    Support Services Manager

    Purpose

    Responsible for providing coordinated and strategic leadership and ensure the smooth running of all support functions to meet the programme needs in line with the DRC Operations Handbook.

    Duties and Responsibilities:

    Planning and strategy

    • To ensure that annual planning for support services is completed, that regular targets are met and linked to the coordination unit for country-wide consistency.
    • To ensure that project planning includes relevant support service requirements (such as lead times and appropriate budgets).
    • To ensure that resource mobilisation is realistic and meets the needs of support functions, by using the operations budget to input to donor proposals.
    • To ensure that support services are fit for purpose to meet programme needs.
    • To be the focal point for the compliance self-check, internal audit and results contracts.

       Finance

    • To serve as primary budget holder for all support service lines.
    • To be responsible for budget monitoring and forecasting for support service budgets.
    • To work with managers and team leaders to conduct budget monitoring of existing grants.
    • To support Area Finance staff in area tasks, building their capacity and connecting them with the Country Finance Manager where required.
    • To ensure that keyfinance tasks are completed (such as the monthly, periodic and annual reports).
    • To work with finance to ensure programme teams clearly understand compliance requirements.
    • To ensure that monthly finance tasks are completed on the area level (payroll, SOS, PIT, cashbooks and cash forecasts) and in line with Operations Handbook procedures.
    • To conduct area level BFU meetings are done on regular basis, spent, and forecast part are reviewed by budget managers and comments are added where needed.

    HR Support

    • To ensure that monthly reports and produced and that targets are met by the department, while being a link to the HR coordination unit.
    • To ensure that HR tasks are completed on time (such as staff induction, Code of Conduct training and leave planning).
    • To ensure that annual HR tasks are completed as per the Operations Handbook (e.g., Performance & Development Reviews).
    • To ensure the HR team fulfils daily tasks, such as recruitment, contract renewal/ amendments, timesheet submission and leave tracking.

    Administration support

    • To be the focal point for key administrative tasks.
    • To oversee the team to ensure follow up on routine tasks are carried out (guesthouse supplies, phone credit purchase, utilities bill payments, rental and lease agreements).

     Supply Chain support

    • To ensure procurement procedures are followed while being the focal point for tenders together with the coordination unit (including being a chairman for most major tenders).
    • To ensure area procurement plans are finalized, closely monitored, updated as and when required.
    • To closely follow department KPIs and ensure that monthly report submissions are timely and of high quality.
    • To work with the teams to ensure each of the sub departments (procurement, fleet, assets, warehouse and maintenance) have targets and are meeting them, in line with Operation Handbook procedures.
    • To Ensure area supply and logistic teams are fully trained on tasks listed in their Job Description.

    As Manager the post-holder is responsible for the following:

    • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.
    • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
    • Accountable for people management of direct reports, at least 3 employees including Team Leaders. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
    • Accountable for making sound decisions based on DRC policies, SOPs, standards, and the advice of technical experts in DRC. 

    Required qualifications

    Essential

    • Master's degree in relevant area, or Bachelor’s degree will suffice with an additional 2 years of commensurate experience.
    • Strong Finance background (3+ years) requirement with 2 years' experience in similar role is an asset.
    • At least 2 years' experience with people management or demonstrable experience in staff capacity building.
    • Experience with Microsoft Dynamics in a humanitarian context is required
    • Experience with budget cycle, monitoring processes, and project cycle management
    • Possessing a strong degree of honesty and integrity, and a solid sense of ethics including the ability to appropriately handle confidential information.
    • Nigerian citizens only, not open to expats.
    • Master's degree in relevant area, or bachelor’s degree in finance, accounting, supply chain management, human resources, business administration, economics will suffice with an additional 2 years of commensurate experience.

