    Finance Assistant

    Key responsibilities:

    • Check all invoices and confirm their amount as from their reception and the coherence with the accountancy in Saga;
    • Prepare a report for the Finance Officer of all missing invoices or differences in amounts from the SAGA extracted file;
    • After the monthly accounting closure check the accounting codes, the project codes, and the budget codes;
    • Correct any errors in the invoices if necessary;
    • Check that all the invoices are present for each budget line and each contract;
    • Ensure photocopying of all original & split documents;
    • File the originals according to budget (contract) and budget line;
    • File everything very conscientiously;
    • Reclassify the invoices according to their new budget lines if necessary, particularly when they have been used in various operations (redistribution of the initial budget lines);
    • Check that the accounting codes, the project codes, and the budget codes are accurate as per the attached PR or program allowance request form;
    • Finalize the dispatch of files by adding labels and adequate packaging for the originals to be sent to the capital;
    • Check that all invoices and their amounts are present as from their reception and the coherence with the accountancy in the excel file;
    • Check that all the invoices are present for each transaction in the accountancy;
    • At the end of the monthly accountancy closure, prepare the files to be sent to capital (final checking of invoices and their presence;
    • File and archive the copies in the base.

    • Minimum of a Bachelor equivalent in Accounting/Finance;

    Grants and Compliance Manager

    Key responsibilities:

    • Support the Field Coordinator for the collection and dissemination of various contributions from the Project Managers, review and validation by Abuja technical team, dissemination and filing of the validated report;
    • Ensure that reports (internal and external) are submitted on time and are coherent and accurately written (biweekly, APRs, quarterly, interim and/or final report);
    • Maintain hard and soft files of ACF Nigeria grant portfolio documents (from inception to closure);
    • Play a key role in Grant opening and closing meetings preparation and implementation, as well as monthly/regular grants management meetings which include representation from each unit (Admin, Programs, Logistics, Security and MEAL), compile action points and ensure proper follow up of issues raised;
    • Monitor and support the use of grants management tools such as the detailed implementation tool, MEAL plan, PFU and BFU amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles;
    • Support in projects implementation, developments ; including making inputs in the area of risk management, quality of implementation, analysis of challenges faced during implementation and working with various program teams and key-stakeholders to resolve problems in a timely, cost efficient and effective manner;
    • In coordination with the Grant Head and Deputy Head of Department, monitor implementation of programs to ensure they are in accordance with donor and ACF internal requirements. Must develop extensive understanding of donor rules for project under implementation and guide project manager in the reading of the relevant donor rules;
    • To act as an information resource on Yobe State. In connection with the Field Coordinator, be able to provide informative and varied articles from several sources regarding the current political, socio-economic, security situation in the country. Build a dedicated file to centralize all relevant information on Yobe context evolution and development (including Gov and LGA policies, strategies and development plans, resources produced by academics in or on Yobe State…);
    • Provide briefing papers and support development of external communication tools as relevant for donor and relevant stakeholders’ visits/meetings on ACF Nigeria programs in Yobe State;
    • Develop stakeholders mapping for each project, notes on advocacy primary and secondary targets (organogram of various institutions and influential members), develop, and follow up implementation of engagement strategies (reports to external stakeholders, advocacy initiatives…);
    • Support to produce bi-annual context review document, scenario planning and contingency plan review/building;
    • Where necessary, support the Field Coordinator in the external representation of ACF and the coordination with government authorities at local, national and state levels (NEMA and SEMA), NGOs and UN agencies; give regular updates to the main stakeholders as necessary;
    • Ensure that relevant stakeholders have a clear understanding of ACF charter, background, program objectives and activities in the field;
    • Develop and manage relationships with local NGOs, CBOs, CSOs and academia to support the development of new programming. Act as focal person for those partnership development and management (from selection process to supervisor.

    Position Requirements:

    • Minimum of Bachelor’s Degree/HND in Arts, International Development, Social Studies, Economics, Humanitarian Assistance, Rural Development, Geography, Agriculture, Livestock or related studies;
    • Minimum 4 years work experience in similar setting and responsibility;
    • Minimum 4 years humanitarian experience;
    • Good communication, writing and analytical skills;
    • Good team management and representation competencies;
    • Knowledge of programming in humanitarian settings;
    • Experience in assessment, monitoring or evaluation;
    • Familiarity with ACF and acceptance of ACF’s principles;
    • Experience with major institutional and UN donors and donor procedures (ECHO/EC, USAID/BHA, FCDO, SIDA, GFO, etc.);
    • Experience of similar programs in rural setting and highly volatile contexts;
    • Experience in the area of operation;
    • Knowledge of local languages (Hausa and Kanuri).

