    Engaging Men Through Accountable Practices (EMAP) Assistant

    Job Summary

    • CARE is seeking an EMAP Assistant to support the implementation of gender-responsive peacebuilding activities, focusing on engaging men in accountable practices to promote gender equality and reduce gender-based violence (GBV). Working closely with the EMAP Officer and under the supervision of the Conflict and Peacebuilding Coordinator, the Assistant will help mobilize communities, facilitate training, and ensure inclusive participation in local peacebuilding structures. This role is critical in strengthening community resilience and fostering peaceful coexistence.

    RESPONSIBILITIES AND TASKS:

    Programme Design and Technical Leadership

    • Support the implementation of the EMAP (Engaging Men through Accountable Practice) approach within the community to prevent GBV and promote gender equality.
    • Support the integration of gender-sensitive approaches in peacebuilding initiatives.
    • Assist in organizing and facilitating community dialogues and sensitization sessions.

    Strengthening Peacebuilding Structures 

    • Mobilize and register male participants in collaboration with local peace committees (LPCs), religious leaders, and project staff.
    • Help organize and facilitate community dialogues and sensitization sessions.
    • Promote inclusive representation in community-based peace structures.

    Innovation and Strategic Development

    • Contribute to the documentation of success stories, lessons learned, and challenges to inform program improvement.
    • Promote positive masculinity, respectful behaviours, and support for women and girls through guided reflection and group dialogues.

     Capacity Building and Technical Support

    • Support the delivery of training and sensitization sessions on EMAP, gender equality, GESI, and GBV prevention in schools, communities, and with government stakeholders.
    • Support the delivery of training sessions on gender equality, GBV prevention, and conflict resolution.
    • Assist in preparing training materials and logistics for workshops and meetings.

    Mainstreaming Conflict Sensitivity and Learning

    • Collect and document field-level data, success stories, and lessons learned.
    • Participate in monitoring and evaluation of EMAP activities including session attendance tracking, feedback collection, and behavioural change observations.

    Stakeholder Engagement and Partnerships

    • Liaise with local leaders, civil society groups, and other actors to support EMAP implementation.
    • Participate in stakeholder meetings and forums as delegated.
    • Mobilize men, women, youth, and other stakeholders for participation in EMAP and peacebuilding activities

    Quality Assurance and Reporting

    • Assist with planning and coordination of field visits, trainings, and community events.
    • Ensure timely reporting and compliance with project guidelines.
    • Provide regular updates and feedback to the EMAP Officer on activity progress and challenges.

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • Degree in Social Work, Psychology, Gender Studies, Peacebuilding, or a related field.
    • Minimum of 2 years of experience facilitating male engagement or gender-transformative programming, preferably in GBV prevention or peacebuilding.
    • Knowledge and experience with the EMAP model or similar structured behaviour change approaches.
    • Strong facilitation and interpersonal skills, particularly in engaging male community members on sensitive topics.
    • Proven ability to build trust, manage group dynamics, and promote reflective dialogue.
    • Understanding of gender equality, GBV, GESI (Gender Equality and Social Inclusion), and protection principles.
    • Experience working with community-based structures (e.g., LPCs, peace clubs, youth groups) and local leaders.
    • Fluency in English and local languages (e.g., Hausa); ability to adapt messaging to local context.

    Engaging Men Through Accountable Practices (EMAP) Officer

    Job Summary

    • CARE is seeking an EMAP Officer to lead the technical design and implementation of gender and inclusivity to ensure a gender-responsive approach that promotes women's meaningful participation in peacebuilding and decision-making processes, addressing gender inequalities and vulnerabilities exacerbated by conflict, including gender-based violence. This role focuses on engaging Men in Accountable Practices to promote gender equality, prevent, mitigate and respond to GBV risks. Under the guidance of the Conflict and Peacebuilding Coordinator, the EMAP Officer will organize well-structured and comprehensive training for women (including young women) at all levels on leadership, conflict early warning early response, mediation, negotiation, advocacy, and communications techniques and also support capacity building (for LGA-based project staff and communities), stakeholder engagement, and the identification of innovative practices to improve the impact and sustainability of peacebuilding programming.

