    Access to Finance Manager

    Function

    • The Access to Finance Specialist will be responsible for driving the Access to Finance (A2F) component of Heifer Nigeria Signature Program “Naija Unlock”.
    • Emphasis would be on increasing access to finance for smallholder farmers and other value chain actors through loans, credits, equity investment, blended financing, grants, etc.
    • The Access to Finance Specialist would oversee end to end process for innovative funding design, implementation, oversight, and reporting.
    • S/he will identify and work with partners and stakeholders to increase capacity of farmers and other value chain actors for ease of accessing funding while attracting finance from financial institutions, impact investors (including Heifer Impact Capital), development partners, angel and equity investors, etc.

    Responsibilities & Deliverables
    Project Management and Effectiveness (60%):

    • Provide technical and management support to broaden access to agribusiness finance for Naija Unlock smallholder farmers and value chain actors.
    • Work closely with the Program Director and Naija Unlock technical team to develop strategic approaches and work plans that address the financial and investment needs of smallholder farmers, farmer-owned agribusinesses (FAOBs), and other value chain actors.
    • Coordinate with Business Development Service Providers (BDSPs) to assist smallholder farmers, cooperatives, FAOBs, processors, and other value chain actors to understand the needs and requirements of partner financial institutions and investors, and assist in developing comprehensive business plans that involve strategic planning, financial structuring, feasibility analyses, and market research; and completing loan applications with financial and cash flow projections.
    • Identify interested financial institutions, including microfinance institutions, and work with them to better understand the financial needs of actors throughout various value chains, including rice, poultry, tomatoes, small ruminants, livestock, etc.
    • Provide support to financial institutions to expand their agribusiness lending and create jobs, especially for women and youth.
    • Improve access to finance for household livelihoods development, with a particular focus on increasing access to savings and financial services through savings mobilization, savings and loans groups, and services embedded in financing.
    • Monitor and oversee activities that improve access to financial services for smallholder farmers, FOABs, and partner agribusiness MSMEs.
    • Carry out investment analysis and appraisal on agribusiness financing opportunities and make recommendations on the viability or otherwise of the agribusiness/opportunities.
    • Work closely with the MEL team in data gathering and measurement of the impact of Access to Finance interventions.
    • Design, implement and regularly evaluate the Naija Unlock access to finance strategy in line with set objectives.

    Capacity building (20%):

    • Work with Heifer Nigeria team and service providers to design and/or improve training modules that will increase farmers access to funding.
    • Provide the agribusinesses with technical support to make them investment ready, complete and submit applications for loans, grants, or investor pitch.
    • Assist agribusinesses, farmers cooperatives, and related enterprises to document business plans and cashflow projections to increase their capabilities to access loans.
    • Provide technical and management support to broaden access to agricultural finance for actors across various value chains, especially market system actors, smallholder farmers, agriculture cooperatives, women, and youth.
    • Provide training and technical assistance to financial institutions (MFIs, commercial banks, equity investors) in institutional strengthening, risk management, product design and outreach.
    • Support financial institutions in the structuring of innovative agribusiness deals/transactions, including creation and review of financial models, business plans, and blended financing options.

    Relationship Management (15%):

    • Facilitate and create linkage between smallholder farmers and partner agribusinesses with funding partners (banks, investors, Heifer Impact Capital, development partners etc.)
    • Identify and develop strong relationships with banks, lenders, and investors and regularly organizing stakeholders’ engagement meetings between financial partners and smallholder farmers/FOABs.
    • Identify FOABs and agribusiness SMEs operating with Naija Unlock target value chains and geographical focus areas that are credit or investment ready and match them with available resources.

    Any Other Assigned Functions (5%):

    Minimum Requirements

    • Bachelor's Degree in Economics and/or Statistics, Financial Management, Accounting, Banking and Finance, Business Administration or another related field.
    • Demonstrated experience in coordinating and working with financial institution or development organization with access to agribusiness finance focus.
    • Minimum of five (5) years of directly supporting smallholder farmers and agribusinesses to access finance through loans, impact investment, grants, equity investment, blended financing, etc.
    • Must be eligible to work in Nigeria.

    Preferred Requirements:

    • Strong network in the access to finance space and the financial ecosystem in Nigeria, particularly within financial institutions, private lenders, equity investors, impact investors, development partners etc.
    • Proven experience raising funds for own business or other institutions.
    • Experience working to build capacity for MSMEs towards accessing funding
    • Excellent organizational, communication, and interpersonal skills.
    • Must possess experience working with smallholder farmers, funding partners and a practical understanding of the needs and challenges that exists in relation to agribusiness financing.
    • Practical experience training on financial management and business planning can be an added advantage.

    Program Monitoring, Evaluation & Learning Officer - Naija Unlock

    Function

    • This position will support the development and implementation of Planning, Monitoring, Evaluation and Learning Systems for projects executed within the country programs.
    • A strong emphasis is on data collection and analysis, data integrity, reporting and dissemination to key stakeholders in appropriate formats.
    • S/he will provide technical input to design and implementation of Heifer’s Nigeria MEL system and strategies, project reviews and ensuring adherence to quality standards in baseline surveys, living income benchmarking, routine monitoring and evaluation processes that contribute to implementation of the global strategies.

    Implement monitoring, evaluation, learning and systems for the project. (30%):

    • Support implementation of project/program specific MEL Plans.
    • Collect and manage data for tracking the status of key performance indicators
    • Work with external evaluators to conduct mid-term and final evaluations
    • Conduct and manage baseline assessments, living income benchmarking and validation, tracking of project progress, annual surveys, and special studies.
    • Design and manage project specific databases
    • Ensure the effective implementation of MELS policies, procedures, and guidelines for the project.
    • Ensure proper use of available digital tools and technology for effectively managing MELS activities, including data collection survey using SurveyCTO.
    • Support articulation and dissemination of learning insights s from project monitoring, evaluation, and research processes.