    Desirable

    • Knowledge of code of conduct principles and the HR systems for performance management

    Site Management Support Coordiantor

    Duties & Responsabilities

    The Site Management Support (SMS) Coordinator will technically advise, coordinate, and oversee DRC’s Urban Displacement intervention in the Northwest Nigeria. The coordinator will lead on the establishment of a Site Management Support sector in NW Nigeria. This will be done in partnership with the newly established clusters, sectors, and INGO-Forum.

    The coordinator will also lead DRC’s direct and indirect implementation of SMS programming. This will offer technical support to local partners in establishing activities in informal settlements by mapping services, reviewing the referral pathways, and managing the indirect implementation. Due to the lack of formal camps, communities, households, and individuals are displaced in informal settings. Due to the lack of INGO presence and donor focus, there are significant gaps in service delivery in this region. Given the ongoing emergency in Northwest Nigeria this project is within its infancy and requires a candidate willing to be self-managed and working efficiently with local agencies, other DRC departments and external organizations in the Northwest on a semi-autonomous basis.

    The SMS Coordinator will collaborate with Local Partner organizations to oversee the implementation of DRC funded project activities as per the program strategy and workplan, provide technical guidance and capacity building to the local agencies, taking the lead in developing, improving, and planning new activities according to the Country Strategy. This will involve engaging with key local stakeholders as required. The SMS coordinator will be responsible for contributing to the fundraising for additional projects in the Northwest. There is the possibility that this project will be expanded after the initial phase of establishing partner led Quick Impact Projects (QIPs). There is the possibility that this position will take on additional management functions and be engaged in project cycle management in future. This is subject to future fund raising and approval of projects.

    The position requires considerable experience designing and implementing area-based programs in urban settings. In particular, the SMS coordinator will play a key role in providing direct, field-based management and capacity building to local partners operating in the informal settlements. For future programming, this position will collaborate closely with DRC’s Protection, WASH, Shelter, and Livelihood teams, contributing to more holistic programming and efficiencies and to ensure technical rigor and the consistent application of DRC’s approaches, methods, and tools.

    Sector Coordination

    • Work with the INGO-Forum, CCCM Cluster and newly established humanitarian sectors in the Northwest of Nigeria.
    • Take a leadership position in establishing site management support guidance in the Northwest in the coordination forum and with the local governmental authorities.

    Project Coordination

    • Support on the development of DRC Strategy, ensuring that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that Programmes strategies are devised in promotion of DRC's values, culture, and beliefs; and that the strategy is gender and conflict sensitive.
    • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems.
    • Develop and manage partner programme monitoring and implementation tools and processes pertaining to the effective management of the indirect programming, including project workplans, monthly workplans, weekly team meetings, review meetings, SOPs etc.
    • Contribute to the development of the UDOC site management strategy and programme, generating evidence to guide programme design and interventions.
    • Oversee the planning and implementation of QIP activities by local partners to ensure the effective and timely implementation of all projects.
    • Support in the development programme and monitoring tools in collaboration with the MEAL team.
    • Monitor programme objectives, outputs, indicators, and activities.
    • Ensure learning from the programme is documented/captured, consolidated and disseminated, contributing to knowledge building and sharing within Nigeria and globally to influence policies and programme planning.
    • Identify and develop strategic and complimentary entry points into other DRC programming sectors and/or externally.
    • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards.
    • Ensure the timely and quality delivery of all Site Management-related organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance, and accountability to DRC's beneficiary populations. 
    • Collaborate with the Senior Management Team supporting the Northwest to ensure field-based records and documentation are effectively managed and compliant with DRC requirements and best practices.

    Coordination

    • Participate in coordination at country level representing DRC in the Northwest as needed with various INGOs, partners, community stakeholders and local authorities.
    • Develop and build a robust referral system with actors external to DRC.

    Technical support

    • Contribute in the design and contextualization of all assessment tools and guidelines according to international standards and best practices, ensuring technical rigor and the consistent application of CCCM/out-of-camp/area-based approaches, methods and tools.
    • Promote improved understanding of Site Management issues among relevant stakeholders, including area-based approaches and specific issues related to the management of urban crises.
    • Ensure that ethical and statistically-sound data collection and Site Management-related information management systems are in place and used for analysis, planning, evaluation, and advocacy.
    • Technically lead needs assessments as needed, including developing appropriate tools to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.

