Project Overview

• Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID).
• Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance.
• Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analyses of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.
• In Nigeria, Data.FI is supporting the USAID and its PEPFAR implementing partners (IPs) to strengthen the national health information systems, provide support to the continued development of an interoperable national data warehouse and business intelligence solution.

Consultancy Overview:

• Through Translating Data for Implementation (Data.FI) award, Palladium is seeking a Full Stack developer (consultant) to contribute to and support the development of the Central LAMISPlus data warehouse and business intelligence system.
• The period of performance for this consultancy is expected to be between July-September 2021 at approximately 20 days per month. There are no restrictions on where the consultant is based.

Consultant Activities:

• USAID Nigeria PEPFAR IPs, with support from Data.FI. are implementing the LAMISPlus electronic medical records (EMR) system.
• To provide clinicians, program managers, and policymakers with the data they need to provide continuity of patient care, monitor, and improve the performance of health programs, and make informed policy and resource allocation decisions, the data from the LAMISPlus EMR should be consolidated in a central data warehouse.
• The data can then be analyzed and presented to users through dashboards.
• The consultant will be responsible for design and development of the central LAMISPlus data warehouse.

Scope of Work:

• Develop FHIR module including generating FHIR endpoints.
• Design and develop the data warehouse analytics and visualization module.
• Design and develop the data warehouse administration module.
• Design and develop the data warehouse security module.
• Develop and maintain comprehensive system documentation through the JIRA platform.
• Create, design, and develop data models
• Prepare plans for all ETL (Extract/Transformation/Load) procedures and architectures.
• Design and implement ETL procedures for intake of data from both internal and outside sources; as well as ensure data is verified and quality is checked.
• Design and implement ETL processes and data architecture to ensure proper functioning of analytics lad, as well as client's or third-party's reporting environments and dashboard.
• Perform the design and extension of data marts, meta data, and data models.
• Ensure all data warehouse architecture codes are maintained in a version control system.
• Monitoring and tuning data loads and queries

Minimum Qualifications

• B.Sc. in Computer Science or a related field, or equivalent experience.
• Experience with the EMR platforms is an added advantage.
• Experience with the DHIS2 platform is an added advantage.

Required Experience:

• Minimum of 4 years’ experience in enterprise-level programming and architecture experience.
• Proven experience as a Full Stack Developer or similar role.
• Experience developing scalable and secure web and mobile applications.
• Experience with relational databases such as Microsoft SQL, MySQL and PostgreSQL, including designing schemas and query performance analysis. Experience in NoSQL databases is an added advantage.
• Should have strong knowledge and experience in CI/CD tools like ANT, Maven and Jenkins.
• Should have experience in Web analytics implementations.
• Prior experience as an independent consultant is an added advantage.

Skills and Abilities:

• Extensive knowledge of multiple programming languages, libraries, and frameworks such as C#, Java, Python, PHP, Android, React, Node.js, Angular, Vue, etc
• Should have experience configuring and managing web application servers (e.g., Nginx, Apache Tomcat, IIS etc.)
• Hands-on experience with ETL tools e.g., DataStage, Informatica, Pentaho, Talend
• Experience using Data Warehouse platforms e.g., SAP, Birst.
• Experience designing, developing, and implementing Data Warehouse solutions
• Should have demonstrable experience in working with HTTP/RESTful APIs, microservices and distributed solutions.
• Should possess excellent communication skills and attention to detail.
• Should demonstrate strong problem solving and technical skills.
• Should demonstrate knowledge of the trends in the software development domain.
• Should be able to work under minimum to no supervision and yet deliver quality results on time.
• Experience Health Information Exchange standards is an added advantage.

Background

• The objective of the SCALE Activity is to support civil society organizations (CSOs) and business membership organizations (BMOs) across all of USAID/Nigeria’s programmatic sectors with a basket of managerial, business strengthening, and advocacy capacity-building interventions aimed at advancing Nigerian CSO sustainability combined with targeted grants to advance mutually agreed upon priorities. The activity is designed to enhance local civil society organizations’ ability to be positive and responsible change agents in Nigeria.

Purpose of Position:

• The Program Assistant will provide both technical and administrative support to the technical unit of the SCALE project.

