    Base Logistics Manager (Zamfara)

    Job Summary

    • The Base Logistic Manager (National) is responsible to manage the logistics department in Zamfaraunder the direct supervision of the Field Coordinator and with the technical support of the Logistics Coordinator, in order to support the implementation of the programs activities on a timely and good quality basis, and in compliance with PUI procedures and donors’ guidelines.

    Responsibilities and Tasks

    • Team Management: He / She oversees the recruitment, training, organization and management of logistics teams (PUI employees and potential daily workers), giving direct supervision to the national team and building capacities of the staff
    • Base logistical support: He/She oversees all the necessary logistical operations to ensure the proper opening and the proper functioning of the base, and ensures the roll out of standard internal logistic procedures.
    • Assets and premises: He/She ensures the good management of all the equipment, including fleet and premises at base level in compliance with PUI procedures and donors’ guidelines
    • Safety & Security: He/She assists the Field Coordinator with safety & security management. He/She is directly responsible for the daily, concrete aspects of the base’s safety management.
    • Coordination, reporting and dissemination of information: He /She coordinates with the different departments (program and admin) and ensures all the reporting and information is compiled and disseminated among the concerned services.
    • Capacity building: Coach the relevant deputy logistics manager and logistics staff. Facilitate the development of a high-quality of logistics staff, which fully addresses the roll out and consolidation into their daily work.

    Specific Objectives and Associated Actions
    Team Management:

    • He/She designs the team set-up and size according to the support needs of the base.
    • He/She oversees the hiring process of the whole logistics team and participates in any decision related to the termination of employment contracts of national employees.
    • He/She supervises and manages directly his/her team
    • He/She guides the work of the logistics teams, tracks the realization of their objectives, and leads the mid-term and final staff evaluations.
    • He/She ensures compliance with the Internal Rules of Procedure of PUI on the site.
    • He/She assumes or delegates responsibility for the induction of new members of his team, ensuring that the project and base context, the relevant PUI tools and policies are well understood
    • He/She completes basic training programs for the base logistics team and identifies additional training needs and sets up adequate training programs (organizational support, methodology, and technical support as the case may be organization of training sessions).
    • He/she prepares the job profiles of national employees under his/her immediate supervision.
    • Provide Logistic and Supply Chain Support at Base Level

    Logistics Support:

    • He/She ensures the proper opening of the base, which includes: finding adequate infrastructures and furniture, ensuring procedures and premises meet basic PUI security requirements, ensuring the supply of all necessary material to launch the activities, setting up and implementing internal logistic procedures on the base (especially market analysis and supply procedures)
    • He/She ensures that the needs of the site are met (support, programming) and reports the needs to the Field Coordinator, while making sure that all donor and internal procedures are respected, and that commitments are in line with available budgets.
    • He/She ensures that the site is equipped with the minimum of infrastructure (offices and housing) necessary for the execution of the work and accommodation of teams, in optimal conditions of safety.
    • He/She oversees the vehicle fleet, and more globally ensures its proper functioning, as well as the maintenance of all equipment belonging to the site.
    • He/She organises the movement of vehicles on a weekly basis.
    • He/She ensures adequate storage arrangements for all property and equipment.
    • He/She ensures proper delivery of all purchases planned for the operational sites.
    • He/She prepares and updates the inventory of supplies and equipment for the site, and submits it to the Log Coordinator.

    Supply Chain:

    • He/She guarantees that procurement procedures are respected according to the donors’ and PUI’s guidelines.
    • He/She guarantees the validity of all the procurement files according to PUI’s SC policy by regular visits of control (direct check of the folders
    • He/She works in close collaboration with the person requesting the purchase, with strong technical specificity, and carries out any appropriate conformity tests if required.
    • He/She centralizes and optimizes the grouping of purchases
    • He/She is responsible of the procurement validation in order to guarantee the respect and the good application of PUI procedures before submitting to the SCM
    • He/She checks and analyses the purchase follow up every week and gives some support to the logisticians if issues are identified.
    • He/She supervises the identification and referencing of suppliers
    • He/She ensures that purchase files are correctly archived and sent to coordination on time (correlatively with Accounting files)
    • He/She contributes to plan and eventually supervise the shipment and delivery of materials/equipment up to their final destination.
    • He/She ensures the movement/transfer of documents is properly referenced.