    Grants Management

    • In coordination with the Head of Programmes, ensure the effective financial management of partners projects budgets. To this end, plan and authorize expenditures as per existing budgets, review cash books and BFUs, produce budget forecasts and cash flow projections etc.
    • In coordination with the Head of Programme, the Grants Coordinator and the MEAL Manager develop project proposals and project revisions based on identified gaps and needs as well as strategic priorities. To this end, define Programme activities, log frames and budgets based on baseline assessments and internal learning.
    • In coordination with the SMT, the MEAL Manager and the Grants Coordinator, produce and consolidate donor/project reports by providing programme activities so as to ensure accurate, coherent and timely reporting.

    Required quaifications

    Required

    • Minimum Bachelor’s degree in social sciences, humanitarian, social work, international development, or other relevant field from a recognized institution.
    • Minimum 5 years of experience in an entry to mid-level position, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO or UN agency in a management role
    • Solid experience in project development including ability to lead on assessments, design, implementation, monitoring; with good skills in proposal writing/reporting and budget creation.
    • Experience in urban programming, out-of-camp displacement or area-based approaches
    • Experience with capacity building and organizing and facilitating trainings and workshops.
    • Excellent interpersonal and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
    • Commitment to integrate gender, conflict sensitivity and accountability into programming.
    • Strong capacity in influencing and engaging a range of stakeholders; with proven representational skills and the ability to advocate in line with humanitarian principles.

    Protection Coordinator

    Duties and Responsibilities

    The role is dedicated to technical coordination, advisory, fundraising and representing DRC in relevant technical fora and working group.

    The Protection Coordinator is responsible for formulating technical strategy for DRC Nigeria bringing addressing the root causes of displacement, contributing to solutions to displacement and enhancing protection of hard-to-reach. The Coordinator will provide effective, timely technical advisory to the implementation team and to the Country Office Team in line with the technical and country strategy. The role will be responsible for representing DRC in relevant technical fora and working groups on country level and area level, should that be necessary, and supporting the Head of Programme in fundraising efforts for their sector through well-designed strategy, timely updates, advisory and sector engagement.

    The Protection Coordinator is based in Abuja – but expected to travel frequently to Area Offices and field locations in Borno and Adamawa states and other areas as the geographic presence of DRC Nigeria develops.

    The main responsibilities and tasks of the Protection Coordinator:

    Technical Coordination and Advisory

    • Provide technical advisory to the implementation teams and Country Office team on any stage of programme implementation.
    • Lead on creation and roll out of the technical strategy with emphasis on needs of the affected communities, expansion to relevant sectors, and programme integration. Support the Head of Programmes on creating the Country Strategy.
    • Provide technical inputs and review to proposals, reports, assessments and evaluations in line with the technical strategy.
    • Provide technical capacity building to implementation teams and partners.
    • Prepare learning/knowledge products, SoPs and guidelines covering innovative approaches and good practices, to support overall Protection sector development and good-practice implementation.
    • Initiate and contribute to the systematic assessment of Protection sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiatives to strengthen capacities systematically.
    • Analyse Nigeria Protection sector challenges, trends, programmes and projects, with a focus on Protection outcomes, using frameworks, analysis and tools available in the sector.

    Representation, Fundraising and Advocacy

    • Pro-actively lead on DRC’s Protection representation with relevant Sectors (Clusters) and working groups on country level and area level when necessary.
    • Engage with relevant stakeholders incl. NGOs, donors and government to promote DRC’s Protection programme and support sector’s fundraising efforts.
    • Actively seek out new viable partnerships for the Protection sector.
    • Actively seek out appropriate funding opportunities for the sector in line with the sector strategy.
    • Produce materials for Protection advocacy to promote awareness, establish partnerships and support fund-raising.
    • Interact with global and regional initiatives and partnerships for Protection sector.

