    JD MEPSS Principal Security Lead

    Service Description

    • Support in the identification and development of security mitigation plans aimed at managing project security risks to as low as reasonably practicable.
    • Support the delivery of security input in cross-discipline integration workshops and functions.
    • Support the provision of all security deliverables required as per the opportunity realization standards (ORS) Decision Gates 1-4.
    • Apply security technology and industry solutions to enhance security of projects and reduce operating costs.
    • Actively participate in all pre-DG4 project cadence meetings and support project package leads to manage project security risks to ALARP.
    • Ensure compliance with security policies, procedures and standards as per Group Security Standards and the Group SEAM Framework.
    • Support documentation and seamless transfer of security deliverables from pre-DG3 to execution stage team.
    • Direct oversight of assurance on the effectiveness of company and contractor security plans.
    • Monitor functionality and effectiveness of all physical measures/barriers at project site to deter, deny, detect, delay, and respond to security threats.
    • Engage Security Coordinator and Intelligence team daily to gathering and share timely intelligence on security threats and associated risks likely to impact Project activities.
    • Interface with Bonga FPSO and Security Operations Centre to maintain common operating picture with all SCiN operations.
    • Participation in daily integrated logistics planning to ensure delivery of all project specific movements.
    • Collaborate with Project Site Security Coordinator to assure availability and adequacy of GSAs and fit for purpose security vessels at project worksite.
    • Collaborate with project security team to coordinate security responses to emergencies.
    • Conduct Security LOD1 assurance on all Project activities and movements.
    • Drive consistent implementation of security mitigations at offshore worksite, and all project movements in line with approved security plan to manage security risks to ALARP.
    • Collaborate with project Security to conduct regular security drills and ensures learnings / recommendations are implemented.
    • Collaborate with Contractor security team to provide briefings on Voluntary Principle on Security and Human Rights (VPSHR) for all GSAs supporting Project and report violations.
    • Support the development of the pre-startup/ handover security risk assessment.

    Requisite Qualifications

    • Minimum of Bachelor’s Degree from a recognized institution. Post graduate qualification in relevant fields will be an advantage.
    • Professional certification in industrial security (PFSO, PSP and/or CPP from ASIS or equivalent body) will be an advantage.
    • Good knowledge of E&P business, especially in the Niger Delta and Gulf of Guinea.
    • At least 10 years of relevant experience with minimum of 5 years industrial security experience in the oil and gas sector.
    • Strong project management, analytics, planning, communication and writing skills.
    • Ability to work across teams and collaborate with others to deliver results.
    • Good computing skills and experience with managing data, creating, and managing simple databases and general use of spreadsheet for activity planning.
    • Experience with SharePoint and use of Excel may be an advantage.
    • Experience in security fleet management will be an advantage.

    JD MEPSS Security Adviser

    Service Description

    • Drive the implementation of approved security plans to manage security risks to ALARP.
    • Daily reporting of project site security status and hourly/periodic radio check-in with security resources to confirm alertness at site.
    • Assures functionality and effectiveness of all physical measures/barriers at project site to deter, deny, detect, delay and respond to security threats.
    • Support documentation and seamless transfer of security deliverables.
    • Oversight of security resources and interface management between project site team and deployed GSAs directly supporting all site-specific activities and movements; collaborates with and provides support for Contractor Security team in engaging and managing resourced GSAs.
    • Participation in daily integrated logistics planning to ensure delivery of all project specific onshore and offshore movements.
    • Monitors, assures and reports compliance to approved security mitigations at project site all movements (offshore & onshore) by contractor and contractor personnel.
    • Collaborate with Contractor Project Site Security Coordinator/Manager to assure availability and adequacy of GSAs and fit for purpose security equipment at project worksite.
    • Conduct Security LOD1 assurance on all Project activities and movements.
    • Track the closure of all assurance type security deliverables.
    • Engage Shell Security Intelligence team daily to gathering and share timely intelligence on security threats and associated risks likely to impact Project activities.

    Senior Risk and MoC Engineer

    Where You Fit In
    This position reports directly to Team Lead Planning. This role is accountable for:

    • Deliver and maintain standard, consistent, and realistic risk management process as a framework to identify, evaluate, plan responses, and monitor the effectiveness of these responses for all potential opportunities or threats to the project objective.
    • Perform probabilistic cost and schedule risk analyses.
    • Deliver and maintain standard and consistent Management of Change (MoC) work process from initiate to close-out.
    • Set focused goals to deliver “Best in Class” competitive projects for Nigeria Deepwater Projects.