    RESPONSIBILITIES AND TASKS:

    Programme Design and Technical Leadership

    • Lead the development, articulation, and integration of technical components for Engaging Men in Accountable Practices to promote gender equality, prevent, mitigate and respond to GBV risks in programming.
    • Ensure inclusion and gender sensitivity in peacebuilding considerations are embedded throughout the project lifecycle from planning to evaluation.
    • Facilitate structured EMAP sessions with male and female participants in targeted clusters, ensuring adherence to the EMAP curriculum and methodology.
    • Promote positive masculinity, respectful behaviours, and support for women and girls through guided reflection and group dialogues.
    • Work closely with peacebuilding teams to integrate EMAP into broader social cohesion and conflict resolution interventions, including joint EMAP-driven mediation and dialogue forums.

    Strengthening Peacebuilding Structures 

    • Mobilize and register male participants in collaboration with local peace committees (LPCs), religious leaders, and protection staff.
    • Support the delivery of training and sensitization sessions on EMAP, gender equality, GESI, and GBV prevention in schools, communities, and with government stakeholders.
    • Support in ensuring inclusivity in local ownership and participation in peacebuilding structures, with a focus on inclusivity (youth, women, girls, elders, minority groups).

    Innovation and Strategic Development

    • Identify and explore innovative approaches and tools for advancing gender and inclusion in peacebuilding and social cohesion, drawing on local knowledge and global best practices.
    • Contribute to the organization of awareness-raising campaigns and cultural activities (e.g., edutainment events, market day sensitizations) that promote peaceful coexistence and challenge harmful gender norms

    Capacity Building and Technical Support

    • Provide ongoing technical assistance and capacity strengthening to project teams, community actors, and partners on engaging men in accountable practices to promote gender equality, prevent, mitigate and respond to GBV risks in conflict prevention, mediation, social cohesion, and conflict sensitivity.
    • Support the delivery of training and sensitization sessions on EMAP, gender equality, GESI, and GBV prevention in schools, communities, and with government stakeholders.
    • Facilitate structured EMAP sessions with male and female participants, which includes capacity building through guided reflection and group dialogues.

    Mainstreaming Conflict Sensitivity and Learning

    • Support the mainstreaming of gender and protection in conflict-sensitive programming across all sectors and activities by guiding teams to apply gender and protection sensitive lens in implementation and decision-making.
    • Lead the documentation, systematization, and sharing of lessons learned, success stories, and best practices related to  engaging Men in Accountable Practices to promote gender equality, prevent, mitigate and respond to GBV risks in peacebuilding and conflict resolution
    • Work closely with peacebuilding teams to integrate EMAP into broader social cohesion and conflict resolution interventions.
    • Promote positive masculinity and respectful behaviours that contribute to peaceful coexistence and gender equality.

    Stakeholder Engagement and Partnerships

    • Mobilize and register male participants in collaboration with LPCs, religious leaders, and protection staff.
    • Support delivery of sensitization sessions with government stakeholders.
    • Provide technical guidance on engaging with men and key stakeholders including traditional leaders, local government, civil society, security actors, and donor agencies in accountable practices and ways that support peaceful coexistence and build trust.
    • Facilitate and support stakeholder dialogues, forums, and collaborative processes that foster understanding and gender sensitivity in peaceful relationships among diverse groups.

    Quality Assurance and Reporting

    • Participate in monitoring and evaluation of EMAP activities including session attendance tracking, feedback collection, and behavioural change observations.
    • Contribute to the documentation of success stories, lessons learned, and challenges to inform program improvement.
    • Contribute to high-quality reporting, project reviews, and evaluations by providing technical inputs, field-level analysis, and gender sensitivity in conflict-related findings.

    Grants and Compliance Coordinator

    Job Summary

    • CARE is seeking a Grants and Compliance Coordinator to provide technical leadership and support on assigned portfolios throughout the grant management cycle and maintain organization-wide adherence to meet internal and external grant management quality standards, donor guidelines, and related compliance processes. He/She will play a central role in advancing the organization’s localization and partnership strategy by coordinating the identification, development, and management of strategic and implementing partners. The role will ensure compliance and strengthened controls with the administration and management of activities associated with the successful performance of designated grants, partners, and funding agreements.