    In addition to the above, the Protection Coordinator may be asked to carry out other duties requested by the Head of Programme - but always in the scope of this job description.

    Qualifications

    Required

    • At least 5 years’ experience working in the field of protection, at least 3 years of which at a senior technical level.
    • Proven experience with proposal and report writing processes.
    • Direct experience with drafting and reviewing of technical SoPs and guidelines, technical papers and analysis.
    • Proven experience with representation in Clusters, Working groups and other relevant technical bodies.
    • Proven experience with impactfully engaging with stakeholders and advocacy initiatives.
    • Experience across sectoral areas of responsibility. In-depth experience in case management, PSS, and protection advocacy are strongly preferred.
    • Demonstrated knowledge of current sectoral best practices and familiarity with humanitarian architecture.
    • Full professional proficiency in English with the capacity to produce well-written products for formal reporting and communication.
    • Bachelor’s Degree in relevant field (International Law, International Relations, Political Science, Social Work, Humanitarian Assistance, Sociology, Psychology, or another related field).

    Desirable

    • Master’s degree from an accredited academic institution in relevant field (International Law, International Relations, Political Science, Social Work, Humanitarian Assistance, Sociology, Psychology, or another related field) or equivalent.
    • Experience with capacity building for national partners.

    General Regulations

    • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework

    Humanitarian Disarmament and Peacebuilding (HDP) Coordinator

    Purpose

    DRC is seeking a dynamic person to fill the role of Humanitarian Disarmament and Peacebuilding Coordinator for its Nigeria country programme.  This position will be responsible for developing relevant and effective programme strategy and ensuring effective representation and advocacy in the areas of social cohesion, peacebuilding, as well as contributing to the overall development and quality of the humanitarian disarmament portfolio and capacity building.  

    Duties & Responsabilities

    Staff capacity development

    • Provide technical support to peacebuilding staff to enhance their relevant skills and capacities to deliver programmes and projects effectively and with quality.
    • In coordination with the DRC HoP and Operations Manager, provide capacity building support to humanitarian mine action staff in cross-cutting areas of project implementation such as reporting, quality assurance, conflict sensitivity and systematization of lessons learned and best practices.
    • Provide guidance to all HDP staff on approaches to capacity development and guidance for engaging and working with national partners.

    Programme Quality and Development and Strategy Development

    • Lead on the design, formulation, and articulation of the technical components of peacebuilding/HDP programming through high-quality proposal development, in coordination with the Head of Programme and Programme Development Manager.
    • Develop, in line with the 2025 Strategy and the overall HDP Sector Strategy and in close collaboration with HoP and other coordinators, a country sectoral strategy for HDP, and support with the integration of HDP within the broader country strategy process.
    • Support the identification of new and innovative methods for the development of DRC’s peacebuilding programming across Nigeria and disseminate and operationalise guidance on developed practices from DRC’s HDP sector and monitor trends and practices from the broader peacebuilding and community safety communities of practice.
    • Support quality programme assessments, baseline studies, reviews, and evaluations as well as impact assessments in close coordination with the regional HDP Coordinator, MEAL team, and HoP.
    • Undertake a mapping of national peacebuilding and/or humanitarian mine action organizations whose vision, mission, and values align with DRC and hold potential for partnerships.
    • Work closely with other sector leads to identify and develop areas for integration of HDP within DRC’s broader programmatic portfolio.

    Fundraising, liaison, and communications

    • Support the Head of Programme in resource mobilization efforts including technical liaison and engagement with donors, stakeholders, technical working groups, forums etc.
    • Coordinate with other actors and stakeholders both at the local and national level to ensure that DRC’s HDP programming in well-linked into other related initiatives.
    • Map donor priorities within given sector and identify new opportunities.
    • Disseminate results in varied ways to enhance use in reports and in decision making.
    • Ensure documentation and consolidation of success stories, in coordination with DRC’s communications specialist, which can be communicated externally and to ensure that DRC is able to articulate and document relevant best practice.

