    Communication Management Trainer (Short Term Technical Assistant)

    Performance Period: 28th October - 30th March 2020.

    Overview

    • RTI International in collaboration with Plan International and other partners is implementing a 4-year USAID funded Effective Water, Sanitation and Hygiene (E-WASH) project. E-WASH will provide technical assistance to state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of five (5) state water boards (SWBs) in Nigeria. This is part of the United States Government's (USG) efforts working with the Federal Government to address the heart of the challenges faced by the urban water, sanitation, and hygiene (WASH) services. The overall goal is the improvement of urban water and sanitation service delivery.
    • The USAID Effective Water, Sanitation and Hygiene (E-WASH) program, is seeking qualified Short Term Technical Assistants (maximum of 5) to deliver Communications Management training to relevant staff of the following State Water Corporations; Abia, Delta, Imo, Niger and Taraba.

    Approach and Scope:

    • The Communication Management Training will be designed and taught virtually to facilitate peer learning and adaptation across states by ensuring a simple knowledge management system is integrated into the training plan.
    • The training will be delivered to customer management and public relations teams utility including staff of similar job description. Four courses comprising 9 modules will be taught through Q1FY20 (October - December) and Q2FY21 (January - March). E-WASH State teams through the Capacity Building Specialists will work with the utility management to identify appropriate staff to be trained while the Advocacy and Strategic Communications Advisor will provide technical guidance. As part of implementing the training the E-WASH will undertake pre and post-tests and training surveys, to ensure training is consistently responding to identified participants needs.
    • Course contents will be designed to help utility staff meet intermediate proficiency level. This means staff that undergo this training will be able to successfully complete tasks in this competency as needed. Help from an expert may be required from time to time, but they can usually perform the skill independently, can apply this competency to situations occasionally while needing minimal guidance to perform successfully, and can understand and discuss the application and implication of changes to processes in utility communication.

    Key Deliverables:

    • Inception Meeting and Inception Report
    • Development of Training Manuals/curriculum
    • Dispense Trainings according to modules (3)
    • Develop a performance appraisal mechanism (Knowledge Checks) for each module
    • Process Report and closeout report.

    Educational Qualifications

    • Master's degree in Communications, Development studies, Social Sciences, or a related field or equivalent inexperience and career history.
    • 3 - 6 years Experience.

    Additional Skills:

    • Knowledge and previous experience in organizational capacity building in communication in WASH context is desirable.
    • Strong communication and engagement skills, and ability to liaise with government at different levels.
    • Virtual training experience highly desirable
    • Ability and willingness to travel out to E-WASH State (if necessary).
