    Manager, Field Site LN

    JOB SUMMARY:

    • The Field Site Manager’s primary duty is to facilitate humanitarian programming at a specific field site location according to program design, budget and timeline. The Field Site Manager enables program implementation and supports the functions of programs, logistics, finance, and administration at the field site location. The Field Site Manager is the representative of the IMC mission in that particular field location.

    MAIN TASKS AND RESPONSIBILITIES

    Program Management

    • Monitor programming in collaboration with technical departments leads to assure timely and efficient implementation in accordance with humanitarian principles, IMC rules and regulations and donor requirements in the area.
    • Promote positive leadership within field site through regular and efficient internal coordination meetings.
    • Manage programming activities for timely implementation of all activities listed in the proposal.
    • Assist teams in the development and execution of work plans.
    • Track monthly expenditure and project future expenses in reference to activities being implemented at field sites
    • Coordinate activities with implementing agencies in the area to avoid duplication and to address gaps in service.
    • Regularly update country office on progression of programs as per protocol

    When applicable:

    • With support from the country MEAL team, ensure monitoring and evaluation systems are in place for effective program reporting, for use in coordination with program staff.
    • Ensure availability of up-to-date information on the affected and targeted community and coordinates beneficiary lists and numbers with different stakeholders. 
    • Ensure program implementation is on time, target and budget, using available M&E systems to reach desired impact.
    • Make sure program data is updated on regular basis. 
    • Work with staff to submit timely and high-quality data and reports.
    • Human Resources Management and Capacity Building 
    • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
    • When applicable, oversee logistic and administrative actions of the programs in the field site
    • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
    • Support country office HR on the recruitment and orientation of new team members as necessary in collaboration with program management.
    • Promote shared understanding of IMC rules and regulations through ongoing training for staff.
    • Assist in developing staff capacity and deliver/monitor the implementation of the plan.
    • Contribute to country team-building efforts, help team members identify problem-solving
    • options and ensure the integration of all team members into relevant decision-making processes
    • Monitoring, Evaluation, Accountability and Learning
    • Integrate MEAL approaches and activities into program plans and operations, outlining how MEAL will be implemented at each stage of the program cycle.
    • Support country MEAL team in establishing MEAL system, data collection tools, and a formal mechanism to capture, monitor, respond to and act on feedback and complaints from communities. 
    • Ensure all staff and volunteers receive basic communication and complaint handling skills training.
    • Ensure their staff know how to receive, record, and refer (to the CBFRM) feedback and complaints should they be approached by a member of the community.  
    • Ensure their staff know how to provide basic informed consent (explaining what happens to feedback/complaint, timeline, how they can contact IMC, how/when they should receive a response from IMC, rights/limitations regarding anonymous complaints, etc.).
    • Based on findings, lessons, feedback and assessment data generated from MEAL system, identify and utilize the best approaches to provide communities with relevant and actionable life-saving and life-enhancing activities and information.

    Security 

    • Work closely with Security Management Teams and CD to ensure that Standard Operating Procedures are developed for the field site areas of operations. Assist in the revision of security plans.
    • Ensure staffs are aware of and are able to follow standard operation procedures.
    • Understand and monitor changes in the surroundings and alert security managers to changes.
    • Develop a network to get relevant security information. Develop good contacts to cross check contextual changes.

    Representation

    • Promote IMC’s work and liaise with relevant external stakeholders, local leaders and government officials.
    • Generate a positive image of IMC and its personnel in the field site location
    • Represent IMC to UN and INGO community and build collaborative partnerships with NGO partners, sub-grantees, and other stakeholders.

    Job Requirements

    MINIMUM QUALIFICATIONS

    • Typically, a Bachelor’s Degree in related field is preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.
    • Typically, 5+ years of relevant and progressive NGO project and personnel management experience in humanitarian or development contexts, including a minimum of 2 years of international work experience in an operations management role
    • Experience in project management in the humanitarian sector
    • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
    • Good understanding of financial management and strategic planning

    Pharmacist, Dispensing

    JOB SUMMARY:  

    • The Dispensing Pharmacist will be responsible to dispense medicines and medical commodities to beneficiaries, provide patient counselling, and keep accurate documentation of stock movement.