    Other

    • Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD programmatic minimum standards.
    • Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy.
    • Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply. 
    • Assist in developing job descriptions and in the recruitment of HDP staff (national and international)
    • Perform other relevant tasks as requested by and in discussion with the Head of Programme.

    Duties & Responsabilities

    Essential

    • Minimum 5 years of practical experience in peacebuilding or social cohesion programming, including with an international NGO.
    • Experience and strong understanding of peacebuilding programmes is essential, with experience in and familiarity of humanitarian mine action desirable.
    • Experience in capacity building and training of staff in social cohesion and peacebuilding programming, and or conflict management, mediation, and dialogue facilitation.
    • Proven experience with representation in Clusters, Working groups and other relevant technical bodies.

    Education

    • Master's degree in political science, international development, peace and conflict studies or other relevant field. Postgraduate degree may be accepted in lieu of masters.
    • Practical trainings or courses in peacebuilding, conflict management, mediation and dialogue facilitation.

    Economic Recovery Manager

    Purpose 

    The Economic Recovery Manager is responsible for the implementation and delivery of DRC’s Economic Recovery programme (food security, livelihoods and financial inclusion) including Cash and Voucher Assistance in Borno targeting IDPs, returnees and vulnerable local non-displaced populations and refugees. Programme activities include; provision of food assistance, provision of vocational skills training, job referrals and/or provision of business training and business grants, life-skills training, literacy and numeracy training, establishment and facilitation of savings and loans groups and additionally, cash and voucher assistance to support the conflict affected population to cover their basic and food needs.

    To this end, the Economic Recovery Manager will liaise with DRC staff across departments to ensure compliance with DRC Economic Recovery SOPs and the maintenance of SOP-compliant records during programming as directed by the Area Manager and Economic Recovery Coordinator. Additionally, the role of the Economic Recovery Manager is to ensure the development and implementation of an efficient, accountable, and measurable economic recovery program in the areas where DRC is operational and within the geographical area of responsibility.

    Duties and Responsibilities

    Programming

    • Provide leadership, management and technical direction of the economic recovery program, in coordination with and as agreed technically with Area Manager and Economic Recovery Coordinator.
    • Supervise and ensure the implementation of all economic recovery activities in the field, ensuring quality and timeliness.
    • Plan and implement economic recovery activities with the guidance of the Area Manager and Econonmic Recovery Coordinator, including but not limited to: provision of food assistance, provision of vocational skills training, job referrals and/or provision of business training and business grants, life-skills training, literacy and numeracy training and establishment and facilitation of savings and loans groups, etc.
    • Uphold the professional standards related to economic recovery prorgramming in humanitarian assistance.
    • Develop a strong understanding of DRC's economic recovery procedures and standards.
    • Take lead in building partnerships with private sector actors to link to broader markets and facilitate employment opportunities for the targeted populations.
    • Provide inputs for the development of Nigeria’s strategy, theories of change and operational research initiatives.
    • Contribute to the development of concept notes, logical frameworks, and proposals as needed.
    • Assist in the identification of strong local partners and potential programme synergies to develop for future opportunities.
    • Ensure a market price monitoring in the areas of DRC intervention is conducted on monthly basis and subsequentely provide analysis on the market trends, price inflation, market functionality and commodities availability amongst others.
    • Plan, ccoordinate and supervise all project’s assessments and studies including feasibility studies, needs assessments, market assessments etc.
    • Manage the CVA projects and ensure the distribution of multipurpose cash assistance are conducted in a safe and accountable manner.
    • Faciliate ongoing communications with relevant partners throughout the project cycle.
    • Uphold the highest standard of confidentiality when managing records to ensure beneficiary dignity and privacy.
    • Work with the Area Manager and technical coordinators to lead the design of evidence based pilot activities, that are responsive and relevant to the target population.
    • Ensure quality monitoring and evaluation of activities, working with relevant MEAL staff to coordinate and roll out MEAL systems, ensuring adequate monitoring, documentation and reporting of activities against relevant indicators.
    • Ensure that the Financial Service Provider platform is up to date and operational including maintainance of beneficiaries data, distribution requests in timely manner etc.