    Assets and Premises’ Management:

    • He/She ensures that all the assets affected to Base are properly identified and registered in compliance with PUI procedures and donors’ guidelines.
    • He/She ensures the good use and maintenance of all assets at Base level in compliance with PUI procedures and following manufacturers’ user manual
    • He/She Coordinates the IT assets’ maintenance.
    • He/She ensures the proper maintenance of all premises at Base level (guesthouse, Office, PHCC, Nutrition sites).
    • He/She participates to premises’ administrative management at Base level with the support of the Base Admin base and under the supervision of the Base Field Coordinator.
    • He/She ensures that all the energy means necessary at Base level are available and are managed in compliance with PUI procedures.
    • He/She ensures the identification of the needs regarding assets and premises in the context of proposal writing.

    Coordination, Reporting and Dissemination of Information

    • He/She is the main focal point for Program Managers at Base level for any logistics’ related issue.
    • He/She ensures the good coordination with Base Admin Department to express the finance needs of Base Logistics Department.
    • He/She participates to any relevant internal and external meeting at Base level and participates actively.
    • He/She ensures the good technical coordination between the Base Logistics Department and Logistics Coordination.
    • He/She ensures the proper dissemination and archiving of all the Base Logistics Department documentation, in compliance with PUI procedures and donors’ guidelines

    Capacity Building: 

    • He/She will design logistics training appropriate to the change of the needs
    • He/She will work closely with the deputy logistics manager to support the design and training materials, where required
    • He/She will deliver the training in an engaging and user-friendly manner, ensuring all stakeholders receive the necessary training and highlighting any issues.
    • He/She will verify the full understanding of the trained staff, ensuring readiness for roll out and consolidation

    Ensuring the Security of Goods and People:

    • He/She ensures that the material and other resources at base level are sufficiently adapted to the safety management approach defined for the base.
    • He/She participates in analyzing the base’s safety circumstances and conditions, alerts and issues recommendations to the Field Coordinator concerning potential changes relating to risks as well as measures to be put in place.
    • He/She ensures that all premises at Base level are properly equipped in compliance with PUI security guidelines (hibernation kits, first aid kits and extinguishers notably).
    • He/She ensures that all transportation means at the Base level are equipped and used in compliance with PUI security guidelines.
    • He/She participates under the supervision of the Base Field Coordinator in the base security plan review and in the context of follow-up.
    • He/She acts as the security focal point in the base when the field coordinator is absent.

    Protection Manager

    General Objective

    • Under the supervision of the Field Coordinator, and the technical guidance of the Country Protection Coordinator, the Protection PM is in charge of developing and ensuring the good implementation of project activities. He/She will oversee an IDP and Host community multisector integrated lifesaving program to be implemented in Borno, Katsina and Zamfara States, Nigeria.
    • In this capacity, the Protection PM will be responsible for day-day supervision and oversight of the protection teams and various protection activities, budget management, administration, and implementation of the requirements of the programs. The Protection PM will work closely with other PUI Sectors and partners operating in the Northeast and Northwest of Nigeria.

    Responsibilities and Tasks
    Project planning and implementation:

    • Create and execute work plans, spending plans, items forecasts, procurement plans and related systems to ensure that project deadlines are met, and targets achieved
    • Participate in the development of proposals, budgets, budget narratives, logframes, Indicator Tracking Tools (ITT) and concept notes in coordination with the Protection Coordinator, Deputy Head of Mission Programs, Grants team and HQ Technical Unit.
    • Develop the program monitoring tools under the technical guidance of the Protection Coordinator, PSS Advisor and the MEAL Department.
    • Contribute to the definition of vulnerability criteria and assessment methodologies allowing more accurate targeting of PUI’s activities in the area of intervention;
    • Provide technical advice and training on protection to all other operational departments, ensuring that protection and issues and aspects are always included in other operational departments’ activities
    • Ensure the coherence and the homogeneity of the activities under his/her responsibility (indicators and results follow up) and develop proper assessment mechanisms. Lead regular field reviews and ensuring best practices standards are met;
    • Contribute to the development of the Country Sector Strategy for the Nigeria Protection Program.
    • Inform his/her line manager of any relevant issue related to the project implementation.

