    Responsibilities & tasks:

    • You support the Head of the Energy Information System Component in carrying out his/her tasks within the framework of Output 2 The
    • Energy Information System is fully operational, maintained and updated in all ECOWAS Member States and Mauritania for providing reliable energy indicators.
    • In this capacity, you are responsible for carrying out the following tasks:
    • Assess equipment and software used by national ECOWAS energy teams (plus Mauritania) and ECOWAS Commission to identify and procure, if needed, new equipment and software.
    • Establish and manage the platforms at regional and national level.
    • Develop the database software environment and structure the database.
    • Maintain and update the information system in all ECOWAS Member States and Mauritania.
    • Run capacity-building sessions to provide national players with the relevant knowledge to use the energy information system.
    • Contribute to project monitoring and evaluation and to the preparation of project reports.
    • Gather useful information for activities, missions, study trips, meetings, etc.

    Required qualifications, Competences and Experience

    Qualifications

    • University degree in Computer Science, Software Engineering, Computer Engineering, Data Science or any related field.

    Professional experience

    • At least 8 years of professional experience in the field of Computer Network and Internet Design.
    • At least 5 years of professional experience in the field of the Energy information System.
    • At least 5 years of professional experience regarding support to an ECOWAS Institution.
    • Proven experience in supporting public and private institutions in ECOWAS member states.
    • Extensive experience in cooperating with institutions responsible for energy statistics, such as ECREEE, AFREC, IRENA, and IEA.
    • Good command of IT tools, in particular: E-sankey and sankey.csaladen, Computer languages: MySQL (databases), HTML, XML, etc and the Internet, Microsoft Office (Word, Excel, PowerPoint, Publisher, Access, Outlook), MS Teams.
    • Fluency in spoken and written French is mandatory (international level C2). Independent and proficient use of English (at least international level C1).

    • You support the implementation of Output 1 The national action plans of ECOWAS countries for implementing regional energy policy are being effectively developed, implemented and monitored.
    • In this capacity, you are responsible for carrying out the following tasks:
    • Draw up the national action plans and support their implementation.
    • Organize a consultation workshop on energy policy with ECOWAS member states.
    • Support activities related to transposition and adaptation of regional energy policy into national action plans.
    • Prepare a monitoring and evaluation framework that can assist ECOWAS for implementation monitoring of the energy policy.
    • Provide guidance on methodology and technical support to ECOWAS Commission.

    Professional experience

    • At least 15 years of professional experience in the field of the Energy information System.
    • At least 10 years of professional experience support to an ECOWAS institution.
    • At least 5 years in the development and implementation of energy policy.
    • Proven experience in supporting public and private institutions in ECOWAS member states.
    • Very good understanding of the institutional framework of policies, strategies and plans in the energy sector within the ECOWAS region.
    • Relevant experience in capitalisation and knowledge management.
    • Very good knowledge of the Internet, Microsoft Office (Word, Excel, PowerPoint, Publisher, Access, Outlook), MS Teams.
    • Fluency in spoken and written French is mandatory (international level C2). Independent and proficient use of English (at least international level C1).
    • Experience working with international development cooperation organisations (experience with GIZ would be an advantage).

    Head of Energy Information System

    Responsibilities and Tasks

    • As Head of Energy Information System, you coordinate Output 2: The Energy Information System is fully operational, maintained and updated in all ECOWAS Member States and Mauritania for providing reliable energy indicators.
    • This support focuses on capacity assessment and assistance to the ECOWAS Member States in the collection and production of statistical data, monitoring of statistical data collection and production, equipment, software and training related to the establishment of a regional and national collection interface at the ECOWAS and
    • Member State levels, strengthening collaboration with AFREC on energy sector statistics (verified statistics). This effort includes gender-sensitive approaches, where possible.
    • In this capacity, you are responsible for carrying out the following activities:
    • Coordinate the activities of the Energy information System Component.
    • Support the establishment of a permanent institutional framework for managing the regional energy information system.
    • Assess equipment and software used by national ECOWAS energy teams (plus Mauritania) and ECOWAS Commission to identify and procure, if needed, new equipment and software.
    • Support ECOWAS Commission and ECOWAS Member States (plus Mauritania) in establishing suitable coordination and synergies mechanisms regarding data collection, validation, analysis and storage and production of statistical data and energy reports.
    • Harmonize, as much as possible, existing energy databases in the region (ECOWAS, ECREEE, WAPP), to ensure the consistency of energy data and indicators.
    • Organize an annual regional workshop to maintain the framework for exchange and cooperation between the Member States and ECOWAS.
    • Organize capacity-building sessions to provide national players with the knowledge and competencies they need to use the national information system.
    • Produce the annual energy facts sheets the annual ECOWAS
    • Energy Outlook and support cooperation between ECOWAS and AFREC, AFREC, IEA, IRENA, etc.