    Reporting

    • Contribute to the production of quality and timely reports on program activities.
    • Provide weekly/monthly reports to the Area Manager, including accurate figures of distributions/referrals done and challenges encountered, in the agreed format.

    Representation and coordination

    • Develop and strengthen relationships with potential local partners,s stakeholders and communities in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders.
    • Represent DRC at field-level coordination forums (i.e. Food Security Sector, Cash Working Group and/or Livelihoods Working Group) as agreed with the Area Manager.
    • Regularly update mapping of stakeholders implementing economic recovery project in area of responsibility.
    • Ensure coordination with other departments (i.e. Protection, MEAL, Procurement and Finance etc).

    Operations

    • Contribute to the effective implementation of all operations support activites, including related to administration, finances and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directive and policies as communicated by the Area Manager, Head of Programme and/or the relevant support departments.

    Budget Management

    • Provide inputs to Area Manager to ensure effective and efficient utilization of Economic Recovery program resources through monitoring and tracking of expenditures against budgets.
    • Anticipate, along with Area Manager, potential over/under spending.
    • Provide expenditure forecast to Area Manager on monthly basis.

    Staff management, training & Capacity development

    • Manage economic recovery staff and support respectful and positive working relationships for the effective implementation of activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
    • Ensure objectives for staff are set and that evaluations and performance reviews are conducted on a regular basis for all staff managed.
    • Take responsibility for planning and management of leave for all staff managed.
    • Identify training and capacity building opportunities for staff and ensure they are well versed in key economic recovery and protection concepts relevant to the context, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.             

    Other

    • Conduct other tasks as requested by the the Area Manager for the effective implementation of DRC’s projects, including support to capacity-building activities and other duties.

    Required qualifications

    • University Degree or higher education in the field of Business Administration, social sciences, Economics, political sciences, development or any other related field  
    • At least two years of management or technical experience in economic recovery and Cash and voucher programs. Preferably experience working for an international organization.
    • Experience in working with employability promotion programmes, labor market studies and business development is an asset.
    • Experience in project management including project monitoring, reporting, data management and budgeting.
    • Experience in the field of social work, humanitarian intervention, community development, business, support/microfinance or any other relevant field is desirable.
    • Programming experience in displacement contexts, including in protracted situations.
    • High-level of computer literacy.
    • Strong organizational and time management skills
    • Strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders.

    Cash Platform Specialist

    Purpose

    Under the line supervision of the Programme Development and Quality Manager and technical supervision of the MEAL Coordinator, the main responsibilities of the Cash Platform Specialist are: 

    • Ensure the overall strategic coordination, day-to-day effective planning and management, and key technical oversight on the use of the cash platform. This entails maintaining acceptable standards and thinking innovatively to ensure improved efficiency, accountability, and transparency in the implementation of cash programming in DRC’s implementation areas.
    • Analyze and provide solutions for Red Rose payment devices issues - both in the office and in the field. Monitor and report on the performance of Information and communication technology for development functions and service delivery processes concerning organizational needs.
    • Enable knowledge management, decision-making, and programming effectiveness by ensuring efficient operations and use of information sharing, communication, and collaboration technologies, and by providing technical advice to DRC’s staff on overall ICT systems.

    Work collaboratively with other teams to explore the use of the Red Rose platform beyond the current expectations and create opportunities for newer innovations.