    • Dispense medicines to beneficiaries, provide patient counselling, and keep track of consumption

    • The National Medical Doctor is responsible for overall patient care including promotion of the health and safety of patients by conducting a thorough triage, careful history taking, physical examination, essential laboratory/radiology investigations, diagnoses, treatment, and referral as well as education of patients and their care giver.

    JOB SUMMARY  

    • The Nurse will work to contribute to an improvement in the overall health of the targeted population through the provision of quality health care (curative, preventive health care).

    Medical Doctor (National) - Gwoza

    Officer, Pharmacy

    JOB SUMMARY:  

    • The main responsibility of the pharmacy officer is to ensure that all pharmaceuticals and other medical commodities are made available to the appropriate IMC-supported facilities within given area of responsibility by coordinating with the different IMC departments – logistics, programs and finance. This responsibility will entail knowledge in supply chain management, familiarity with the country’s pharmaceutical policies and regulations including importation regulations and IMC’s logistics policies and procedures. The pharmacy officer is expected to contribute to the program by ensuring that appropriate medical commodities are provided at the highest quality in appropriate quantity needed for the implementation of IMC’s programs.

    MAIN TASKS AND RESPONSIBILITIES

    • Responsible for the pharmaceutical chain management at the assigned field office in consultation with the technical supervisor, health program manager, logistics manager and/or designates. 

    Representation: 

    • Represents the pharmacy department in all pertinent field site meetings internally within IMC 
    • Supports the health program manager and/or designate during discussions on medical commodities with field level counterparts in relevant meetings such as sub-national health cluster meetings.

    Proposal Development:

    • Contributes to field inputs on medical commodities pertinent to the project design 
    • Draft and submit bill of quantities of medical commodities in accordance with host country and donor approved formularies within approved project scope and budget limitations 
    • Contribute to the identification of outsourcing of additional medical commodities to augment donor procured items to ensure comprehensive support according to project design

    Quality Control:

    • Leads the field site health unit in ensuring that all pharmaceuticals and other medical commodities which includes medical and laboratory equipment and supplies are at par with globally accepted standards 
    • Upon the confirmation of the chief pharmacy officer, participates as the technical expert during vendor pre-qualification and vendor verification processes at field site level
    • Promotes the highest standards of supply chain management through the adherence of WHO standards in the acquisition, storage, delivery, distribution and disposal of medical commodities

    Reporting:

    • Ensures that pending stock outs, damaged medication or any other irregularities observed with regard to the use of pharmaceuticals and other medical commodities are reported in a timely manner to pertinent staff including the technical supervisor, health program manager and field site coordinator
    • Counter check any submitted monthly consolidated consumption and stock reports 

    Documentation:

    • Draft donation letters and prepare goods issue orders according to requests received from pharmacists at supported health facilities as verified through consumption records and inventory stock reports 
    • Maintain hard and soft copy files for all documents relating to procured, received gifts in kind, and donated medical commodities including records of pharmaceutical disposal of expired or unusable items as per host-country and donor guidelines

    Monitoring and Evaluation:

    • Coordinates with the MEAL department to ensure that regular monitoring of pharmacies and storage within supported health facilities are conducted 
    • Ensures that all sites maintain updated stock inventories, record usage through consumption reports and provide feedback on near expiring medications, impending stock outs as well as slow moving medical commodities 

    Warehouse and Storage:

    • In collaboration with the medical commodities officer, ensures that medical commodities in the IMC warehouse are received, stored and transported in accordance with internationally accepted standard practices including tracking expiration dates, First Expire - First Out policy, bin cards, stock cards, tracking registers, re-order thresholds, cleanliness, temperature monitoring and other tasks pertinent for the maintenance for the viability and storage of pharmaceuticals and other medical commodities
    • Follow up on pharmaceutical and other medical commodities stocks and communicate the need to request for replenishment
    • Ensure tracking of over-utilized and under-utilized items and advise program manager and senior medical officer

    Other responsibilities:

    • Adhere to administrative directives with regards to work schedules, record keeping, patient communications, re-stocking of essential pharmaceuticals and other medical commodities
