    Finance and Admin Assistant

    Key responsibilities:

    • Ensure that all advances made within the month are justified before the final monthly cash count;
    • Visit the fields during various program activities to make payments;
    • Make payments and verify the consistency of supporting documents submitted in accordance with the ACF’s procedures, ensuring all invoices are accurate, consistent and signed;
    • Check the nature of all documents presented for retirements (photocopy, original, pro forma, translation, date, signature, stamp, terms used, accuracy of calculations, etc.);
    • Ensure that the physical cash box and the Excel/Saga cash book correspond on a daily basis;
    • Close the cash book on bi-weekly & monthly basis & send it to Finance and Admin Officer for review;
    • Ensure all payments are made timely;
    • Check that all invoices and their amounts are present as from their reception and the coherence with the accountancy in Saga;
    • Prepare a report for the Finance and Admin Officer of all missing invoices or differences in amounts from the SAGA extracted file;
    • After the monthly accounting closure check that the accounting codes, the project codes and the budget codes are accurate;
    • Scan and upload all the invoices/documents (base financial books) according to the monthly base books respectively, before sending to Capital Office for archiving;
    • Classify & split the invoices according to their budget lines if necessary, particularly when they have been used in various operations. At the end of the monthly accountancy closure, prepare the files to be sent to Capital (final checking of invoices and their presence);
    • Check that all invoices and their amounts are present as from their reception and the coherence with the accountancy in excel file;
    • Check that the accounting codes, the project codes and the budget codes are accurate as per the attached PR or program allowance request form;
    • Provide timely request of supplies required on monthly basis;
    • Arrange accommodation in guesthouse and hotels based upon approved travel request;
    • Ensure that all staff submit the timesheets and 10 minutes conversation on monthly basis before 5th of every month;
    • Track and share leaves with HR Officer;
    • Monitor maintenance staff to make sure the office is kept tidy and clean at all time;
    • Take minutes of meetings and proceedings at weekly briefings and other functions;
    • Arrange logistics for meetings, retreats and workshop as required.

    Position Requirements:

    • Bachelor’s degree or equivalent in Accounting, Finance, Economics, Administration and Management with other related fields;
    • Minimum of 1 year experience working in Finance/administrative support positions;
    • Exceptional organization, time management, and attention to detail;
    • Professionalism, honesty, reliability, autonomy & strong sense of responsibility;
    • Very good communication & training skills;
    •  Ability to maintain confidentiality;
    • Strong computer skills particularly in MS Excel, literacy and numeracy;
    • Fluent in English;

    Logistics and Admin Manager

    Key responsibilities:

    • Plan staff development/training for the logistics team at base level. Train staff and provide ad-hoc support on how to properly operate within and implement ACF logistic policy and procedures;
    • Provide a weekly/monthly planning for the team in the base, prioritize tasks, set deadlines and follow up on tasks requested from team members;
    • Supervise stock management including cold chain (storage conditions, stock reports, expiry dates…) and ensure that it follows laid down procedures and that stock release orders, stock cards, SFU and other documents and/or tools are used and systematically updated;
    • Ensure that stock reports are up to date;
    • Monitor deliveries to departments/bases/requesters;
    • Oversee the vehicle fleet weekly and monthly plan using ACF tools and ensure their actual implementation;
    • Support the Logistics Head of Department to identify the vehicles needs for the base;
    • Check that the rented vehicles are administratively compliant and approve the monthly payments;
    • Ensure base vehicles and generators are serviced on time and that records are properly kept in appropriate fleet folders;
    • Follow-up the fuel consumption for generators and vehicles and ensure timely monthly report;
    • Ensure that the premises meets health and safety requirements and that facilities comply with legislation and that the premises are clean and free from environmental hazard;
    • Ensure quarterly inventory of the base equipment;
    • Ensure that all communication means are working on the base (Internet, HF/VHF, GSM and Thuraya);
    • Ensure that all users sign a temporary allocation form for all assigned equipment in order to properly track equipment movements;
    • Contribute to the development, implementation and review of the mission Country Logistic Strategy;
    • Contribute to the development, implementation and review of the base financial and fleet plans;
    • Ensure a good communication between logistics team and all department in the base, more especially the project implementation team;
    • Contribute to the preparation of audits in consultation with the HoD Logistics;
    • Contribute to the prevention of fraud, report and support the management of any fraud issue identified;
    • Hire (with support from HR department) and manage the logistics team in the base;
    • Ensure all logistics staff are appraised and the needs of support/training are identified and shared with Field Coordinator and Head of Department Logistics;
    • Oversees administration of human resources, including but not limited to, maintaining personnel files, assisting with recruitments and orientation procedures, purchasing and maintaining adequate health and other insurance policies, etc;
    • Oversee finance team submission of monthly accountancy books as per the reporting deadline and ensure reporting qualities up to expected standard;
    • Oversee all statutory payment remittances, enforce adherence to donor financial requirements/guidelines/regulations and ensure internal control procedures are followed at the base level;
    • Enforce budget follow up and monitoring through continuous monthly BFU review with involvement of concerned budget holders and providing feedbacks to related action points;
    •  Ensure finance team keeps standard finance support documentation with up-to-date archiving that are adequate to support audit;
    • Sensitize the team on management of fraud and corruption risks by raising alert on suspicion of fraud and corruption through the appropriate channel.