    Duties and Responsibilities

    Red Rose System Management:

    • Provide leadership and support for the enablement of the Red Rose technology and mobile devices to be used for the implementation of the DRC’s Nigeria cash program.
    • Ensure Red Rose systems are designed, implemented, configured, and maintained to meet DRC’s program service requirements.
    • Act as the primary point of contact for the Red Rose team in Nigeria, as they deploy and maintain the system and devices across the Nigeria program, to enhance program implementation effectiveness.
    • Support the Red Rose team in ensuring quality system configuration, administration, security, and maintenance of the devices for the success of cash program implementation.
    • Advise and support the MEAL team and other staff in executing good stewardship and efficient use of the platform.
    • Collaborate with relevant staff to create, document, and maintain the inventory and ensure adequate supply and functionality.
    • Share the cash program monthly statistics through the dashboard with the relevant stakeholders.
    • Any other duties assigned

    End-User Support for Information and communication technology for development and ensure Compliance:

    • Ensure timely response to user support requests or promptly escalate issues as needed.
    • Support staff orientation process for the Red Rose technology and devices.
    • Monitor Red Rose system operations and implement measures to ensure consistency in service delivery against established policies, procedures, and service standards.
    • Collaborate with Supply Chain Unit to ensure Red Rose equipment and software purchases are in line with DRC’s standards and compliance with donor requirements.

    Capacity Building:

    • Maintain personal and professional development to meet the changing demands of the job.
    • Develop and implement training programs to improve the staff capacity on the Red Rose One System Technology.
    • Participate in regional/agency Information and communication technology for development initiatives.
    • Provide individual coaching of and training of FSL CVA.

    Provide technical support to program on CVA development and ensure quality CVA implementation:

    • Oversee technical soundness of delivery of CVA throughout the programme, identifying and helping ensure the resolution of any problems.
    • Provide timely support to in various processes required for the implementation of CVA modalities, including, but not limited to: market assessments, feasibility analysis, partnerships, capacity development and training, beneficiary selection and registration, identification and development of Standard Operating Procedures (SOPs), identification, procurement and contracting of financial services, monitoring, impact evaluation, complaints and feedback mechanisms, etc;
    • Undertake review and prepare feasibility clearances of project documents envisaging the use of CVA modalities.
    • Identify and document CVA-related good practices, incl, CVA SoP, which have a potential to enhance the quality of DRC interventions and support their dissemination and potential adoption, replication and standardization.

    Internal and External Coordination:

    • Maintain good working relationship with the DRC Program team on implementation, Monitoring & Technical support related to CVA.
    • Support and assist the DRC MEAL team on monitoring and evaluation of CVA.
    • Represent DRC in Cash Working Group and cluster (Food security sector, cash working group, early recovery and livelihoods task force teams), coordinate and share information.
    • Actively engage with other humanitarian actors currently implementing Cash Transfer Programming to ensure coordination and harmonization of approaches where appropriate.
    • Actively seek to use inventive approaches and new technology in the field of cash and voucher programming, both for cash distribution and voucher systems, beneficiary selection, service provider selection and data collection
    • Perform any other duties assigned.

    Qualifications

    • At least 2 years of grants management experience with an international NGO.
    • Knowledge of donor rules, regulations, and procedures of donors including but not limited to US and European donors, EU funding mechanisms, and UN agencies.
    • Proven experience in successfully submitting reporting packages.
    • Proven experience in capacity building and training of national staff and partners.
    • Full professional proficiency in English with the capacity to produce well-written products for formal reporting and communication.
    • Skilled in obtaining information necessary to accomplish duties.
    • Able to prioritize work, multi-task, and meet deadlines.
    • Problem analysis and problem resolution at a functional level.
    • Able to quickly research, learn and disseminate new knowledge and information.
    • Able to communicate technical ideas and concerns in a non-technical environment.
    • Able to adapt and learn.
    • Strong organization and planning skills, detail oriented. 

    Education:

    • A bachelor’s degree in international relations, project management, business administration, or similar studies relevant to the post is required. A master’s degree is desirable
