    Communication LGA Facilitators

    Role Objective

    • The LGA Facilitator will be located at the LGA level with frequent trips to the wards and settlements with high numbers of missed children.
    • Particular emphasis will be on communication approaches to reach the populations in all high-risk areas, to eliminate missed children due to non-compliance, and ensure maximum reach for immunisation programmes.
    • Will also support other our client C4D initiatives, in respect of health, education, nutrition, WASH, and child protection C4D activities, including COVID-19 as applicable.

    Expected Output:

    • A detailed work plan at the beginning of the contract and monthly work plans thereafter 
    • Sharing and uploading of data to ODK and other data tool at agreed timelines
    • Monthly report of activities, outcomes, mission reports, and support to other reporting as requested.
    • One end of contract Report including detailed handover notes delivered to C4D and State Facilitator. 

    Expected Results:

    • Nigeria Community Engagement plan implemented at all levels by all stakeholders.
    • Facilitation of implementation of State and LGA Social Mobilization and High-Risk Operational Plans (HROP).
    • Volunteer Ward Supervisors, PSGs (where applicable) and Volunteer Community Mobilizers are supervised, mentored, and capacity strengthened through solid teamwork and leadership.
    • Vaccination barriers identified, analysed and overcome by Social mobilization groups and key influencers, number of missed children and non-compliances are reduced.
    • LGA Communication packages on health, polio, routine immunization, WASH, education and nutrition and child protection are developed and implemented.
    • Polio and RI, and non-polio SIAs Monitoring & Evaluation (M&E) reports are available at State, Field Office and Abuja levels.
    • Contribution to other reports made and shared as requested.
    • The primary outcomes will be:
    • Quality implementation of all Polio and non-Polio IPDs/Supplemental Immunization Activities leading to reduction (to almost zero) in the level of missed children (non-compliant and/or absent), and zero-dose children.
    • Increased commitment from LGA officials, traditional leaders, and religious leaders through frequent LGA Facilitator feedback and engagement on all C4D activities for our client's programmes.
    • Social mobilization working group and committees at LGAs hold regular meeting and use social mobilization data for planning, monitoring and implementation.

    • Improved use of social and Expanded Programme on Immunisation (EPI) data in communication strategy development and planning by the LGA team including Social Mobilization Working Group members through technical inputs.

    Requirements
    Education:

    • University Degree in Social Sciences or related technical field.

    Work Experience:

    • At least three years progressively responsible professional work experience with national and international humanitarian organisations in programme planning, management, monitoring and evaluation of programmes.
    • At least three years of similar experience in social mobilization, advocacy and communication in health-related programmes, training/capacity building, team leading and team building.

    Language:

    • Fluency in English. Knowledge of local working language of the duty station an asset.

    Required Competencies:

    • Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills
    • Managerial and supervisory skills
    • Strong data analysis skills to inform communication activities, computer skills, including internet navigation and various office applications 
    • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

