    Clinical Services Specialist

    Job Description

    • Provide technical leadership and support at the LGA level related to clinical management of HIV/TB in line with PEPFAR strategic direction, global approaches, and emerging environmental priorities.
    • Oversee the implementation of integrated HIV, TB, NCD and other medical services at the LGA and facility level.
    • Work with relevant staff to coordinate the implementation of facility-based programs in relation to clinical management of HIV/AIDS.
    • Oversee capacity-building activities to transfer skills, knowledge, and technology to the Government of Nigeria stakeholders at the individual, facility, and LGA levels to lead the HIV response and create effective linkages between facility and community services.
    • Support and strengthen the system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
    • Coordinate daily situation room meetings and hold backstops and epidemic response teams accountable for their performance.
    • Facilitate the clinical assessment of all patients diagnosed with HIV and ensure same-day commencement of treatment for eligible patients.
    • Facilitate diagnosis of advanced HIV disease and linkage to the appropriate treatment services.
    • Oversee the activities of the epidemic response teams in the LGA, including all categories of staff within the LGA.
    • Be responsible for managing clients with complicated medical history and conditions.
    • Lead the implementation of efficient strategies for epidemic control of HIV in the LGA, including prevention interventions, community-facility linkages, etc.
    • Contribute to program strategy development at cluster and state level, with a focus on clinical service delivery.
    • With guidance from the Cluster Lead, represent ECEWS in meetings, discussions, and relevant forums on issues related to HIV/TB prevention, treatment, and care.
    • Support the Cluster Lead to provide technical leadership and engage with stakeholders and as approved, represent the organization at stakeholder events.
    • Perform other duties as assigned.

    Minimum Recruitment Standard

    • MB.BS/MD/PhD or similar degree with 1 to 3 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource-constrained settings.
    • Or MPH or MS/MA in relevant degree with 3 to 5 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource-constrained settings.
    • Possession of an additional postgraduate degree in a related field is an advantage.
    • Experience in project development with proven experience in the planning and facilitation of training is required.
    • Experience in large and complex donor-funded national health focused project is an added advantage.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    Senior Program Officer – MEL/SI

     Job Description

    • The incumbent will manage information systems, conduct data analysis, and provide strategic insights to enhance programmatic effectiveness as well proficiency in the use of DHIS2.
    • Configure DHIS2 to capture and report data across multiple health programs including HIV/AIDS, Hypertension, NCDs, etc. This involved setting up data elements, indicator definitions, datasets, dashboards, and reporting templates.
    • Develop customized data entry forms and front-end interfaces for facility and community health workers to enter service delivery data which feeds into DHIS2 in real-time.
    • Set up automated indicator notifications and SMS/email messaging using analytics to flag concerning data or trends for follow-up.
    • Support training on DHIS2 for health workers and program managers, building their capacity to use the system for day-to-day monitoring and data-driven management.
    • Serve as an ECEWS administrator responsible for user management, metadata configuration, applying upgrades and customizations for optimized DHIS2 usage.
    • Lead the extraction and exchange of DHIS2 data with other systems like laboratory information systems and logistics management information systems for comprehensive insights.
    • Support migrating and integrating DHIS2 as the national HMIS across all levels from central down to facility levels for harmonized health data capture and management.
    • Any other duties as assigned.

    Minimum Recruitment Standard

    • Must possess a university degree in any of the following or related fields: Computer Science, Data Science, Statistics or any other health related Sciences and a minimum of 8 years’ relevant experience supporting the implementation of M&E systems, and planning and executing program evaluation. An MPH degree will be an advantage.
    • Must possess the ability to analyze and interpret both quantitative and qualitative data to inform programming.
    • Must have knowledge of SPSS or STATA or knowledge of DHIS, MS-Access or other compatible database software will be of added advantage.
    • Must have experience conducting monitoring visits, utilizing checklists and other tools, including the ability to develop M&E tools as needed.
    • Experience supporting information systems like OpenMRS, DHIS2, Nigeria Medical Record System, ODK Collect, and DATIM.
    • Experience working with MySQL Community Server, Apache Tomcat, war files and Java Web Applications.
    • Experience working with XML and JSON data encoding formats.
    • Experience in data collection, processing, and use.
    • Experience with HIV/AIDS programs or related health service programs; experience working with HIV/AIDS prevention and/or impact mitigation programs in the West African context is desirable.
    • Experience with the PEPFAR/ Global Funds SI system is highly desirable.
    • The following certifications will be an added advantage if available: Java Certification (OCPJP, OCPWCD, etc.), Linux Certification, SQL or Database Certifications, and Health IT Certification.
    • Demonstrated coaching and mentoring ability.
    • Strong interpersonal skills and ability to work with people of different backgrounds.
    • Knowledge of monitoring and evaluation practices, methods, tools, and guidelines
    • Data management and analysis skills
    • Strong quantitative and analytical skills, verbal skills, and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.

    • Report writing and presentation skills.

    Job Description

    • The position holder will support ECEWS CDC OVC-SPEED Project partners in the development and implementation of data collection systems, ensure data quality, and accurate reporting in a timely manner.
    • The Officer will support in coordination, management, and dissemination of strategic information; and is responsible for the following activities:
    • Will support state level implementation of the OVC project in the state of assignment with displayed capacities in building acceptable documentation, reporting, and learning systems.
    • S/he will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to CDC.
    • Under his/her guidance, the project at the state level will utilize monitoring data to maximize program impact.
    • The successful candidates will ensure efficient use of available resources towards achieving defined M&E goals.
    • S/he will ensure adherence to structured principles during implementation of M&E field activities and provide required program statistics within expected timelines to inform project planning and delivery.
    • The Officer will build and sustain strategic relationships with key state-level stakeholders and maintain an information flow to keep all stakeholders updated with project performance. 
    • Support and oversee the M&E work of the Community Based Organizations (CBOs) in the implementation of the OVC Project.
    • Oversee the training of CBO staff in the SPEED M&E system including the NOMIS forms and database.
    • Ensure CBOs understand the information needs of project stakeholders and donors and adhere to system requirements.
    • Work closely with the CBO M&E officers to ensure they understand the data requirements and data gathering and report formats.
    • Support CBOs to train Community Case Workers to correctly report OVC activities and services provided to clients’ and their households on a timely basis.
    • Ensure that CBOs enter accurate and high-quality data and report on the NOMIS platforms on a timely basis.
    • Ensure that CBOs participate in the data quality assessment, understand the recommendations for remedial action, and comply with those recommendations.
    • Attend relevant SPEED management and technical meetings to ensure close coordination between program, management, and M&E staff.
    • Collaborate with SPEED management and CBOs in planning, designing, and undertaking program evaluations and special studies.
