, budgetary control and management, regulatory compliance, monitoring of expenditures, financial reporting, project accounting and cash management, cost analysis, and compliance for all projects across SCIDaR to ensure effective and efficient utilization of resources in line with SCIDaR financial management policies and procedures.

    Technical responsibilities

    Financial Management and Reporting

    • Responsible for implementing SCIDaR’s finance strategy across all projects;
    • Preparation and reporting of monthly intercompany and project reconciliations and coordination of month-end reporting cycles for the firm in line with SCIDaR and donor requirements;
    • Work with the Head of Finance to provide, analyze and interpret financial information to EMT while recommending further courses of action to drive business performance and aid decision-making;
    • Perform the analytical procedure on key financial statement captions;
    • Work closely with Program Managers to plan, budget, and monitor costs across all projects;
    • Transforms and oversees the continual improvement of financial management operational systems, processes and policies, and quality assurance processes;
    • Manage and monitor financial metrics, KPI tracking, and reports for intercompany and all SCIDaR projects.

    Audit and Compliance

    • Review financial transactions and reports within SCIDaR and across projects to ensure compliance with all donor regulations and relevant laws;
    • Work closely with the internal audit team to continuously develop and seek out methods for minimizing financial risk to the firm;
    • Acts as a focal point for the management of process/report reviews by internal and external auditors to ensure seamless review process and implementation of recommendations;
    • Develop and employ financial oversight and control mechanisms and procedures to ensure that all program expenses are in line with SCIDaR’s financial policies, procedures, and rules and regulations.

    Financial Administration

    • Oversee and supervise operations of the finance department, set goals and objectives, and design a framework for these to be met;
    • Review and approval of staff financial requests on the organization’s ERP to confirm compliance with relevant donor agreements and organizational policies;
    • Review of the entity’s statutory remittances deductions and remittances to ensure adherence to enabling regulations;
    • Preparation of monthly invoices and billing for all projects across SCIDaR.

    Education and Experience 

    • Academic training: Minimum of Bachelor’s degree or its equivalent in Financial Accounting, Economics or a related Social Sciences;
    • Professional credentialing: Additional professional accounting qualification/certification such as ACCA or ICAN;
    • Experience: Minimum of 4-6 years progressive experience in a similar role
    • Consulting experience: in strategy and financial management in top consulting firms is a major plus.

    Program Manager

    Description and Objectives

    • The Program Manager will provide technical and operational leadership for the execution of assigned SCIDaR programs.
    • This will involve day-to-day management of all program workflows and provision of direct oversight for Program team executing assigned program activities.
    • She/he will bear ultimate responsibility for all team deliverables and lead program-related interactions with primary clients as well as other relevant stakeholders.
    • The Program Manager will also be responsible for providing program status updates and supporting the Program Director for financial planning.

    Technical Responsibilities – Program Management

    • Lead day-to-day execution of program activities and manage workflows of assigned SCIDaR Program team
    • Monitor program risks and troubleshoot program challenges, identify and implement creative solutions
    • Ensure close collaboration and coordination with partner organisations to guarantee smooth implementation of activities and achievement of results
    • Lead all program activities and be the primary contact point for donor program officers and other stakeholders
    • Facilitate routine technical problem-solving sessions with the primary client and relevant stakeholders to brainstorm implementation challenges and align on decisions to guide the path forward
    • Regularly monitor and review program activities to ensure quality, accountability, and contractual compliance with agreed deliverables and performance indicators as per the scope of work
    • Lead the preparation of monthly/quarterly technical and financial reports (the latter will be in collaboration with the designated Finance Officer)
    • Support individual team members to identify and document learning goals at the beginning of the program (or new staff upon joining an existing program), facilitate feedback sessions to track their progress, and provide on-the-job mentoring to fill identified competency gaps
    • Coordinate routine archiving of all program documentation on the organization’s shared drive, and oversee cleanup of all documents at the close of programs
    • Participate in periodic organization-wide events to share critical insights from the program with other managers and directors

    Institutional leadership responsibilities

    • Review and approve all program team travel in-line with SCIDaR’s travel policies to ensure safety and efficiency for all staff
    • Ensure deployed ICT infrastructure and support services are used and maintained appropriately while in the custody of the program team