    Non-Technical Survey Training Specialist

    Overview of Position

    • Northeast Nigeria is facing a problem of weapons and explosive hazard contamination as a result of protracted conflict.
    • The presence of explosive remnants of war (ERW), improvised explosive devices (IED) and landmines of an improvised nature, poses a serious threat to civilians as well as to United Nations and humanitarian personnel operating in the north-east of the country.
    • Our client deployed to Nigeria in April 2017 to conduct an Explosive Threat Scoping mission to Nigeria which resulted in the recommendation of the establishment of a humanitarian mine action coordination and support capacity in Maiduguri and immediate provision as appropriate, technical response to the explosive contamination impacting the humanitarian crisis in the north east.
    • In addition, the General Officer Commanding (GOC) for Division 7 of the Nigerian Army made a request through the Deputy Humanitarian Coordinator in December 2017, to have OUR CLIENT presence in the north east.
    • The GOC highlighted the negative implications of the explosive threat including Improvised Explosive Devices and Unexploded Ordnance on IDP return, livelihoods and return to normalcy in northeast of Nigeria.
    • In 2018 Our client established a permanent presence to implement a mine action programme in Nigeria to:
      • Improve the protection of civilians and facilitate humanitarian assistance;
      • Enhance national capacity to mitigate explosive threats and enable compliance with international treaty obligations;
      • Reduce the explosive threat to United Nations personnel and humanitarian workers.
    • According to the 2020 Humanitarian Needs Overview (HNO), 8.7 million people including 1.7 million internally displaced persons (IDPs) and 1.2 people returnees are in need of humanitarian assistance in Borno, Adamawa and Yobe (BAY) States in north-east Nigeria due to the ongoing crisis.
    • Given the widespread explosive ordnance contamination and prevalent use of IEDs by non-state armed groups, the 2021 NHO identifies 1.5 million people in need of mine action in north-east Nigeria.
    • There were 259 explosive incidents in 2020, and another 216 incidents took place from January to June 2021. From 2016 till June 2021, 1,247 people were killed and 2,048 injured, out of which 748 civilians were killed and1297 civilians were injured .
    • The 2021 NHO indicates 75% of incidents involving unexploded ordnance could have been prevented by non-technical surveys (NTS) to identify and mark suspected contaminated areas and release safe land and roads and explosive ordnance risk education (EORE) to deliver life-saving knowledge and foster safe behaviour. The need for EORE remains high particularly in Borno with 1.16 million people in need but also in Adamawa and Yobe where more than 200,000 and 176,000 people respectively need EORE.
    • Our client in Nigeria Programme takes a strategic, multi-year comprehensive approach for protection of civilians and humanitarian actors through humanitarian mine action in north-east Nigeria, supported by multi-donor contributions.
    • This approach encompasses a range of responses, including EORE, Conflict Prevention and Preparedness (CPP), Improvised Explosive Device Disposal (IEDD) and emergency medical response training for the national military and police forces, information management and explosive hazard mapping, and  NTS, with coordination as key cross-cutting enabling factors.
    • Under Japanese and German funding, our client is starting to implement a one year project aiming at protecting civilians and humanitarian actors in north-east Nigeria from the threat of explosive ordnance, and supporting the advancement of two
    • Outcomes: (1) National and local entities mitigate the explosive threat in north-east Nigeria; and (2) The immediate threat posed by explosive ordnance to civilians and humanitarian and development actors is mitigated.
    • Outputs and activities to achieve those outcomes will be (a) NTS, EORE, CPP and EOA to enhance safety and resilience of the at-risk population, (b) VA activities to enhance inclusive healthcare for the victims of EO incidents including persons with disabilities, and (c) support to the establishment of NMAC for sustainability and national ownership in humanitarian mine action.

    Specific outputs for the contracted staff will be::

    • Establish a sustainable capacity of Non-Technical Survey officers facilitators in north eastern Nigeria within selected services of the National Authorities and Civil Society Organizations.

    Role Objectives
    The NTS Training Specialists (2 to be selected for this assignment) will have the responsibility of delivering the training to Facilitators / Officers, specifically they will have the following duties:

    • Support our client in identifying participants for the NTS ToT course, developing the Training Management Package(TMP) and in the organisation of the training courses.
    • Deliver of NTS ToT in accordance with the developed TMP to the personne of the following organizationsl across Borno, Adamawa, Yobe (BAY) States:
      • Ministry or Rehabilitation, Reconstruction and Resettlement (MRRR)
      • National Emergency Management Agency(NEMA)
      • State Emergency Management Agency(SEMA)
      • Nigerian Security Civil Defense Corps (NSCDC)
      • Nigerian Police Force
      • Civil Society Organizations(CSO)
    • Explain and distribute NTS equipment to newly trained NTS officers
    • Evaluate/Quality Assure course delivery by visiting locations where trainers deliver NTS Officer  training, observe the delivery of training and provide feedback on results to our client

    Project reporting:

    • One Progress Report due after 1 month of starting activities (our client to provide template).
    • The NTS Training Specialist will update our client staff on progress on a weekly basis.
    • The NTS Training Specialist provide the evaluation feedback (training record) on each training participant to our client at the end of the contract

    Qualifications

    • Bachelor's in relevant to the role. (essential).

    Key competencies:

    • A minimum of two (2) years’ experience in NTS and Community Liaison activities (Required)
    • A minimum one (1) year experience in developing and managing delivery of training courses in NTS and Community Liaison (Required)
    • One (1) year previous experience working in remote/hardship locations, similar to north eastern Nigeria (Recommended)

    Team management:

    • The person will work in collaboration with another NTS Training Specialist. The person will work also in strict collaboration with our client Chief of Operations.
    • The person will need to collaborate and train local personnel of other organisations and national authorities, as selected.
    • The Trainer will need to be experienced in delivering training courses in Non-Technical Survey.

    Sector Experience:

    • Minimum of 2 year/s of demonstrable relevant Training experience (essential).
    • Minimum of 2 year/s of demonstrable relevant Mine Action experience (essential).

    Geographical Experience:

    • Minimum of 2 year/s of experience in Africa (desirable).

    Languages:

    • Fluent in English (essential).