    RESPONSIBILITIES AND TASKS:

    Grants Management 

    • Support the full cycle of grants management activities from pre-award assessments, monitoring/compliance visits and close-out procedures.
    • Provide technical support to the Grants and Compliance Manager in coordinating and monitoring the implementation of donor funded projects and programs for the country program.
    • Ensure effectiveness and efficiency in the full cycle of grants management activities from pre-award assessments, monitoring/compliance visits and close-out procedures.
    • Work with project and finance teams to ensure donor reports (interim and final) and other award deliverables are of high quality, coherent, accurate and are submitted on time in accordance with donor and CARE Nigeria internal requirements.
    • Monitor grant tracking mechanisms and management tools to ensure all grant management performance indicators for effectively monitoring of grant activities to ensure progress and KPIs are met and timely alerts to potential challenges.
    • Ensuring projects are implemented in compliance with CARE International guidelines and relevant donor regulations.
    • Support the preparation and dissemination of the country master budget in a timely manner.
    • Draft and mange review and approval of funding documents including amendments and negotiations and ensure timely set-up of all awards in the financial system.
    • Support the Resource Mobilization team in resource mobilization activities, making inputs to non-technical documents, reviewing budget and consolidating inputs.
    • Liaise with CMPs and donors on grant management and partnership related communication, including donor opportunities, responding to donor queries and request for visits.

    Partner Management 

    • Coordinate and facilitate partnership mapping and stakeholder analysis in alignment with the organization’s localization strategy to advance country office positioning, influence, and resource mobilization efforts.
    • Support the development and maintenance of a strategic partnership database to track and assess potential and existing partners, fostering collaboration with local actors, the private sector, academia, and civil society.
    • Coordinate partner compliance visits, organizational health checks, due diligence assessments, audits, and spot checks of partner procedures, practices, and documents, identifying areas for improvement and risk mitigation with the support of the project, finance, and compliance teams.
    • Provide technical support to partners in financial management, reporting, and compliance, ensuring timely liquidation of advances and prevention of ineligible expenditures.
    • Lead or participate in joint partnership performance reviews and learning sessions to assess effectiveness and strengthen collaboration
    • Support the design and delivery of capacity strengthening plans for partners, focusing on institutional systems, governance, financial management, program delivery, and sustainability.
    • Participate in external coordination forums, clusters, and partnership networks to represent the organization’s partnership and localization agenda
    • Facilitate documentation and dissemination of best practices, lessons learned, and success stories that demonstrate progress toward localization and partnership excellence

    Compliance Management

    • Support the development of annual compliance monitoring plan and evaluation tool to evaluate project implementations at various office locations and implementation sites to determine compliance and provide recommendations.
    • Ensures that grants are implemented in compliance with CARE Nigeria guidelines and relevant donor regulations.
    • Support the development, implementation and strengthening of compliance framework for the unit including compliance checklist for various standard operations, transactions, and business processes in line with donor requirements.
    • Periodic review and update of the compliance monitoring checklist and other tools to stay in line with current best practices and CARE Nigeria procedures and policies.
    • Support in training and providing guidance to project teams, partner and country program teams on donor compliance, report writing, project and budget monitoring, record keeping, and grants management.
    • Works with Grants Manager and all support teams to ensure that key processes and systems are in place to manage grant risk, donor financial compliance, and reporting management processes.
    • Work closely with Grant and Compliance Manager to identify and close key risks linked to donor funded projects.
    • Conduct routine compliance reviews of grant programs and ensure properly coordinated audit exercise that would result non-disallowances.
    • Participate in regular audit of CARE’s procedures, practices, and documents to identify possible areas of improvement.
    • Identify timely project and partner compliance issues and escalate for timely mitigation. 
    • Document and share key compliance issues with CARE International staff and partners setting ground for compliance management.

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • A Degree in Development Studies, Business Studies, or Social Science (Master’s Degree or equivalent in international affairs, development or related subject will be an added advantage). Professional Qualifications such as ICAN, ACA etc. Is an added advantage.
    • At least five (5) years of experience working in project and/or grants management and proposal/business development/design.
    • Experience in developing and interpreting donor budgets.
    • Knowledge of development issues, trends, challenges and opportunities and implications to community.
    • Proven ability to develop and write grant proposals and concepts and track record in winning proposals.
    • Proven ability to work collaboratively in a multidisciplinary team environment.
    • Good communicator with strong organizational, time management and analytical skills.
    • Excellent inter-personal, cultural and diplomatic skills.
    • Strong writing and editing skills with close attention to detail.
    • Ability to juggle competing priorities, meet demanding deadlines and work under pressure in unstable security environments.