    Information management, assessment and referral system:

    • Develop tools and strategies to ensure qualitative and timely data collection, communication and analysis
    • Develop referral pathways tailored to the type of cases identified, internally and externally. Develop the tools and processes to monitor the referrals
    • Develop tools pertaining to multi-sector rapid needs assessments responding to identified / emerging needs in the area of intervention
    • Formalize external referral pathways through MoUs with relevant partners
    • Contribute to the design and lead the management of the internal / external referral and follow up database system
    • Provide support to Other PUI teams in communicating with the community and targeting/tracking potential beneficiaries

    Capitalization, reporting and development:

    • Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to PUI internal tools and requirements
    • Update and transmit monthly the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project
    • Write regular reports on all activities as requested by the Deputy Head of Mission for Programs and Protection Coordinator;
    • Produce qualitative intermediary and final reports for donors
    • Capitalize lessons learnt and good practices throughout the project
    • Participate in the writing of comprehensive Activity Forms for all major operational aspects, in direct collaboration with the MEAL teams and with his/her supervisors
    • Participate in the development of comprehensive support documents for activities implementation by the protection teams
    • Create/review SOPs and propose relevant improvement, under Deputy Head of Mission for Programs, and Technical Coordination’s management
    • Participate to the operational development of the mission through active participation to the mission annual programming process

    Team management and capacity building:

    • Prepare job profiles for members of his/her team, has them endorsed by the Protection Coordinator, Deputy Head of Mission for Programs, and the HR Team, and participate actively in the recruitment process (interviewing, testing, etc.), as well as in any decisions related to the termination of employment contracts of team members; Pro-actively propose HR changes within his/her department to the Deputy Head of Mission for Programs and HR Team
    • Supervise the Protection team in maintaining a good working knowledge of available services from PUI and partners, and an ability to make appropriate referrals to those services.
    • Familiarize himself/herself with all PUI internal HR regulations, and ensure that they are known and respected by his/her team
    • Develop and maintain a good knowledge of the protection situation locally and the priority needs of the IDP population and host community. Compile protection assessment reports to inform PUI and partner programming in Borno, Katsina and Zamfara States.
    • Ensure that the defined appraisal system is applied for all members of his/her team
    • Create coordination mechanisms specific to his/her team, and ensure proper supervision
    • Identify the training needs of the team and addresses them (organizational and technical support, methodology, organization of training sessions…) and interact with the HR Team in planning/conducting training
    • Follow the training received by the teams and gather contents for capitalization

    Representation and coordination:

    • In coordination with his/ her line manager, represent PUI in the project area with any relevant stakeholders, local, national and international partners, local community representatives in order to facilitate the implementation of the project’s activities;
    • Participate actively to the Protection Working Group, and other relevant Sub-Groups; participate to the elaboration of common tools and guidelines;
    • Set up a network, coordinate and communicate to the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organizations (CBOs), community groups
    • Work in close coordination with relevant staff in other PUI departments, including Food Security, Nutrition, Health, PSS, WASH and MEAL to ensure the strong integration of other sectors and to promote the development of new concepts/approaches/collaborations for future programming
    • In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit.

    Logistics and Finance:

    • Ensure budgeted action plans are prepared at the beginning of the project and that they clearly reflect the activity plan of the project;
    • Be responsible for the budget lines under his/ her management, and provide forecasts on these budget lines on a monthly basis contributing to the monthly budget follow-up process;
    • Comply with all logistics rules, procedures and processes, ensuring the timely supply of all logistics needs for the successful implementation of his/ her activities;
    • Be responsible for the eligibility and good utilization of funds allocated to the activities under his/ her management;
    • Analyze and propose solutions of budgetary reallocation if needed, after receiving a monthly updated financial follow-up (FFU) from the Finance Department;
    • Fill the cash forecast according to his/her budget areas as per PUI internal procedures

    Safety and security:

    • Contribute to data collection on safety and security issues in his/her field of operations and disseminate them to the Field Coordinator regularly or on an ad-hoc basis if urgent.
    • Ensure that the safety and security rules are known and respected by his/her team
    • Ensure that projects, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way. He/she alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries.
    • Perform any other duty/task as assigned by the supervisor.

    Protection Deputy Project Manager

    Job Description

    • Under the direct supervision of the Protection Project Manager, the Protection DPM shall ensure the overall support of the project implementation and assist the Protection PM in planning, organizing, implementing and monitoring project activities. 
    • This position is aimed at supporting the Protection Manager in ensuring sound protection interventions for all projects in the duty station. 
    • He / she will support leading and coordinating the implementation of all protection activities (GBV Case Management, Protection Monitoring, Protection mainstreaming) implemented in the region with a strong focus on the management of day-to-day operations. 
    • He / she will support the identification of training needs of the field protection staff, ensuring these are addressed
    • through a tailored capacity building plan.

