    Human Resources and Administration Technical Assistant

    Role and responsibilities

    • The purpose of the assistant position is to assist in the day-to-day implementation of the support functions responsibilities. Use action words such as conduct or assist for the position's relevant responsibilities.

    Generic responsibilities 

    These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan. 

    • Adhere to NRC policies, tools, handbooks, and guidelines. 
    • Assist with the implementation of the support function portfolio according to a plan of action.
    • Prepare and develop status reports as required by management. 
    • Ensure proper filing of documents. 
    • Promote and share ideas for improvement of the support function. 

    Specific responsibilities 

    These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. 

    • Ensure proper and systematic filing of all personnel files. 
    • Support the recruitment process by collecting applications, longlisting, scheduling examinations, and administering tests. 
    • Support in communicating appointments and communicating benefit information. 
    • Maintaining a database of field office recruitment 
    • induction of new staff, schedule briefing with relevant departments and assist in email address requests for new staff. 
    • Support in Issuing contracts for both casual workers and full-time workers 
    • Support in the Management of employee records on NRC People at the field level 
    • Issuance of stock requests to the relevant department and updating and sharing the stock report monthly. 
    • Ensure that office and guest house supplies are requested in and timely distributed. 
    • Tracking of NRC Tracking tools (Timesheet, Payslip, Stock, Inventory, Leave, etc.) and report monthly. 
    • Preparing and circulating the Minutes from all staff meetings 
    • Supervising of the cleaner/cook 
    • Any other task assigned by Line Managers 

    Critical interfaces

    By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: 

    • Strategy and project planning: HR Manager, HR/Admin Coordinator, HR/Admin Team Leader, HR Officer, Admin Officer, Area Support Coordinator 
    • Base/Country Office operations: Country Director, Programme Managers, Consultants, Advisors, Support Functions 

    Scale and scope of position Staff

    Staff: Numbers and titles of staff directly managed by the post holder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit. (Nill)

    Stakeholders: Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies) Vendors, Tertiary Institutions

    Budgets: List of budgets covered by post holder, and size of budget (Nill)

    Competencies

    Monitoring & Evaluation Coordinator

    JOB DESCRIPTION

    • These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.
    • We are looking for people who are passionate about helping refugees and people forced to flee. 
    • If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Monitoring and Evaluation Coordinator Nigeria to join our team in Maiduguri, Borno State. 
    • You will be responsible to support the implementation of the M&E strategy and processes for NRC office.

    RESPONSIBILITIES

    • Implement systems to promote evidence-based decision-making through quality programming and effective programme and project performance at country level. Ensure that the country office delivers on internal and external M&E requirements and standards in a timely manner and with quality data.  
    • Contribute to project and program planning, kick-offs and review meetings, including preparing and sharing monitoring data on progress and challenges. 
    • Support programme team to develop requisite M&E tools (M&E matrix, indicator reference protocols, Indicator performance tracking tables and quality benchmarks).  
    • Ensure planning tools are context-sensitive (eg: Covid 19) and ensure that gender is integral to M&E activities. 
    • Technically support needs assessments, post distribution monitoring surveys and outcomes surveys. 
    • Analyse data focusing on correlation, causation and provide quality support and advice to programme team, including through field monitoring visits, inputs to programmatic reports and quality control of distributions and post distributions.  
    • Refer to NRC’s standards and processes and support monthly data review, assess gaps and develop plans to fill those gaps in consultation with the program team. 
    • In close collaboration with programme staff, ensure that monthly data are reviewed and entered into an internal data management platform. 
    • Support project, program and country regular monitoring and reporting, including internal and donor reporting so that reports are evidence-based and include relevant quantitative and qualitative data. 
    • Providecapacity building, coaching and training to programme staff to ensure that M&E standards is consistently and systematically integrated in all programmes/ projects.  
    • In collaboration with the M&E Manager, develop a monthly M&E report to present trends, gaps at the country level.  
    • Develop a systematic method of capturing qualitative stories and project effects on beneficiary communities. 
    • Work with technical and field teams to identify key methodologies to enable advocacy and campaigning impact measurement, document lessons learnt and disseminate findings.  
    • Maintain a central and systematic information and knowledge management system whereby relevant project information, data and lessons of programs are accessible for use as required. 
    • Support that learning is built into programme activities, ensuring that findings and lessons learnt are shared and used in an appropriate way to inform ongoing implementation and future programming. 

    QUALIFICATIONS

    • Are you currenly working with NRC, or have worked with NRC within the last 2 years. 
    • At least 4 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development. 
    • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods. 
    • Understanding of data and information needs for program management and decision making. 
    • Experience in capacity building efforts using formal and non-formal methods. 
    • High level English language proficiency (speaking, reading, writing) 
    • Good organisational skills, the ability to pay close attention to detail and report in a timely manner. 
    • A flexible and initiative-taking attitude with the ability to be proactive in working with others and have very good interpersonal skills.