    What is the Role?
    Dimension:

    • Opportunities/Projects could comprise of block bidding, deal, exploration, greenfield, brownfield, decommissioning projects from Identify, Assess, Select, Define, Execute to Decommissioning phases.
    • Member of Shell Risk Management Network. Collaborate with Shell Global Project Services for standardization, tools calibration, data collection, benchmarking, continuous improvement, and Regional/Global Risk Management support.
    • Key stakeholders: Project Team, Discipline Engineering, Portfolio Managers, Operations & Commissioning, Wells, Development, Contracts & Procurement, Finance, HR, Commercial, Legal, HSSE, Assets, Decommissioning, Technical Planning, Group Project Services, Vendors,
    • Contractors, NUIMS, NUPRC and Co-Venturers.
    • Ensure all internal and external stakeholders are aligned with key opportunity/project strategies and anticipated results. The Project Services (PS) Team has multiple tasks with different project team composition. It is imperative that the support effort is seen as highly credible by PS Team members and stakeholders. The incumbent needs the experience, behaviors, and skills to engage with multiple stakeholders and align on what is needed for successful outcomes.
    • Key challenges: Driving collaboration and work prioritization between various functions to ensure end-to-end alignment within short turnaround time. Deep understanding of risk analysis for various development types. Complexity is high in this matrix organization.

    Responsibilities
    Project Risk Management:

    • Establish, create, and maintain a risk management system and plan for material, flagship, brownfield, and decommissioning projects. Sound understanding of and ability to apply qualitative, quantitative, and non-technical risk (NTR) Risk Management theories, tools, and techniques.
    • Identify appropriate responsible parties for risk ownerships and allocate Register entries. Structure and populate the risk management tool, enable user training, and establish/implement the process for regular status reviews.
    • Implement and manage risk management plans utilizing Company’s risk management standards.
    • Organize, frame, and facilitate risk and NTR workshops - Meeting Facilitation.
    • Engage with multiple project and stakeholder personnel to gather data in order to develop/refresh the Opportunity/Risk Register.
    • Challenge and encourage alternate views to fully explore potential scenario outcomes.
    • Stimulate identification of mitigating actions and qualitative impact and likelihood assessments. Secure buy-in from team members.
    • Present risk management status to Project Leadership Team & generate monthly risk management reports.
    • Manage Portfolio Projects of Opportunity/ Risk registers which include but not limited to (a) maintain quality & consistency of registers content (b) risk communication & KPI tracking (c) risk register database administration (d) escalate, discuss, and challenge risk status and close out references with various stakeholders.
    • Perform Probabilistic Cost & Schedule Risk Analyses (CSRA). Build simplified project schedule models, map the Technical, Economic, Commercial, Organizational and Political parameters and Opportunity/Risk Register entries to the model elements, and quantify these impacts into duration/ cost ranges.
    • Assess and establish appropriate probability distributions for each element.
    • Analyze and iterate the model output and develop overview presentation material to explain the results and key cost & schedule risk areas.
    • Interpret and explain CSRA output to Project Leadership and Review teams.
    • Capture actual data on identified risks and lessons learnt. Prepare Project to Asset Risk Management Transition Plan.
    • Establish process to store Risk Management in a consistent, secure location.
    • Participate in Peer Reviews, Audits and Project Assurances. 

    Management of Change (MoC):

    • Support activities to ensure compliance to MoC work process requirements including early identification, recording, documentation, screening, review, quantification, approval and reporting of a change.
    • Record changes to the project’s approved basis (Scope, Budget, Schedule) for historical, accountability and auditing purposes.

    Requirements

    • Qualification: Engineering Degree or external certification as Certified Risk Management Professional (e.g., PMI-RMP).
    • Extensive number of years in oil & gas industry (~12+ years).
    • Substantial number of years in Upstream Projects (~8 years): Have significant experience in a role as a Risk professional with direct responsibility for the Risk and MoC for post-Execute projects, and proven experience in pre-Execute projects.
    • Demonstrate good leadership capability. Proven interpersonal and relationships skills in complex environments with ability to collaborate with personnel of diverse backgrounds.
    • Core competencies - possess skill level understanding of Risk Management concepts and practices. Possess skill level understanding of Management of Change concepts and practices.
    • Work Management Tools - possess skill level understanding & application of the Risk tools e.g., Qurie, Corestream, Primavera Risk Analysis (Pertmaster) and @Risk.
    • Demonstrate skill level in facilitating reviews/workshops e.g., Quantitative Risk Management, Qualitative Risk Management, Non-Technical Risk Workshop, and Management of Change Review.