    Data management, analysis and utilization for learning. (25%):

    • Develop data flowchart for all the projects.
    • Design data collection tools, plans, and processes for all required information, ensuring high quality and integrity of data.
    • Review and adjust M&E plans and targets, tools, and processes periodically as need arises.
    • Support development of a MELS budget and staffing plan per each funded project.
    • Assist in networking with other development organizations, governments and other line agencies in promoting Heifer’s development model/initiatives, and potential collaborations.

    Contribute to program effectiveness: design monitoring, evaluation, learning and systems for the project (20%):

    • Support design monitoring and evaluation plan incorporating core standard indicators defined by the project and set targets for indicators.
    • Support needs assessment and scoping studies,
    • Support design/review of project Theory of Change and results framework target setting, progress tracking and reporting.
    • Create indicator reference sheets for all selected indicators.
    • Ensure adaptive learning from monitoring and evaluation findings and insights
    • Contribute to the designing of monitoring and surveillance systems and analyses of data from them.
    • Implement the projects Results Framework & logical framework.

    • Orient and build Heifer, Cargill and implementing partners capacity in MELS activities including proper record keeping and data management.
    • As needed, supervise, and manage survey enumerators for efficient data collection and compliance with MEL standards and requirements.

    EBusiness Development (5%):

    • Support the development of concept notes, project proposals, and submission to potential donors.
    • Support research and evaluation initiatives in specific counties.

    • Minimum of three (3) years of direct relevant MELS experience.

    Preferred Requirements:

    • Five (5) years or more of direct relevant MELS experience.
    • Experience performing M&E activities generally and, on a donor-funded project.
    • Experience in supporting and monitoring field-based programs.
    • Experience in managing databases and coordinating evaluations, surveys, and impact monitoring.

    Field Coordinator

    Functions

    • With responsibility for the overall operation of the signature program within the jurisdiction of the field coordinator, you will have a proven track record in delivering projects, especially project set-up and partnership management, planning, coordinating and reporting on implementation and on-going monitoring, learning and improvements to project delivery.

    • Provide input to Naija Unlock’ quarterly and annual reports, and work planning exercises.
    • Develop monthly activity reports.

    • Serve as Security Focal Points in their respective states.

    Program Monitoring, Evaluation and Reporting (30%):

    • Contribute to data collection, verification, or analysis feeding into Naija Unlock efforts at the state level
    • Support performance measurement surveys, including baseline, living income benchmarking and validation, tracking of project progress, annual surveys, and special studies.
    • Support articulation and dissemination of learning insights s from project monitoring, evaluation, and research processes.
    • Provide field level oversight during annual surveys and other data collection efforts
    • Contribute to identifying and analyzing lessons learned and best practices at the state, cohort, and farmer levels; contribute this feedback as part of the Naija Unlock Learning Agenda
    • Participation in weekly virtual management meetings (mostly by telephone)
    • Representation of Naija Unlock at relevant meetings, workshops, donors’ events at the state level
    • Promote better communication among agencies at the state-level, between state and local levels and among the different local jurisdictions.
    • Develop new relationships with and collaborate with stakeholders at the state level.

    Stakeholders Engagement (15%):

    • Coordinate stakeholder engagement activities, including focus groups, workshops, and other activities in their state
    • Liaison with key government line ministries and other key stakeholders in the respective states with the implementation of Naija Unlock signature program
    • Promote and represent the Naija Unlock at state level meetings and trainings.
    • Maintain excellent working relationships with and serve as a liaison to state agencies.
    • Effectively facilitate contacts and engagement with local partners that are collaborating with Heifer International in the respective states

    •  Provide project status reporting and updates of progress, dependencies, issues, and risks.
    • Compile and present research findings and recommendations as may be beneficial to the project.

    C. Stakeholder Management (20%):

    • Provide practical and all necessary support to Signature Program Director in achieving successful execution of the project.
    • Manage the day-to-day projects/logistics and the corresponding communication for each project.
    • Establish plans for multi-stakeholder engagement and learnings.
    • Develop strategies for capturing and processing sharing knowledge from projects.
    • Participate in periodic meetings with stakeholders.

    D. May perform other job-related duties as assigned (5%):

    • Any other job-related tasks assigned by the supervisor.

    Requirements
    Minimum Requirements:

    • Bachelor's Degree required in Agricultural Economics or related field, plus 7 years relevant work experience.
    • Extensive project management experience managing projects differ in size and complexity.
    • Astute understanding of and effectively employ strategies within the political, social, cultural and economic landscape in the state when designing and implementing agricultural development initiatives
    • Excellent oral and written communication skills.

    Preferred Requirements:

    • Master's Degree preferred in relevant field.
    • Project management certification.
    • Experience in tech-enabled programs, with an understanding of leveraging technology and supporting business plan competitions.
    • Experience in a tech- incubator environment.

    • Ability to formulate a plan to meet the objectives of the project while adhering to an approved budget and timeline.
    • Excellent communication, people, and leadership skills, as well as a keen eye for others’ strengths and weaknesses.

    • Expert level risk management and contingency planning experience.
    • Ability to monitor spend rates and make modifications based on budget allocation.
    • Experience in managing project data and reports.
    • Ability to determine ongoing maintenance and troubleshooting needs of a project.
    • Proficient in Microsoft Office Suite.
