    Sub Grant Manager

    International Medical Corps is therefore looking for a suitable candidate to fill the position of Sub Grant Manager to be based in Borno/Kano respectively.

    Job Summary:

    Working under the supervision of the Program Director and technical support of the Roving Sub Grant Manager, the Sub-Grant Manager is responsible for delivering "work through a partnership program. An approach strategy, working to develop a strategic framework and systems to strengthen the partnership with government, civil society, research institutions, and others. The Sub Grant Manager will coordinate the IMC partnership approach in Nigeria, support the development of the partnership approach and improve and adapt tools and practices. S/he will work across departments to establish systems and methods for identifying, pursuing and maintaining effective partnerships that contribute to IMC Nigeria’s strategic direction. The Sub Grant Manager will map and identify new partnership opportunities, assess partner organization capacities, facilitate relevant capacity-strengthening support and provide ongoing support to the partner organization throughout the program implementation. 

    Sub Grant Management – Systems and Policies:

    • With the support of the Program Director and Country Director, coordinates the development of partner project strategies, quality proposals and narrative reports with relevant teams, including acting as lead writer when necessary.
    • Work closely with the HQ Roving Sub Grant Manager to update systems and policies supportive of the Partnership Strategy.
    • Ensure practical and collaborative pre-award assessments and vetting on a routine basis so that the organization is not exposed to undue risk.
    • Review partnership management practices; identify and follow up on actions to improve management practices.
    • Help ensure partners' involvement in strategic planning, program design, and proposal/concept paper development;
    • Define a standard framework of roles and responsibilities among various departments for partnership communication and engagement;
    • Establish and maintain a partnership database that maps out partner capacity, influence and strategic alignment.
    • Perform other duties as may be assigned by the Program Director and the Country Director.  Requests from other members of the SMT, to perform certain duties, is subject to the approval/consent of the Program Director.  

    Establishing partnerships:

    • Assess the current partnership portfolio identifying strengths, weaknesses, opportunities, and risks related to current partners.
    • Identify and explore new partnerships, including updating the partnership mapping and establishing relationships for collaborating on programming and capacity building.
    • Identify funding opportunities suitable for existing or future partnerships and support in proposal development and submissions.
    • Review existing partnering resources and identify additional needs to support capacity assessment, monitoring, compliance/vetting, project cycle management, etc., coordinating closely with the program team.

    Partner program management:

    • Develop and/or coordinate with other departments in the management and monitoring systems in regards to partner programming.
    • Ensure sub-grant agreements, partnerships coordination and monitoring, institutional policies and procedures are complied with by the partner organizations, including policies on child safeguarding and advocate for amendments and flexibility where necessary
    • Work with the Roving Sub Grant Manager to ensure partnership tools and financial standards meet donor requirements and lobby for adaptation and flexibility.
    • Provide support to the partner organization in the project cycle management, including ensuring work plans, phased budgets, procurement plans and benchmarks are in place for each project and assist partner teams in putting these in place.
    • Convene the kick-off meetings with partners when new projects are awarded, involving the program, finance, MEAL and other relevant departments.
    • Assist partner management in monitoring outputs against activity plans, budgets and timeframes. Assist partners in strategizing ways to ensure program delivery meets targets and supports their own organizational development.
    • Keep track of relevant technical, operational, finance, HR or grants issues and, where necessary, facilitate support from relevant technical or operations teams to ensure continuous support and involvement at all stages of the program cycle.
    • Facilitate the provision of technical advice by the program departments and ensure that the program staff checks the quality of the work on program sites.
    • Support consolidation and review of partnership reports as per the sub-award agreement.
    • Work with finance teams to ensure the timely payment of partner installments, review partner reports and close out partner sub-grants.
    • Organize monthly partner review meetings with representation from partners and relevant IMC operations and program staff to discuss progress, roles, responsibilities, expectations, communication between the organizations, any conflict of policies, any areas of concern, and future planning.

    Partnership Management and Capacity Development:

    • Establish and orient staff and partners on principles of partnership and management.
    • Coordinate strengthening of local and national partner capacity to deliver quality results, working across relevant departments to set up systems for coaching and capacity building.
    • Coordinate across teams to carry out partner organizational capacity assessments. Analyze assessments to identify specific capacity building and organizational development needs and provide training and targeted capacity strengthening support.
    • Promote relationships of mutual respect and learning with partners and guide relevant staff on balancing between holding partners accountable while supporting them.
    • Facilitate partners' feedback on their partnership with International Medical Corps and work with relevant departments to address feedback.

    MEAL Roles and Responsibilities

    • Ensure new partner program proposals adhere to donor requirements and expectations regarding MEAL, demonstrating the country mission’s commitment to quality, accountability, and continual improvement.
    • Ensure the implementation of MEAL activities in line with donors’ requirements and IMC’s minimum standards.
    • Ensures findings, lessons, feedback and evidences from the previous project cycles guide future program strategy, planning and design.
    • Ensures partner level activities/training pertaining to MEAL are resourced.
    • Ensure MEAL staff and findings are incorporated into program review and planning meetings.
    • Ensure effective use and implementation of MEAL minimum standards across partner program grants.
    • Work with the MEAL team to produce briefs and partner program review reports.

    Job Requirements:

    • University degree or Masters in Public Health, International Affairs, Disaster Response and Management, Social Studies, Sociology or a related field.
    • More than 5 years’ experience with an international NGO - managing and/or coordinating grants, including sub grant management.
    • 2-3 years working in grants management and proposal/ business development/ design.
    • Extensive experience working with partners, especially with local grass root organizations.
    • Knowledge of donor compliance regulations (BHA, USAID, ECHO, UN agencies, BPRM, EU, GAC, Dutch government etc.)
    • Demonstrated and extensive program/project, people, and financial management skills.
    • Ability to effectively work with government, community leaders, international/national organizations, donors, partners and other key stakeholders.
    • Willingness to work additional hours in order to meet tight deadlines.
    • Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity).

    Key Competencies:

    • Must be able to work independently and show initiative.
    • Good report writing skills and ability to make recommendations for improvement; computer (MS Office), filing, and organizational skills
    • Strong leadership skills and communication skills, with excellent written and spoken English.
    • Familiar with proposal development process and requirements from donors
    • Willingness to travel throughout the project areas
    • Excellent oral and written English skills.