Roles and Responsibilities

• Manages calendar of technical team including maintaining knowledge of all the team members’ work and events.
• Assists with developing concepts and scope of work for activities.
• Assists with taking notes and writing reports during project meetings and events.
• Assists with logistics for project meetings and events, including working with operations team to find venues, confirming dates, and sending invitations and confirming participation.
• Assists with logistics for project partners and guests, including arranging interviews, meetings, transportation, accommodations.
• Manages communication with project partners and stakeholder.
• Organizes and backstops virtual meetings and other events.
• Maintain project files on shared drives and SharePoint.
• Contributes to monitoring the Activity Monitoring Evaluation and Learning Plan (AMELP) and SCALE Workplan to ensure implementation is on track.
• Supports generation of monthly and quarterly reports, tracking progress on targets and indicators.
• Assist with administrative processes as may be required.

Requirements

• A Bachelor’s Degree or equivalent in Social Sciences, Accountancy, Administration, Knowledge Management, or related field.
• Minimum of 3 years of progressively responsible experience in program management working with development organizations.
• A broad understanding of general development issues.
• Competency in MS Word, Excel, Outlook, and PowerPoint required.
• Ability to take initiative, work independently, and to manage multiple priorities under tight deadlines.
• Strong oral/written communication skills in English.
• Good interpersonal and communication skills including ability to work well and collaborate with internal and external stakeholders.

• The project has five main components:
  • Component One - Improve CSO organizational capacity,
  • Component Two - Enhance capacity for CSO advocacy, collaboration, and management,
  • Component Three - Improve the policy and regulatory environment for civil society,
  • Component Four - Countering Trafficking in Persons (CTIP), and
  • Component Five - Sector strengthening and advocacy.

Purpose of Position

• Working closely with the project’s Social Protection and Inclusion Advisor, the Vulnerable Populations Sector Manager will support in achieving objectives relating to strengthening the capacity of CSOs to address vulnerable populations' needs, including countering trafficking in person (CTIP), curbing sexual and gender-based violence (SGBV) and child early, and forced marriage (CEFM), and promoting inclusion of women, young people, and persons with disabilities across all project components.

Roles and Responsibilities

• Support project efforts towards strengthening the capacity of CSOs/BMOs and relevant stakeholders to conduct policy advocacy, improve service provision, enhance referral systems, and strengthen networking to counter trafficking in persons, and curb SGBV and CEFM.
• Provide technical support and offer innovative approaches to activity design and implementation, with a focus on inclusion efforts that promote ownership & local sustainability.
• Monitor implementation of the awards to selected CSOs on vulnerable populations, CTIP, SGBV, and EFM.
• Support in finalizing the project’s roadmap/action plan for CTIP, SGBV, CEFM and related sector issues.
• Support to develop, adapt and implement effective, innovative capacity strengthening approaches, tools, and methodologies for integrating gender equality and social inclusion into project activities.
• Interact with internal and external resources and experts to bring new and “cutting edge” ideas into project’s approaches.
• Support the design, development, implementation, and monitoring and evaluation of the program’s multi-year strategy and annual work plans.
• Align with the project’s media strategy and leverage growth in technology to improve performance, accountability and transparency of services and beneficiary feedback.
• Manage, implement, document, and disseminate project activities. Draft success stories and project highlights to reflect project achievements.
• Adhere strictly to the branding and marking policy of the project.
• Other duties, as assigned by supervisor.

Position Requirements

• Master’s or Bachelor’s Degree in International Affairs, Public Administration, Policy, Social Sciences, Law, Development Studies or related field.
• At least five (5) years of relevant experience in civil society engagement and policy and regulatory reform around SGBV, CEFM and/or CTIP.
• Experience working in gender, vulnerable populations (including persons with disabilities, youth, and women and children) and/or human rights.
• Strong technical expertise in organizational capacity assessments and developing capacity development plans.
• Prior experience of working with donor-funded projects. Experience with USAID programs desirable.
• Experience of engaging and working with senior leadership in government, civil society, private sector, and communities.
• Experience with development of business case for gender equality, diversity and inclusion is desirable.
• Clear and effective writing and oral communication skills, including significant experience with report development and presentation.
• Strong program management, organizational, and interpersonal skills required.
• Attention to detail and ability to perform multiple tasks, work independently and balance competing priorities effectively and efficiently often within a required timeframe.
• Good computer skills (Microsoft Office, Email, Internet).
• Fluency in English and a local language.
