    Technical Officer, Oxygen

    Basic Function:

    The Technical Officer will provide technical support in the implementation of Meeting Targets and Maintaining Epidemic Control (EpiC) GF TA (C19RM) project activities in the Country Office with extensive role in oxygen infrastructure development, capacity strengthening and data management innovations including direct support to the Associate Director, - oxygen.

    S/he will also be specifically responsible for oxygen component to the TA support to the C19RMgrant team at NACA. S/he will liaise with the Program management lead and other assigned teams in NACA for program planning, implementation, monitoring, and reporting of the TA implemented by EpiC in relation to medical oxygens. 

    Duties and responsibilities:

    • Provide technical support to the teams in the implementation of TA support to NACA C19RM grant.
    • Support procurement process and appropriate installation/ setting of medical oxygen infrastructure such as PSA plants and LOX system, equipment, and associated accessories, including cryogenic tanks, vaporizers, and other related equipment and accessories that support medical oxygen use in supported Health institutions. 
    • Develop guiding tools to support capacity strengthening for both BMEs responsible for running and maintaining PSA and LOX systems, and health care workers (HCWs) working in critical care services at all selected facilities. 
    • Mentorship and Training of Healthcare workers and biomedical engineers on 
      proper use of Medical Oxygen infrastructures including SOPs
    • Adopt a training package from the existing MoH training packages, especially for BMEs, to include the PSA and LOX system operations and routine maintenance
    • Work closely with the facilities Medical Officer in charge and zonal Biomedical engineers to document and submit quarterly project success stories. 
    • Represent the project in relevant technical working groups with Government, stakeholders and implementing partners. 
    • Perform other related duties as requested by the immediate supervisor. 

    Knowledge, Skills & Attributes:

    • Extensive knowledge of health and development programming in a developing country
    • Working knowledge of major donor policies (USAID, Global Fund) as well as international not-for-profit organizations
    • Extensive Knowledge of COVID -19, health systems, and related issues including current investments in oxygen landscape
    • Considerable experience in the development of standard technical specifications, manuals for medical devices, quality testing references, assessment of technical files prior to listing and performance of quality audits for medical devices manufacturers. 
    • Knowledge of health and development programs in Nigeria including familiarity with relevant national guidelines, standards, and protocols. 
    • Familiarity with Nigeria's public health sector at regional, state, and Local government levels and  experience working with these teams. 
    • Experience in technical capacity building especially conducting trainings to Health Care workers.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision
    • Excellent interpersonal skills with ability to work as a team member
    • High degree of proficiency in written and spoken English communication
    • Well-developed computer skills
    • Ability to travel within Nigeria 25% time.

    Qualifications and Requirements:

    • Bachelor’s of relevant experience in the regulation of health technological products with a focus on medical oxygen. 
    • Extensive experience with medical oxygen systems, including PSA and liquid medical oxygen (LOX) equipment and infrastructure.

    Senior Technical Officer, Oxygen

    Basic Function:

    The Senior Technical Officer will be responsible for providing overall expert technical guidance and inputs in the Meeting Targets and Maintaining Epidemic Control (EpiC) Global Fund’s TA (C19RM) project’s strategies, and work plan activities as relates oxygen ecosystem including stakeholder engagement, resource mapping and strategic & operational planning,

    S/he will also be specifically responsible for oxygen component to the TA support to the C19RMgrant team at NACA. S/he will liaise with the Program management lead and other assigned teams in NACA, FMoH and other sub recipients for program planning, implementation, monitoring, and reporting of the TA implemented by EpiC in relation to medical oxygens. 

    Duties and responsibilities:

    • Provide technical support to the teams in the implementation of TA support to NACA C19RM grant.
    • Support the MoH to negotiate with local manufacturers to agree on an affordable 
      price for LOX that health facilities will sustainably continue to procure after project 
      support ends.
    • Establish a mechanism that will support the sustainability of LOX systems after 
      USAID support ends. 
    • Support facilities to develop sustainability plans for oxygen investments in collaboration with the MoH, and key stakeholders. 
    • Conduct Mentorship and Training of Healthcare workers on management of oxygen delivery systems and use of Medical Oxygen
    • Work closely with the facilities Medical Officer in charge to document and submit quarterly project success stories. 
    • Contribute to all USAID reporting deliverables which include but are not limited to, 
      quarterly reports, annual reports, and work plans. 
    • Represent the project in relevant technical working groups with Government, stakeholders and implementing partners. 
    • Maintain excellent Government, stakeholder, creative agencies, and partner relations. 
    • Perform other related duties as requested by the immediate supervisor. 

    Knowledge, Skills & Attributes:

    • Extensive knowledge of health and development programming in a developing country.
    • Extensive knowledge of the national oxygen ecosystem including policy and strategy and current investments in oxygen landscape.
    • Working knowledge of major donor policies (USAID, Global Fund) as well as international not-for-profit organizations
    • Knowledge of COVID -19, health systems, and related issues
    • Proven ability to coordinate a multi-sectoral development project
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision
    • Ability to organize systems to monitor administrative and implementation results 
    • Excellent stakeholder engagement, community mobilization and advocacy skills
    • Excellent interpersonal skills with ability to work as a team member
    • High degree of proficiency in written and spoken English communication
    • Well-developed computer skills
    • Ability to travel within Nigeria 25% time.

    Qualifications and Requirements:

    • Master’s in Public Health (majoring in Health Systems Policy and Management, Health Economics etc.), with 5 - 7 years relevant experience in projects of similar size and complexity which includes experience with program planning and implementation within public and NGO sector.
    • B.Sc./BA in Public Health, Business Administration, Medical Sciences, Behavioral Sciences or its recognized equivalent with 7-9 years relevant experience with international development programs including COVID-19 program planning and implementation at the community or state level working with public and NGO sectors.
    • Demonstrated success in multicultural environments is an advantage.