    Responsibilities
    Activities implementation:

    • Lead the implementation of the scale up plan for the protection program at base level
    • Support the Protection team in developing, implementing and monitoring project activities in the areas assigned in the project intervention framework, in compliance with goals defined in the project proposal, and ensure that activities are met in a timely manner
    • Support in capacity building of protection staff on GBV response and prevention: on-job training on case management, GBV in Emergency, caring for child survivors, coaching; revision and support to adaptation of training materials, handouts and other information on GBV.
    • Provide inputs in setting up GBVIMS and SOPs in accordance with GBV Subsector standard
    • Provide technical guidance and support to Protection Supervisors in developing strong and effective internal and external referral pathways and supervise the organization and follow-up of referrals (including protection cases, malnutrition cases and cases with urgent needs)
    • Strongly support protection mainstreaming within nutrition, MHPSS and health sectors.
    • Ensure that the protection outreach components are consistent and linked with the needs of the population of concern and that they are provided with the necessary information regarding the services available in the target area.
    • Participate in the development of quality, gender-sensitive strategies, and interventions.
    • Provide inputs for the establishment of women and girls friendly space in accordance with relevant international standard.
    • Develop or adapt specific and appropriate IEC materials and other messaging and awareness-raising activities
    • Participate in the development of training materials and provide capacity-building to the Protection team, other PUI teams, partners and other stakeholders
    • Ensure compliance of all activities with international and national laws, conventions and policies as well as with international humanitarian principles and guidelines
    • Follow up the performance indicators defined, report on progress to the Protection PM, indicate difficulties encountered in project implementation and propose improvements
    • Support the Protection Project Manager in strategy development, including through supporting the development of high-quality proposals and associated budgets
    • Support the protection PM in monitoring and evaluation of Protection projects ensuring quality of services
    • In the event of serious delays in project implementation, immediately inform Protection PM and propose solutions to remedy the situation

    Team Management:

    • Directly or indirectly supervise Protection Supervisors, Protection Officers, the Case Workers and ensure the timely implementation of their activities
    • Ensure capacity-building of the team through trainings and technical guidance (organizational and technical support, methodology, training sessions on specific topics related to protection)
    • Coordinate the work of Protection Supervisors and Officers: work plans, progress toward targets, and frequency of submitting collected data
    • Uphold PUI code of conduct and internal regulations and ensure that they are known and respected by each team member
    • Participate actively in the hiring process (candidates interviewing, testing, etc.)
    • Ensure that Protection team members and outreach workers have the necessary information on the referral system and provided services and properly understand the activities to be implemented in the framework of the project
    • Ensure that Protection team properly handles confidential information and that information collected by both officers and community outreach workers is reported and properly uploaded to the database
    • Support Protection Supervisors & Officers in improving their performance
    • Regularly appraise the performance of Protection Supervisors and when requested support in the appraisal of the Protection Officers
    • Routinely monitor Protection Officers & Case Workers activities
    • Continuously collect feedback from Protection team and ensure the communication to the Project Manager
    • Ensure the security rules in the field are respected, the safety of the field officers is guaranteed and the regular communication with the security focal person is maintained

    Logistic & administration:

    • Define the needs in materials and tools required to conduct trainings and outreach activities
    • Organize and coordinate training sessions: venue, attendees, and support materials
    • Provide the Protection PM on a monthly basis with information necessary for the development of cash flow estimates specific to Protection program
    • In coordination with the Protection PM, assist in other logistical components of the Protection program
    • Ensure the proper utilization of the tablets by the Protection officers and GBV Case Workers
    • Communicate to the Logistic Manager on a weekly basis his/her needs related to vehicles and communication equipment for the implementation of program

    Reporting & Data collection:

    • Ensure proper completion and filling of all documentation (soft and hard as required) and ensure data protection protocols, confidentiality and do no harm principles are respected while reporting protection cases
    • Ensure the proper collection, analysis and reporting of information by Protection team
    • Review the number of assessed individuals, identified protection cases, referred cases and closed cases
    • Participate in Protection data analysis and propose solutions based on available resources
    • Document and report training sessions and feedback from participants
    • Provide inputs for donor reports and proposals
    • Support the PM in the monthly Protection Monitoring Report and Service Mapping design and update
    • Cooperate with MEAL Department to conduct any MEAL related activities (such as surveys, field feedbacks, and lessons learnt exercise among others

    Internal and external representation:

    • Build and maintain relationships with external partners, community leaders (especially Bulamas), community committees and other stakeholders
    • Represent PUI before local actors and partners when required and at anytime and anywhere
    • In agreement with the Protection PM, attend relevant meetings and participate actively
    • In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit
    • Ensure coordination with PUI Staff and stakeholders concerning community intervention activities.

    Requirements

    • Candidates should possess a Bachelor Degree with 3 - 10 years of experience.