    Position Requirements:

    • Minimum of a Bachelor's degree in Business Management, Logistics Management or other relevant field of study);
    • Minimum of 3 years’ extensive experience in Logistics, HR or Finance (administration) management/coordination, preferably in humanitarian or development work;
    • Certification in CIPS, Supply or Logistics desirable;
    • High level of Integrity and transparency;
    • Excellent people management skills combined with the ability and desire to further develop staff capacity;
    • Strong organization and management skills and ability to coordinate a diverse range of people and responsibilities;
    • Ability to organize and prioritize workload, using initiative when appropriate and demonstrate good judgment;
    • Possess strong analytical, communication, interpersonal and negotiation skills;
    • Effective multitasking skills with ability to coordinate and handle pressure/stress well;
    • Flexible, able to live and work in a stressful and insecure environment.

    Nutrition and Health Officer

    Key responsibilities:

    • Participate with M&E team in supervision of data collection for nutrition and health assessments;
    • Liaise with Nutrition and Health Assistants for accessing community support group and health facility database on a regular basis and updating overall health facility based activities;
    • Conduct ongoing capacity assessment of health workers on CMAM services delivery, IMCI service delivery, reproductive health service delivery, vaccination etc. and review the training needs and/or coaching needs; 
    • Ensure that all health facilities/sites have adequate supplies to delivery uninterrupted health care services through identifying needs, informing line manager on regular basis;
    • Support the Nutrition and Health Programme Manager in organizing LGA based coordination meeting;
    • Prepare individual monthly action plan in reference to work plan and share with the Nutrition and Health Programme Manager in regular monthly planning meeting with nutrition and health teams led by the Nutrition and Health Programme Manager;
    • Ensure that all children and patients visiting ACF supported health facilities are properly examined and treated according to national health and nutritional protocols and standards;
    • Identify gaps for WASH in health facilities and inform the Nutrition and Health Programme manager on a regular basis;
    • Ensure Availability of essential Nutrition & Health supplies in assigned Health facilities including data tools;
    • Develop monthly monitoring and supervision plan for the LGA and share with the Nutrition and Health Programme Manager;
    • Ensure that specific monitoring finding is reported to the Nutrition and Health Programme Manager with potential solutions;
    • Regularly follow up with the teams on the progress of activity, challenges and guide on necessary actions;
    • Share training plans with identified needs to the PM well in advance to facilitate support from HR/Admin/Logistics;
    • Track Supervisee’s daily attendance, validate monthly attendance for supervisee, and submit it on a timely basis to HR;
    • Maintain and update database for health workers, community health workers/volunteers, trainings and share with line manager;
    • Prepare consolidated tracking tool for supportive supervision visits/on-job coaching sessions and share with line manager;
    • Update LGA work plans, individual work plans and share with line manager;
    • Use appropriate attendance sheet on-job coaching sessions, workshops/meetings and trainings and share a copy with line manager;
    • Use specific supervision checklist during supervision visits and archive filled supervision checklists with summary report – every month;
    • Fill the health evolution reports every month for the LGA and share it with line manager for consolidation.

    Position Requirements:

    • Bachelor’s degree or equivalent in Nursing, Midwifery, Public Heath or other relevant qualifications with experience in Public Health and CMAM programming;
    • Minimum of three (3) years’ experience in primary health care program;
    • An excellent report-writing skill is required including MS Word, Excel and PowerPoint;
    • Fluent in written and spoken English and Hausa;
    • Good communication and Interpersonal skills;
    • Team management experience with similar programs;
    • Ability to observe and to provide feedback on the activities;
    • Ability to manage staff according to local culture and organization policies.