    Monitoring Evaluation Accountability and Learning Officer

    Key responsibilities:

    • To ensure that all assessment adhered to the SPHERE standards, and all new constructions and rehabilitation sites is of good quality and to meet the national standards;
    • Ensure timely and quality data collection, (needs assessments, household registration, baseline/endline surveys, PDMs, KAP surveys, FDG, KII and others) by drafting the necessary quantitative and qualitative tools (ToR and data collection tools, including coding) for review and validation by the technical team;
    • Perform timely and quality data analysis of MEAL data for different projects as needed through Excel or other statistical software for review and validation by the MEAL Manager and Field Coordinator;
    • Ensure timely and quality reporting of MEAL activities implemented by their team (surveys, monitoring activities…);
    • To also take lead in drafting and sharing all assessments and survey reports with the Field Coordinator and MEAL Manager;
    • Support in recruitments, training and Supervision of enumerators during data collection;
    • Support program teams, advocacy and knowledge management teams to identify lessons learned and best practices, and produce case studies and human interest stories through collation and analysis of MEAL inform;
    • Provide support for donor reports and proposal inputs as requested by Field Coordinator, MEAL Manager, HOD or DHODs;
    • Build staff awareness and commitment to a feedback and complaints mechanism, ensuring that all SOPs and ACF core policies are respected;
    • Ensure setting up the different feedback and complaints response mechanism in relevant project locations;
    • In remote management area, ensure the establishment of accountability focal person (training, regular meetings, tracking of their reporting requirements);
    • Ensure the queries of callers using setup hotline are answered while respecting ethical and professional behavior in accordance with the ACF standard operating procedures and HAP guidelines;
    • Ensure complaints are referred to relevant personnel within ACF and in particular sensitive complaints (level 4) are referred to senior management, as per SOP;
    • Ensure the lodging all feedback, complaints and response in the FCM database, coming from all channels;
    • Ensure complaints are closed within the appropriate timeframe;
    • Validate FCM database on monthly basis;
    • Refer program specific complaints to relevant program managers for resolution;
    • Submit FCM specific project report for donor reporting when relevant;
    • Follow-up and receive weekly feedback, and case status progress related to the internal cases referred to the programs/projects. Ensure all documents and actions taken are documented, and feedback is given back to the complainant.

    Position Requirements:

    • Minimum of Degree in Economics, International Development, Statistics, Public Health, Demography or related subject, with previous experience working in humanitarian projects;
    • At least 3 years of proven experience in the Monitoring, Evaluation, Accountability and Learning of humanitarian or development programs;
    • Demonstrated knowledge of MEAL concepts and international humanitarian quality standards;
    • Demonstrated practical experience with mobile data collection, fluent in English (both written and spoken skills);
    • Experience of data collection, collation, analysis, and report writing;
    • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive;
    • Strong organizational and analytical skills, and ability to work under pressure;
    • Excellent team, budget and project management and representation competencies;
    • Commitment to and understanding of ACF aims, values and principles;
    • Excellent computer skills, particularly with Microsoft Excel, spreadsheets, Sphere standard, SPSS, SPHINX, or other statistical packages;
    • Willing and able to be based and travel regularly within remote areas, where services are limited;
    • Previous experience with ACF or International NGO strong interpersonal and community norms understanding;
    • Experience in community development programming, preferably in health, nutrition, food security and livelihoods or WASH;
    • Experience in statistical analysis;
    • Experience with participatory fieldwork methodologies;
    • Knowledge of local languages (Hausa, Kanuri, Fulani, Shuwa, etc.).

    Pharmacy Supervisor

    Key responsibilities:

    • Ensure that the drugs supplied to the different centres are appropriate and necessary;
    • Oversee medical logistics for the project, including follow up with the consortium pharmacy manager on quantification and allocation of ACF drugs;
    • Follow up on the monthly consumption and calculate the needs for local and urgent international orders in collaboration with supply chain team;
    • Record any medical item entry and exit in stock cards on weekly basis;
    • Report discrepancies and general consumption issues to the Pharmacy Supervisor;    
    • Work with program team to amend drug and stock quotas on a weekly basis to prevent exceptional ordering;
    • Organize drugs delivery to the different sites in collaboration with Warehouse assistant, SC Logistics Supervisor and Nutrition and Health Programme Manager and Officers;
    • Implement and ensure clear safety procedures;

    Position Requirements:

    • Minimum of Bachelor’s Degree Pharmacy;
    • Over three years of experience in pharmaceutical and medical stock management;
    • Must be registered with the Pharmaceutical Society of Nigeria;
    • Fluency in spoken and written English language. Hausa language is desirable;
    • Strong work ethic: punctuality, responsibility and flexibility;
    • Strong sense of organisation and attention to details;
    • Capacity to work in a team;
    • High level of motivation;  
    • Computer skills (Microsoft office);
    • Work experience in INGO setting will be an added advantage;
    • Experience in a pharmacy supply for health and nutrition program;
