    TAConnect Reward Framework Review Consultant

    1. Introduction
    Technical Advice Connect LTD/GTE (TAConnect) is a non-profit organization registered in 2021 and based in Nigeria to bring innovative solutions to the provision of Technical Assistance
    (TA) services across Africa. TAConnect was established by the Bill and Melinda Gates Foundation (BMGF) to deliver tailored and cohesive support to states in Nigeria by
    strengthening their PHC systems and enhancing PHC service delivery.
    As an innovative platform, we respond to state TA priorities to promote sustainable improvements in state Primary Healthcare (PHC) systems’ performance and increase uptake of
    Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.
    TAConnect Management established a draft salary structure for its operations. The draft salary structure is being used for placements and engagements in the organization from January 2022 to
    date pending reviews, validation, or independent evaluation to determine its appropriateness and adequacy.
    TAConnect aside from reviewing the draft salary structure, will also require an assessment of the economic impact on the current salaries and a recommendation considering the draft salary
    structure. Also, in the final stages of developing the next strategic plan and we project new positions to be created over the next years subject to availability of funding. The consultant will
    also be required to review already developed JDs for the new positions as well as grade the positions accordingly.
    2. Objective of Consultancy
    Review TAConnect draft grading and salary structure (total reward framework) with the overall aim of ensuring that its salary and benefits packages are equitable to similar organizations working within same context as well as to ensure it match the responsibilities and duties of each position and are competitive to enable the organization to attract and retain high level talent as well as address the following issues that have been identified.
    Conduct a market survey across a broad range of NGOs in Nigeria with similar contexts to TAConnect in terms of scale of operations and thematic focus to determine
    representativeness of TAConnect' current salary structure. A concession between TAConnect management and the consultant would be made in respect survey pool.
    Review and validate the current job grades and draft salary structure that were developed in 2022 to reflect exigencies and realities within the development sector. The draft salary
    structure needs to be reviewed considering the local market analysis, comparators benchmarking and job matching. Thus, in ensuring equal pay for equal work done, review all the JDs and align them accordingly.
    To ensure attraction and retention of high performing staff, conduct a comparator analysis of salary as aligned with similar job competencies of peer organizations
    3. Reporting and Deliverables
    The consultant will report to TAConnect Executive Director. He/she will be expected to have at least two meetings with the TAConnect management team before the end of the contract.

    The key deliverables and activities will include:
    1. Consultant will prepare a work plan with a process and schedules for delivering the consultancy services.
    2. Review the existing salary structure and job grading structure, determine if any revisions are necessary, and then make recommendations to TAConnect Executive Director and management regarding these revisions.
    3. Review the current job descriptions and advise accordingly. In areas where a re-match to job salary grade is required, he/she should provide explanations/ justifications for the same.
    4. Liaise with Finance and HR to prepare a protectory job grades and salary reviews for any anticipated new jobs/ roles at Organization within the next strategic plan period (2023 - 2026).
    5. Prepare a template highlighting key findings of the market survey across a broad range of organizations with similar contexts to TAConnect in terms of budget and portfolio
    6. Prepare a detailed report with recommendations and budgetary implications of all issues identified in 1-6 above.
    4. Duration
    The task is expected to be completed within 25 working days from the date of signing contract.

    5. Materials
    Organizations’ salary survey report (if available), Organizations’ current salary and grading structures (scale), All the current staff job descriptions, A write up of all
    additional duties and responsibilities being undertaken by various staff, Organizations’ draft strategic/work Plan, and Organizations’ HR and Finance Manuals

    6. Qualifications
    This task will be conducted by a consultant having the following main qualifications: At least a master’s degree or equivalent with a major in a relevant discipline (e.g. Human Resource
    Management, Organizational Development, or related social sciences and a demonstrable experience of over 5 years in a similar assignment
